PREDICTIONS François Tanguay In yet another study we get confirmation that a handful have more than half of the rest of the world.According the a recent Oxfam International report, 62 billionaires own as much as 3.5 billion people in the lower half of the world\u2019s income scale.Just five years ago it took nearly 400 filthy rich to match what these 62 have reached.The scary part of this incredible disconnect is that almost of that money is virtual! It escapes taxes, controls and in most cases has no real home, like a bank! In a continuous flow these gazillions are going from one tax haven from another, depending on the price of a given commodity.While we settle for a puny 5% at best for our retirement fund, these hoarders are adding zeros to their indecent fortunes.Did I say bank?Well, they are the first facilitators of this grand theft by the happy few.Lest than 50 banks manage these colossal fortunes and there is little respite for us tax payers for the imaginable future.The constant deregulation of the financial sector and the airtight secrecy make it nearly impossible to take a just measure of the amounts involved.At best we are left with speculation.Money, as it has been used for centuries, exists only for the populace.Like the writing on the American silver dollar says : In God we trust! (All others pay cash!) For the next couple of weeks I\u2019ll be in South Africa for my work.Hard to find a place where the separation between the rich and the poor is more flagrant.In a four-hour stopover in Dubai I was completely overwhelmed by the level of luxury of this kingdom! The airport is by itself a gem we cannot even begin to imagine on our side of the planet.The city is super wide avenues, tall steel and glass towers, including the world-famous Burj Khalifa that rises over 800 metres, as if aiming for the stars.Built with petrodollars when the first oil shock rocked the economies and oil was something worth fighting for Dubai, like Abu Dhabi has become the new economic hub of the near orient.Dubai no longer needs oil, it has better, phantom money.It is understandable that new airports in Shanghai and the likes can be high-tech and luxurious, they are based on an economy that delivers goods and services.But in Africa, where two thirds of the population have no link to an electricity grid, such flagrant exhibitionism is vulgar.Dubai is typical in this crazy money laundering world.There is no economy to speak of here.Just more and more sky rises and highways for expensive cars, no link whatsoever with agriculture, manufacturing and creativity.It\u2019s just the money! There are 700 million Africans without access to electricity, most earn a few dollars a day, but meanwhile, business is booming in the tax haven for the rich that is Dubai.There are many Dubais in the world and this culture has grown so strong that it is self justified.One is left wondering where our own minuscule economy will go in this crazy race for more and more money that has to physical value, just a speculative power.In the end, we are left between a rock and a hard place.We either concentrate on something close to a circular economy, buying locally and closing the circle, or we play along like a headless hen waiting to be the next item on the menu of the super rich! School boards and real reform Dear Editor: Allow me to comment on two recent pieces from The Record concerning the school board reform Bill 86.Eastern Townships School Board Chairman and Executive Director of the Quebec English School Boards Association (QESBA) Michael Murray makes an astonishing remark in the Jan.15 Record article.He states that QESBA has not only accepted \u201cthe need for change\u201d but has also \u201cactively advocated for productive change .with successive ministers of education.\u201d Hardly.Let\u2019s reel back to Bill 88 put out in the autumn of 2008 by Education Minister Michelle Courchesne.Basically, Bill 88 called for fewer commissioners, more parent commissioners, student ombudsmen and school board chairpersons were to be elected by all electors of the school board.There was an outcry from the QESBA, and its nine member boards.The association showed little enthusiasm for Bill 88, which called in its preamble to introduce \u201cnew accountability rules.\u201d The association referred to electing the chairman by universal suffrage as being \u201canti-democ-ratic.\u201d QESBA put out a press release on June 3,2008, which was headed: \u201cQESBA to call upon its community to ask that the Min- ister of Education, Recreation and Sports to reconsider universal suffrage - Election of Chair will become anti-democratic.\u201d Election of chair will become anti democratic?On October 28, 2008, the association put out another \u201cmedia advisory.\u201d This one was titled: \u201cEnglish school boards threatened by Bill 88 election plan.\u201d Again, the release stated that chairs elected by universal suffrage \u201cwill be unworkable, ineffective and ultimately, undemocratic.\u201d Yet, in 2015, the QESBA and its associated school boards are claiming that Bill 86 takes away universal suffrage and is \u201cundemocratic.\u201d Three years later, October 2011, the Liberal Party held a convention.Minister of Education Line Beauchamp proposed resolutions calling for millions of dollars to be diverted from the school board administrative budgets to create autonomous schools.A campaign by supporters of English school boards delegates would have none of it, which helped to narrowly defeat the proposal.(\u201cSchool board plan shelved \u2014 would give more autonomy to individual principals.\u201d \u2014Gazette, Oct.24) No question, school autonomy for the QESBA remains as an anathema.This explains the strong opposition by the QESBA to Bill 86.That said, the second piece, on Jan.20, by letter writer Ronald Ewing makes two valid points: \u201cSchool boards and real reform.\u201d The first deals with governing boards.It is true that governing boards will have more power but Mr.Ewing suggests that doesn\u2019t mean much without any \u201cfunds available.\u201d I believe more money will flow into schools because, among other things, there will no longer be Executive Committees at the Council (board) level, which means a lot less school board secrecy regarding financial matters.The second point concerns the QESBA and school boards intending to go to the Supreme Court of Canada to challenge the constitutionality of Bill 86.Let\u2019s put the lawyers aside.The English community will have its own councils, schools, teachers, books and so on.There just won\u2019t be commissioners as we know them.In fact, the Charter does not even mention commissioners.Besides, most people would prefer to see their education dollars go to classrooms, not courtrooms.Lastly, the latest QESBA weekly schedule (Jan.18) states the Bill 86 hearings will start on Jan.28 and QESBA will be appear on Feb.1, but are \u201chopeful to be moved closer to the end of the hearings.\u201d Is this the
