legislators, and no progress appears to have yet been made in forming a new Cabinet. That no member of the late Administration can, under wy cicem stances, come into office again whilst Sir Charles Metcalfe is Governor, appears to be pretty generally believed, as lis Excellency has sotemoly declared that he will never again meet Messrs.Baldwin and Lafontaine or any of their colleagues at the Council board, and that, if the current of events should appear likely to force their recall fo office, he will resign his Government and return ; England, rather than submit to the disagreeable al ternative. If he be not misrepresented, the Gover: nor Generals position is such that he could ne again meet Messrs.Baldwin, Lafontaine, Ke.8 the Council board, without very much humiliating himseii, for he has taken a most decided stand against a principle which they are determined he to relinquish.at they themselves expect oo ere long recalled to power, 1 have little doubly they see clearly enough how difficult it will be form any other Administration which can commal a working majority.at The only probability upon which any person o- tempting to form a new Administration can os late, must be the secession of Mr.Viger an hi friends from Mr.Lafontaine, [It is more than pres bable that were Mr.Viger to socede, he would cart the great bulk of the French party with him, To do not see upon what grounds he can consiste | y withdraw his support from Mr.Lafontaine, ans reasons of his resignation are in fuit acces with what has always been characteristic of Ce policy, a desire to retrench the power of the oe nor.Notwithstanding that, it s supposed y that Mr.Viger will be Attorney-General Eas dat Mr.Quesnel, Solicitor-General ; others auserl, one of those offices will be filled by Mr.Black Quebec.Even were Mr.Viger disposed to at Mr.Lafontaine and take office, 1 do not sce he Upper Canadian colleagues he could selec root would not surely be guilty of such glaring ho sistency, as to recommend the appointmen y ceived some intelligence of the state of affairs along the line of the Beauharnois Cansl, which leads us to anticipate a good deal of distress during the winter, In consequence of the neglect of agricaltural pursuits for the mote remunerative employment on the Canal; partly, also, from the disturbances on the line during the spring, and the almost total failure of the root crops, the habilans are likely to be seriously inconvenienced during the winter.Grass was not generally a good crop, and the little fodder that was raised has heen sold at the canal to provide for the more immediate necessities of the French farmer ; and, therefore, being without Montreal, Dec.Ist.—We are sorry to have re- cattle at once, at an enormous sacrifice, or run the almost certain chance of seeing them starved in the winter. The payment of the assessed damages done to their farms by the canal, will bring a good deal of money among thein, but this is more than mortgaged, as we understand, to the Seignior and the storekeepers, whose arrears will leave & mere fraction to the habitans.—( Courier.) The anticipated resignation of Mr.Wakefield, the present member for Beauharnois, has brought several candidates into the field.Of these the first is Mr.S.Bellinghamn on the Irish ticket, the second Mr.Charles Dewitt on the Radical, and the third !! for they grow like Hydra’s heads, is reported to be found in the person of Mr.Ovide LeBlanc on the French. The British party has not yet started a candidate, nor is it likely that it will; it has unfortunately no leaders ; the few it'once had, it has lost, and there are none to take their places.Tur Monster Beur—-The preparations for the elevation of the great Bell to ils destination in the Western Tower of the Cathedral having been completed, on Wednesday morning between 8 and 9 the operations commenced. The Bell was suspended from a beam passed out of the clock aperture in the Tower, by two double falls of six bends each, of ver stout rope, and the raising was accomplished with two powerful windlasses loaded with stone, The whole arrangements were most excellent, and reflect great credit upon the engineer under whose superintendence ‘they were made."The immense mass ascended slowly ad without ene untoward circumstance, {o a little more than half the height of the large window beneath (he clock, when a scaffolding secured by braces, so mado as to be put together in a few seconds, was run out beneath it ; upon this scaffolding a carriage ran as on a railroad, and the suspending beam from the clock aperture being drawn in, 80 as to bring the falls close to the walls of the tower, the Bell hung half way within the window, and over the car; a few evolutions of the windlasses deposited it safely, and it was drawn into the tower amid the cheers of a great number of persons assembled. It will he hung immediately, and gratify the general curiosity to hear the voice of is huge locsin—( Ibid.) of those who, throughout the Session, have almog; b (hat disting juva mess si ca mel This Julio} nor $ must caf shoul and à Bald mean the À jest so ea count two | Sesst( so tion L matio ter.those malte Admit signal the U to pre whit! the ru nada, Laion Baldy and t sent « alopti circu] Franc se, cian) been g quner Indy tiey work not wm By in hig ing 27 say th (rover ciple Excel Massa whole what | Gover! coran tine, altemy preset) R-spa annou tration Memb paiga fidenci be amy report impos said by (rover receive trie, | ree th send fu placed cœurs dictate his ow whoo PROV v “ King “ Al Daly) after si emor, parted, “T ten o’c the eve their s they € tion at tive, 9 « M Mr, L which TAINB” «M Works net, a retire, the fi Avnw Hines Execy Lands RISOR elev and | CR: forese and à left a doubt tonsis their is fon) done da, w feren whic] of th 4 Gove an plan the } besy Made | | lhaporteg Opération, tation 0 moved, hi Éxpense Improre.2 In 184) ingly “te.OF Poratioy, nes, The Bratis, for ‘counts of 7 10 7 NT WA WA WIT AS o=co — = ose= : 1 3 razelle, f Dungy about he th eltimo Servant self ha done to hich we d' Quebec y to add, (Ibid.ort which ment hay.is Militia » Way is either i | the resuk ssors, eves, 2Warl, irphy, impoole, champ, our, te of the 1ission of the poil rs, which erald, ) rare 7 aa ern tem 13, Nov 7 Nor Nor @ LY.Waich of our va une, all is tupture 5 affair; rived by ricrence ding the ypasition sity Bill ° Minis- of office.as to the ?occur- office of ra copy qe “FICE, 343, 's letter > antici- 4 preva- pellency councils 1e latest nterest- by this red thal iv, LA- Council 1843, litical of the jenl le- et been member cireum- Chartes y gene- lemoly Messrs.leagues rent of ecall fo tum fo bie al Gover- ald not &e.at iliating | stand od not pt to bé 1bt, for Il be to mmand plEeed him an à Vory embuirussinz position. At Pethaps either the one party or the other, the savari n and voted against bim upon every jurariably SPOKES introduced ; and the other party, mesic would not join him, unless those very if cou ho have just resigned were recalled to office, met much, then, appears to be certain, that a disso- This of the House will take place.de the Gover- Lao cceeds in forming a new Administration, they nor a vise him to dissolve the House before they nus command the confidence of either party, and an 11 he not succeed, he wiil of himself dissolve shot seal to the people rather than recall Messrs, a and Lafontaine, &c., to office. In the # ntime, all the important measures introduced by | Le Ministry will remain in statu quo.It is a sub- tbe for regret that this rupture should have occurred os arly in the Session, asil will again deprive the 5 try of what she has not known for more than oo years, an uninterrapted and practically useful Session of Parliament.LL Some say that Mr.Morin has reccived an intimation that his services would be acceptable in the for- nation of a new Administration, but rejected the of- zet. There is this much to be said with regard to those Lower Canadians who are mixed up in the matter, that although the principles on which the administration profess to ground their reasons for re- imation are such as the French party as well as the Upper Canadian Reformers ought, if they desire (0 preserve consistency, to support, yet the facts which have been the immediate agents in causing the rupture, relate more immediately to Upper Cu- nada, and it is more than probable, that had not Mr, Lafontaine been so intimately connected with Mr.Baldwin, and pledged to support him through thick and thin, the French would not have chosen the present moinent to assert that principle, and force its adaption upon the Governor General, Under these circumstances, Mr.Viger or other Members of the Franch party may feel less compunction in deserting slr.Lafontaine than they would if the immediate ciraumstances which occasioned the ruptore had been connected with Lower Canada, or cven of à voneral Provincial character. But whatever view nay be taken by such persons, it cannot be doubted that if Morin and Lafontaine adhere to Mr.Baldwin, tiey will prove a formidable obstacle to the well working of auy Adininistration of which they are members, hy all accounts which 1 hear, His Excellency is ia hizh spirits an } sanzuing as to his success in forming 2 new Administration.Messrs, Baldwin, Ke, say that they have resigned in consequence of the Governor General attzinpting to repudiate the principle of Responsible Government, but this His Excellency utterly denies, He intends sending a Message to the House lo-morrow explanatory of the whole affair, which will, I believe, commence with, what has never yet been given by a Governor, a distinct avowal of his recognition of Responsible Government, and his determination to act in ac- wrfance with its principles, showing, at the same tine, that in the present instance the Ministry have orders of the day for Monday, excepting the Gaspé Judicature Bill, which was taken up by Mr.Christie, were dropt or postponed. It is said the Ministry were doubtful of being able to carry thelr Collegiate Bill, and Assessment Bill, “ Below you have the orders of the day till Thursday, inclusive, House in Commit ni dede mittee-—on Bill, Surveyi Lives, un Un per Canuds.— Mr.Parke.8 aad Boundary ouse in Committep—won Bill, and Report of Special Commitige on Judicature, Gaspé.Honourable Mr.Lafontaine, Second readin Tue ri Too ove mber.@ Bill-etu Incorpurate the Kingston Mineral.Well Company, Mr, Cart night, Bron Mine Second reading Bill —for the proper distribution of In- testates’ Estates in i pper Canada, Mr.Roblin, of recon reading Cilio authorise the transfer of Stack, OF the Provincial Chartered 13 i i - fom M REC red Banks in the United King Second reading Bill—ltoad from Côteau du Lac to Dundas.Mr Stnmon., couse again in Commitiee—on Mi port of Special Com.mittée ou Perstion of J.He Lamb — Mr De Wut., Bouse in Commintee—on Bill and Report of Special Committee on Emprisonuent for Debt — Mr.Boulton, House in Cominittee—on Heport of Special Comittee on Petition of Alexander Me Donald.Me, Chesley.House in Committen—un Lill, relating to Stock of the Niagara Bank.—with an instruction to consider the expediency of repealing the double security Clause.— Mr, Merritt, House in Committee—on the 41h Report of Standing Committee on Contingencies — Mr, Thorton.Consideration of the A mendments—by the Committee of whule—on the Navigation Hill of the liver St.Lawrence, us regards the lurt of Quebec —Mr.Christte.Second reading Badi-—-ou Boundary of Third Concession of Cornwall.— +r.McLean.Second readirg Ei i—tu alter the Terms of the Sessions of the Pesce in St.Francise—Mr Hale, Srcood reading Bil— Protection and Eavouragement of Friendly Sucicties,— Mr.Hate, Wednesday, 29th November.Second reading Hili Upper Town, near the Battery, for many years past wi the occupati 2 i!
