posters about election candidates, music concerts, garage sales and missing cats after a Supreme Court of Canada ruling Thursday.Freedom of expression includes the right to put posters on public property such as 4 trees and telephone poles, the court said unanimously.The decision is expected to force municipalities across the country, including cities such as Toronto and Montreal, to change bylaws banning such posters.Municipalities can impose some rules on public posting to meet safety, littering or esthetic concerns, the court said.But absolute bans go too far.Many places have anti- poster bylaws, though they often aren\u2019t enforced.The high court stuck down a Peterborough, Ont., law that dated from 1937.Singer Ken Ramsden challenged the law after being fined $125 in 1988 for teen By Rita Legault ROCK FOREST \u2014 A helicopter and ground search for a 15- year-old autistic boy missing since afternoon was called off Thursday night and will begin again early today.In the meantime, patrolling police in Rock Forest and throughout the Sherbrooke area are keeping their eyes peeled for Francis Larrivée, a Fleurimont resident who was last seen in a classroom at Le Touret school for the mentally disabled just before 2 p.m.When last seen the boy was wearing faded blue jeans, a white sweater with blue pinstripes and white running shoes.He is about 5\u2019 5\u201d and weighs about 135 pounds, said Quebec Police Force spokesman Cst.Tom McConnell, who distributed his picture to local media.Teachers noticed the boy missing at about 2 p.m.After a quick search of the school and yard, school officials called in Rock Forest municipal police.After a methodical search of every nook and cranny of the school, police fanned out across the yard and neighborhood to find the missing teenager, who is described as profoundly autistic and incapable of verbal communication.The boy, who walks around with his mouth open, also exhibits obsessive gestures such as pulling on Ceasarean birth, Ivy Tremaine\u2019s doctor fitted her with an intra-uterine Dalkon Shield birth control device.Almost immediately she began to experience serious hemorrhages, infections and excruciating pain \u2014 especially during her period.Ten months later, despite the IUD, she became pregnant.\u201cThen the pain really got bad,\u201d she said, adding that her doctor couldn\u2019t see the IUD and believed she had expelled it.Twenty-two weeks into her pregnancy Tremaine went into labor.Her daughter was born with the Dalkon Shield embedded in her head.The premature baby died a few minutes later.\u201cIt\u2019s bad enough when you have a miscarriage,\u201d she said.\u201cBut when you have it for a reason like this.it\u2019s really tough.\u201d Now, 12 years later, Tremain says her ordeal is finally over.On August 20, Tremaine and 300 other Quebec women won a class action suit giving them the right to receive compensation for their suffering.7-YEAR BATTLE The ruling, which followed a seven-year court battle, was handed down by Superior Court Justice René Letarte in Quebec City.It gives Tremaine, the 300 other women in the suit, and all others who were injured by the Dalkon Shied the right to compensation.Tremaine, 53, was in Sherbrooke Thursday as part of a Quebec tour to inform women who were injured by the Dalkon Shield of their right to compensation.She said all women in Quebec who have used the device have the right to make a claim against a $2.5 billion compensation fund, established by American Home Products in 1989, four years after it took over from A.H.Robbins, the bankrupt manufacturer of the Dalkon Shield.But women have only 60 days from the time of the ruling \u2014 until October 19 \u2014 to register their right to compensation by contacting Tremaine\u2019s lawyer Gratien Duchesne in Alma, she said.There are no legal fees and thanks to the class action suit, women won\u2019t have to get their own lawyer to register for compensation.COMPENSATION Tremaine said a variety of options includes compensation for the husbands and lovers of women injured by the shield.The largest compensation to date was nearly $2 million awarded to an American couple whose baby was born with severe birth defects.The Dalkon Shield, which was launched in 1970, was withdrawn from the market in 1974.However, some doctors continued prescribing them until 1977.Some three million were implanted in women before the serious and sometimes deadly side effects were discovered.Tremaine said she hopes the class action suit and the billion- dollar compensation package will make manufacturers of drugs and medical devices think twice before marketing unproven and untested products.Because the Dalkon Shield was a medical device and not a drug it was not submitted to compulsory testing.And, she said, she hopes women will be treated better when they come forward with complaints.HISTORY REPEATED \u201cIt makes you sick they way they push you around,\u201d she said.\u201cThe breast implant \u2014 that\u2019s the same thing all over again.\u201d Tremaine said it took years before anyone took her complaints about the Dalkon Shield seriously.\u201cThey all said forget about it, you're young, you'll have other babies,\u201d she said.But Tremaine couldn\u2019t stop thinking abaout the pain and her premature daughter born with the shield in its temple.Finally, year later, she began to hear about women in the United States who had been through the same ordeal, and about the 18 women who died from complications due to the Dalkon Shield.She heard about their fight for compensation and decided to act.That lengthy battle ended in last month\u2019s victory.Despite the win, most women injured by the shield are still \u201cuneasy talking about it.Directors at the Centre de Santé des Femmes in Sherbrooke, which hosted Tre- maine\u2019s visit, said few women are ready to talk about their personal trials.They think Tremaine is brave for her public fight and are happy that thanks to her courage they will be able to get compensation.A half dozen women called the centre this week to say they plan to file for
