[" Collegium advances to next round Page 3 \u2014\"THE\"\u2014 RECORD The voice of the Eastern Townships since 1897 Richmond Celtic kicks off 2015 Sports - Page 7 75 CENTS + TAXES PM#0040007682 Wednesday, May 27, 2015 City of Magog \u2018back in black\u2019 in 2014 Record Staff Magog The City of Magog ended the year 2014 in the black, recording a surplus of $3.7 million, as of Dec.31.Magog director of finances and municipal treasurer Anne Couturier explained at a Council meeting last week that with revenues of $72 million and expenditures of $68.2 million, the city is left with a surplus due to a vibrant real estate market, representing total revenues for the City of $807,000, including transfer taxes.The situation was also helped by the sale of certain assets, such as the former Omerville Town Hall, which contributed $834,000, while municipal taxes brought in $794,000.Given this rather unexpected surplus, city council has opted to use $1 million to pay down the municipal debt, in addition to the $1.4 million already earmarked for this purpose in 2015.Another million will be placed in reserve for infrastructure projects, while $500,000 will be invested in the downtown core.The remaining $1.2 million will be used to ensure balance in its next budget, in case there are more surprises from the provincial government.\u201cThe fiscal pact between the municipalities and the Quebec government has not yet been signed.Therefore, we need some leeway, because we don\u2019t know what responsibilities will be handed over to municipalities in the coming months,\u201d said finance committee chairwoman Nathalie Bélanger.Mayor Vicki May Hamm added that Magog is privileged to be a growing city in the position to be able to generate surpluses and to get by when the government inflicts what she termed \u201csavage\u201d cuts before the adoption of municipal budgets.Rock Forest mechanic deemed victim of equipment failure Engrenage de s.blocage entelé Plaque stabilisatrice mble de GORDON LAMBIE CSST inspector Sophie Leclerc explains the results of the board\u2019s investigation into the death of Maxime Fortier last summer.By Gordon Lambie Sherbrooke On July 22, 2014, 18-year old mechanic Maxime Fortier was killed at the Paul Boucher Garage on Pavillion Street in Rock Forest when a 1,940 kg Honda Odyssey minivan fell off a lift and landed on top of him.On Tuesday Quebec\u2019s workplace health and safety board, the CSST, unveiled its report on the accident stating that the death came as a result of mechanical failure of the lift itself, and not as a result of unsafe behavior of any of those involved.No fines have been levied against Fortier\u2019s employer or the U.S.-based manufacturer of the lift, but the CSST is suggesting that all garage owners in the region pay close attention to the condition of their equipment owing to what they are calling a lack of clarity on the standards for the lifts\u2019 maintenance.\u201cThe information is not available,\u201d said CSST inspector Sophie Leclerc.\u201cThe limit certainly exists, but it is not in the maintenance manual.\u201d Citing the overall reason of \u201cequipment failure,\u201d Leclerc presented three primary causes for the deadly accident.First, she said that the locking devices built into the lift arms to prevent them from swinging horizontally allowed for too much give when engaged.Second, she indicated that the incline of the surface on which the vehicle was supported put lateral pressure on the support arms, increasing their likelihood of swinging out from beneath a heavy load.Third, she explained that the maintenance of the locking mechanism was insufficient owing to a lack of clear standards on the manufacturing level as to what constitutes an acceptable amount of give for a locked arm to allow.Cont\u2019d on Page 5 Music Fest Ayer\u2019s Cliff Fair Grounds June 6 & 7, 2015 www.themusicfest.org Info: 819-823-2009 Come meet our local 2015 wish child!
