9—A deputation cf six aldermen, representing the lower town wards, will proceed to Toronto to-night to interview the Ontario Government in opposition to the New Edin- burg annexation scheme, Sheriff Chapleau, of the North-We.t Territories, who is at present in the city, is reported to be about to engage in cattle ranching in company with a number of United States capitalists and to be about to lease a large tract of grazing land. The mystery connected with the murder of farmer Dunlap at Mink Lake, who was battered to death at his own door and his body then dragged about seventy-five yards through long grass and then thrown in the lake, still continues unsolved. It is eaid that Mrs.Dunlap, the wife of the murdered man, will be arrested on suspicion of knowing something about the murder of her husband as soon as she recovers from the attack of insanity which came upon her after. The detectives who have been working the case have concluded that Dunlao may not have been murdered by a man, for although his head was badly battered his skull was not fractured in the slightest, He had not been very long married.HAMILYON HAPKENINGS.Bringing Stolen Money into Canada-— A Body of Ireland were determined to resist to the bitter end. They asserted that the Nationalist leaders were actuated by selfish motives and were not working for thegood of Ireland. They asked for the from Norway to America, was interviewed, He said :— “Our boat is a common Norwegian sjogto, bowshaped at both ends, It has doubtless been already described in the Herald at our start, She is 15 feet in Keel, 5 in beam, 2 feet 4 inches deep and fitted out as a lifeboat. She behaved well at the outset, We left Christiania on May 25.We sailed eight days across the North Seas, and came through the canal at Grangemouth to Glasgow. We left the last port on June 26 and called at Malin Head.“Can you memorize your log 1”?“For the first two weeks out from Ireland we had bad weather, all westerly winds. On the 6th and 7th of July we had high seas.On the 11th and 12th we encountered a heavy gale, with a high breaking sea, which we cleared fine by using oil.“On the 13th we carried away our mast in a strong breeze from the north, with squally weather and a high sea, We fitted a mast as we went along, After that it remained fine to July 20, when in a strong breeze from the north-northeast, with a high sea, we were capsized, the boat being fourteen buckets of wate: Short in her ballast and-wag carrying too much sail, But, with the exception of losing one square sale and the jib and some cloth, we got away again. From this mishap we got more confidence in the boat than ever.“Still, the knocking about and pi:ch- ing was more romantic than comfortable, We then had some days of very fine weather, after which we commenced fo get it contrary, and so had almost to lie to nearly all that week. This was when the City of Chicago passed us.But we had the worst the week after. On August 3 we were alongside the German bark Carl Lunk, of Dantzig, going to Quebec. Our barometer was damaged by the water, and we got to know that the glass had been falling for the last twenty-four hours and was falling still. The captain said, ‘ We have a heavy gale coming ; you had better come aboard here and give it up.’ Butin our success, afier last week’s slow progress, we would not listen. We left him, bnt had not been away four hours pefore we got the beginning of a gale from the south-west, which the next day hauled round to the west and blew terribly, with a high breaking sea.“We managed it well enough up to eight o’clock on the morning of the 5th of August when we got it worse and were again capsized and this time bang over our stern, or end over end.The boat righting itself ag ain was left full of water. For thirty hours the sea washed over us constantly, After we got bailed out we found six of the tanks full of water, The only dry one contained our clothes and twelve boxes of matches, All the bread but a few pounds was damaged, We had preserved the meat, potatoes and rice so that we wouldn’t want for eagables for three weeks. However, we found our water tank leaking, and the water getting salt.We had lost all our bed clothes and half our other clothes, our books and sextant, So on the 7th, we agreed upou giving up the job.Besides, our arms were bad with salt water boils, “We were still all right, but after the 24th of July we had begun to think that dence. We had been spoken by many steamers and other ships, and finally the bark Mary Graham, from Quebec to Shields, in latitude 49 deg.20 min, north and longitnde 45 degrees west, picked us up.We were most kindly treated, the captain being a man interested in our attempt.Alas! we brought him ill luck; for the bark soon shipped a sea over her stern, the wreckage striking the captain and killing him instantly, Then the second mate and a sailor were washed over and lost, the same sea also disabling the first mate and another sailor, leaving only two sailors, the carpenter, & steward, myself and my mate to work a ship of seven hundred tons. The boats were lost and part of the deck cargo of timber was washed away, the remainder lying about in all directions. There were nine feet ‘of water in the hold, and had the bark not been a very good ship we must have gone down, We, however, reached this place last Saturday night to take ship fox Norway again.“Was I sorry to give it up?Yes, indeed. But 1 would not use our boat again, question as to whether foreign vessels are liable to a fine for every passenger transported from one American port to another when passage is taken ‘first to an intermediate foreign port and thence to a domestic port, the continuity of the voyage being temporarily broken. The case giving rise to the opinion was that of the Canadian propellor California, which transported passengers from Cleveland, Ohio, to Windeor, Ont, where the voyage was temporarily broken but resumed on the same vessel and the passengers were carried to Chicago. The California was seized by the Customs people, and released by order of the Treasury officials.Acting-Secretary of the Treasury Fairchild decided that the vessel was not liable to seizure nor subject to any penalty, but modified his decision to make it applicable to the individual case, while he referred the whole case to the Executive Law Department for general ruling. The Acting Attorney-General holds that the vessel having made substantially a continuous voyage from Cleveland to Chicago, is therefore subject to a penalty of $2 for each passenger transported, under the law forbidding under such penalty transportation of passengers in forelgn it gets into the lungs and inflames ihe eyes of the citizens and 18 a prolific source of disease.Cannot the City Surveyor and Road Committee put their heads together and find some way of ridding the city of this nuisance ?The evil is deep seated. The system of street making and street repairing in operation, appears to have been specially devised for the manufacture of mud.Under such a system it would be a miracle if there was no mud.Is it not possible to begin areform at once?Per! aps the City Surveyor might, if he took the matter in hand, be able to convince the Road Committee that mud is not a necessary evil which all must bear with what philosophy they may, but which 1t would be folly to attempt to remedy. He might drive it into their heads that as other cities not more favored by climate than Montreal have got rid of the mud nuisance, Montreal might, if the proper means were ûsed, do so too.Ât any rato tne city authori- vate the evil.ee pr POLITICAL NOTES.It has been decided to establish & journal to interpret the views of the people of the county of Richelieu. The necessary funds have been subscribed, and Mr, M.J.Rouillard will edit Ze Patriot, which it will be named. This evening a meeting of Mr.Gravel’s committee will be held at the house of Mr.St.Martin, corner of Parthenais and St.Catherine streets, A number of prominent gentlemen will deliver addresses.La Presse announces the following political meetings: Saturday, at Petite Riviere, Co.Berthier ; What the ‘‘ Mail ’ and ‘ Globe ** Report.[From the Mail.] Carvaa, Sept.8—After à keen contest Mr.Coulter was returned here to-day by a majority of 88.The Conservatives, who were supported by a large number of independent Reformers, found it impossible to overcome the solid party majority in the riding, which was never in the history of the constituency so fully brought out as it was or this occasion, Mr.Merritt made a good fight, and the Conservatives of the riding are grateful to him; nevertheless, without any reflection ‘upon Mr.Merritt, we know that we have a local man who can carry the place on the next occasion, and who could have carried it to-day.The true explanation of our defeat is, first, the odds against us were far too great, Haldimand having always been an 1uapregnable Reform citadel ; secondly, in several sections of tbe riding the people have not yet fully realized the gravity of the issues involved in the Riel controversy; and lastly, the cry that Mr.Merritt was not a local man like Mr.Coulter told against us somewhat.Tt must also be borne in mind that the Reform party put forth its utmost efforts; they had three imported speakers to every one who came here to help Mr, Merritt.Considering all the circumstances, I think it will be admitted that the Conservatives ot Haldimand made a very creditable fight. The returns by majorities are as follows :— ME, COULTZR'S MAJORITIES.Rainiam.oe cree vareees ne sa…u00 su00lIS Cayuga ToOwnship .…….0.vs.Cayuga TOWN.s……sevcrccs OL SONEOD.accoc06 Lsranoi sauver sre- contrer worses OS 294 MR.MERRITT’S MAJORITIES.Walpole .…….…….……ssvosssecouve veo.86 Caledonig.….……….es Oneida.vee .Indians.………….….….0oecourse Majority for Mr.Coulter.……….…….88 The figures in 1882 were as follows; it pos- gessed.a sober, ethical, dogmatic faith, free from all shams and superstitions; it had been the church which, at all times, had put conscience and duty to the fore; and it had a decent, reasonable, but at the same time beautiful, service. The people were eseentially practical, and disliked all gentimentalism. These were some of the sources of their confidence on which they built their hopes for the future.Speaking of the admiration American Churchmen feel for the mother church, he claimed that this was largely on account of her adherence a3 a primary principle to duty. The Church of England puts conscience and duty to the fore, and long before Trafalgar the war cry of England introduced by the National church was, ‘ England expects every man to do his duty.” Dr, Harris concluded by explaining that the Bishop of North Caroline had been unavoidably kept away, and invited the Syncd to appoint a delegation to attend the General Convention of the Protestant Episcopal Church of the United States, which met at Chicago on the sixth of next month.- The Rev.Eugene Hoffman, of New York, urged closer union between the two bodies. He referred to the coming Convention in Chicago, and said it was not on the education question ss a philosopher, and affirmed the right of freedom in education, He concurred with Rev.Mr.Ford and John Stuart Mill, and contended that the Church of England should make no mistake about insistiog on religious education in the schools. There could be no such insuperable objections to religicus instruction in the public schools. The Government of Ontario had conceded the principle as far as mere words went, but their action had ended 1n the mere reading of a selection from the Scriptures. They had given to the trustees the power of determining the school hours, and, as was now the case frequently, the echool was dismissed to allow an hour for religious instruction. In regard to his own parish he had conferred with the Presbyierian and Methodist ministers, and they had eo much confidence in each other that they had agreed together to appoint an hour for religious instruction in the schools. They had adopted no form, but each had agreed -in his turn to give instruction for à month. He advised the Church of England to continue to contend for religious instruction, assured that by the force of their religious will they would compel the concurrence of governments, no matter how partizan. It ‘wag their duty to insist upon the teaching of religion to the people. It had been with ‘shame that he had read the report of Mr.Mundella, the British Minister of Educa- ‘tion, in regard to the Jewish element in ‘that country. As a rule, they were & poor people; but they had contended for ard had this House express its earnest conviction that religion should form part of the public education of the country, and that it is the duty of this body to impress upon the Governments and Legislatures the necessity not only of reading the Scriptures, but of teaching the essentials of our common Christianity in the public schools. Some discussion ensued as to the propriety of Rev.Mr.Ford withdrawing his motion, which he declined to do.Mr.Elliott (Guelph) remarked chat the aspects of the education question in Ontario were very different from those that obtained in Quebec and the Lower Provinces. In Ontario the Roman Catholics were only one-fifth or one-sixth of the population, yet they had obtained rights and privileges that were not possessed by the Protestauts. The school trustees of the city from which he came(Guelph)lamented the decadence of Christianity among the Young, and tor his part, he was sure that the time had come when it was necessary to speak out strongly. The articles of the Christian faith declared that the scriptures contained all things that were necessary to life and godliness. Then why were the scriptures kept out of the schools? This was a question for professing Christians to answer. It was true the Ontario Department of Education had recently prepared and circulated a series of scripture readings for schools. He did not know whether or not it was a revised edition.À delegate—It was revised by Arch- LEITOE & PARINGLE, Barristers, Attorueys-at-Law, Solicitore in Chancery, Notaries Public, &c.CORNWAULL, ONT.Jan, Leitoh.i August 25 MACLENNAN, LIDDELL & CLINE, (Late Maclennan & Macdonald.)
