cardinal in 1870.The residence of Cardinal Newman was besieged throughout the day with anxious: inquirers asto his condition and After his death the number of parsons calling to express their sorrow was even greater.Newman.His Eminence John Honry, Cardinal Léncou of the Holy Roman Church, elder brother of Fiancis William Newman, was born in London in 1801, and educated at Ealing School, whence he proceeded to Fri; nity College, Oxford, waere he graduated B.‘A.in 189), taking classical honours, and was elected Fellow of Oriel College. In 1875 he became Vice-Prineipal of St.Alban’s the outlying chaplaincy of Littiemore ; and in 1812 he quitted Oxfora, and established at Little more an ascetic community on a mediacval model, ever which he presided for three years. He held Roman communion, and, ai.er being ordained priest, became founder of the English Oiatory and head of its Birmingham House. In 1854 he was aprointed Rector of the newly- founded Catholic University in Dublin, but resigned that post in 1853, and established a school for the sons os Roman Catholic gentry at Edgbaston, near Birminghain Dr.Newman was elected an honorary Fellow of Tri- niiy College, Oxford, December 23, 1877, It has been trequently asserted that Dr.Newman did not believe in the doctrine of the Infallibility of the Roman Pontiff when speaking ex cathedra to the Universal Church on questions of faith or morals. In reply to à criticism to this effect made by a Mr.Capes, Dr, Newman wrete as follows (September 13, 1872) : He assumes that I did not hold or pre- fess the doctrine of the Pope’s Infallibility till the time of the Vatican Couneil, whereas I have committed myself to it in print again and again from 1845 to 1867.And on the other hand, as’ it «0 the Central road are made to bolster their position and are untrue. The men are more confident than ever and the firemen only awalt our orders to go out.The road, while first announcing that they wou'd only give the men 24 hours and would then fill their places, bas to-day been sending to the men’s houses and offering them the biggest inducemeats to return. They have also falsely stated that Mr.Lee has been deposed .rom the order Their last desperate move is to send out ihe pay car,:0 that the men will use the money for diink. Then in case ofnot suc- ¢ ding in this -they will ask the this evening. The Pinkerton detective force, reinforced by others from the West, had gone to East Syracuse about 4 0*clock this afternoon with under-sheriff Austin and several deputy sheriffs and an outside force of railway employees. At the yard they formed in a line and advanced through the freight yard there, the strikers all retiring before ihem without resistance and the Pinker on men and the railroad mea began the work of making up and forwarding the freight cars containing perishable property which were tied up there. At 4.05 o'clock the train bearing the mail from the east, which should have reached here at 1.30 p.m.arrived in this city and was the first passenger traln to go through East Byracuse to-day.At 4.30 o’clock a train that should have gone east at 2,30 p.m., pull-d out of the central station, closely followed by a special train of fours cars filled with the Pinkerton forces and railr men.At 6.30 p,m, the first freight from East Syracuse pulled into the city, with a very long line of loaded refrigerator cars, Governor Hill’s Energetic Action, - A United Press reporter was informed that the secret of the whole matter was that Governor Hill felt compelled to take some astion in reference to the strike. The day had been occupied by Acting Sheriff Austin, Asst Supt.Gold of the Westerrn Division, an the military officers in holding consultations, the result of which is sald to have been quietly communicat ‘d to Governor Hill.At noon the €overnor is alleged to have inquired what the civil oMi- cers had done.On receiving a reply it is asserted that the Governor called about him half a dozen leaders of the K, of Li.at Albany and told them in very plain terms that the embargo must be lifted or he would certainly order the militia out at once, This brought things to a crisis and the revolt at East Syracuse is suposed to have been brought about in part, at least, by this information.A Striker’s Sanguine Expectations.NEW YORK, Aug.11.—A leading official of Local Assembly 2479 of Switchmen said this afternoon: “The report that the strike is on the wane is a pure falsification, It bas been stated that 300 of the striking workmen in this viciu!ty have returned. This is not so, asonly one man, William J.Miles, a tower switchman, and formerly the secretary of this assembly, bas thus far deserted our ranks. On the other hand our pickets have been unable to discover that the company has thus far filled our places. It is true that a few trains—New Haven and locals— were run out this morning, but practically speaking the depot is in thé same condition as it was yesterday. It is even worse along the line as far as Buffalo.” K.of L.Not Popular There. At Weehawken business seems to be going on pretty much as usual. The ordinary pas- sepger trains on the West Shore road are running at the proper time. The freight trains are running with freight conductors and not passenger conductors as reported.Very little sympathy ia believed to exist for the K.of L.«n the line, as there are only four hundred members of that organization between Weehawkeen and Buffalo in the service of the company.Preparing Quarters for -the Military.ALBANY, N.Y., Aug.lL—Late this afternoon acommiitee.of the strikers waited upon Attorney General Talbor for his opinion asto the legality of the Pinkerton men being allowed to patrol under arms, He decidea that the road could have them as long as they stayed upon their property but if any of them jniruded upon the public streets they were § liable to.arrest.hile the road managers send out flowery statements from ew York, thoy are really afraid.1 This Is shown by the fact that carpenters this evening began erecting berths in the car shops for the cccupancy of the militia that may be quartered at West Albany.Threats of Vielence. At 5 o'clock this afternoon & train on the Central bound for Troy was stopped at the iron works, After warning the trainmen that if they attempted to run afler dark they would be stoned, the train was allowed to proceed.LL A'éommittee of the strikers this afternoon at five o'clock held a conference with Delaware & Hudson managérs and they agroed to Tefuse to aid the Central road, The important switches at East Albany were filled today with three sets of men, each set going out when appealed to by the strikerS, Five switches are without care and the others are under green hands and an accident is probable at any time.Popular Sympathy With Welsh Strikers.LoNDON, Aug.11.—Each succeeding day Mace the Wginning of the great Welsh strike baz witngased an incieasain the number of men involved and a growth of the prospects that the strikers wili finally win their fight.L The employes of the Welsh railways not in- dyded in the strike have subscribed 8 shilling a week each from their wages -to the support of the men who are out.The strikers are cer- tasniy not lacking for sympathy, as isevinced ow the fact that 30,020 colliers from the honda districts marched to Cardiff with bands of music, banners and flags, to-day, to attest thelr support of the strikers" cause. It is estimated that the strikers have already lost $1C0,000 in wages, and ths masters have suffered still more severely through the stoppage of their business, an Effect of a Rallway Strike, LONDON, Aug, 11-Owing to the Murderer of Little Alice Nent Keeps out of Police Clutches.—A Parisian ’ Imitator of Jack the Ripper.PARIS, August 11—A case resembling in some of its mysterious aspects ths now antique Jack the Ripper murders of London is giving the Parisian police a good deal af anxiety.A week ag> the parents of agirl ten years of age, living at La Villette, a poor suburb, created quite an excitement one evening and during the whole of the night because their child was lost. The little one had been sent to her grandmother's, only a few streets away, with a message. She stopped and took tea and then ran off in the direction of her home, From that timc she was never seen alive again by any of her relatives. When she did not arrive at home, her father—a poor picturs - frame gilder named Neut—started out to find her.Her mother a hard-working woman, was in a delicate condition, and was worried greati when her little Alice did not return. All night long the father sought for his lost darling.Hecalled at all the lice stations in the district, he spoke to all the police, but no one knew or bad heard of little Alice. At last, with a sinking heart, he made-his way ‘down to the morgue, and even as he was arriving a couple of sailors were bringin the dead body of his drowned, straungl child! Yes, there was the poor baby— she was only ten years of age—stripped of most of her clothing, a shirt had been tied around her head to stop her cries, and her little neck showed the black and blue marks of the murderous fingers which had strangled her into silence.Imagine the poor father's feelings! What was he to say to hiz wife, alicady suffering sufficient agony? How should he discover the author of the terrible crime? He had already made every possible Inquiry, and no one remembered to have seen er, The police of Pari*, however, are a very bright set of men, Signs and symptoms, hints and suggestions, which meant nothing to the anxious, bewildered father, underwent a system of translation in the hands of the pra tical police. The childwasofa very thy disposition naturally, and her timidity had been augmented by an accident which happened to her n year ago, when she was run over by a carriage in the street. She was a very regular attendant at school, but she never played with the rest of the ohil-.dren, choosing instead a little girl and boy with whom she weuld go to the square in front of the church hard by, and there play little childish games, which did not require much running about. There are some seats in this square frequented by the people of the neighborhood.Among the frequenters of these seats was 8 man of sombre visage, but of gentle manners, who, used oftea to take notice of the quiet childen and who used to talk sometimes to them about their games, Even little Aliee was not frightened of him, ‘and would stand at his knee listening to his fairy stories and nursery rhymes. This man has not been seen since tha body of little Alice was recovered from the Seine and conveyed to the Morgue. This is one thing the French poliee discovered, Next -they discovered that Alice was seen to enter a restaurant, kept bv M.Bongrand, with a man, dark-ey ed, dark-haired, but with a singularly gentle voir>—and there partook of some sweet drink, one of those eaux sucrees 80 commoa in French restaurants. Moreover M.Bougrand has .-en the dead body of little Alice, and has recognized lt a8 that of the child who came into his restaurant. The body of Alice remains frozen at the morgue. At least fifty men have been arrested, only to be released in an hour or two—but the murderer is at present as free as air.Another clue, if clue it can be called, has been found. It is now remembered by the parents of the child that for at least a month past she has been a few minutes later than usual in coming home from school, and that she has always said that she was not hungry.Still another discovery made by the police is that the child recognized by M.Bongrand as being accompanied by à brown-bearded, gen- tle-voiced man was a constant patron of his during the past month, always with the same man.MANITOBA AND NORTHWEST.Catholics Instructed to Holiday-—Ald.Hur- teau Elected À oting Mayor—Proceedings at the City Council.Yesterday's monthly meeting of the City Council was remarkable principally for the apparent unanimity of feeling among the C.ty Fathers upon the matters submitted ‘or their consideration, Acting Mayor Stephens presided for the last time during his present term of office as representative of the city’s chief magistrate. The attendance of aldermen was unexpectedly large, considering the fact that it was the eraof vacations, even Ald.Stevenson abandoning his military camp duties on the island to appear in uniform in his chair on the floor of the chamber. The first business ot interest that provoked any discussion what= ever was a petition from the Central Trades and Labor Council suggesting that the mayor proclaim Labor Day (Sept, lat.) a civie hol day.The only gentleman who objected to the proclamation going forth was Ald.Martie neau, who referred to the fact that the St Patrick’s, St George's, St Andrew's, and St Jean Baptiste Societies were not thus favored and said it should be left to the diseretion of employe’s whether they should work not.Ald.Prefontaine endeavored to show h'm that it was a day set apart for enjoyment by all workingmen without distinction of race or creed and that it was entirdly different jrom religicus or nat ional festivals.Afler some pleassntries had teen exchanged as to whether Ald Clendinneng would pay his employees for their time if they got à holiday the Acting Mayor was authorized t issue the proclamation.Asregarded the petition from the Protestant ospital for the Insane regarding a water supply to that institution it was referred to the Water Committee with Instruc- tiens to prepare a contract, considering that the asylum was outside the gu limits. The proprietors on the West side of SL Lawrence Main stieet sent in à petition requesting a special reduction in their assessments forthe current year in view of the damages sustained by them in their busincss in consequence of the improvements by the city now goingon.A lengthy complaint accompanied fhe petition, whieh was ordered to be sent to the 2 Committee. After several other petitions of minor im- rtance had beem referred to committees Io deal with, Alderman Villeneuve informel Alderman Clendinneng that they had received ne petition from the Bicycle Club, but that the Park Committee, in view of the recent accident, had decided to allow no more bicycles to be used on the mountain. The consideration of reports by committees then ensued. The Road Commiitee’s decision to have the sidewalk on the east side of St.Lawrence street widened four feet, at a cost of $1,025 was referred to the Finance Committee, while a number of raports for sidewalks in different parts of the city were adopted.as matters of urgency, subject to the approval of the Finance Committee.: No definite decision was arrived at regarding the report of the Road Committee favoring the construction of a street railway lime On Windsor street, and’ on motion, it was made the first order of the day at next meeting, with the by-law and report of the special sub-committee on the street railway.A short discussion was provoked by the report of the Road Committee to the effect that Do new streets be opened less than & width of sixty feet, and that if so they do not be supplied with water, drains, or lighting.Ald.Clendinneng said this was all very good, but it was done just the same, and sug- ested that no man be allowed to construct uildings on private lanes before water pipes and drains were laid in such private streets.| Ald.Thompson thought it would be well to do as they did in London, have the Count Councils buy out the proprietors of these private lanes, un Ald, Prefontaine’s motion the report was adopted.Phe Road Committee's recommendation that a sewer be constructed at Ruisseau Mi- geon ata cost of $3,510 was also subject to the approval of the Finance Committee. When the Market committec’s report, for the appointment of collectors of taxes on horse dealers, came Ald.Jeanuotte was very vigorous in proposing “next metting’, but be was quickly paid back in his own coin when the Police Oommiitee’s report to appoint police sergeants bread inspectors was temporarily shelved.Another slight discussion occurred over the report on the laying of a double track on st.Lawrence Main street between Craiz and Sherbrooke streets, and it was finally deci led, pending the complete widening of that thoroughfare, to recommend the laying of the double track only from Craig to St.Catherine sticets. The work is to be carried on under “tbe supervision of the Road _Cominittes, and, on the suggestion of Ald.Prefontaine, ald.Clendinneng was elected to replac: Ald D.Wilron on the special Street Railway Committee, | .The only report from the Finance Committee that attracted any interest among the aldermen was that recommending that all public works be done by day and night work, in consequence of complaints that had been received of late on this subje ‘*.- the Acting Mayor thought they wou d have to pay double for night work and this would come heavy on the taxpayers. The report was sent to the RoadCommittee, Notices of motion were then given by Ald, Shorey for the extension of Western Square and by Ald.W.Keunedy for a reduction of the tax cn water closets from $4 to $L Ald Cunningham then rematked that according to the contract with the Richelieu & Ontario Navigation Company they should supply music on the Island on Saturdays. Why did not the committee make them do so?Ald.Jeannotte—It's the chatrman’s fault. The Acting Mayor said this was quite true, and that the chairman had tried tu get the com papy toobserve their contrget, but it was a difficult matter. They should protest them, for they had not either put on à boat at Windmill Point or Hochelaga, as their contract called for, Ald.Cunningham said that à re resenta- tive of the company had iuformed him that they would not carry out that part of their contract.‘The subject then dropped. In answer {0 Ald.Thompson, the chairman of the Koad Committee 81id he would cal.a meeting as soon as possible to cons'd:¥ he abolition of tollgates. After Ald.Pief;ntaine had pointed cut to the Council that a resolution to bave tLe minutes of the Counc’l meetings printed and published had not bçen carried out, the members proceeded to nominate a new Acting Mayor.Ald.Hurteau was their choice, and he was warmly welcomed to the chair by the retiring and energetic Ald.Stephens, who performed such good service during his term, The 41st order of the day regarding the construction of sewers in several streets by days’ work raised quite a row.Ald.Stephens advocated days” work as it saved to the corjoration the profit of the contractor, but Ald.Cunningham, Thompson, Tansey
