Titre :
Witness and Canadian homestead
Fortement imprégné de sa mission chrétienne et défenseur du libéralisme économique, The Montreal Witness (1845-1938) est demeuré une entreprise familiale durant toute son existence. [...]

The Montreal Witness a connu différentes éditions (hebdomadaire, bihebdomadaire, trihebdomadaire) et plusieurs noms.

But a month isn't very long.Give us time! Give ws time! So time is given.Another month passes by—two months—and reports come in from all parts of the country about the prosperity of bootleggers. The report from Oregon, far across the country from New York, is typical: “The Oregon state liquor control commission found that its sales are far below anticipation. The chairman of the commission announces it as his opinion that bootleggers are doing 75 per cent of the business” To meet the competition that repeal was going to end, this commission ‘was the removal of existing restrictions, legalizing anything the public wants, by (1) making beer available in or near dance halls, (2) authorizing sales beyond the8 p.m.closing hour, and (3) making hard liquors procurabie “without the purchaser making the trip to a state bottie house.” It was in this same month—the 19th, to be exact—that Morgan T.Ryan, registrar of motor vehicles of the commonwealth of Massachusetts, broke a conspiracy of silence by stating officially his belief that the mounting tide of fatal automobile accidents was due to increased drinking.Nobody was able to dispute Mr.Ryan's facts, for he had the statistics of accidents before him ‘as he spoke. His interpretation of these facts was unequivocal.“The number of fatalities listed during the present fiscal year,” he said, in his ~ ing the same period. This nine per cent increase in fatalities is unquestionably part to a four per cent rise in convietions for drunken driving” of this kind, coming from all of the country, proved too much for Washington.Had not the President promised that repeal would end our liquor ernment, law and order”?But bootlegger and such others” had not heard the presidential pronunciamento. So Mr.Roosevelt declared, on a certain to “end bootlegging,” and pend liquor quotas, and thus reduce prices, to do it.; In April, the curtain fell. After ‘four .months of futility and failure, the government conceded defeat, and after the nounced a fight to the finish against less liquor. No less a man was it than , Choate, Jr.| directar of the alarm, “As concerns liquor,” ‘ official on April 25, “the United States is living in a fool's paradise.” Saving his face by blaming everything on prohibition, Mr.Choste pointed to “the main body of the monster (the bootleg trade)” which, be declared, was “illicit distilling,” and said that this was reaching unprecedented proportions. The repeal of the eighteenth amendment had apparently produced no results at all, except to increase the flood.“Bootleg tion continues on so large a >” as serted Mr.Choate, “as to constrain us to the conclusion that our people must now be consmuing greater quantities of spir- îts than they did in pre-prohibition days” Right back where we started! Commenting on this official disclosure of - “wet” conditions, Mr.Seton Porter, president the National Distillers’ Products corporation, complained that the federal government was losing no less than $400,000,000 in taxes through bootlegging and smuggling.“The federal and state governments,” said Mr.Porter, “are failing to collect any revenues whatever on the bulk of the national consumption.” The people only wanted to pet rid of prohibition, so we were told, » precome instantiy law-abiding, y ere were patronizing the bootleggers as sbundantly as everl But there was action in Washington as well as words.April saw the inauguration of “a nationwide campaign” to eliminate bootleggers and illicit distillers. This industry, according to Secretary of the Treasury Morgenthau, had shown no signs of depression since the eighteenth amendment was repealed. So he announced “a drive” against the lawbreakers, with a special unit of 600 men thrown into the fleld.“We hope to hit, and hit hard, this illicit industry,” was the cheerful wird’ from official heed- - quarters.Came the dawn of May-—and in those lovely days an eruption of protest and alarm! “Boys are drinking more under repeal than under prohibition,” accord- img to Mr.Leeds Johnson, president ot the Madison Square Boys' club in New York.“Easy.access to beer ant cocktails,” said Mr.Johnson in his annual report, “has increased the drinking habit.Boys who hung around the club late at night during prohibition, now leave earlier, and spend the late hours drinking in saloons and restaurants.” In the United States senate a furious debate broke out on the mounting *liquor scandals.Senator Borah, a dry, warned that “the people of the country did not vote to substitute Worse evils for the intolerable conditions under prohibition.” Senator Walsh, of Massachusetts, a wet confessed, “I have been disappointed,” and prophesied that “Christian and religious people will not tolerate existing conditions.” A United press dispatch describing the debate stated that opponents and supporters of the eighteenth amendment were agreed today that “unless the flow of bootleg liquor is checked, the Unitéd States will return to prohibition.” Fjve months, and sick of the bargain! ON May 10 came a dreadful tale from Massachusetts in a special dispatch to the New York Times, written by F.Lauriston Bullard.“Is Massachusetts better off or worse off under repeal than under prohibition?” was the c = dent's questi Asserting that “no absolute answers can be returned,” Mr.Bullard noted “certain trends” as “visible,” and “certain conclusions” as “possible” Thus, be said, “drunkenness has increased, especially amcng women”—a total gain of 25 per cent, and a gain of “more than 40 per cent” for women.“There has been a heavy increase in revocations and suspensions of licenses on account of liquor”—in 19 weeks they mounted from 1,251 to 1,659, “an increase of very nearly one-third.” Automobile fatalities due to liquor accidents, during this same period, showed “an increase of ten per cent,” and non-fatal injuries due to liquor accidents, “an increase of 23 per cent.” “Actual students of conditions are of the opinion,” concluded Mr.Bullard, “that repeal so far has increased drunkenness” What wonder that Boston's police commissioner, C.Hultman, had earlier and that “repeal is still an experiment” Just like prohibition, and even “noble”! June brought more tragic tales. From Atlanta, Georgia, came the report that “drunkenness is definitely on the increase in this section of the country.Arrests for drunken driving have jumped in every large city in the south east in the past six months.” Welfare society of Jamaica Plain, Mas- sachuseits, came a denunciation of “the increasing inroads of drink.” From New York State Tax -Commissioner Mark Graves came the complaint that the state was “actually consuming as much as 25.000,000 gallons” of liquor, more than 9,000,000 gallons more than the estimate of prohibition days, and paying taxes “on an estinrated 6,200,000 gallons only.” From Crawford county, Pennsylvania—which state, according to Gov.Pinchot, “has the best liquor law in the United States”— came a statement of “more cases of drunkenness, more cases of men losing thelr jobs for drunKenness, etc, in the last three months.than in ten years under the eighteenth amendment.” June was a busy time! July was signalized by a new declaration of war against bootleggers by J jr.This was three full yet bad nothing to report but In Ez alarm. From the Family - Et OUR HAPPY HOME MAKERS.Only the home can found « state—~Josser Coos.Barleycorn escaped the grave and walk- od among men once again, is more prosperous than ever he was during fourieen years of prohibition.” Pp) alcohol tax unit of the internal revenue bureau was effected, creating 15 enforcement districts headed by picked men.The personnel of the unit was to be increased “We are leaving no stone un- turned,” he said, “to atop the flow of untax-paid liquor.” He was also honest enough, or naive enough, or downright careless ‘enough, to repeat the suggestion of “some people” that this is “the first honest: attempt at enforcement of the liquor laws.” So! We: were right, after all, we drys, when we said -in the old days that the Washington government under Harding, Caplidge, and even Hoover had never made any real Attempt fo enforce the eighteenth amendment— than prohibition had never been given a chance! We knew this all along, but had never believed that we would live to hear a cabinet officer confess it.In this same month (August) came an inclusive report from the nation at large of the Noah's flood of drunkenness. Thus, New York city had had 555 per cent more drunkenness in 1934 than in 1939, Los Angeles 95.5 per cent more, Boston 21 per cent more, Denver 116.6 per cent more, and Portland, Oregon, 116.8 per cent more. These figures, as presented by the Christian Science Monitor, would seem to be worth pondering.Making it easy and legal to drink is perhaps having the very results that a logical mind would anticipate! In September, drunken driving again came rushing to the fore.Statitics submitted to the convention of the International association of police chiefs in Washington, September 26, by Dr.Theron Wertiell Kilmer, police surgeon of Hempstead, L.I, showed that the increase was 100 per cent in Rhode Island, 122 per cent in New Orleans, 300 per cent in Philadelphia, 380 per cent in Cine cinnati, and 479 per cent in Los Angeles —Connecticut showed a lowest percent= age of 1.5.(Continued Next Week.)
