to-day Sir John Thompson said that there appeared to be soms misapprehension as to the standing of Sir Hector Langevin sinca he last tendered his resignation as Minister of Pab- fic Works.Some honorable gentlemen seemed to think that Sir Hector Lan- gevin continued to act as a member of the council though severing his connection with the deparcment of Public \u2018Works.This had not been the case as Sir Hector had not attended council meetings since tendering his resignation.But agsome misunderstanding seemed to exist 1n the Senate a8 well as in the Commons, on this point Sir Heclor position.Sir Adolphe argued that the G»vera- ment ought to be forgiven becauss he had been appointed to the Senate by tbe late Premier, Hon.Alex.Mackenzie.Mr.Mackenz'e rose for the first time this session and smilingly stated that Le repented baving promoted Mr.Fabre This retort wes received with ringing Liberal cheers.Mr.Somerville reminded the House that this high salaried immigration azent succeeded only in securing in Canada one immigrant from France in 10 years.He denounced this wilful waste of public money.Mr.Lariviere said that Fabre was attacked by the Opposition because he wes in Paris and not in Berlin.Mr.Laurier denounced this argument as a vile appeal to national prejudice, worthy only ¢f a demagogue.He said that this item was oppused again and again not because the agency was at Paris but because it was a useless, scan- daloug expenditure of public money.Mr.Bain declared that there was no peed for such à man as Fabre to act ag a chapercne to Canadian aristocra:s on their trips to Paris.After recess tha House again went in supply,the estimates were continued and considerable progrees was made.The salary of Mr.Fabre was finally passed without a divigion.The House adjourned at midnight after passing excise estimates.The Herald was in error on Saturday in stating that the House would not sit to-day.A deputation asked both Houses for an adjournmant, but only the was lying in a metal boiler where it is supposed she fell whilst in an epileptic fit.Coroner Bel- leau held an inquest this morning and the jurors rendered a veraict of death from epilepsy.Deceased lived alone with her husband, her children being in the States.The annual firing competition of the Dominion Ariillery Association opened at the Island of Orleans to-day.Teams from all parts of the M.P.SPECIAL TO THE HERALD.OTTAWA, Sept.7.\u2014To-day Labor day was celebrated in an imposing manner.Thousands turned out to witness the procession, which included many allegorical cars.Business was suspended.This afternoon a picnic is in progress at the show grounds.It1s rnmored around town that Mr.Chas.Devlin,M.P.,wasstricken with lock- juw at Aylmer, Que., as the result of an accident, and that his recovery is doubt- fal.Acting Detective Flannigan made a valubale discovery Saturday in connection with the recent robberies alleged to have been committed by three Polanders, William Dover, Henry Dover and Doff- man, who are now under arrest.The discovery consisted of a trunk filled with nicknaks which the acting detective found at the C.P.R.station, addressed to a party in the United States.Joseph Bercovict, the Italian Swede, from whom the articles were stolen has identified the articles in the trank as his.It is said the police will produce evidence to show that it was the prisoners who left the trunk at the station for shipment.Mr.A.C.MacDougall, of this city,who bas already some patents bearing upon the cold storage, has been experiment- tng in the direction ofbetter results in tue generating of dry c ld for warehouses as well as in appliances for freezing.A reporter saw the apparatus in running order and the examination proved highly satisfactory.Senator Perley to-day received some magnificent samples of grain from hig farm at Wolseley, Assiniboia, N.W.T.The letter accompanying the sample states tfat the crops are unusually heavy and fine.The samples include Ladoga and red Fyfe wheat.The Ladows was not eown by the Siua- tor, but some grains crept in wih the red Fyfe.The Senator says it ripens some 10 days earlier than the other and is a heavy crop.A neign- bor of bis sowed three pounds of seed wheat (Ladoga) from the experimental farm and raised 235 lbs.of grain, or within 48 1bs.of four bushels.This shows that one pound of Ladoga, wheat gave 78% lbs.of grain, There are foar varieties of oats, all showing a tremendous heavy head, and a good sample of two-rowed barley over four inches in the bead.The yield is good,and the samples are bright and of destitute Jews who had been expelled from Rus- pia arrived in the city by train from Montreal last night and were met and taken care of by Rebbi Elzas, and a num- ter of the membera of the Richmond- street synagogue.This morning they were gent over on the Chicora to Lewis- ton, and will be sent on to Buffalo and various points in the United States.Each family was supplied with food for the journey, and with a small sum of money.These immigrants are only allowed to enter the United States sinc>the Asscciated Hebrew Charities has given bonds for $1,000,000 that they will not become a public burden.A $1700 blaze occured this afternoon in the premises occupied by J: W.Paterson, dealers in plaster and cement.There was a very good attendance at the last days\u2019 events in the tournament on the grounds of the Victoria Lawn Tennis Club to-day.The courts were somewhat slippery after the heavy rains of Sunday night, but the playing was good.Inthe final mixed doubles which were Reaper.SPECIAL TO THE HERALD, Drayrox, Ont.Sept.7.\u2014A sad and fatal accident happaned thisevening whereby a16-year-old son of Joseph Hills, Mary- boro township, lost his life.He was driving a reaper and in reaching forward to throw it out of gear, one of the revolving rakes caught his head and threw him in front of ths kpives.Both arms anda leg were completely severed from his body.He jutty works at Tamico, very recently arrived at Galveston from that country and in course of an interview Saturday made some startling statements.\u201cMexico,\u201d he said, \u201cis now on the verge of revoit.During my stay in the republic I had a splendid chance to study its people and a large number of persons and tbe lower class of Mexicans employed.Many Mexicans expressed themselves as War is not a joke.It is serious.The President is very fond of Mr.Elkins and the close intimacy of Harrison and Ex-Senator Davis, Mr.Elkins\u2019 father-ia- law, is well known.The New Mexico- New York-West Virginia statesman has always been a fighting friend of Blaine, and this is being urged by his friends as a reason why it would be gooa politics for tbe President t> make him a member of the Cabinet.They say that Elkins would bas more potent than any one else in con- viocing the man from Maine that he should not be a candidate against his present chief.In fact it issaid by those who pretend to know that Elkineg is engineering the present Blaine burrah in the interes: of Harrison, Of course there are men shouting for and working for Blaine who believe he wants the nomination.Some trial?What are Sir Hector\u2019s friends afraid of ?\u2019\u2019 these are the questions heard in every lobby and corridor of the House.For over a week the Liberal members of the Privileges and Elections Committee have been ready and anxious to proceed with the sume ming up of the evidence to reach the final verdict.But there is trouble in the Tory ranks.Nothing else can explain the protracted agony.The more respectable Conservatives have decided that \u2018Sir Hector must go,\u201d but the latter has given them hig ultima- tion: \u201cI shall be no scope goat: you shared the spoils with me and now you shall share toe ignominy.\u201d Meantime Sir Jobn Thompson is between two raging fires, The Ontario men have instructed him to dismiss Sir Hector as he dismissed Rykert, at the bidding of Mr.Blake.The Tories from the weet think their influence should be as graat ag that of the late Liberal leader.They know tueir constitutent\u2019s demand the punishment of the chief boodler, and they have plainly informed the Minister of Justice to that effec\u2019.But just as in the Rykert case Sir John Thompson is lacking in the conrage of his convictions.He knows that Sir Hector\u2019s friends have no moral ground to stand upon, but as he shrank from condemning Rykert so he cowers with far greater fear and trembling before his present culprit, his once-power- ful collesgue, Langevin; and ths sen: tence of political death hangs in halfhearted hesitation ot his trembling lips.And while he hesitates the {Liberal leaders in that committee, Mills and Davies, have their briefs prepared and every link in the chain of evidence which is to bind Sir Hector is welded without a flaw.It only remains for Sir John Thompson to haye the facts of the case forcibly arrayeu Dixon, and appeal to the Minister of the Interior to protect them and other men who are thraatamed with rain- aticn.James and Anthony Dixon oc- cury the S.W.+ of Sec.31, and the N.W.} of Sze.30, in Tp.9, 2, 29.They were recently served with a sam- mons at the instance of the Walrond ranche, the statement of claim demanding possession of their two quartsr se:- tions; an injunction restraining the defendaut (Dixon), his servants, work men and agents from cutting bay on the plaintifi\u2019s land; an injunction re strainivg the defendant, his servants workmea aud agents from fencing or enclo:ing in the plaintit\u2019s lands, or from otherwise interrering with tue plaintills quiet possession and enj».- mens of the same.This injuue ia nas been granted, and tae Dixon's are prevented from cutiing hay or fencims on weir own land.The result of this is two-fold.They are unable to pat up hay for their stock; and a portion of their crop had to remain untenced, obliging them to employ a hearder to keep cattle and horses out of their grain.It seems ss if Dr.McEachran had purposely waited until the season of the year when most damage would be done by securing this injunction.The injunction stands until the next sittings of the count, which has not even yet been advertised.\u2018 The land which Dr.McEachran now seeks to dispossess the Dixons of, was originaily located by the Rev.Geo.Me- Kay.Mr.McKay had occupied this land for some four years previous to its purchase by Dixon on June 26, 1884.At the time when Dixon purchased the land, or more correctly speaking the improve.meuts, the place had all the appearance ot a well-developed homestead.There was a one and a half story house 16x13 with a shingle roof, and the walls of kitchen 20x30, up.There was a gooa su\u201cstantial stable and corral, about es were fenced,and eigint acres were cultivation.Since that time, $85, the Dixon\u2019s nave gone on improving the place.They dnished the kitchen; built five + les, a granary, coral 150x200 feet, 3 atile sheds, ard all the other outbuildings found on a well appointed farm.They have broken 26 acres, all of which is under cultivation, and have put up about two miles of fencing.It is this place which the Walrond ranche, after saying nothing all these years, are mow attempting to take possession of.Dr.McEachron allowed the Dixon\u2019s to go on making improvements without werning then to desist, and the first intimation they have had of trouble came this summer, gomething like a month ago.As we pointed out before, the injunction which has been granted leaves one field of oals open to the inroads of stock; and also prevents the Dixons from putting up hay, As they have over 100 head of stock to provide for, the difficulty of their position will be appreciated.It may be said that, in the event of their winning their case, the Walrond Ranche Company are obliged to make good any damage done.The damage done in a case of thi kind, however, may be irreparable, and then again it is a pretty difficult thing for a poor man to fight « powerful corporation like the Walrond tranche.What seems to make the Dixon's case all the stronger is the fact that, in 1890, Mr.Piarce and Dr.McEacbran vigited the Dixons, who claimed 42) acres.Mr.Pierce was asked if one could hold 320 acres, and replied that ono» could.Mr.Pierce then asked Dr.Mc- Eachran if he bad any questions to ask, and he said no, thug tacitly admitting the Dixon's «claim to the place.We might mention in conclusion tbat tbe improvements on the Dixon place are worth at & low estimate $1,500.To satisfy the whim of a single man, these and other good settlers, who are an advantage rather than otherwise to the Walrond ranche, are in danger of forfeiting property which represents many years of hard work, and of being completely ruined.We urged again that this is a plain case for government interference, Ifa man in Dr.Mc- Eachran\u2019s position cannot have a little authority and law on his side potash will not be soluble in water, and the plants cannot reach it.Old farmers know this, and often speak of ashes as losing theif value by being \u201cburned to death.\u201d Upon some soil the lime is very valuable and perhaps more so than the potash.And on others the phosphoric acid is of great importsnce.This will in part explain why leached ashes seems to show a8 good results as unleached ashes upon some soils, although the potash is largely leached out of it.But another good result from ashes is their mechanical effect upon the soil.Being finer than the loam soil, they mix with it and
