adidiion, produce additicnal revenue.Al:houglh there were muny improvements which the Coun il would gladly have seen effected, and which were seught tur by the citizens, they nevertheless felt that, in the position in which they were placed, the ouly honest and proper course to be tnken was Lo postpone them for the present, and effect only such as the meaus of the city warranted, whereby not only was an increase of debt wvoided, but faith kept towards present creditors.My Report for the year 1861 contained so full a statement of the tinancial affairs of the city in all its brunches, including the Water Works Department, und of the causes which led to the undesirable position in which the city had been placed, tbat it becomes unnecessary to refer to them again 1 shall therefore procced to state the results of ihe conduct of aftuirs during the past twelves months, with the full assurance that the Council will concur with me in the feeling that we have reason to congratulate the citizens upon the continued success which bas attended our efforts in the dis harge of our duties; a success which has not only increased the credit of the city, but mate riully augmented its revenue, Adhering to the system of giving full publicity to the nftuirs of the Corporation, and thus giving every one interested a full opportunity of ascertaining the pecuniary means of the city, its revenue and expenditure, and its consequent capacity to give effect to demands for additional outlays.The Report of the Finance Committee on the aj- propriations for 1862, shewing the total estimated revenue and expenditure for the year was published in March last in the several newspapers of the city.That Report shewed, that while excluding from any prospect uf success, any demand that wight be made for expenditure for the constructjon of any new works whatever, or for increase to the Police, Fire or any other departiments, or for any unforeseen emergency that wight arise, there nevertheless would be a very largo deficit at the end of the year to meet the simple ordinury expenditure of the City and Waterworks Department ; an expenditure nevertheless which must be incurred since it was to meet interest upon tbe debt, indispensable repairs to streets, maintenance of a police force, market department, gus, salaries of the officers, aud other items connected with the government of the city ; a failure to weet which, would only entail heavy losses by way of damages nud otherwise upon the Corporate Body, while the payment would nevertheless be compulsory under the operation of the Statutes relating to the Corporation, which provide a method for the summary enforcement of the amount due to meet the principal iterns above referred to, The Finance Committee, as in duty bound, recommended the adoption of measures to meet this deficit, but the Council did not deem it expedient to adopt their suggestions, and hence the work of the year began with the ce: tainty that the most energetic efforts could only result in diminishing, if possible, the predicted deficit ; while, to the citizens it would appear as though no material progress had been made in city improvements since nothing new would strike the eye.A stern duty had to be performed.It has been undertaken and successfully carried through.The result is a much more favorable state of things than the Report of the Finance Committee could have given hope to realize, and such as to warraut the belief that by persisting in the course adopted and a moderate provision 10 meet absolute wants Quebec will in a very short time attain a position of a pecuniary condition well worth contending for.The total amounts collected during the ycar 1862 are as follows :\u2014 ArrenrsoË Assessments.\u2026.$29,084 76 Assessments for made during 1861 to collect old standing nreears.In addition to whicl, it abould bo stated that owing to there being but little electoral excitement last fall, the usnal inducement to pay assessments did not exist.(On some occasions, these contests preceeding the time limited for payment of neatly 820,000.The most remarkable fenture (and it is an extremely pleasing one) connected with the payment of these assessments during 1362, is, that they were all voluntary, not a single person having been sud.\u2018The system adopted during tle previous year of compe ling payments has had the decay of the Teeth, preserves them WHITE and OLEAN, renders the gums healthy, swectens the breath, aod Ly its coustant use, Toutbache is avoided, Euutort's DENTIFRICE hes heen ured for fifteen ears, and the this, an objectionable paragraph was contrary to my desire.inserted in one of the clauses of the Act passed last Session, which created difficulty in the way of recovering payment by compulsory means.| Had it not been for this, and the circumstance that the Insurance Companies against which judgments bave been rendered in favour of the Corporation, have appealed, and thereby pos:poned ; the collection cf the amounts due, 1 am satisfied | that there would have been no deficit last year.The difficulty alinded to, however, has been got over, and the assessments not sued fur, will now be observed in the payment of all pers sons in the employ of the Corporation, including the Polioe force who were continued to be paid weekly throughout the year, while those who have had contracts with the City have been duly paid, It hus been deemed little more in keeping with the true interests of the Corporation that every debt contracted should bo paid at once, rather than keep up an apparent balance in favor of tho City in the Bank books which in reality could not exist if the outstanding nocounts were met when due, Besides, the certainty of prompt payment lessened the cost demanded by the contractors for the Works, \u2018The interest duo on Debentures issued in this country and in England has heen duly paid, ani it is extremely gratifying to Le ennbled to rapeat that the value of these debentures baz steadily ine creased during the past ye.r.The Water Works Debentures are at n premium, while those of the City proper (bearing 6 per ceat) have Leen sold fur long periods, some at par and the remainder at n mere fraction below it.The system of selling debentures having but n short period to run has been wholly discontinued.A very large mnount of debentures had to be paid off or renewed during the past year\u2014measures were taken to pay the whole in cash in case the holders declined renews! ou advantageous terms to the Corporation.The result wis ns migbt be anticipated, and notwithstanding that many were desirous of renewing, they were paid off, it being unwise to keep on hand a large sum which bad been specially des tined for that purpose.\u2018The security po:svaied by holder of Quebec City Debentures is so great, that there is no reason why the rate of interest should be immoderate, fn this respeet, creditors occupy a totally different position from what they do elsewhere.The holder of our debentures is not limited to the power of selling Corporation furniture aud property, but on the default of the city to pay the amount, the holder has sitaply to place his debenture in tho Sheritl\u2019s huuds who walks out of his office and seizes the first house he comes to, which is sold, and if need be, ha can sell the house of every citizen in Quebec to pay the amount of the debenture.\u2014 While this great power is conferred upon the creditor, it also shews the necessity that exis 8 on the part of the Council in exercising due caution in the issue of debentures, lt is a matter which aftectsthe whole body of the citizens most deeply.(Credit, in must cases, is wore readily given when thers is confidence in the character of the person borrowing, \u2014where that docs not exist, the security offered, although good, is not favorably appreciated, That lenders have that confidence in the Corporation necessary to Carry on business is now abundantly established.We have the more reason to congratulate ourselves on the increased value of our debentures from the fact that at the very time they were sold, debentures of other bodies, having good security to offer, and bearing 8 per cent interest, were in the market.As a climax to the security pos:essed by holders of Quebec debentures, n sinking fund is annually set apart out of the oidinnry revenue to redeem the debentures at maturity :(\u2014in nddi- tion to which the interest upou this sinking fund was, in the year 1861, fur the first time, added to the fund itself for the same purpose, Last year this sinking fund, with the interest thereon, was again duly applied to this purpose, and this fund now amounts to the sum of #143,404 24, all of which is invested in Quebec Bunk Stock with the exception of $10,649 33 for which no stock of that Bunk could be procured, and it bas, therefore, Leen, for the moment, (awaiting a profitable investment elsewhere) deposited as u special fund in that Bank at 4 per cent interest, Jf the system adopted during the past two years of investing the interest of this siuking fund and adding it to the fund itself had not been had recourse to, the City would, as it had previously done, have hind the amount thereof to spend in ordinary disbursements, but 1 respectfully contend that the sinking fund would have been a mere delusion had this course been continued.The fund could not realize the amount of the debentures at the time they are to mature, unless the interest thereon were added tu it.The interest on this fund for the lust two years amounts to #:3,053 53, and it will be seen presently that it would have gune a far way to meet the deficit of the past year, I now submit a statement of the entire deht of the City and Water Works Department, from all causes, as it stood on the 31st December, 1562, CITY DEBT PROPER.Total amount of Debentures issued here and in England,.Cees Total amount of special the 31st December of of that year, was, .2,451,507 04 Consequently the sole increase of debit during the past yearis.£24,221 63 A deficit owing solely to the revenue beiug inade-\u2019 quate to meet the necessury expenditure.A deficit which inevitably muat exist when it is considered that years ago, the maximun of taxation allowed by law on real property had been applied, and that subsequently other dehta were increased and debentures issued for the interest and part pry- ment of which no provision was made, and which consequently lad to become a charge upon the ordinary revenne.Instead then of an idcrease of debt as apprehended by the Iinance Committee of upwards of $58,000, the amount is as above, In a word the the revenue collected hes excecded the anticipations of the Committee, and more particularly so in the case of the Water Works Department to which reference will presently be mude; while in addition, the expenditure has not equalled that estimated by the Committee.There still remain in the hands of Messrs Barina, Brothers & Co., unsold debentures to the amount of §64,540.THE MUNICIPAL T.OAN FUND.The interest due upon this fund to the Provincial Government has been regularly paid.On reference to the Public Accounts for 1861 published in ! 1862, it will be found that of all the Municipalities in Lower Canada which florrowed from this fund, | Quebec is the only one not indebted for arrears of y interest.The same accounts for 1862 when print- y od, will show that Quebec las been equally pune.tual as in the previous year.This item far interest amounts to 54050 ancually und should have * been provided for by a special rate as required, by law Instead of being a burden on the ordinary City revenue, THE WATER WORKS.| The most priseworthy efforts have been made by this depsctment during the past year to incroase WEDNESDAY EVENING, JANUARY 21, 1863.the revenue, and thereby diminish the constant drain made by ils annual deficit ou the ordinary city income.These efforts have beeu attended with remarkable success.The rule Ini 1 down that in no case should water be introduced inio any near locality unless the revenue derivable there from should be equal to the cost of introduction aud interest upon the outlay for pipes, Ke.purchase.ed some years ago, has been rigidly adhered to with marked a jvantage to the city The revenue derived during the past year from the introduction of water into new localities has in some cases equalled 45 per cent upon the cust, while \u2018he mr Émis lus been 10 per eent.Great exertions have also been made to collect old arrears with signal sucess, The number of buildings supplied with water in Quelec is 3,222.The towl amount leviabie an- uuaily thercon is 859,478.The sum collected last year was, I am bappy to say, $64,449 02, being an increase of $6,404 78 over the amount collected in 12361; and an excess of $4,971 v2 over the amount leviuble.The amount collected last year comprises, of cours», large arrears of former veus.The amount collected during 1862 as above, does not include the sum of #10,000 received as Insurance on the Lorette Paper ills, Not beiug an item of revenue, that sum has heen properly placed to credit of capital.When itis considered that only four vearsugo the winual deficit in,this Deparment was $38,000, and tbnt last year it was reduced to about #17,000, tlieru is vod ground fur the belief thatin à short period, it wit be self-sustaining.Indeed this deficit represents within a small sum, the total deficit of the year on the whole operations of the city ns already shewn.Lissatis\u2018action must continue to prevail in certain purts of the city where the water is supplied for a few hours only each day, while it is furnished to bthers during the whole day\u2014the rate charged being the same throughout the city \u2014measures should be taken to remedy this grievance.Justice and the necessity of affording to all the citizens the same measure of protection against accidents by fire, require au immediate attention to this state of things, which, it is respectfully contended, can only be remedied by completing the distribution of the water pipes throughout the city.Care of course must be taken not heedlessly to incur the expense of unremunerative works, but in tlie pecn- liar position of Quebec, it must happen that a cou- siderable class of the inhabitants will escape payment While it is such a laudable feeling that ¢ every man should be his own lundlord,\u201d yet, as a rule, proprietors of the poorer class are unfortunately not advantageous to the interests of the civic chest.A considerable number are unable even to pay the ordinary nsacesments which in their cases only amount to $2 annually How then can they pay the object, is upwards of $19,000 The revenue of the DertLelot Market last year was #48 40.Although a new hall would undoubtedly give a considerable increase of revenuo, augment the value of property in the viciuity, and afford the citizens very great accommodation, yet due discretion must be cxercised in providing for the payment of such an uadertaking before the project can be sanctioned.This city Pointe a Carcy have been completed aud the steam drag finished.A floating elevator of considerable capacity is in prcoess of construction at Montreal und is to be delivered in Quebes ready for use on
