[" Fraser Lake daims Magog man Page 3 ¦ THE\" RECORD The voice of the Eastern Townships since 1897 The high and the mighty Editorial - Page 6 75 cents + taxes\tPM#0040007682 Big dogs breathe easy in Sherbrooke Wednesday, July 6, 2016 Bishop\u2019s Bridge may need replacement RACHEL NEWCOMBE The traffic leading up to the bridge currently under construction By Gordon Lambie After announcing in late June that city bylaws would be changed to require dogs over 20 kilograms to wear a halter, Sherbrooke\u2019s city council backed off on Monday night.Instead, Council President Serge Paquin explained, the city will hold off on rule changes until after the report commissioned by the Provincial Government comes to its conclusions in late August.Paquin said that the council reflected on the matter several times both before and after making the initial announcement.With that reflection it became clear that what otherwise seemed like a simple adjustment to the law had several complications, not the least of which was the weight restriction.\u201cWe decided as a council to not go ahead with the adoption of the new rule,\u201d the Council President said, explaining that the city didn\u2019t want the police to have to go around weighing dogs or citizens to have to certify the weight of their animals.\u201cWe will await the presentation of the report and then follow with our own action afterward.\u201d The news was met with heavy applause from those who had gathered in the council chamber for the night\u2019s question period, many of whom had come to speak on the subject of the rule changes.Though some of those who\u2019d planned to speak left after Paquin\u2019s announcement, many stayed to offer their views nonetheless.Lennoxville\u2019s Jen Young was among those who addressed the council, asking what the city planned to do if the Provincial Government decided to enact an all-out ban on pit bulls.She also told the council that despite the fact that the change has now been stopped, she was proud of the initial decision that had been made regarding halters.Cont\u2019d on page 3 By Gordon Lambie Drivers whose daily commute takes them across the Massawippi River in Lennoxville are already well aware of the fact that the Bishop\u2019s Bridge is once again undergoing repairs.According to Nadège Tessier of Transport Quebec\u2019s Eastern Townships office, however, this latest round of repairs might be the precursor to more serious work in the near future.\u201cThere will be an evaluation after the reinforcement work being done right now,\u201d Tessier said.\u201cIf the repairs do not prove to be lasting then further action will need to be taken.\u201d Though underlining that the eventual course of action will be decided as a result of further study, Tessier said that the installation of a whole new bridge deck or a reconstruction of the bridge itself were both possibilities.The Bishop\u2019s Bridge has been undergoing nearly annual repair work since its roadway was widened and refurbished in 2005.At that time the deck of the bridge was replaced with a lightweight Sandwich Plate System; a then state-of-the-art technology in which two steel plates are bound together with an elastic polymer.Along with the Shenley Bridge in Saint-Martin-de-Beauce, the span in Lennoxville was one of only two in the province to be fitted with the SPS because the technology soon proved to be problematic and lacking in the durability necessary for its assigned task.According to Tessier, the bridge in the Beauce has since been completely rebuilt by the MTQ leaving the Lennoxville bridge unique in its flaws.While past repairs to the Bishop\u2019s Bridge have involved injecting more polymer between steel plates that have started to come apart, the MTQ representative said that this time around the Transport Ministry is installing a series of steel beams on the base of the bridge in the hopes of more permanently reinforcing the stability of the structure.Asked about the overall cost of work on the bridge since the SPS was installed 11 years ago, Tessier said that the MTQis not in a position to say because the cost of the repair work has been covered by SPS manufacturer CANAM.For the time being work is expected to keep one lane of the bridge open until about 2pm on Friday, July 8, when the bridge will be closed completely until the following morning.Once the work is completed, Tessier said there is no fixed period of evaluation to determine the durability of the repairs, but rather that the bridge will be evaluated under normal conditions to see if further action is needed.A: - ¦THE»\t- RECORD GET a 7 DAY TBIAL ONUNE SCRIPTION.Take The Record anywhere with you with an online subscription! iPads, tablets, iPhones, Android phones, laptops! repair work since its roadway was widened and refurbished in 2005 Fraser Lake claims Magog man Record Staff Sherbrooke Memphremagog police are reporting that a 49-year old Magog man drowned Tuesday morning in Fraser Lake in Orford.Police were called to the beach at the Fraser Lake campground in Orford at about 11:45 a.m., for an unconscious man who appeared to be a victim of drowning.According to a witness the man was swimming from the beach to a rock about 100 meters from the shore when he stopped swimming and started to sink.The witness who was with him shouted for help while trying to keep the man out of the water.A passing leisure boat rescued the man by bringing him to shore.From there, the park lifeguard and a citizen began resuscitation ma- neuvers until the arrival of the ambulance and police.The man was taken to the Hospital in Magog where he was pronounced dead.The coroner has been advised of the death and a police investigation has begun to determine the cause of death.City seeks grant for Centennial pool By Gordon Lambie The city of Sherbrooke is seeking a community infrastructure grant to rebuild the Centennial Park pool in Lennoxville.With an estimated $1.25 million in work needed for the pool and its adjoining building between now and 2020, the grants offered through the Canada 150 Community Infrastructure Program present an opportunity to have as much as $500,000 of the work covered by the Federal Government.\u201cThere\u2019s no guarantee we\u2019ll get the grant, but I think there\u2019s a fair chance,\u201d said Lennoxville Borough President David Price, adding that he was disappointed at the delay the grant seeking brought into the plans to rebuild the pool.\u201cWe expected it to be a project that would start this fall.As soon as the pool closed at the beginning of September that project would have been underway.Now it goes to next year because getting through the grant process will take that time.\u201d The plan is still flexible, according to Price, but the idea is to tear down the existing building and replace it with a multifunctional structure that could service the pool, the nearby tennis courts, and the skating rink that is set up in the area during the winter time.The pool structure at Centennial Park was the subject of criticism in the 2013 Auditor General\u2019s report.At that time, Auditor General Claude Cournoyer said that the equipment at the pool was in such a state of disrepair as to cast a negative image on the city of Sherbrooke, explaining that the issue was focused on inadequate ventilation in parts of the building.In the plan approved Monday night, the city plans to apply for the grant based on a budget of $600,000 for the new building and a $400,000 overhaul for the pool itself.The study carried out by the City also considered altering the pool design for conversion into a beach pool like those opened this summer at Andrew Sangster and Saint-Alphonse de Ligouri parks but ultimately decided against the possibility because of the greater cost involved.Price added, however, that because of the pool\u2019s role in the community, such a redesign would also have been unwelcome.\u201cIt\u2019s basically the only pool in Lennoxville,\u201d the Borough president said.\u201cIt\u2019s pretty hard to make a water park out of something like that.\u201d City wants review of traffic flow on Rte 220 Record Staff Sherbrooke Sherbrooke municipal council has made a formal request to the Ministry of Transport, Sustainable Mobility, and Transportation Electrification (MTMDET) to do something about traffic congestion on Highway 220, between Ch.Dion and the new double roundabout where the highway meets the new extension of Portland Blvd.The extension of the boulevard and the installation of the roundabout have been completed since autumn 2015 and since then, traffic on the stretch of the 220 between the roundabout and Ch.Dion has increased significantly, causing traffic flow problems.The presence of a roundabout increases traffic flow because vehicles rarely have to make a full stop to yield.As a result, the City of Sherbrooke finds that the infrastructure and the traffic lights at the intersections of Ch.Godin and Ch.Dion do not have the capacity to allow vehicles to flow smoothly on route 220.The existing traffic lights inhibit traffic from the roundabout, forcing vehicles to stop, and sometimes back up to the roundabout and even as far as Portland.Traffic is perilous, dangerous and not fluid, the city says.In addition, motorists are struggling to get in and out of businesses lining this stretch of road.Vehicles emerging from Saint-Jacques St.during the morning rush hour are also unable to turn on to Route 220 west.The City therefore is asking the MTMDE to analyze the flow of traffic on Highway 220, the roundabout, and Ch.Dion, and take corrective action for the short and medium term.The City also requests the MTMDET to franchise, which sells and maintains fire and safety equipment door-to-door throughout the Townships.Fortin contacted The Record after local media warned citizens of itinerant salespeople in Cookshire-Eaton and the Sherbrooke area, claiming an affiliation to municipalities and suggesting that people could be subject to fines if they do not take advantage of the services and equipment offered.\u201cI\u2019m trying to build a good reputation,\u201d said Fortin, who has operated the local Sécurmax franchise for the past two years.\u201cI plan on retiring on this,\u201d he said, upset that there are other unscrupulous vendors in the area compromising his credibility.Fortin said his company, based in Trois-Rivières, has been around for 16 years.He became a franchise owner two years ago and has three employees.\u201cIt\u2019s a career, not a get rich scheme,\u201d Fortin said, regarding his business.\u201cI like the public, I like being social,\u201d he said, regarding his motivation to get involved in door-to-door sales.He is also a volunteer fireman, and was already familiar with the products and services offered by Sécurmax when he got the franchise.\u201cThis is something that\u2019s really important to me, especially out in the middle of nowhere, where fire protection services are sometimes 10-15 minutes away,\u201d Fortin said.\u201cWhen I knock on your door, I\u2019ll be wearing this shirt,\u201d Fortin said, pointing to his uniform with the company logo.He said he then presents his permit from the town to sell door-to-door, as well as his permit processing of Pekin duck products, has acquired a processing plant in the Asbestos area.This expansion of the company\u2019s facilities will lead to new jobs and new opportunities both for the municipality and the company.The plant BLD purchased, which was previously owned by the beef company Viande Laroche, is an approximately $21 million dollar investment that according to president and COO of BLD, Claude Trottier, is definitely worth it.\u201cWe\u2019re at capacity now,\u201d Trottier said of their current plant, located in Knowl-ton.The expansion to Asbestos will not only add a second plant, but also include an expansion of the hatchery and other facilities.\u201cWe\u2019re fully integrated,\u201d Trottier remarked.BLD handles every step of tion Bureau.\u201cI educate them went recently to reapply, he discovered someone else had recently been through town claiming an association to municipal authorities.Fortin referred to the tactic as forced sales or pressure sales, something he considers unethical.Impersonating a municipal employee is illegal, he added.Fortin also questioned the services being provided by the salesman after seeing a receipt provided for fire extinguisher maintenance.\u201cI heard he picked it up, and then dropped it off the next day,\u201d Fortin said, charging for full maintenance.According to Fortin, at least for his company, full maintenance of a fire extinguisher has a one-week turnaround, suggesting the other vendor could be over-charging, or not doing the job properly.\u201cPeople still remember 10 years ago,\u201d Fortin said, when a fire and safety equipment company went through the area, and then never came back.\u201cI\u2019m trying to get the message out; we\u2019re not all here to get rich quick and disappear,\u201d Fortin commented.He said he has all of his clients entered into a computer system that sends notifications when products he has sold require maintenance or inspections.\u201cHawking and pedalling are the only two English words that describe us,\u201d he said, aware he has an uphill battle to preserve his status as a reputable door-to-door vendor.Since Fortin has been involved with Sécurmax, he has had two contract cancellations, and has had the cops called on him three occasions.\u201cIt doesn\u2019t bother me a lot because I know I\u2019m not doing anything wrong,\u201d he said.\u201cI\u2019m going to stick with it, try and educate and change people\u2019s minds,\u201d Fortin said, passionate about fire safety and the services his company provides.\u201cI take the initiative to go out into rural areas and help people,\u201d he said, explaining that a lot of his customers have safety equipment that requires maintenance, but they don\u2019t know where to go.He said consumers should be wary of any vendor that doesn\u2019t present a permit when they introduce themselves.The permit number should also appear on the bill, as well as the full personal address of the vendor.If it is only a name and phone number, or if the vendor claims to represent a municipal employee, Fortin suggested customers should call the town or the SQ immediately.He added that any door-to-door sales contract can be cancelled within 10 days of signing.Charles Tanquay, spokesperson for the Quebec Consumer Protection Bureau (Office de la Protection du Consommateur in French), pointed out that a permit from the CPB is not an endorsement or guarantee of the quality of a product.\u201cConsumers should always be cautious,\u201d Tanguay said, explaining that a CPB permit signifies simply that a company complies with the regulations related to door-to-door sales.Tanguay went on to say that it is often part of a sales pitch to imply a sense of urgency; he suggested consumers delay a purchase they are unsure of and research the company in question.There is an option on the CPB website in the consumers section to enter the name of a company and see if any legal towns where Fortin claimed to have a permit to operate.According to the municipal inspector, Fortin\u2019s permit was valid and up to date.Lake Ducks expands to Asbestos, introducing 150 new jobs the process, from laying the eggs to taking care of the ducks.With the purchase of a new plant, this means that BLD is growing on every level.An expansion of the company means an expansion of the jobs available.Already one of the largest employers in the area, with over 200 employees at their Knowlton location, Trottier said they were looking to hire local citizens, including some who may have worked at the plant under its previous ownership.\u201cWe\u2019re looking at approximately 100 people in the first year,\u201d he said, adding that about 50 more jobs would follow in the next couple years.Not only is BLD looking to introduce 150 new jobs, but there is potential for contract duck farms as well.Trottier explained that the intention of the company is to give priority to local citizens and resources.A move like this is not one that happens overnight.Trottier explained that the plan to expanded into the local area has been in motion since last year.\u201cWe took a few months last fall to do the due diligence,\u201d Trottier said about inspecting the plant and engaging in the buying process.\u201cThe building is quite new,\u201d he remarked, and added that it is a federal plant, something BLD needed.The appeal of the approximately 50,000 square foot plant was pretty obvious.\u201cIt\u2019s a good investment, and it\u2019s a good location,\u201d Trottier said when asked what had attracted BLD to the building in the first place.Having purchased the building, Trottier commented that things were progressing as planned.\u201cNow we are starting to work on the building,\u201d he said, adding that with the ordering of special equipment, the removal of unnecessary equipment left over from the previous owners, and general modifications to the building, the plant would hopefully be operational sometime in November.This expansion is a good sign that BLD is doing well, despite an unfortu- nate event in earlyjanuary.One of BLD\u2019s buildings caught fire and according to Trottier, they lost over 50,000 ducks.\u201cIt was a major loss,\u201d he commented, but added, \u201cWe were able to rally quickly.\u201d BLD, which has been in business since 1912, is now looking to move forward, with this expansion opening up more opportunities.\u201cThe goal is to double the initial production,\u201d Trottier said.BLD currently produces and processes approximately 2 million ducks per year.Trottier said he hoped they could produce 4 million ducks in the coming years with the two plants working simultaneously to turn out the well-known and respected BLD products.BLD\u2019s products are already available in many places, including across Canada, in the United States, Mexico, and throughout Asia.Trottier said that at BLD, \u201cOur goal is to keep growing.\u201d This new plant in Asbestos is a promising step in that direction. election on October 19 last year as Canada\u2019s 23rd Prime Minister, Justin Trudeau has ushered in an astounding shift in Canada\u2019s political atmosphere.No longer are we enjoined by an angry, suspicious, and hateful government to live in fear and loathing of those who might trigger our xenophobic tendencies because of different beliefs, customs, or even methods of preparing foods.We are no longer asked to spy on our neighbours and rat out \u2018suspicious behaviour or, God help us, have \u2018Barbaric Practices.Age-old habits of homophobia and loathing of other gender identities are no longer encouraged by a fundamentalist leadership and scientists are no longer gagged, filtered, and silenced, Natives are no longer ignored or despised by government and generally, the air of oppression that hung over the country during the Harper decade has vanished into thin air.For many, this alone is enough to justify the trust we placed in the dapper, selfie-loving son of Canada\u2019s most illustrious and controversial leader, as he clearly, at least, represents forward-looking leadership, as opposed to a heartfelt longing for a past that never was.Indubitably, young Trudeau has also raised Canada\u2019s profile on the world stage with his youth, compelling good looks, and intelligence-fuelled charm.He also represents a rare, new \u2018progressive\u2019 victory at a time when much of the world has chosen, or is in the process of choosing, leaders with decidedly fascist inclinations - a fondness for violence, excessive nationalism, a contempt for science and \u2018experts,\u2019 and a glaring mistrust of any who might think differently.In that context, he is a beacon of multi-coloured light.On the other hand, he is Prime Minister based on his leadership of the Liberal Party of Canada, an institution not fa- mous for its independence from the corporate elite, many of whom make up its favourite constituency.Given that, the Trudeau government has also encouraged oil sands exploitation, pipelines, fracking, and oceanic drilling, despite the obvious planetary toxicity of our addiction to fossil fuels, to the dismay of many progressives who may have been over-optimistic about his environmental passion.In spite of the dramatic success Trudeau has had scrubbing away residue from the Harperite Contamination, this was only the largely unspoken aspect of the Liberal Party\u2019s electoral campaign.In other area, his success has been less spectacular.Bill C-51, the notoriously oppressive security bill, which the Liberals supported but promised to revise, remains unchanged, placing thousands of individuals at risk of virtually unaccountable repression, and the rest of the country at the whim of government.The latter issue seems not quite so urgent under the current regime, however, compared to the terror such power in the hands of Harperites instilled.Nevertheless, rights one enjoys at the whim of the powerful are no rights at all and governments, as well as attitudes, can change dramatically, of which Trudeau himself is a striking example.One of the key promises the Liberals made during the election campaign is that, if elected, they would proceed with the legalization of marijuana, both for recreational purposes.This alone was surely a contribution to the Liberal electoral success as the belief in the medical benefits of the weed is gaining ground rapidly and its recreational use is enjoyed by millions of Canadians of all stripes and is viewed with profound indifference by most of the rest.Nevertheless, what Colorado and Oregon have accomplished with great success and little complication has become mired in the Canadian Parliament\u2019s addiction to pondering, hemming and hawing, and fighting over details.Meanwhile, police are still arresting, charging, and in some case imprisoning Canadians for marijuana offences and have no intention of putting a halt to that.The law is the law, after all.The medical use of marijuana was validated by the Supreme Court of Canada back in the Days of Darkness, and the Harperite government reacted in its usual way of dragging its feet and imposing whatever limitations it could to keep the subject moot, causing considerable discomfort to those for whom its use is helpful.Those entitled to its use are forced to purchase their medicine from government-approved sources, in what I hear is a contentious and often unsatisfactory process.Marijuana is a simple plant to grow and has very few demonstrated harmful effects.The restrictions, in fact, are almost purposely designed to counter the Court\u2019s explicit desires.Marijuana, used recreationally, is perhaps the most benign substance of its kind on the planet.It is demonstrably less dangerous for the user than alcohol, tobacco, and even sugar, yet the government is handling it like toxic waste.If the government\u2019s commitment were honest, it would apply controls that, at the very least are no more restrictive than those opposed on them.Liquor laws, which are determined provincially, allow people to produce at home a limited volume of beer and wine annually for personal consumption.Their sale without a permit is forbidden.Other controls, such as age-limits and driving while impaired are treated separately.The same sort of approach should be applied - and quickly - to cannabis.It should be made available through accessible retail outlets, at reasonable prices, and at potencies determined by the de- sires of the consumer.As its major health concern stems from the demonstrated correlation between excessive marijuana use in adolescence and schizophrenia, it recommended that it not be available to anyone under 21.This of course, will not go down well with the juvenile Stoner crowd, but at least what would be available won\u2019t be laced with other less desirable substances.Perhaps the greatest roadblock will be in the relationship between marijuana and driving.Government has determined that a blood alcohol content of 0.08 per cent should be the standard baseline for impairment and has acted, with little controversy, based on that rate.For marijuana, however, the problem isn\u2019t so clear-cut.There is an old maxim states that a cocaine user will race gleefully through a stop sign, while a drunken one won\u2019t see it.The pothead, in turn, will wait for it to turn green.There is no agreed upon level of impairment in marijuana use and, as we can expect driving under the influence to be heavily sanctioned, significant research could still be done to determine whether a marijuana \u2018high\u2019 automatically equals impairment.Legalization, if properly carried out, will see its greatest benefit stem from separating criminals from a major source of their competition for forward jobs on the Montreal Impact is heating up.A report from Italy on Tuesday said the Impact is on the verge of signing Matteo Mancosu, a 31-year-old forward who has spent most of his career in Italy's second level but who has recent experience in Serie A.The club confirmed there have been talks with Mancosu but that a deal has not been finalized.The Impact were looking for an experienced striker who can take over when 38-year-old superstar Didier Drogba's contract expires at the end of the season.But the rookie Salazar showed the club has another candidate for the job when he scored twice in a comeback 3-2 victory over the New England Revolution on Saturday, earning a spot on the league's best 11 of the week in his first MLS start.\u201cHe's shown signs of that quality,
