bat if this is impossible, as he admits itis, in a State which bas \u201c forfcited its relizious unity,\u201d then let it commit the education of the children of each denomination, to the clergy of ench denomination.1f the State affects to regulate education tixclf, independently of religion, it claims \u2018 snpremacy over the conscience,\u201d and this is the deification of the Civil power which Christianity overthrew.\u201d It is n \u201ctrue tyranny over body and soul\u201d In attempting to estimate the character of sach language as this, continues the reviewer, it is necessary, in the first place, to get rid of a certain number of bugbears.In the first place, whut is the meaning of \u201ctyranny 77 We understand by it, nothing but the use ol force for a malevolent purpose.\"The mere employment of superior force, it the end for which it is employed is cond, is no tyranny at all Dr.Man- mins himself, says, that the \u201c Church claims and possesses the right and the commission to direct, and by all moral po ver lo constrain its members to educate their children as Christians.\u201d If the Church does possess such a power, and if it is for the general happiness of both parents and children, that it should be used in the manner stated, there is no tyrauny in making that use of it.Ou the other hand, the State has also the power to direct, und by varions means, moral and physical, to constrain its members to educate their children in any way in which the State muy determine.Now let us assume, for the sake of the argument, that it is on the whole for the happiness of both parents and children that the State should exercise this power, its exercise would not be tyranny, for it would be a benevolent and useful, instead of a malevolent and injurious exertion of superior force.Noris it to the point to say that such a measure would be \u2018\u2018equivn- lent to a state supremacy over conscience.\u201d Every command which one human creature can possibly issue to another is, pro lanto, an act of supremacy over conscience ; that is to say, an net whereby one person takes upon himself to overrule the determination which auother person would otherwise form as to his own acts.Every one, clergyman, statesman or soldier, who rules at all, exer- vices a certain degree of supremacy over conscience, and in doing so, the question whether he does a good action or u Lad one, depends on its tendency to promote geucral happiness.The question then between Church aud State in the watter of education, comes practically to this\u2014 which is the best and wisest guide ¥ which is the more likely to provide a good education for children ?Whichever may be the best and wisest ought to undertake the task in question, aud is guilty of vo tyranny in doing so.In order to answer this question, we must look further into the meaning of the two words, Church and State, and must refer more precisely to time and place, for they meas and have meant very different things, at different times and places.Practically, in this country, the Stute means the House of Commons, aud the Church means the diffrent denominations of clergymen, But what is the House of Commons?It is the representutive of thescommon sense of the great bulk of the respectable adult male population of the country at large, and it reflects very fairly their habitual frame of wind.We come then to this question\u2014 which are, on the whole, best and wisest, the laity (who form the bulk of the parents of the children to be educated) or the clergy ?For whichever are the best and wisest, ought, if they are also the more powerful class, to decide this and all other such questions.To this we answer emphatically, that the laity, as a whole, are far better and far wiser than the clergy ; that they are much more likely to have sensible views as to what education ought 10 be, and how it should be related to religion ; that they are much more likely to have sensible views about religion itself than the clergy, inasmuch as their minds have been less distorted upon the subject, and that for this reason they, and not the clergy, ought to regulate public education.As to the clergy and to their teaching or religious matters, it is enough to remind Archbishop Manning, that it is absolutely impossible that all of them can be right.He himself passed half of his life or more in what he now regards as deadly error ; and with what force can he, of all people, come to the House of Commons and say : You ought to educate, but mind ; it is very wicked and tyrannical to do it direct ly ; you must do it through the agency of a vast number of clerical persons, most of whom, as I have the best means of knowing, teach damnable heresies of various kinds, which it is a deadly sin to hold, uuless you happen to be in a state of invincible ignorance.Since yon will not make me moral viceroy of England under the Pope, pay me, and the clergy of the Church of England, and the clergy of the Church of Scotland, and the Protestant Dissenters, and the Jews, and the Unitarians, to teach every sort of conflicting religion ;
