tas, \u2018Quenxo, 26th Jany., 1850.HURSDAY, formation of un \u201cIce Bridge\u2019 every winter, | have, in connection with Mr.Charles Walker, given it mature cen- sideration, and after careful perusal of previously expressed opinions, we bave arrived at the conclusion that the project is not ouly \u2018¢ perfoctly feasible.\u2019 but can Le carried vut fora reasonably moderute outlsy\u2014and shou'l it be desirable, are prepared to furnish sll \u201cthe necessary plans and estimates, &e.Iam, dear Sir, Yours very truly, W.H.Raxgin.Civil Engineer.To J.B, Forayth, Fj.This letter, it will be seen, refers to the certainty ol our having an ice-bridge every year.\u2018This would remove many disadvantages from which Quebec now sullers during five orsix months, and the cost would not exceed £2,500.The statement in the Chronicle that certain resolutions published by that journal had been agreed to at the preliminary meeting held on Saturday, arose from a misconception in the office where 1 left them.With these preliminary remarks, | shall endeavor to shew the immense importance it will be to Quebec and Montreal, if we can connect the waters of Lakes Huron, Michigan and Superior, with the St.Law- renoe means of canals through the valley of the Ottawa.To Quebec, especially, will this communication be of advantage, for it will make her the entrepot of the great trade of the West, as it must, also, have the effect of counteracting the consequences of ihe Reciprocity Act, which have been well nigh fatal to Eastern Canada and to our Provincial works.In their recent report, the Committee of Trade of New York, while congratulating themselves on the great decrease of the trade of the St.Lawreace, advocate a sull greater extension of the reciprocal principle in the hope of still further withdrawing our commerce.This anxiety on their part is natural.Several gentlemen think that the commercial policy of the country should be changed ; I believe that to advocate a change from free trade to protection in the presentday would be like strugghng against the stream.Protectionist though | am, I would be one of the last to have hope of being listened to were we to ask a return to the former policy.The Americans have done their best to divert our trade ; we must take away theirs.Our best energies must be used to withdraw some of the trade of the great West from New York, and this we can only do by overcoming the obstructions on the Ottawa.By that route we have an advantage over New York of 800 miles from Chicago ; andtaking the average of freight current in 1854, the rate of carriage from Chicago to Liverpool is $12,35 per ton, while for the same voyage, by the Georgian Bay Canal and Quebec, 1t would be $11.25.There would be also, a great gain in point of time, to which [ need not now more particularly refer.By Mr.Perry\u2019s approximate statement there are 474 miles to canal, and 68 locks to make.am no advocate for expensive works; still, [ think the Canal should be so constructed that ropellers of 800 to 1000 tons burthen, drawing 8 or 9 feet of water, could navigate it.\u2014 From both Mr.Perry\u2019s and Mr.MeNangh- ton\u2019s knowledge of he country tis seems to be quite practicable, and the cost would be far less than many imagine.For these vessels coming with downward freights there would be no lack of return cargoes ; and Quebec would soon become to the North what New Orleans is to the South.The emigration to the far West would be almost entirely by this route.Quebec and Montreal! too, would become directly connected with the West, at atime when, to all appearance, their produce trade 15 nearly at anend.The effect of 40 or 50 propellers a week, laden with the produce of the West, in our port, would be marvellous, and would be felt advantage- onsly in every way, and by every body.The one great argument in favor of a canal over a railway is, that, with the exception of 47} miles, the water communication 1s now com- ploto for prupuliors of auvstain speed y and there need be no transhipment.A vessel laden at Chicago or Lake Superior will come direct to Montreal or Quebec, whereas, if there were a railway from Georgian Bay there would be a transhipment there ; and we all know how materially this adds to the cost of urahsport.To avoid a single transhipment the Grand Trunk Railway Company is now expending a million and a half of money in building a bridge at Montreal.A second objection to a railway 1s, that on such a long route the carriage is so much more expensive.Wee a road constructed, the traffic would be diverted from it in rear of Toronto, Brockville, Prescott and other places ; whereas by water the transhipment would always act in favor of Montreal and Quebec.A further reason is, that a railway from this to Lake Huron, via Collingwood, will be opened in August or September next : but, possibly, the greatest argument for a canal is, that no sooner is a railroad made from Lake Huron to Lake Ontario by Collingwood, than a canal is in contemplation in lieu of the route we are now considering.Some persons have stated that a Canal would be useless in winter, but when one reflects that \u2018the great Lakes, except in a few favored places, are not navigable after December, this objection also falls to the ground.So far, I have considered the advantages to be gained from securing a portion of the trade of the Great West.I will now advert to the settlement of the country, and will trespass on the attention of the meeting while I read a few sentences from Mr.Morris\u2019 Prize Essay on Canada and her resources.The most prominent characteristic of the Ottawa is its great volume.Even above Bytown, whero it has to receive tributaries equal to the Hudson, the Shannon, the Thames, the Tweed, the Spey and the Clyds, it displays, when un.encénet, à width of balf n mile of strong boiling rapid, and when at the highest, while the nurth waters are passing, the volame, by calculated approximation is fully equal to that passiog Niagara, that Is, double the common volume of thé Ganges.Taking a bird's-eye view of the valley of the Ottawa, we see spread out before us a country equal to eight times the State of Vermont, or ten times that of Massachusetts, with its great artery, the Ottawn, curving through it, resembling the! Rbine In length of course, aud the Danube in inagni- ude.is immense region overliss à variety of goological for- mañions, and presents all their characteristic features, from the level uniform surface of the silurian system, which prevails along a great extent of the Ottawa, to the ugged avd romantic ridges in the metamorphic and primi- tivo formations which stretch far away to the north aud north-west.Co As far as our knowledge of the country extends, we find the greater part of it cqrered with a luxuriant growth of red and white pine timber, making the most valuable for.cats in the world, abundantly, intersected ith large rivers Btted to convey the timber to' market when manufactured.The remaining portion of it, If not so valuably wooded, presents a very extensive and advantageous fleld for settlo- ment.Apart from the numerous townships already surveyed and partly settled, and the large tracts of land interspersed throughout the timber country, the great region on the upper course of the westeru tributaries of the Ottaws, behind the red pine country, exceeds the State of New Hampshire in extent, with an equal climate and aupe- rior sofl.Itis fenerally & beautiful undulating coantry, wooded with 8 rich growth of maple, beech, birch, elm, &c., and watered with lakes and streams affording numerous mill-sites and abounding in fish.Flanking on the one side the lumbering country, which presents an exéellent market for produce, and adjoining Lake Hurom om the other, ue ation, though comparatively inland, is highly advan ur : In the dive.« ty of resources, the Ottawa \u2018courtry\u2019 above.described, part of which is included in Upper Canads, presents unusual attractions alike to agricultural industry and commercial enlerprine.DE .From this we see what a noble back country we will have ; and although Canada will, doubtless, be greatly benefitted by a large set-! tlement on the Shoresof Lake Nepissing, we: too must feel our full share of the tide of prosperity that will set in through the whole country bY opening this great afférg'of Ghmmuni- cation.To shew how little we know of the Ottawa And its tributaries, I shall merely notice the River Keepawa, (exceeding .in \u2018volume the largest river in Great Britait) which falls into the Ottawa a few miles below thé Montreal river, passing throngh an unkhown'country, and taking its rise-in à lake, the exact size of which has nôt.yel been asoëffained.Chnada as she is, is,a mere line of frontier, but with the Ottawa as a main road she will have breadth as well as length.This great change, while it will benefit Lower Canada, will not in any way detract from the prosperity of the \u2018Pléducé'bf1hé Weët to their.who Gpposèd r.Eva to \u2018the Grand: 'Trofik JANUARY 31, 1856.3 Mr.Mayor, for the ways and means ; for, in these days when the Provincial purse is rather attenuated than plethotio, unless we oan show how this great thoroughfare can be made without burdening the community, 1 fear we will make slow progress.= To Mr, Pesry and Mr.McNaughton the province is much indebied for shewing the feasibility of the Canal, and for many other interesting particulars.On the authority of these gentlemen, I state that there are 12,000,000 acres of excellent land between the Ottawa and Lake Huron, now valueless, but which, if placed in the hands of Comunissioners for the express purpose of paying for this great improvement, would be worth at least £4,000,000 or £5,000,- 000\u2014a sun that ought to be legitimately devoted to this purpose.I trust\u2019 the members for Eastern Canada will urge on Government, not the necessity of a survey, which may take three or four years, but the immediate enlargement of the Canuls at Carillon and Grenville, as well as the SL.Anne\u2019s lock, so as to fit them for propellers which can pass the Chats canal.For without this, as Mr.Powell justly remarked, the expenditure already incurred will be useless ; and, while these enlargements are being carried out, the obstructions in the navigation a fe \u2018to the \u201cNorth Shore ronte.\u2014 His (Mr.F\u2019s) real views were clearly shewn by his introducing the question of an ice-bridge at that meeting,\u2014a proposition calculated to make the importance of the North Shore line less felt, and add to the traffic of the line now in operation.It was hopal also by the Directors of the Grand Trunk to wld Three Rivers to their forces by a branch railway connecting that locality with the Quebec section; but he (the speaker) believed the constituencies of that District were too intelligent to be satisfied that they would not demand more than that from the Legislature.The meeting should fear the enemies of Quebec when they came forward to offer improvements for her supposed benefit.Who were those who were most active in advocating the proposed canal as a separate work?They were such as were interested in the deepening of Lake St.Peter, in the construction of a canal by Caughnawaga fo Lake Champlain, so that they might send the produce of the Upper country to the ocean via the United States, instead of by Quebec and the St.Lawrence.The actual and true question was, whether the proposed improvement should be demanded as part of a route from Quebec by the North about the Chats can be removed, and in five years the whole communication would be open.Time is money : and to obtain sich a prize as the Tralle of the West\u2014 with 12,- 000,000 acres of land to make the way, we can afford to lose three years ina survey.It is, Mr.Mayor, the custom which I would wish to see more honored in the breach than in the observance, lo abuse the Grand Trunk Railway.This undertaking I eon- sider a great blessing lo the whole Province; and although Quebec is noted for its apathy and want of enterprise, may \u201cmention the fact that more stock was subscribed by people in this city, than by all the other cities in the Province rut together.Though originally a large stockholder in the Grand Trunk, I am no longer a proprietor except for a few hundred pounds, and when 1 advocate the extension of the road from St.Thomas to Halifax or St.John New Brunswick, 1 do s0 solely on public grounds, and because I think Quebec greatly interested in establishing a direct communication with the Atlantic, and having a seaport in British territory which would be open al all seasons of the year.If we make this city the great entrepot that nature has intended her to be, we must have an outlet to the ocean, so as not to be a cul-de-sac.1 think the present a favorable time to urge this extension ; for if the Provinces of New Brunswick, Nova Scotia and Canada cordially uuite, Halifax will be the terminus of the whole system of Canadian railway ; but if Nova Scotia keeps aloof, we must make St.John the terminating point.By, promptly shewing the great advantagesto be gained, I have no doubt the Impernal Government would contribute largely to this extension ; and ! for one will always consider the great expense of the Grand Trunk will one day be jeepardised, if Portland remain the only ocean terminus.This view concerns the whole Province, and, I trust, will not be lost sight of.War with the States would be a great calamity, but itis well to be prepared ; Lord Palmerston and the Ministry at home are quite of this opinion.I do nol see any reason why two nations so intimately connected by commerce and consanguinity should do one another all the damage they can, and plunge into a desperate strife ; nor do 1 think the main body of the American people care much for the Monroe Doctrine, the Central American question, or the enlistments.The nice balance of power between the North and the South is such, however, that a separation of the Union muy be one day at- templed, and that as in 1812, war will be sought as a desperate remedy to prevent intestine disorder.I allude to this, Mr.Mayor, because, in the first place, I think we should have, in case of war, an outlet to the ocean through British territory ; and, secondly, because all the members on the South Shore will join with those on the North, as well as on the Ottawa, in advocating a continuous highway by canal and railway from the great Lakes to the Atlantic.1 must apologise for taking up so much of the time of the meeting ; and l'oniy regret that many here present dissent from the views I now express.These views I honestly entertain, and having nothing but the good of the city at heart 1 have not hesitated frankly to state them.F.Evanturel, Esq.M.P.P., seconded by Charles Alleyn, Esq.M.P.P., then rose and proposed that it be resolved :\u2014 That every measure which has for its object to conduct the commerce of the west by the St.Lawrence and to advance the interests of the district of Ottawa, is sure tore- ceive the cordial support of the citizens of Quebec ; that n direct communication through rho valley of the Ottawa between Quebec and the Western Lakes would attain this double object, and thal it is proper immediately to take the necessary stepsto arrive at this end ; bnt that as some years may elapse before the most advantageous route may be nscertained through ihe upper Ottawx region, this meeting is of opinion that the North Shore Railroad should Le built forthwith as the one great link in \u201cthis great national work.Mn, EVANTUREL said it was but necessary to throw # glance at the chart (of which he pointed) to perceive thatthe natural passage from the far West to Quebec was by the Georgian Bay across the valley of the Ottawa.The Indians know this ;
