He has bound himself over to serve in the ship for a voyage.Virtually he has sold himself.by a notarial ded, for a particular consideration, and until the law makes lum a free man he is not free to act as he pleases.He differs from a slave in this particular, that his servitude is volun- tarv.He is not a hggeditary outcast trom ali society but that of servants.He may become a master and be on à level with the greatest of the land.He is not tied to any master for lite and hus progeny after him liable to be abused or used at discretion.Gued conduct makes hua tree, and rich and prosperous to boot.Englishinen, Mowever poor or borne down by toil, are not serfs.They may rise to ~tution und intluence : frequently they do nse.In a few words, we have stated the difference between Luropean poverty and African slavery.We do so by way of apology for ourselves in venturing to assert thay the common seaman has no right whatev desert from his ship.and that the practice ot crimping is literally In this port sailors are stolen from the owners of vessels.À shipowner engages a man to serve for a limited period, and before the expiration of that period is deprived of his services by crimps.| It has for the past fifty vears heen customagpy among a certain class 10 steal or entice away sailors from their ships.This is virtually wrong, but nevertheless, 11 is the result of the sapply being unequal to the demand.Whenever there are native sailors and native shipownegs the evil will disappear, and not ull then.The crime of crimping is none the less on that\u201d account.It 1s undoubtedly very wrong ina pack of scoundrels to board a vessel and steal the clothes of sailors or entice the sailors away, but how effectually to prevent crimping we scarcely know.Thiev, ing, however much to be doplored, still ex- 1513 an England \u2018in spite of law and religion, and crimping must exist here until the business is no longer profitable.Of course violence shouid be prevented as much as possible, and the traffic in satlors\u2019 labor and sailors\u2019 consciences checked as uch as possible.There ate, however, about 30 vessels built annyaily here, requiring about 1000 seamen to take them home, and therefore sailors must either be imporied, or allured fiom ships arriving from England, many of which come, instead of over-manned.undermanned.One or two additional seamen lo each vessel sent hither, would eilectually cure crimping, because the market would be slutted with the extra hands discharged, as not being requisite for the homeward voyage.Now, ships come not only under-manned, but Liable to lose one or two hande by accidental death or by disease, and the robberies of seamen oftentimes first commence on account of those very shipmasters who look upon crimping as a monstrous evil.In 1853, Earl Grey drew the attention of Lond Elgin to the serious loss inflicted on the shipowners of Great Britain, by the desertion and insubordination of seamen at the Port of Quebec, and his Lordship enquired he matter.He sent to England copies of the Provincial Acts of Par- liamentto prevent the desertion of seameu, lo promote a less exclusive means for recovery of the wages due to seamen, for the medical treatment of sick mariners, for the relief of shipwrecked mariners, and so forth.The Attorney General, the Hon.Mr.Drum- mond, expressed his opinion that it would not be desirable by direct enactment to compel stupbuilders to import their crews: Admiral Boxer, then harbour master of the Port of Quebec, thought an assistant Police Magistrate might check the crime of crimping, if certain memoranda with regard to sailors ashore, which he forwarded to the Lords ofthe Admi- 1alty were adopted.He especially recommended the \u201cadvance\u2019 to be discontinued ; and the Hon.Henry Black, Judge of the Admiralty, one of the abl en in Canada and one of the most upright, said that the evil would not be remedied until the owners of new vessels were obliged to import their crews, and regular traders carried more men than they actually needed 05 4 outward voyage to man the yards or be onFaich.We should be glad 10 see two or more British men-of-war here ; but no number of them would be sufficient to protect ten miles of harbour.View Liuevinz.CRVENTION \u2018OF SABBATH SCHOOL ; * TEACHERS.\u201cWe noticd that arrangements have been made for holding next winter, at Kingston, a convention of Sabbath Schoul Teachers, from all parts of Canada.The objects which will\u2019 engage the attention of the : Convention, will be, the best modes iof condpatig!
