The official element was in great spirits.The Government candidates themselves did not pretend to conceal their satisfaction in view of the victory they were about to win, The prospect was truly glorious.No \u201csurer thing\u201d was ever on the eve of being taken into possession, The confidence of officials and contractors was something sublime.The Government was already in their hands for another five years, with a solid majority that nothing could move ! \u201c It turned out that the Federal Government miscalculated the influence of their Bribery Fund.Contractors and officials miscalculated the effect of their arts.The Provincial Government miscalculated the extent of their unpopularity, \u2018The Government have no majority of fifteen or twenty, They have no majority at all, They are in a deplorable minority, Constitutionally they have ceased to exist.Their Attorney-General, who was virtually Premier, is now no more than a private gentleman, He and his candidates in Montreal city did not poll one-third of the city\u2019s vote, and were in a miserable minority, especially among the Euglish electors, As for the principal business centres, Quebec followed and improved upon Montreal ; it elected a full delegation in opposition to the Government, The city of St, Hyacinthe gave the Opposition leader the largest majority received by any candidate in the contest.Abont twenty conetituencies reversed their former judgment and pronounced against the Government.Even where the Government carried their candidates, their old mojorities were wonderfully reduced, as in Terrebonne, for instance, where, if the Government candidate has been elected at all, it is by a small majority as compared with the 700 and 800 ma- joritics of former days.The Government came out of the contest hopelessly shattered, their followers gone, their prestige ruined, and noneso poor as to do them reverence.They are of no more use, even to the contractors, unless indeed the few remaining days for which they will remain in office be devoted to recouping contractors their election expenditures The Government and the party that set out in the campaign with light hearts, thinking everything safe and the sweets of office secure for another five years, are to-day driven to the last ditch, The coliapse has been unexpected and is all the more painful on that account, A PLAIN DUTY.No clearer evidence of the opinion that is held, even by their own friends, of the Roes-Taillon Government, and no sharper censure could be passed upon them, than is conveyed in the supposition that they will at once proceed to defeat the verdict of the polls by buying up some of the leading men elected to oppose them.Such a proceeding on their part would bein keeping with the traditions that they have inherited.That was the course pursued to defeat Mr, Joly, azd the supporters of Mr.Chapleau\u2019s successors seem to think it quite natural that the same disgraceful tactics should be ayain employed.That the Conservative journals of Quebec should openly propose to prevent Mr, Mercier obtaining power by a combination of his opponents and some of his supporters is not in the least to be wondered at ; the only marvel is that they took the trouble to veil the means which their proposal implied, but it is somewhat disappointing to hear respectable Conservatives suggesting this possibility while admitting that they \u2018have supported men whom they deem capable of guch fraudulent action.It shows, of course, very clearly what their real opinion of the men must be.The Ministry went to the elections counting fifty out of sixty-five of the representatives in the ranks of their supporters, They return from the polls having lost this enormous majority and with a newly created majority against them, To attempt to reverse the decision of the country by any purchase of members would be disastrous to themselves and would drive the last mail in the coffin of their allies at Ottawa, under whose advice, it is well un- dexstood, they are acting.They have but one course before them calculated to preserve a shred of respect that may be entertained for them, They should imitate the statesmen of England in like circumstances, When beaten at the pollsin may not retire from public life, because | 1880 Lord Beaconsfield at once resigned; it is for Dr.Ross to act and to act promptly.By so doiug he will administer a very fitting rebuke both to those jurnal- ists who have counselled him to constitutional treason as well as to those who have anonymously ivsulted him by expressing their belief in his taking a course that would consign him to political infamy, THE \u201cMAIL\u201d ON SENA E REFORM, Leaf by leaf the roses fade.Here is the Mail eudorsing the demand of the Liberal party for reform of the Ssnate, Auother petal plucked from the withering flower of Toryism that hes long since lost its pristine beauty, This will be a blow to Sir Jobn Macdonald and his party.To nothing has he clung more tenaciously than to the Senate as it is.The Senators are mostly all of his nomination, Nominally free from his dictation, the Senate has been the most obedient of his servants, That which could not be done in the House of Commons he could always count upon effecting in the Senate.If jt were unsafe to smother a bill in the Commons the Senate received intimation of what was wanted and the strangulation was done as required.When even the Conservative party revolted against Mr.Dalton Mec- Carthy\u2019s attempt to legislate responsibilities on to the country\u2019s shoulders to benefit a railway of which he is a Ssalaried officer, and even Sir John himself declined to prevent its being thrown out by an indignant House, the iniquity was perpetrated by means of the Senate, where three Senat- ore, one of them a member of the Government, voted for the measure in which they were more or less pecuniarily interested.It is only the country\u2019s ignorance of the Senate that has permitted its continuance up to the present iime in its present form, + The question is not, shall the Senate be reformed { that is now a foregone con- reformed ?It would be unjust to propose its total abolition because the emaller provinues at any rate regard it ln some measure as a security against possible encroachments on the part of the larger ones.It cannot longer be left as a refuge for Sir John\u2019s poor pôlitical relations, but must be made to represent the intelligence, the progressive ideas, and the trade of the country.The Senate should number amongst its members the best men of the country ; men with minds of their own, with ability to form opinions of their own, and men who would acorn to be joints ina tail that wags as Sir John directs.It must be elected, may be done, and the best of those ways can only be arxifsed at after consideration and discussion.There are objections doubtless to each.It would be useless to elect the Senate in the same way as the House of Commons, for that would be merely inviting conflict between equally responsible bcdies ; objection is made to electing the Senate by the Provincial Legislatures as is done in the United States, and there would therefore, if these objections held, be only the adoption of a high franchise, so that the House of Commons being elected by manhood suffrage, the Senate might ensure the representation of other classes who are of importance to the community and of equal value with others to the country.These points admit of fair difference of opinion ; the dacision to be first registered is the country\u2019s demand for the reform of the Senate, Sir John will oppose it to the last if he dare, but his opponents are growing in numbers and the world moves in spite of him.THE sALVATIONISTS AND THEIR ENEMIES The story of a Salvation officer who was obliged to run for his life from a town in Illinois, and whose particular band of Salvationists bad for some time previously been systematically attacked by the young roughs of a place called Forest, as told in THE HERALD of yesterday, will have reminded our readers of certain incidents at home in Montreal, Why these Salvation Army people should excite the enmity of certain members of the Montreal police, the rowdies of Forest, and gangs elsewhere who seem to find a congenial task in illtreating them, it is difficult to understand.Of course the natural tendency of all bodies of rowdies is to attack those from whom effectual resistance is improbable, and particularly if such victims are in any way connected with religion, It has been so for a good macy centuries ; \u2018\u2019 Give the Christians to the lions,\u201d as the Roman roughs demanded, finds its parallel in the cry of the Illinois rowdies, * Cut the hearts out of the Salvationisis,\u201d and though the authorities in the United States refrain from any such anatomical exercise, the immunity which the scum of their cities find when engaged in anti-religious oppression is rather more contemptible than the more active assistance of the Roman authorities, The latter either joined in the amusement or they prevented it ; they did not stand by undetermined which course to take» nor did their magistrates consult the soothsayers or any of their own spiritual advisers before explaining the effect of the Roman law, A Roman recorder who took such a case en delibere and consulted the nearest oracle before pronouncing the decree of the Senate on the question would probably have found that the Attorney-General of the moment would have questioned his usefulness, We have never been able to understand why the early Christians more than the roughs of understand why the Salvation Army should be clubbed by policemen or persecuted by rowdies, We think it would be so much bstier were the policemen to give the roughs to the lions, 80 to speak, and leave the Sal- vationists alone, and when these poor people appeal to a justice, claiming the protection of British or American law, we think that any delay while the oracle or other spiritual authority is consulted is not merely improper, but a betrayal of trust which should bring such justice himself under the cognizance of the official censor, We deeply regret to read of such an occurrence as that in Illinois happening in this century in the free and enlightened repubiic adjoining us, but remembering the scenes that have been witnessed in Montreal, which were made additionally disgraceful by the performers\u2019 official character and \u201cthe semi-approval they received from the keepers of the law, we feel that it is not for residents of our glass Louse to begin throwing stones.ee THE \u201c STAR\u201d MAKES A SUGGESTION that should commend itself to the Legislature ; such book to be kipt by the secretary at the central office, to whom all applications for work suould be eent.A meeting was held at which the secretaries and presidents of the several conferences weie invited to altend to diecues the question an ascertain their views on the subject.The chairman of the commitiee and secretary were directed to wait upon the City Surveyor and ascertain whether he would be willing to assist the Committees by giving employment to men requiring work in breaking stones, when they were informed that he could give employment to as many men #8 were sent him.An endeavor was then made to make an arrangement with the City Surveyor to supply stone in the yard of the House of Refuge or some vacant spot near, but certain difficulties arose which prevented this arrangement being carried out.On account f the lateness of the season the matter was portponed to be further considered this year.The consideration of the present system of farming out Protestant foundlings by the Nuns has also been brought under the attention of the Board, to try and deviss eome means to put a stop to such practice and to place them in some, -or One, of the Protestant Institutions of the city.À committee Was formed to frame some plan for providing for the Protestant foundlings abandoned in any of the institutions in the city, with power to consult with the directors of the different charitable societies.Several meetings were held upon the subject.After careful and anxious consideration, a deputation was appointed to wait upon the directors of the Protestant Infants\u2019 Home, on Guy street, and urge upon them the importance of taking up this work as part of their operations, and assuring them that this board would be willing to co-operate in every way to provide for additional accommodation, either at the present home or oth:rwise, as the ladies may think fit.After the whole matter had been fully laid before them, they positively declined to receive children without their mothers.The board, feeling the rmpracticability of this arrangement, passed a resolution euggesting to the ladies the importance of calling a public meeting of its supporters or subscribers to consider the whole question as it has thus far come before the associated gharities.A copy of this resolution was forwarded to the secretary of the Iastitution, but no reply has been received thereto.Your directors, on passing a resolution liver to healthy action.THE, MONTREAL HERALD AND DAILY COMMERCIAL GAZEY Sisters of St.Margaret and other Protest- apt purses during the late epidemic, considered that the wages paid Lo the nurses were totally inadequate.\u201d A committee of gentlemen was appolnted to raise funds to supplement the salary allowed the nurses.A deputation froma Sherbrooke, consisting of the Rev, Mr, Thornloe and Mr.R.Henneker, attended before your directors with reference fo connecting themselves with the Montreal association, and stated that their desire was to adopt some plan whereby they could affiliate themselves with our society and support each other in questions affecting charitable inetitutions throughout the whole province ;
