after year it adds up,\u201d the council member said.Sherbrooke boosts police pay By Gordon Lambie The City of Sherbrooke adopted a new collective agreement with the members of its police force on Monday night.The new agreement sees salaries increase by two per cent per year for the next five years, grants an additional vacation day, and increases shift and service premiums.\u201cBoth parties negotiated in good faith to reach this agreement,\u201d said Sherbrooke Mayor Bernard Sévigny.\u201cWe now hope to be able to count on a calm work environment that will allow for good work by our police officers.\u201d The previous agreement, which expired at the end of 2014,was renegotiated over the course of 38 different sessions.The resulting document impacts 241 employees of the SPS and will be in effect until December 31, 2019.City councillors Nicole Bergeron, Julien Lachance, and David Price op- posed the new agreement.Speaking after the meeting, Price explained that the opposition voiced by the councillors as not meant as a slight against the Police or against the municipal employees in general but simply as a statement that the city is already making a massive contribution to pension funds and salaries and that at some point a line has to be drawn.\u201cTwo per cent doesn\u2019t seem like a lot, but year after year it adds up,\u201d the coun- cil member said.Council President Serge Paquin, however, pointed out that the new agreement is part of a catch-up effort on the part of the city.Paquin pointed out that the Sherbrooke police are currently in 31st place out of 32 police forces in the province in terms of pay and said that an effort is being made to bring salaries up to the provincial median level.Hydro-Sherbrooke warns of false inspector Record Staff Hydro-Sherbrooke is advising the public that an individual is going door to door in the city posing as one of their employees.The individual in question is claims to be in the process of inspecting heating equipment.The power utility would like to remind the population that all employees charged with visiting homes will be wearing clothes identifying themselves as Hydro-Sherbrooke service people and will be travelling in Hydro-Sherbrooke vehicles.Anyone who encounters the imposter should call the police at 819 821-5555.The city is also reminding residents that any individual going door to again.We\u2019ve seen that movie before in Canada.\u201d The letter went on to reference the deaths of Warrant Officer Patrice Vincent and Corporal Nathan Cirillo, suggesting that antiterrorism law C-51 was created to prevent attacks of that type, and that measures in the law helped intercept Islamic extremist Aaron Driver in August, 2016; Driver was alleged to have been about to commit a terrorist act against Canadians.The Record contacted Blaney to confirm the authenticity of the email in question and relay Gagnon\u2019s displeasure at using terrorist attacks as a platform for Pet Page of 2016 since this weekend is actually Christmas.Not only do we have 26 dogs staying with us over the holidays while their families are living the hussle and bussle, but we will also be taking care of 12 cats for their families too.This, of course, is on top of giving our Pet Connection animals, 51 cats and 37 dogs, a Merry Christmas.They may not have their own tree and their own families yet, but they have us, and we work hard to make sure they see a Merry Merry Christmas too.We still have 11 cats and 7 dogs who have not been sponsored for Christmas.I\u2019m hoping everyone gets sponsored so that Christmas morning, while my children and I are in our Christmas pyjamas, we can give everyone a little something.I would like to wish all of our supporters and all of our Pet world into their homes over the Christmas period.It is a wonderful opportunity for our students to experience a Canadian Christmas, as many Asian students do not celebrate this holiday in their homes abroad.In order to enhance the spirit of the holiday season, families and students were invited to Downey\u2019s farm on December 10th, to pick their Christmas tree and prepare festive wreaths for their homestays.This activity was well appreciated, despite the cold weather.Luckily, the Downeys had prepared hot chocolate and cookies to keep participants spirits and hands warm! The International Students Program celebrates its 9th year! particularly of being overrun - outweigh any demonstrable facts.Over the edge Mike McDevitt W'ell, it\u2019s official.As of yesterday, the United States Electoral College formally elected Donald J.Trump to be the 45th President of the United States.Unless he gets a better offer, the Donald will now become the face (and the mouth) of the most powerful nation on earth.The world as we know it may never be the same.The election of a narcissistic, sociopath with no experience and no apparent beliefs represents a turning point in American politics unlike any that came before it.While previous leaders have acceded to the highest post in the land on promises of\u2018change\u2019 and sweeping house, none has previously spent a campaign attacking the entire political establishment with such breadth and vehemence.The Donald has led his credulous masses to distrust not only politicians, but the news media, pundits, scientists, and academics, to name just a few.Not content with subverting the credibility of the above flawed \u2018elites,\u2019 he has also cast an eye of distrust on the FBI, the CIA and the entire intelligence community, and the courts, to name just a few.Instead, he relies on the spurious denizens of the digital universe whose unsupported rants and phony news items have served only to spread obfuscation, lies, distrust, and fear among a public desperate for a government that serves its needs.Counting on the seething discontent of a white working class whose needs and beliefs have been ignored and scorned, he has presented himself as the only figure capable of calming those fears and setting the nation on a corrective course to renewed \u2018greatness.\u2019 while ignoring or condemning the very things that made it great in the first place.While it is impossible to predict what the presidency of a Donald Trump might mean for the American Republic, there are a few areas in which some prognostication is possible, For whatever reason - and it\u2019s bound to be nefarious - Trump is virtually certain to alter the tentative military and political balance that has governed the world since the end of the Second World War.This Cold War posturing has dominated all international relations during the extended Cold War period and coloured everything from decolonization to the Space Race on a background of potential nuclear destruction.The fall of the Soviet Union and the emergence of a pragmatic Russian state could have provided the opportunity to revisit this approach, but old habits die hard and that opportunity died unexplored amid a flurry of corruption and exploitation of the new state.This, in turn, undermined the nascent Russian democracy and paved the way for a dictatorial strongman to drive resurgent imperial ambitions.Trump appears to have recognized the frustration that this approach has generated in a post-communist world and has indicated that tensions between the United States and Russia are counterproductive to the fulfillment of his world vision, whatever that might happen to be.Through his public statements and his cabinet appointments, one can conclude, however, that the new president will seek a rapprochement with the Kremlin.To achieve this, it is almost certain that he will be willing to retrench America\u2019s defence position, a scenario that justifiably terrorizes some of America\u2019s staunchest allies, including those former Soviet Republics who were so greedily gobbled up by the anti-Russian NATO alliance as they achieved independence.Also clear in Trump\u2019s statements is his disdain for the emerging powerhouse that is China and a newly-formed accommodation with Russia could be put to good use in fighting off the aggressive economic and political expansion that struggling behemoth currently practices.Excellent arguments can - particularly of being overrun - outweigh any demonstrable facts.Democracy as we know it will have a very difficult time during a Trump presidency and, backed by a Congress under the control of fanatics, the new presi- dent will probably be allowed to pursue whatever agenda he has in mind provided that he go along with that of the Republican right - THE DOCTORS By Robert Ashley, M.D.Dear Doctor; Do I really need a yearly mammogram?Dear Reader; This might be hard to accept, but if you\u2019re woman at low to average risk of breast cancer, you probably don\u2019t need a yearly mammogram.That\u2019s not to say we shouldn\u2019t give mammograms their due.Mammograms can reduce deaths from breast cancer, and they\u2019re an important reason why breast cancer death rates have decreased over the last 40 years in this country.Studies have found a decreased death rate from breast cancer among women who have had mammograms compared to those who didn\u2019t.Now let\u2019s look at just how much benefit.The public health advocacy group the U.S.Preventive Services Task Force calculated that, if 10,000 women between the ages of 39 and 49 had regular mammograms for 10 years, it would prevent three breast cancer deaths.For the same number of women between the ages of 50 and 59, there would be eight fewer breast cancer deaths.And for women between 60 and 69, there would be 21 fewer breast cancer deaths over that 10-year time period.In short, the overall death rates were not signifi- cantly different between those women who had mammograms and those who didn\u2019t.This has especially been shown in studies in Canada and Sweden that compared the impact of annual mammograms with yearly breast exams from a health professional.In a 22-year Canadian study of 89,000 women, no difference in death rate was seen among women who had regular mammograms compared to those who had yearly breast exams with a health professional.This may point more to the importance of getting a yearly breast exam than the benefit of getting a mammogram.Mammograms also have downsides.A primary one is that they have many false positives, leading to more imaging, breast biopsies and significant anxiety for patients.Another is that many breast cancers, such as ductal carcinoma in situ, would never be of clinical significance, so finding them on a mammogram is of little benefit.That\u2019s not to say mammograms aren\u2019t useful.They do find breast cancers.But doctors and their patients need to discuss their risks and their benefits.If you\u2019re a woman who has a mother or a sister with breast cancer, or if you have the BRCA1 or BRCA2 gene mutation that increases breast cancer risk, then a yearly mammogram after the age of 40 is a good idea.If you have a combination of risk factors \u2014 such as having had your first baby after the age of 30, having later-onset menopause or having had an earlier onset of menstruation \u2014 then a mammogram is likely a good idea.However, if you\u2019re at average risk of breast cancer and between the ages of 40 and 49, there is only a small statistical benefit in having a mammogram, which should be balanced with the risks of testing.If you are between the ages of 50 and 69, the benefit of a mammogram may overcome risk.At that age, you should get a mammogram every two years.If you\u2019re older than 70, keep in mind that breast cancer rates increase up to the age of 80, so the screening could have a benefit.But that benefit must be weighed against the likelihood of dying from something else.Here again, the recommendation is for a mammogram every two years, but you should discuss your individual needs with your doctor.Breast cancer screening is still evolving, with newer 3-D types of mammograms, breast MRIs and the possibility of biochemical markers to detect breast cancer.We\u2019ll need future studies of these technologies to assess their effectiveness at
