the Villa Popowzeff as the place, and the hour, wheu a diplomatic dinner was in progress for the assault upon his own life.The offence in the eyes of the editorial writers was intensified by the fact that the dinner was attended by ladies.The explanation of the young man\u2019s rash act is that the English Countess, with whom he is enamored, sat at the side of a bated and partially successful rival at the table, and appeared 8o treely to lavish ber attentions upon him that Victor withdrew with some show of petulance to an adjoining apartment and shot bim- self.The report of the pistol startled the diners, and the youth was quickly discovered covered with blood.Lady Morier is en route to her son's bedside.TRAIN ROBBERS IN SICILY.As the inward bound train for Palermo was crossing a wild, desolate tract of country, the carriages were suddenly invaded by a troop of ferocious looking bandits, who baled up the passengers and robbed them of two thousand four pundred dollars in coin, and all their valuables.: THE PASSENGERS GET EVEN, Tre fact that the robbery was committed while the train was at full speed and also that no stoppage was made aftewards aroused the suspicions of the victims, who discovered that the terrible bandits were neither more nor less than the train bands who personated the robbers.Plucking up courage at this, the passengers arose, arrested the train men the murdered man found near Princeton as that of F.C.Benwell, of London, Eng., wes arrested here this morning on eus- picion of being his murderer.Benwell, Burchill and wife and a young maa vamed Pelley, formed an English parcy which came to this country on the Brit- tanic.All came on here.Subsequeutiy Benwell is alleged to have gone west and Polley went to New York ard was ex- cted back during last night.All trains om New York were watched closely iu order to intercept young Pelley, aud when the Erie flyer arrived this morniuy he was taken to Police Magistrate Hill's office, where a private consultation was held, aftar whieh Burchill was arrestel, being found at Baldwin's boarding bouse.The police are confident they have the right man.It is understood thai something happened while the party were at Buffalo that will throw considerable light on the mystery.Pelley was seen, but declined to be interviewed, \u201cas he bad ovromised the authorities he would not say anything.It bas come to light since the arrest that Burchell was in this place one year ago, -Accompanied by his wife, the same woman that is with him now, and stopped at the Imperial Hotel, registering as Mr.and Mrs.Somerset, arriving at midnight, and remaining a day or two.Upon their return on February 19th last, they went to the same hotel.The proprietor recognising them, they renewed their acquaintance, but Somerset said on account of his good family cor nections, and he coming on this trip trading in horses, he took the name of Burchill and wished to be called and known by that alias.Burchill is.dark in complexion and about 30 years of age.His wife is a slender, \u2018rather pleasant-faced blonde, and has the appearance of being a highly educated and refined English lady.Pelley is about 22 years old, has a fair complexion, is well educated and refined, and is said to be the son of a clergyman in England.When asked if he knew Burchill any length of time before he left Enz- land, be said not long, but knew Mrs, Burchill\u2019s family well, Both Pelley and Burchill are decidedly English, Mrs.Burchill feels her position keenly, crying most of the time, at times reaching hysterics.Burchill wili be brought up to-morrow morning.TELEGRAMS FROM TORONTO.A Well-to-do Thief \u2014 Changes at St.James\u2014University Library: Toronto, March 2.\u2014A carpeater named William Fax, resident in this city, was arrested on Saturday on a charge of stealing a large quantity of tools belonging to his fellow-workmen and disvosing of them in a pawn shop, His house was visited and many of the missing articles were fouhd secreted.A curious feature of the case is that Fax is well-to-do aud owns the house in which he lives.The St.James\u2019 Cathedral was largely attended at both services to-day.Tae recent changes baving brought many visitors from other churches.The mixed choir has been abolished and a male surpliced choir substituted.The change being regarded as a considerable improvement.The new organ adds greatly to the attractiveness of the service and the choral service will probably surpass that of any other Anglican church inthe city.The electric lights were used for the first time this evening and far ahead of the dim religious light furnished by the gas.The University Library fund is now $20 000 and is daily increasing, a meeting of the and then in another is that the bill has raised a great deal more discussion than was necessary.At best, the bill is merely a nominal corceasion to the demands of the Orange lodges.It proposes to incorporate them as a benevolent institution with insuring powers, but even this has been done by Sir John Macdonald in an apologetic way, and with a kind of appeal to the French to let him, for goodness sake, do something for the Orangemen.It is a mild kind of gop, in fact, for the Jesuit estates\u2019 allowance.The matter is spoken of by the Premier and his friends with more or less bated breath, and the Orange society is huddled out of sight by a back door lest its appearance might shock more respectable visitors.That is the way in which the Government has treated it.They were afraid to pass it and afraid not to pass it.Sir John gucceeded in inducing Sir Hector Langevin, Mr.Chapleau and Sir Adolphe to consent to the blll in its modified form, but he is not at all sura of securing the assent of the usual supporters of these three French leaders.The Irish Catholics of Parliamant see little objection to the bill as it now stunds, and think that its passage would probably be the last heard of the Orangemen in any public discussion.It is true Mr.Curran moved an amendment to prevent the Orange- men walking in Montreal, but that is a matter to be regulated by other authorities, and Mr.Curran\u2019s amendment may be looked upon as an individual effort to preserve gome consistency, Mr.Curran is not to be blamed for his amendment, for the ministers themselves frequently introduce in their bills superfluous and impossible provisions.But though the Irish Catholics may agree to the passage of the Orange bill, there is less confidence felt in the amenity of the French.A Frenchman is one of the clearest headed and most logical of the sons of Adam when left to himself, but on certain subjecis it is impossible to argue with a man whose mind's eye is fined on a constitueacy largely under the thumb of a zealous Young Catholic cure.Knowing this the Government arranged to smuggie the Orange bill throngh the House late on Friday night, having first allowed their French supporters to go home under the impression that the bill would not coma up before to-day.In this, owing to the rules of the House, they failed.Ths fact is that Sir John Macdonald has not the control of his follo wing that he has had in the past.The French Bleus deny him to his face, the Ontario contingent | compel him to listen to them.The member for Frontenac, once one of Sir Jobn\u2019s elections are not what they are after.THE PIGEON SHOOTING BILL.Mr.Adam Brown\u2019s bill, one object of which is to stop pigeon shooting from traps, has passed its second reading by a vote of 91 to 82.The strength of the vote against it was probably due more to an extraneous consideration than to a desire to preserve this particular facility for gambling.It was rather a protest against the disposition to legislate on goody-goody lines.Mr.Charlton has a bill to enforce a better observance of the Lord\u2019s Day ; the Minister of Justice has one to amend the criminal law 85 as to enforce a greater degree of chastity and 80 on, and Mr.Brown's bill was felt by some to be in thie direction.There is a wide divergence of opinion concerning the observance of Sunday and men object to having the ideas of others on morals forced upon them by legislation.Hence the kick at Mr.Brown\u2019s bill.Others think that to destroy a bird\u2019s eys and unnecessary cruelty, though Colonel Tis- dale, wants another gas company and wants it badly.The service given by the existing company is so defective, the gas is so bad, and tbe company\u2019s utter disregard of the interests of the citizens is so marked, that patience has ceased to be a virtue ; and we believe an overwhelming majority of the citizens would welcome competition, provided it would break the present monopoly and give the citizens better and cheaper illumination.Bat they do not waut à rival gas company which asks for a long monopoly and demands powers which would practically make it the master instead of the servant of the Corporation and citizens\u2014that would be jumping out of the frying pan into the fire with a vergeance\u2014and that is precisely where the gas bill before the Legislature, if passed a8 introduced, would place the citizens of Montreal.We do not want any gas competition of that kind\u2014it would simply be exchanging a bad monopoly fora worse one, If the bill could be shorn of its objectionable features, (a8 Tae HERALD at one time hoped) opposition to its passage would be removed, or at least materially modified ; \u201cbut as the promoters seem to insist upon the bill, the whole bill and nothing but the bill, there does not seem to be any probability that it can be made even reasonably acceptable to the City Council and citizens of Montreal.The fact that the bill is opposed by the City Council, by Montreal's representatives, and by nearly all the local representatives resident in Montreal ; the fact that- it asks for a long monopoly and for powers in regard to opening up streets which would make it practically independent of the authority of the City Council ; and the additional fact that the corporators are unknown in Montreal, entirely justify the vigourous opposition maintain bis opposition till the bill is finally defeated or deprived of its objec: tionable features, The opposition to the bill from Mont real being so united and general, we do not think the representatives of outside constituencies, especially those who do not reside in Montreal, have any right to attempt to force the passage of the bill\u2014 practically it is none of their business; under the circumstances, we are a little surprised to find the Premier giving it his countenance, if not his active support.THE HUDSON'S BAY ROUTE.The discussion between Sir John Macdonald and the Western members on the subject of aid to the Hudson\u2019s Bay Railway has awakened the dormant interest of public men in this matter.It has ceased to be merely a Manitoba question, and has assumed national proportions.In the speech of the Lieut.-Governor at the opening of the Manitoba Legislature a paragraph was devoted to the subject, and progress in its promotion has somewhat awaited the action of the Manitoba Government and Legislature.They do not appear to have done anything, and their attitude is not understood by those members of Parliament and others who are interested in advancing the prosperity of the west.The doubts and perhaps hostility which at one time wers exhibited towards this plan of opening up the Northwest have largely disappeared, but the inaction of the Manitoba Government naturally hinders any efforts to secure substantial aid in the east.The speech from the Lieut.-Governor\u2019s throne would seem to indicate that the people of Manitoba appreciated the benefits likely to accrue from the establish ment of this route, but some doubts are thrown on this by the dilly-dallying of the Provincial Government.SOME people have been taking the Toronto morning service the pastor, Rev.L.H, Jordan, informed the congragation that a letter wonld ke read at the evening service and gave them to understand that it would be of an unusual kind.Toe tisk of reading the letter was given to the sssistant pastor, Mr.W.M.Rochester,w ho conducted the evening service.The letter stated that it was a anpy of one sent to the moderator of the Presbytery of Montreal on Saturday, and asked that body to relieve him of his charge as pastor of Erskine Church.The letter went on to say that he had taken that deliberate step in view of the fact that be bad made a similar request about two years ago, and at that time his own desires had to give way on account of the opposition such a step met with at the hands of the congregation.His desire to return to the scene of his student days in Germany had to be put aside for the time being and the pastorate remained in his hands for a t!me longer ; but he now hoped the congregation wouid see fit to release him Livingstone, \u201cThese mission societies certainly contrive to produce extraordinary men,\u201d wrote Stanley, in his last letter, speaking of Mr.A.M.Mackay, whom he linked with Livingstone and information on this point, a represantative of the Pall Mall Gazette waited upon one of the secretaries of the Church Missionary Society, at the offices in Salisbury square, London, and asked him if he had much faith in the efficacy of Mwanga\u2019s conversion.Mr.Eugene Stock, the secretary in question, and editor of tha society\u2019s publications, said he badn\u2019t, but he had & very deep-rooted faith in Mwanga\u2019s desire to regain his throne, whether by conversion or murder of the missionaries, like poor Bishop Hannington, or whatever other means seemed most likely to succeed.\u201cLeaving the subject of Mwanga, the conversation turned on the notable missionary whose figure stands out so clearly amid all the turmoil of African revolution and counter-revolution.Mr.A.M.Mackay is not a clergyman, although most people call him reverand, but is the most enthusiastic of lay workers.He is 40 years of age and not 32, as, owing to youthful appearance and energy, Stanley surmises.He was born in Edinburgh, the son of a Presbyterian clergyman, whose name is familiar to school boys as the author of \u201c Mac- kay's Geographies.\u201d The future mis- sicnary was educated for the protes- sion of an engineer, but in Scotland such an education implies a university course and a training quite equal to that which the budding clergyman or barrister receives in England.He was a young man of marked ability, and was of a mechanical engineering works at Berlin.He was there in November, 1875, when Stanley\u2019s famous letter in the Daily Telegraph appeared describing his intercourse with Mtesa, the then King of Uganda, and challenging Christendom to send missionaries to that country.\u201c Mackay, 26 years of age, brimful of enthusiasm and nobility of purpose, at once wrote to the Church Missioa- ary Society\u2014which had received £10,000 for the purpose from two generous donors \u2014volunteering to go out.His offer was accepted, and he was despatched, with some others, into the heart of Africa.His photograph, taken at the time, represents a handsome and determined face, with well-defined features, a bigh forehead, from which waving hair is brushed back, resolute eyes and a firm mouth, a light moustache covering the upper lip.No trace of whisker or moustache was there then, but by this time he is probably \u2018bearded like a pard.\u2019 Neither Mr.Stock nor any other official of the society would know him if he entered the office to-morrow, for since he left London, 13 years ago, he has never once left Africa\u2014indeed, he has never even returned to the coast.\u201cHis memory of the coast cannot, as a matter of fact, be very agreeable, for he was laid low there by sickness on landing and had to allow his companions to proceed\u2014only to meet their fate by massacre.Às soon as he recovered he pushed on to Uganda, and there he has labored without intermission since that day.As a practical
