\u2014Metbodist Indian Missionary Work\u2014General Booth on the Work of the Salvation Army, .ToroNTO, Sept.30.-The assessment commissioners will complete the assessment rolls to-morrow.\u2018The assessments this year will reach about $81,000,000, this being an increase of $9,000,000 on last year.\u2018There has been an increase of population of about 3,000, making the total population; according to the assessors, 115,000.The fourth annual meeting of the central branch of the Woman\u2019s Missionary Society of the Methodist Church was held here to-day, about 150 ladies being present, including delegates from Wallbridge, Barrie, Oshawa, Uxbridge, Brampton and other places.Reports of the secretary and treasurer showed that there were now 30 auxiliaries and ten mission bands, being an increase of ten auxiliaries and three mission bands.During the past year $4,066.10 has been raised by the central branch, an increase of $1,343.13 over the previous year.A resolution was passed the Hungarian Parliament to-day, said that Austro-Hungary intended to prevent any single Power from establishing & protectorate over Bulgaria, \u201cWe want independence among the Balkan States,\u201d he continued, \u201cwithout having any covetous designs towards any of them ; no community of interests exists in the Balkans, The Austro-German alliance continues guarding mutual conditions of Russia regarding the exertion of their respective influences either in the | western or in the eastern portion of the Balkan States.Austro-Hungary firmly adheres to the Berlin treaty, which, whilst it LIFE.Remarkable Cale of Resuscitation After All Animation Mad Apparently Ceased.Cricaco, Sept, 30.\u2014A case has just come to light here of a remarkable resuscitation from supposed death of a young married woman named Mrs, Fra- ger, the daughter of Mr, T.H.Stevens, who with his family came here from New York some three years ago.On July 30 last Mrs.Fraser gave birth to & child, and in August, after several days\u2019 illness, she was pronounced dead by one of her attending physicians.Dr.M.H.Lockersteen, who was also attending Mrs, Fraser, says : I did everything I could think to restore offices ir Vietoris Block, corner of Victoria Square and St James Street West, Montreal; Hox.PETER MyiroHELL, President; MR.ALBERT MURRAY Seoretary-Treasurer.The MManireal Herald.FRIDAY MORNING OCTOBER 1: MR, MERCIER AND THE GAZETTE, On the subject of Mr, Mercier the Gazette becomes wild with rage.The: usual wisdom-and-water of that journal becomes fury and foam when Mr, Mercier\u2019s name is mentioned.This is lamentable but itis comprehensible, Mr, Mercier has lately devoted an hour or two to the Gazette and the result has been à terrible dressing dowr for our neighbor.He has divested the Gazette of the garment of brummagem honesty that it wears and has then applied the lash, Our neighbor curses fearfully under the pun- jshment, but that is always pardoned in like circumstances, The Gazette has another reason for wailing at the sound of Mr.Mercier\u2019 voice.Should he be successful at the elections, and it appears to be almost certain that be will be,the key of the Quebec Treasury will be turned, and our neighbor will be shown the doore Had it not been for Mr, Mercier the accommodating friends of the printing department of the Gazette might have continued to administer the affairs of the province\u2014which the Gazette would interpret as giving the printing to the right office at the right prices\u2014for years to come, Had it not been for him how steadily might the printing appropriation have grown, how pleasantly might the Government check have continued to nestle in the cash box of the Gazette But Mr.Mercier has rushed in where \u201c our friends \u201d did not require him ; he has exposed a rascality here, a wasteful extravagance there in the present administration, and has not only spoilt the pleasant relations that existed between the treasurers of the Gazette and the province, but actually threatens to remove such relationship altogether.The Gazette therefore thinke that he is a bold, bad man ; a very bold, bad man ; and so angry isthat journal that it throws aside all compunetion and seizes any opportunity honestly or diehonestly, with a preference for the latter, to malign the man whose advent to power would mean for it a period of fasting.In resuscitating the matter of the Terre- bone election\u2014 which hits its friend Mr.Chapleau as hardly as anyone-\u2014the Gazette persistently omits to mention that its charges against Mr, Mercier are not endorsed by the Bar of Montreal nor by the Bar of the Province, Since the Gazette &nd its friends have set themselves the task of trying to avert the coming reform in the Province by shouting, and havesingled out Mr, Mercier to bawl at, the Bar of Montreal, which must be allowed to be a judge of its own members, has twice elected Mr, Mercier as its President or Batonnier, and the honor of General Batonnier has been conferred upon him by the Baton- niers of the Province of Quebec.Mr, Mercier tells the Gazette with becoming modesty :\u2014 Ido not reeall this because I think myself worthy of the high position to which I was raised ; I admit in all humility that I was not deserving of this high honor which my confreres thought well to confer on me; but at the same time I will be allowed to point out that if my peers, my natural judges, thought it Well, after all the noise created in the public press anent this $5,000 affair, te place me at the head of the distinguished order to whieh I belong, it is because they did not attach any importance and placed no faith in the accusations of my enemies against me.Undoubtedly it was a very decided sub to the Gazette When the Bar of Montreal and of the Province take the most practical means of showing their confidence in Mr, Mercier and their contempt for the Gazette\u2019s accusations, a less pachydermatous journal would be silent.\u2018The Garette\u2019s disengenuousness,however, is most clearly shown by its article of yesterday.Beaten at other points, it produces the testimony of Mr.Beaugrand, as that was given in the Patrie, because thatseems to make against Mr.Mercier, but carefully abstains from mentioning that when he published the article in the Patrie Mr.Beaugrand was not fully informed upon the subject.He has said so under oath, Here is his testimony.Mr.Beaugrand was asked :\u2014 \u201cQ.When you wrote or had the article written blamiug the settlementof the Jacques Cartier contestation, did you know all the details of the affalr which you have since been made aware of?\" \u201c A, No; I did not know them,\u201d \u201c Q.Now that you know all these details, do you find that the conduct of Mr.Mercier in this case was dishonorable and unworthy of the leader of a party ?\u201d \u201c A, No; Ido not.\u201d « Q, Is there anything to your knowledge, in connection with this settlement, which in your opinion would destroy the eonfidence which the Liberal party might have in Mr.Mercier ?' \u201c A.No; there is not.\u201d Q.Is there anything in the facts, known æ to the present, which permits you to be- deve that in this transaction Mr.Mercier sold or betrayed the Liberal party ?\u201d a No ; there is not.\u201d .ers anythin leads you to believe that ry onde ie Iesslonal dignity as a lawyer, or did anything Hay ure to make him forfeit your es- \u201c6 A, No; there ls not.» \u2018The Gazette, therefore, knowing that Mr.Beaugrand had repudiated an article published in ignorance of the facts of the case, quotes that article as a matured and dishonesty.Only in panic could a journal having amy vestige of self-respect resort to such a despicable and easily detected dodge.Its fears have banished its honesty, and even decency has flown from it.It is melaucholy to see à newspaper of the pretensions of the Gazette so chained to its ledger, Mr.Mercier has more than once announced his political views, which are sufficiently distinct from those of the Ross-Taillon Government to afford ample scope for criticism by those who differ from them, but political views are a secondary consideration with the Gazette.Let them think what they please, hold what they please, advocate this or advocate that, provided only that they are sound on the one question of printing.On some points of Mr.Mercier\u2019s programme THE HERALD has differed with him ; it is almost impossible that everyone\u2019s political views should be exactly alike ; but he has the right to expect that those who differ with him shall do #0 honestly and not for sordid considerations, and above all that they should not falsify the record in hope of making a point against him.**BLACKMAILING ?\u2019 AND 50 FORTH.A great deal has been said by the Gazette and Mr.Mercier\u2019s opponents in regard to what they call \u201cblackmailing ?\u2019 Mr.Chapleau in the matter of the Terrebonne contested election, and yesterday our morning contemporary exhausted its Billingsgate vocabulary in search of epithets to apply to the foul deed.Here is a sample of what itis capable of producing: Stripped of all its surroundings, what does this confession amount to?Simply this; that Mr.Mercier and some of his political friends converted an election contest invo an intrument for levying blackmail upon one of the candidates ; and afterwards, when there there seemed & probability of the contract not being kept, converted the law in relation to contested elections into an instrument of blackmail to compel its fulfilment, It is, in fact, a confession of the dirtiest and meanest description of electoral corruption, indulged in, not by some isolated electors, but by the leader of a party, as the result of a formal meeting to arrange the details.There must be more than one side to a \u201cDblack-mailing\u201d arrangement.The Gu- zette alleges that Mr.Mercier blackmailed Mr.Chapleau ; the evidence shows that nearly every dollar of the $3,880 paid by Mr.Chapleau to settle the contestation went to other hands than Mr.Mercier\u2019s, But suppose it had all gone ;to Mr, Mercier, and that he had actually black-mailed Mr.Chapleau, what about the gentleman who would in that case have submitted to black-mail ?What of his reasons for submitting?What of the motives of his action ?Why did he submit?What had he to fear?What was there concealed which dare not be exposed?! When men submit to blackmail there are usually reasons for it.There is weakness or corruption or a shame of some kind to hide?If Mr.Chapleau submitted to blackmail\u2014as the Gurstte says he did\u2014what was the weakness, the corruption, or the shame that was to be hidden?What urgent reasons had he for consenting?The Gazette must know the minds of its friends better than it can the motives of its opponents, and it would be interesting to have it state why the gentleman for whom it exhibits such strong admiration submitted so willingly and so promptly to what the Gazette is pleased to describe as blackmail, If there was really any such offensive business going on, the history of the Terre- bonre case wili not be complete without a clear understanding of Mr.Chapleau\u2019s pressing reasons for not resisting this form of coercion, The Gasetie\u2019s violence reminds the public of another missing link in the chain of circumstances connected with these contestation statements, Mr.Chapleau, it appears, cheerfully paid $3,880 to secure his seat for Terrebonne; the late Mr.Mousseau paid $5,000 to settie a similar case, It had been alleged that these gentlemen were making money out of politics, but to this their political friends replied that they were \u201c poor men\u2019 \u2014that Mr, Chapleau was a poor man, and Mr, Mousseau still poorer.It is but right to say that there is no suspicion oË Mr.Mousseau having improved his financial position by politics and that he lived and died a poor man, As for Mr.Chapleau, the suggestion may be accepted in a parliamentary sense and for the sake of argument.Assuming, then, that both were personally poor in pocket, it is proper te ask by whom these large sums of money were paid, Where did they come from ?Who were sufficiently interested in the settlements to meet these amounts, if the politicians themselves didnot?It has been suggested that contractors may have found the money, that the country paid the bills in one form or another, and that, of course, the favor and support of contractors were purchased at a high price.The close connection that politicians of Conservative administrations inQuebec and the contractors for public works have always maintained strengthens the suspicion that has found a lodgment in the public mind, and the details of the Jacques Cartier contest in particular showel how thoroughly Ministers were in the hands of contractors.In several other election contests in Quebec within the last two years, the contractors\u2019 trail and contractors themselves were in full view, and to these disgraceful relations the public probably owe in a large measure the disrepute into which politics have fallen in this Province The Gazette itself a contractor, has by its recent attacks on Mr.Mercier revived the interest which for a time pervaded all classes of the people of Quebec, in view of the degradation into which politicians and their bosom friends, the contractors, had brought the reputation of the Province, But it will take something more than the rage of a contractor to bring the people deliberate opinion.This is the acme of time has not come to end the rule of the contractor, substituting for it the rule of the people themselves.tf IMPERIAL FEDE ATION AGAIN.Some journals are reproducing some fine writing from the London Spectator anent what they term \u201c The Common Sense of Imperial Federation,\u201d Here is a good sample of the Spectaior\u2019s style :\u2014 There would be no paper-union in a fleet to which, at the thunder of the first c«nnon, contributory navies might pour from every uarter or the globe.#rom Australia and the Cape, from New Zealand and the islands of the Southern Sea, and from the Canadian ports that hold with each hand the Atlantic and Pacific Oceans, succour of attack or of defence might come at need.Every island, every settlement, however small\u2014might have its quota, if but the tiniest of gunboats, to contribute,~tiny contributions from some, mighty belp from others, making together a force such as the world has never seen\u2014in- vincible, nay unapproachable by even the navies of the worid allied.This is admirably said, The literary affect is excellent.But when we apply the test of cold reason to it what does it amount to as ar argument in favor of Imperial Federation ?The impression is left that without a paper union England could not have from the colonies the assistance that she would need or that they could offer in a struggle in wbich her existence would be threatened, This is an entirely false assumption.In a war of aggression England can get no aid from the colonies, but in a war of defence were England to call upon _the colonies to-morrow she could count upon every colony rushing to her side.No system of Imperial Federation is needed to produce such results.It is in the blood of the people, England has to-day the heartiest loyalty of ali her colonies.The loyalty to Queen and Empire was never stronger in all the Empire\u2019s history, The reasons need not be stated ; they are patent to the world.Imperial Federation cannot add to it,\u2014 nothing can increase it.An iron bound Imperial Federation, by providing subjects of dispute between its members, may do much to promote discontent within the Empire.It cannot add a dollar, a man or a ship to the treasure, the lives and the navies now and always at the disposal of the Empire in an emergency.For a righteous cause, for the Empire's integrity, everything the Colonies possess is the Empire\u2019s, but what they will tender will be a free will offering, not the result of barter or bargain or contract or treaty or nice balancing of accounts between the Empire and the \u20acolonies, The great boon of self government has given England the most loyal as well as the most prosperous colonies that any mother country has ever known ; and if the politicians snd faddists will only * mind their own business,\u201d if they have any legitimate business, and leave the colonies to continue in the loyal and prosperous lines they have chosen for themselves, the Empire will need no \u201c paper union \u201d to enable it to defy the assaults of its enemies, Mrs.Furron, H Victoria street, Montreal, has entered the lists against Wiggins, and proposes to unhorse the astronomical knight.The lady pooh-pooha Wiggins\u2019 dark moon, and we must really say that if Professor Wiggins, having discoverel time he produced it, It isall very well for him to say he has found a dark moon, and that it is this darkish affair that is causing earthquakes, but the Professor might as well say that it is the dark moon that is raising the row in the Government camp, and that to it is to be ascribed the erratic course of the Toronto Mail.Mrs.Fulton knows what causes earthquakes, and is not to be fooled by any of Wiggine\u2019 fanciful dark moon business, She says earthquakes are produced by\u2014well, by too much electricity being collected in one place.\u2018Something has got to break when that happens.The electrical equilibrium has to be restored, even if the continent be shaken.Hence from the effort of electricity to distribute itself, so that all parts shall have a fair share, comes the bursting asunder of the earth, with all that that implies, To illustrate : there has evidently been a vast amount of electricity in violent action in Ontario, and especially in Toronto, »f late; hence the rumblings, the tremors, the actual earthquake condition of that otherwise happy province.There seems to have been a great amount of electricity in violent agitation in the vicinity of the Mail office, and the earthquake and subsequent eruptions which followed have been severe and continuous, Messrs, Bunting, Farrar, Riordan and the rest appear to be charged with an immense surplus of electricity, so that the rumblings and shocks that have followed wherever they put their foot down are said to have turned the Cabinet grey- headed.On the whole, Mrs.Fulton\u2019s theory seems the more reasonable, and we incline to believe she has fairly turned Wiggins out of doors.There he will have Nebuchadnezzar\u2019s example before him, and while lying in the sweet aftermath of à Canadian fall he will not want for opportunities of studying the planetary system and its conjunctions in all their overshadowing vastness.The possession of a satisfactory Civil Service salary, with a pension in the distance, will detract nothing from the enjoyment which such contemplation and study must necessarily bring to the soul of the only original and bonw fide weather profit the Maritime Provinces have ever produced.It is quite true that a collection of * fruit\u201d was made recently in the vicinity of Ottawa \u2014pine cones and arctic mosses, we believe ; but the genuine Canadian fruit\u2014fruit that may be eaten\u2014is grown only in the region round about Hamilton.\u2014 Hamilton Spectator.It will now be in order for some patriotic Tories in Toronto to get up another Kansas pamphlet and circulate the of Quebec province to believe that the | Spoctator\u2019s remark to the detriment of the property, is concealing it, it is high | Canada.Some Liberals have been brought to task for running down the country, but the price of treachery on the Tory side in the Kausas pamphlet matter has never been thoroughly upderstood.THE Gazette says the Ross-Taillon Government is quite indifferent to the result of the appeal to Eagland in the matter of the Commercial Corporations Act.It intimates that if the Government be returned to power and the Act be declared constitutions), the Government will do nothing to enforce it! It is so like that Government not to take advantage of any and every means to raise a revenue ! But the Gazette is overdoing the matter.What Attorney-General Taillon says in the presence of the Legislature ought to be accepted as evidence of the mind of the Government on the subject.On the 23rd of May, while the Legislative Assembly was in session and during the few minutes preceding the counting of the vote, Mr, Taillop, being then Attorney- General, rose and said :\u2014\u201c Gentlemen, to read the contents of a telegram from given judgment in thirty-nine cases instituted by the Government against the commercial corporations.This was what Mr, Taillon and his Government considered \u201cgoop NEWS!\u201d And yet the Gazette is guilty of the folly of pretending that the Government areutterly careless as to which side of the case wins in the appeal to London! TRANSCORTIRENTAL.(Ne.3.] On the mountain section of the Canadian Pacific Raliway tunuels are numerous, two of them of considerable length, and several snowsheds are being built, In many places where the road is cut in the side of the mountaïns the compsay is constructing enormous cribs of timber, in gome places nearly & mile long, with the object of preventing land slides.They are filled in with stone and present a very solid appearance.\u2018We see no more of these, however, as we approach Gale, a charming little town situated at the head of navigation on the Freser river.It is a small place, built on & peint of laud which projecte into the river, and at the back is hemmed in by the mountains, which everywhere else seem to come down to the waters edgr.The houses ia Yale are all small and built of wood, but many of these are exceedingly pretty, being } set in small plots of ground, surrounded with fruit trees, and covered with a luxuriant growth of vines, Some of the zi.inched gardens are still brilliant with flowers, and as we pass in the small but beautifully kept orchards rosy apples in profusion peep from among the leaves, ESA fier leaving Yale we make & rapid escent, and goon skirt slong the meadow land at the foot of the hills, For some distance before we reach Harrison, and after we leave it, there 18 a considerable stretch of GOGD FARMING AND GRAZING LAND, Bud herds of fine large cattle can be seen.Harrizon Lake, which we soon cross, is a Yarge shallow body of water, and is reputed to be the home of numberless feathered fowl, Here again we come upon tracis of cleared and fenced land, the first land of any extent under cultivation since We enlered the mountains, though at both Agaesiz and Langley there are large fruit farns, that at Agassiz comprising about 700 acres, and havieg been established for gome time.I am told that at Langley the proprietor of the farm sold last year over $4,000 worth of fruit.We have now quite left the mountains behird, and it 18 not without a sense of relief that we find ourselves again on level ground.There is, to say the least, a Certain amount of excitement in rushing eround those curves and down those steep grades whicl so often are only a few feet trom the edge of an almost perpendicular precipice hundreds of feet in height, 1 The cleared land continues for a distance of perhaps thirty miles until we reach Port Hammond, whence we leave the Frazer River and strike across to Port Moody; and now the track runs through A THIOKLY WOODED DISTRICT, where the trees all seem to be of the gigantic growth which has made for the timber of this province a world wide reputation.Leaving Port Moody, which is certainly nothing of a place jnow, whatever it may have been before Vancouver sprusg up, we sail down Burrard Inlet, and on both sides see evidence of the dominating trade of the country.Every _ here and there along the shore one sees & sawmill with its cluster of little white houses, forming a bright contrast to the dark background of tall trees which all along the Inlet grow down to the very waters edge.Soon after leaving Port Moody we touch at Moodyville on the right, and passing Hastings on the left soon arrive at Vancouver, which has evidently taken pattern from the Phoenix and already has risen from its ashes.As a building site Vancouver is MUCH SUPERIOR TO PORT MOODY, the ground rising more gradually from the water, though quite high enough to ensure efficient drainage.The town plot has been laid out into streets, which are of fair width, 2ad the principal ones have been graded and plauked, while all of them have board sidewalks.To a etranger there seems to be an innumerable number of \u2018\u2018 hotels,\u201d the bars of each being \u201cwell stocked with the best,\u201d etc, but all seem to have enongh to do and room is hard to get.The town possesses a good steam fire engine and good hose, and a building intended to be used &s a combined town hall and fire station has been started.The only place of worship at present belongs to the Presbyterians, but the Methodists and Anglicans have let the contracts for their respective churches and work is to be begun very soon, The great drawback to the town is the uncertainty as to when the railroad will be brought there;
