\u2018\u2018Testimonial\u201d\u2014But They Were Contractors, Lobbyists and Those Who Had Dealings With the Government, FROM OUR OWN REPORTER.Orrawa, July 31.\u2014At the Public Ac- ¢ unis Committee to-day the Government practically confessed thelr guilt by completely burking the enquiry.J.O'Connor was the first and only witness, He said he acted professionally for the Government since 1879.Hs purchased the land on which the Lan- gevin block is built in 1582.He was present at the presentation of the plate testimonial to Sir Hector Langevin about two years ago.There was a -box of silver spoons, cutlery, etc, and another box of sterling silver\u2014side dishes and things of that kind.The total cost in New York of the first box was $782 and the duty paid on it $174.The other box cost $766 and the duty paid on it came to $155.The whole cost of the testimonial was 1827.Mr.Mullock\u2014Have you a list of subscribers ?Mr.Foster objected that the testimonial did not come within the order of reference of the committee.Mr.Wallace, the chairman, read the crder of reference and rulsd the question out of order.Mr.Mullock\u2014I prop-se to show the contractors of that block contributed to that testimonial.I don\u2019t think it is becoming for ministers giving contracts to accept presents from contractors.Mr.Wood (Brockville) said this matter did not come within the power of tke commitiee.The proper place was the House of Commons.Mr.Lister said it was charged broadly tbat Sir Hector Langevin was influenced by contractors to benefit them.It was charged that the testimonial was a corrupt act on the part of these men.It was presented by contractors, lawyers and others drawing large sums of money anpuslly from the Government, He thought the committee was the proper place for the enquiry, Mr.Mulock said there was another branch of the inquiry.He was informed that Sir Hector Langevin had a pecuai- ary interest in Le Monde.One of these contractors helped this paper fi- vancially, He proposed to sum- men a number of witnesses with regard to these transactions.If it was improper to receive gifts from a suitor it was infinitely worse for a minister to receive gifis.It was just as well to decide now whether these matt-r3 could be discussed before the committee.Mr.Taylor flew off the handle again.He thought Mr.O\u2019Connor might be usked if he bad contributed to tha fund with a corrupt purpose.To go far har was simply to provide food for newspapers, \u201cOh, oh,\u201d and cries of dissent.Mr.Foster maintained that the propar place to impeach the minister was in the House, Bir Richard Cartwright advised ths committee to be cautious in curtailing its powers of investigation.Mr.Mulock could show that this testimonial was german to the extraordinary and unheard-of expenditure on the Langevin block.He should be permitted to pursue the investigation.Mr.Barron pointed out how partial the chairman was in allowing evidence which cut the head off underlings, and in shutting off evidence which affected a minister.Mr.Wallace said the proceadings of the ccmmittee had been carried on with a great deal of latitude.If a line was drawn they would be sitting until January.He ruled, however, that if Mr.Charlebois were here he might be asked what he contributed to the fund.Mr.Lister asked then if he could ask Mr.O'Connor what he contributed to the fund.Mr.Wallace replied he certainly could ask the question.Mr.Lister proceeded to ask the question, when the members of the Government showed how much afraid they were of the inquiry.Messrs Bowe!l and Foster simultane- otsly objected, and the chairman at once backed down again and refused to allow the question.Mr.Mulock said that to place the decision of the chairman plainiy before the committde he would ask leave of the chairman to put this question : \u201c Wera any of the contractors of the Langevin Block contributors to the Langevin testimonial ?\u201d Mr.Mu'ock asked Mr.O\u2019Capnor if he was a contributor to the Langevin fund.The chairman ruled the question out of order, and also all questions relating to the Langevin testimonial fund.Mr.Mulock said that in that case he had no questions to ask Mr.O'Connor, but would move that Messrs.J.A.Charlebois, F.Vanasse, editor Le Monde, J.Lessard, M.P.P., director Le Monde, M.Cousineau, and Joo.Macfar- Jane, managing-director of the Canada Paper Company, be summoned before the committee to explain all contributions of money by Mr.Charlebois to a newspaper in which Sir Hector Langevin had & pecuniary interest, Mr.Foster objected that this was a mode of founding an impeachment against a minister, The proper place to make the motion was oa the floor of the House.Mr.Lister said that this objection of the Government showed bow anxious they were to burk all inquiry.Mr.Chapleau said it was known to the public that contractors were large subscribers.It was said that strange things went on in the construction of the Langevin block and he added: \u201cWe might ask the Houss for power to inquire into the testimonial.Thee is no objection to inquiring into that if it is reterred to the committee by the | House.\u201d .The chairman ruled the motion oat of rn.\u2014 \u2014 = MONTREAL, SATURDAY AUGUST 11891.order becanse it did not rafer ts any item in the pablic accounts.Mr.Mulock then moved that the House be acked to authorizs the committse to irgoire into all matters connected with the Langevin testimonial.Notwithstanding that this was simply following out the suggestion of Mr.Chapleau, the other members of the Government objected to the motion and Mr.Chapleau afterwards took back his motion.Mr.Haggart said that the motion was in order, but hs would not support it, Mr.Foster said he did not oppose the motion on the ground (hat it was out of order, although he had doubts aboat it, but on some other ground which he did not clearly.He said that the investigations of the committee were useless anyhow.The motion was put by the chairman, showing that he, too, thought i perfectly in order, but it was lost by 13 to 18 on a strict party vote.Mr.Lister moved that the accoants 0° these for the years 1887 a '68 and \u201989.Carried.Mr.Mulock moved for the production of all correspondence between the Departments of Finance and Public Works regarding the security put up by * Bau- croft\u201d for the Kingston graving dock and that M.A.Anderson, manager of the Union Bank, attend with the ledger containing accounts of \u201c Bancroft\u201d and *\u201c Connolly, \u201d especially with reference to the check for $20,000.Carried.Mr.Mulock moved for all accounts, vouchers, contracts, correspondence, plane, receipts for payments, etc, in connection with the Tay canal and theswing bridge over that canal at Perth, Carried.Mr.Barron moved that Nicholas Con- nelly and Michael Connolly be summoned before the committee with the accepted check which Bancroft put in as security for Columbia county, was terrorized last night by a gang of burglars.There were seven in the party.They entered the town yesterday afiernoon, but did not begin operations until midnight.They then broke into the residences of Dr.J- H, Vastine, Judge Shu- man and C.E.Clewell, and the stores of A.H.Abrahams and Bart Moeixell, bat in all only secured about 3500 in money and valuables, lhoy aitempted to enter a number of other places, but the slarm had been given and the whole town was aroused and the burglars fled.Several small towns in Columbia and Northumberland couniies have been visited by the
