Figher made an autopsy and found that he had been killed by a fracture ot the skull.The fireman who was on the train with him made a statement that when he turned round to see why the engineer did not stop the flow of water he found him in a crouched position with his head partly leaning oat of the window.The coroner\u2019s jury disagreed, and suspect foul play.They adjourned until Wednesday.In the York, Jan.19.\u2014When Joseph Dawson, 39 yeara old, was arraigned on a charg e of drunkenness before Recorder McDonough in Hoboken yesterday, Roundseman Stanton testified that Saturday evening he was informed that a woman had been found dead at No.168 Adams-street.On the first floor Stanton found Dawson sitting on the edge of a \u2018bad on which lay the nearly nuds dead | body of Mra.Dawson.The corpee was covered with an old coat and a pair of dirty trousers.A hoy two years oid was asleep on the dead mother\u2019s breast.Dawson was stupidly dropk.His daughter Badle, a pretty but attenuated child of seven yeare, came in with a pail of beer, for which Dawson had cent her when he came home and found his wife dead.Coroner Parslow viewed the body and paid the woman bad undoubtedly died of alcoholism.Sadie said her mother came home sick in the afternoon and lay down.The neighbors say she was drunk.Her father came home drunk, she said, and when she told him her mother was dead he sent Samos, Mr.Sedarkranz, arrived on the steamship Alameda, which anchored off the islands Dec.30.The Chief Justice landed through a misunderstanding at another wharf thau the one at which he was expected and passed the nigbt at tte house of Mr.Mettzler, a countryman of his.On the following day Chief Senmans, in a boat presented to him by the United States Government, And with à crew of twelve, went to 8t.Paul Railroad are engaged in a struggle to try and maintain living wages, and whereas it appears they are being only partially successful that we, as brother operators, who are in full sympathy with their cause, agres tn put a boycott on the C, M.& St.P.railroad and that no freight or tickeis shall go via that line that can be routed any otber way.CH1caco, Jan.19.\u2014There is trouble ahead for the Chicago City Railroad, and it is not improbable that a general strike \u2018will take place before long.As matters now stand there is general dissatisfaction among the two thousand employes on account of the retirement of C.B.Holmes andithe appointment of C.J.Luck.Luck was formeriy track foreman and employed cheap Italian labor, and it's feared among the men that he will advocate the policy examination.Hemingway was a resident of Whitney\u2019s Point up to last October, doing a banking businese.It is alieged that he borrowed tetween $60,000 and $70,000 and left for Canada, where he lived until Friday, when he started for a visit to his old heme.He made arrangements with the Syracuse & Binghamton railroad to eto their train on Saturday night at Whit- pey\u2019s Point and also to Btop the early morning train coming north.This would enable him to visit his sick daughter, who is expected to live but a short time, but he was arrested while Visiting his sister-in-law, Mrs.Lovell exe.PUBLIC ACCOUNTS.An Increase is Made in the Public : - Debts of the Dominion.A DECREASE IN SAVINGS.A Frank Admission That There Is No Surplus, Although the Report is Rosy- Oolored to Suit.BY OUR SPECIAL SERVICE.Orrawa, Jan.19.\u2014The public accounts for the fiacal year, ending June 30 last are published.The two points on which 1 ublic attention will be mainly fixed are the decreased balance to the credit of the depositors in tbe Post-Office Savings Bank, and the surplus of public reveaue over expenditure.In the prefsce to the tables of figures Mr.\u2018J.M.Courtney, Deputy Minister, refers to the reduction in deposits; He points out that on Oct.1, 1889, the interest allowed to depositors Was reduced from 4 to 33 per cent.The close of the year following this operation showed a total sum on deposit of $41,- 012,465, a falling off of $1,943,981, which With interest which had meanwhile been added to the deposits, namely $1,475,- 292, made a net decrease of $3,419, 184, the number of accounts was only reduced 1619, namely from 171,287 to 169,618.The number of withdrawals was 90,151, and of deposits, 154,673, showing an excess ot the number of deposits over withdrawals of 64527.To meet needs arising from debt redem»- tion and the above saving bank withdrawals & temporary loan of 500,000 pounds, (say in round figures $2,000,000) wag effected in England.The public debt was increased during the year $3170, the total net debt being on July 1 last $237,523 211.The Domivion notes in circulation decreased $63,388, the total being $15,357,892.The redemption of 26 per cent., bonds and decreased interest on savings bank deposits reduced the rate of interest paid on the gross debt of $3.37 to $3.52 per hundred, and the net interest from $3.07 to $2.99.The receipts and expenditures account showed a balance to the good, otherwise surplus, of §3,886,893, the revenue being $39,879,925, ard expenditures $35,094,- 031, #8 compared with a surplus of $1.- 865,053, the previous year.The resuit was achieved by an incrsase of revenue over the previous year of $1,097,- 055.18, and decrease of expeditura of $923,083.29.The items of increase in that part of the revenue that comes under the head of taxes were: Customs, $l42,169.77; excise, $731,379.45; public worke, $157 553.04; postoffice, $136,885.26.4 The other increases were trom various sources, such as fines, seizures, fisheries, ete.The decresses wera in cullers\u2019 fees, $2,638.20; Dominion lands, $7,679.61; Dominion steamers, $5,645.23; casual, $38,587.46; ges inspection, insurance superintendent, ordinance lands, etc.Although the nominal surplus of revenue over expenditure is $3,885,893, there is of course really no surplus, because in addition to ordinary expenditure about {~ur millions were Macdonald and Mr.Tupper told the people of the Maritime Provinces they were in favor of reciprocity in natural products, while Mr.Bowell is 80 loyal that he does not want to have anything to do with the Yaukees in any shape or form.To add to the chaos the American Government has proposed reciprocity negotiations and there is abundant evidence to show that in a diplomatic sense the Imperial Government is bringing pressure to bear on the Canadian Government in that direction, It is quite natural that the Tory organs, sickened by contemplation of this chaotic condition of affairs, and Canada.It is not the United States, therafore, that desires to keep up the doable wall along the international boundary.It is true they have addressed themselves to London instead of to Oitawa, because that is the formal and official wayof conducting sach a nego- tration while Canada remains in leading strings and is not permitted to make her own commercial treaties, and also because they greatly distrust the alleged bona fides of the present Government in anything relating to trade.The Americans believe that the Ottawa Government is so far under control of the Red Parlor people that while, if left to himself 8ir John might pretend to seriously consider the question, his more anxious thought would be to discover some means of burking it.With the recommenda tion of the English goverament to adopt the Liberal policy\u2014a practice Tory governments in England are rather addicted to\u2014it will be difficult for Sir John to follow any crooked device intended to kill the negotiation, and it will be impossible for Six John Thompson to declare the idea treasonable or for the ministerial press to scream \u201cdisloyaL\u201d It is curious to observe how the rhapsodies of US BE the red-parlorites concerning the empira and the base disloyal ingratitude of thinking of trading with the States, have been drowned by that simple little instruction from London.THE STRAITS TUNNEL PROJECT.Rev.Principal Grant, of Kingstcn, in a letter to The Week, takes up the cudgels in support of Senator Howlan\u2019s scheme for constructing a tunnel or subway between P.E.Island and the mainland.He points out that the terms of union ratified when that Province entered the Confederation, provfied that the Island should be placed \u201cin continuous communication with the Intercolonial Railway and the railway system of the Dominion,\u201d and contends that the winter communication provided, first by the Northern Light, then by the Stanley, as well as by ice-boats between Cape Tornientine and Cape Traverse, does not constitute the \u201ccontinuous communication implied in the terms of union,\u201d and that therefore those terms have not been carried out by the Federal Government.The understand ing of the term \u201ccontinuous communaica- tion\u201d as insisted upon by the Islanders, and practically conceded on the mainland, is \u2018continuous steam commanica- tion ;\u201d and If this be what is meant by the term, there can be no question that the terms of union have not been carried out.But is continued winter cr>mmuni- cation in that seuss practicable ?It je must be confessed that so far all efforts in that direction have failed for at least three ofthe winter months; and it is doubtful if a steamer can be built saffi- ciently strong and powerful to navigate the traits steadily from the end of December to the end of March.Principal Grant takes the ground that all past attempts made to maintain continuous communication have been \u2018\u2018makeshifts,\u201d and contrasts the treatment meted out to British Columbia and Prince Edward Island.In the one case Canada carried out her engagements to the letter, in the other ghe did not.What Principal Grant means is that it cost Canada one hundred million dollars in land and money to keep faith with British Columbia, which had only a population of 35,000 wheg she came into the anion, while nothing approaching such an expenditure has been made in order to keep faith with Prince Edward Island and her 120,000 people, From the P.E.Islanders stand-point there is no disputing the force of this argument, though it may fairly be claimed that as between the circumstances of British Columbia and the Northwest on the one hand and P.E.Island on the other, the cases are not quite parallel.The main point, however, is clear ; Canada has not fully kept faith with the island Province.Continuous communication by steamer being impracticable, the Rev.Principal advocates the adoption of Senator Howlan\u2019s subway project.He believes in its feasibility because the St.Clair tunnel has been successfully constructed, and is confident, on the authority of Mr.Walter Shanly, that it will not cost more than million dollars.The length of the St.Clair tunnel is 6020 feet; or, if we include the land approaches, 15,150 feet\u2014 a little less than three miles\u2014and cost in the neighborhood of $2,500,000.The tunnel under the Straits, with land approaches, could not be less than ten, might be eleven miles.Ag- suming that it could be constæact xd at the same rate as the St Clair tunnel\u2014and it is very unlikely it could be built at a lower rate\u2014the tunnel under the Straits would cost all the way from eight to ten million dollars.There is & considerable estimated.We do not think sufficiently thorough investigations and explorations have been made to warrant a positive expression of opinion on these points.The people of Prince Edward Island are acting within their rights in demanding she fulfilment of the terms of union, at least ia their spirit if the letter is impracticable.They bave good grounds for complaining of the extraordinary bungling which has characterised the Government\u2019s management of communication hetwesn the island and the mainland, last winter as well as the present.There is little wonder that they are agitated as well as angry.But anxions as they are to have the terms of union carried ou*, we do not think they have any idea of insisting that the Dominion shall embark in the tunnel project, or any other scheme, until its feasibility has been demonstrated and its probable cost shown to be a not unreasonable burden for the country to bear.The fact of the matter is the Government has played-#eet and looses with this question ever since it was brought before Parliament by Senator Howlan.Probably they want to keep it où the cards for politiop] purposes at the next general electiops.They should deal with if une way or the other\u2014satisfy themselves of its practicability or otherwise, and accept or reject it accordingly.pe THE NICARAGUA CANAL.The Americans attach great importance to their Government kesping control of the Nicaragua Canal which when finished will become à lighw ay of mercaniile and political importance.Some U.S.journals are nervous about European nations becoming tbe controliing influeace, and to avoid this & committee of the Sanate proposes that the Government shall guarantee the company\u2019s bonds, principal and interest, to the amount of $100,000,- 000 at 3 per cent, to run 100 years, and retain in the Treasury 70 per cent of the |: $100,000,000 in shares which the company is authorized to issue.The Chicago Tribune says, \u201cthis will give the Guvern- ment a control over this great National work which cannot be disturbed.It will make it purely and permanently an American canal, dominated by American inte- reats, and reinforcing American power.\u201d Gen.Grant long ago realized the importance of this control and said, after he had made a most careful investigation of the Nicaragua project : \u201cIn accordance with the early and later policy of the Government, in obedience to the often expressed will of the American people, with a due regard toour National dignity and power, with & watchful care for the safety and prosperity of our interests and industries on this continent, and with a determination to guard against evenjthe first approach of rival Powers, whether friendly; or hostile, on these shores, I commend an American canal, on American soil, to tbe American people, And congratulate myself on the fact that the most careful explorations have demonstrated that the route standing in this attitude before the world is the one which commends itself as a Judicious, economical, and prosperous work.\" While a possibility of the construction of the Panama canal remained the proposed Nicaragua canal attracted comparatively little attention, but as the Isthmus swindle has been used for all that it wae worth the more feasible scheme is likely to be treated with the importance it deserves.\u2014\u2014\u2014\u2014 RETIREMENT TOO LONG DELAYED.The upshot of the Parnell escapade appears to be the resignation by that gentleman of a leadership from which he bad previously been deposed by a large majority of his former followers.But Mr.Parnell bas destroyed whatever merit there might have baen in such retirement by his obstinate selfishness, protracted for & length of time during which irreparable D mischief was done to the cause of which be professed to be a devoted adherent.He gave excellent countenance fo those who had all along said it was not Home Rule so much as Parnel?s ambition that he was serving, There are times, of course, when à strong one-man power is necessary to solve a difficulty, but that rule did not apply to the Irish question.On the contrary it wag essentially a matter in which the hearty accord of à number of influences was desirable.Mr.Parnell, however, seemed to have bettered the nickname, \u201cthe uncrowned king,\u201d for he aspired to be an absolute monarch in his party concerning whose movements or intentions it was highly improper to enquire.So haughtily did he treat the most valuable man in his party that several of them seem to have been almost glad of
