YESTERDAY.THE DEMOCRATIC TARIFF CREED IS FREE RAW MATERIAL.etn New York's Scnator Declares the House Cannot Honorably Retreat From its Position.Washington, July 20.\u2014To-day was one of Democratic interest in the Senate for the fate of the Tariff bill depended on the course pursued in the upper branch cf Congress.The Senate proceedings proper were of a peculiar nature in that the debate was carried on entirely by the Democrats, save a brief speech by Senator Sherman awd a question by Senator Aldrich.Senator Hill's position, endorsing the President in empliatic terms, was one of the most con- gpicnous mcidents of the day.The action of Senator Vilas in preceding his speech with a motion to strike out the one-eighth differential on sugar was au additional sensation of a sensational dey from the fact that it was probable that the motion would be carried.It caused consternation until it was found that the motion may Le declared out of orstr.Mz.Hill, from New York, said : \u201cA theory as well as à condition now confronts us.The theory of the Democratic party is tha?in the enactinent of the tariff legislation free raw materials should always Le an cssential and conspicuous element.It is our creed that the materials which enter into our manufactures should be freed from the burden of tariff taxation.The best interests of the manufacturers as well as the consumers of the land demand the recognition of this wise discrimination, We are committed to this side of the question and we cannot retreat and we cannot retract.We are honorably bound to redeem sur profesrions and our promises.Justice, good faith and a decent regard for public sentiment all require this course.\u201d Mr.Hill then proceeded to read extracts from President Cleveland\u2019s letter to Chairman Wilson,and continued: \u201cMr, President I approve every word that I have quoted.It is AN HONEST AND MANLY STATEMENT.of the true attitude which the arty should assume in this crisis.am not required to defend the propriety or wisdom ot the promulgation of this letter at this peculiar time.It may have been indiscreet, it may operate as a firebrand to spread the flames of discord already kindled among party friends, as honestly differing as I am disposed to do upon questions of public and party policy.It may widen the breash already existing in this Senate -and in that view it may be regarded as unfortunate and illadvised.It was a time for diplomacy, statesmanship and conciliation, rather than recrimination, denunciation aud arraignment.But aside from the question of its mere expediency, I am here to defend the President\u2019s letter in so far as it demands that the party shall not be led astray in the YIOLATION OF DEMOCRATIC PLEDGES and principles.Upon the question of free raw materials the President is right and you know it.You cannot answer his arguments.You cannot successfully dispute his propositions.You cannot doubt his sincerity and patriotism.You must yield in the end to his views.\u201cMr.President,having demonstrated that the true Democratic theory of revenue reform requires that free raw materials should be its distinguishing feature.Let us next inquire what is the condition which now confronts us.The House of Representatives, fresh from the people, which represents more distinctly peculiarly than we do the taxing power of the people, repudiates our bill, aud a Democratic Presi- ent has emphasized that repudiation, and the condition which confronts us is one of extreme embarrassment.Shall we retreat or advance, shall we surrender to the House while we can do so honorably, or shall we wait until we are driven to it?In the light of the letter of the President, the House CANNOT HONORABLY RETREAT.\u201cIt has no other alternative except te insist upon its bill wherein it provides for free raw materials.The president cannot ap- rove the Senate bill after what he has said in hisremarkable letter, He arraigns the Senate and intimates that the enactment of the Senate bill means \u201cParty perfidy and party dishonor.\u201d These are strong words, which the President would not use toward a measure which he ever expected afterwards to approve.This letter, unusual and unprecedented in its character and method of promulgation though it may be, nevertheless clearly foreshadows A VETO OF THE SENATE BILL, even if the House should finally concur in our amendments.What person would expect the President to approve the Senate ill, after its vigorous and scathing denunciation contained in his letter?You would think less of him for his glaring inconsistency.\u2018No, this letter is significant.It isa Yigorous even if it is an imprudent letter.It means war to the knifo against the Senate Bill.It means that it can never recelve executive approval.It means that the Senate cannot he permitted to abandon or surrender the great underlying principles for which he struggled and lost in 1888, and for which he fought and wor in 1802.The President is right, there is XO MIDDLE GROUND .which we can oceupy.No bill which does not provide for free raw materials can be Permitted to hecome a law.\u201d Senator Hill then proceeded te say that on the question of a tax upon sugar he differed with the President.He did uot believe that it was desirable or necessary that sugar should be taxed.In closing his spoech Mr.Hill called attention to the fact that the President, who had been so often quoted in the tariff debate as favoring the Income tax, had ab last on yesterday come out in an uncertain tone against it.He trusted that the peculiar words would have their effect.After further discussion by several Senators the Senate adjourned till Monday.FROM NEWFOUNDLAND.The Expired Revenne Bill -I'rinity Judgment Monday.St.John\u2019s, Nfld., July 20.-Forty days have now clapsed since the Newfoundland revenue bill expired and the Whitewayites ave not yet succeeded in getting a mandamus compelling the customs authoriries to deliver goods without payment of duties, and also test the whole ques- tion before the courts.Every motion the Whiteway lawyers have made has been rejected by the courts.The matter was again before the Supreme Court sitting to-day.The Government representative raised objections on the ground that the proper statutory time has not been given and that the applicants\u2019 pleas were not suffiticntly specitic.The court sustained the objections and postponed the hearing until Tuesday to enable the Whitewayites .to amend the pleas.Judgments in the Trinity und Placentia cases have been postponed until Monday.WILL BE PAID MONDAY.CIVIL SERVANTS TO GET THEIR CHEQUES AT LAST, 20.\u2014Auditor-General seen to-day with non-payment of the said: In 1885 the same difficulty occurred as now exists with reference to the payment of salaries.This was obviated in the long session of 1891 by the passage of several supply bills, while this year tiicre wus but one supply bill.The Anditor-General or any other cannot have the power of the two Houses of Parliament and the Covernor-General as well.It is, hower, satisfactory to know that payments can legally be made on Monday next, to civil July being the service salaries, The inquest on NaUnuuie Dauis was contiuued last night at the Morgue.R.A.Ll.Green- shiclds appenred for the Lane Medicine Company.A.Rohert was reeatled, and produced an advertisement for Aloiner Greens daisy Piils, but he did not consider that they were advertised as pills which wore to cause a miscarriage.Tacsepills,according to the formula of their composition, which was produced, showed that they contained ergot and sævin.Every pill contained cze-half a grain of ergoline, and crgot is gencraliy administered in doses of five Lo ten grains.Une-cighth of a grain of savin was contained in every pill; a dose is from two to five grains.Iidmond Leonard was next examined.He as well as My.Robert examined their books to find if they had sold pills that might cause an abortion.Mr.Leonard found that he had sold l\u2019enuy Royal Piils, they are Fold w.tiout any prescriplion ; he did not know their formula: he knew that women bought them and also | Mother Greens Tansey Pills for the purpose named.* When Mr, Greenshiclds submitied the formula of Mother Green's pills to him, he said that he would refuse to fill the prescription without au order from the doctor.; Mr.Thomas Iteid was the next witness, He registered in January 1894 to do business as \u2018lhe Lane Manufacturing Company; the Company existed since 189.He has been sixteen years in the Lusiness, though not a chemist; he is crployed in the office of a wholcsalo house.He selis the pills mentioned.He was not aware that ergot was forbidden.He has sold large quantities of these pills to any one who wrote fur them.He did not sell the pills with the intention of causing an abortion, .Mr.Greenshields then objected to the publicity of Mr.Reid's affairs; there were many letters from ladies who had written for these pills.; The Coroner said that he did not intend to use the names of any parties who had written for pills.There was, however, one letter read, which stated that the writer did not want the pile gent so that any ono might know what they wore, in case of discovery.In one of the advertisements there was a notice that, in extreme cascs, those desiring them could send for No.3 of Mother Green's pills, which were not kept by druggists.The price was $5 a hox.The reason Why he did not sell them to druggists was to get people to writo for them.He claimed that though he sold them at $5, they were no stronger than the others: this was simply & ments to make money.His strong pills arc the same as the others, simply being gelatine coated; it was simply a trick of the patent medicine trade.Mr.Greenshields asked that a Doctor be ex- aminod to testify as to the properties of tho pills; but the Coroner did not consider it necessary.This concluded the evidence and the Coroner reviewed thecase, after which he remarked that the ante-mortem statement of the girl was not clear and that ilerefore her depositimn would not demunl implicit credence.the question to be considered was whether the pills or the feeble condition of the girl caused the miscarriage.; The Coroner also read a small treatise on ahortions and the means of causing them, He stated that Dr.Paladean necd not await the verdict of the jury to be exonerated; there was nothing to show that he had done anything te the girl.After deliberation the jury returned a verdict to tho effect that Nathalie l'anis died fiom the effect of medicine, which she took to cause an abortion.The jury could not sey that Mother Green's Tansy Pills were the cause of that abortion.Dr.Paladeau was exonerated, and Mr.Reid wasnotheld responsible for the girl's death.The sale of pills that had the effect of causing an abortion was strougly con- domned, and, in the opinion of the jury, it ought to be stopped; these pills should only be sold when a doctor so ordered.THE SEIZED U.§, SCHOONER.Her Cargo Sold by the Denvuty Marshal.Halifax, July 20\u2014The Deputy Marshal has sold the cargo of fish on the seized American schooner Henry Philips, lying at Port Hawkesbury, and alleged to have been caught fishing within the boundary line.There were 60,000 lbs cod.It was stated yesterday that tho schooner may be released on bonds and allowed to finish the season\u2019s fishing, but since then things have changed and it now seems almost certain that she will remain under arrest until the matter is tried out in the Admiralty Court.A Stranger in the IIouse.Last evening about cleven o'clock Constable Bataleon, representing Licut.Murphy, of No.5 Station, made a clever arrest at 109 St.Famiile Street.It appears that Mrs.Philip Barron, who lives at this address, has been spendin the summer out of town, and when Mr.Barron returned home esterday he found things topsy-turvy in the Louse, various articles of value being carefully packed up as if a removal was contemplated.Mr.Darron informed tho olice.Constable Dnialecn set Constables Heney and Tremblay, of No.5, on Walch and at the hour mentioned they discovered a man in the house cvidently preparing toimitate a May moving, The man when arrested gave his nome as T.iloulle.who was known to bave worked in a laundry and to have delivered parcels of washing te the house where he was apparently pilfering.Mr.Houlle will have a chance to explain bis strange contract before the court this morning.TUBERCULOSIS IN CATTLE.Fifty Bensts in New York State Were Affected.Syracuse, N.Y., July 20.\u2014The report oi the Secretary of the State Tuberculosis Commission shows that during the past year fifty cattle out of one hundred cx- amined had been killed by the Commission inspectors, The autopsies showed that all of the cattle killed were affected with tuberculosis, Up Went the Tiles, The porters were dozing sleepily in their seats at the Bonaventure Station yesterday afternoon, for the heat was too great even for them to fan themselves.\u2018The ticket agents perspirod freely in their CHARGED WITH USING BOTH WEAPONS, An American Doctor Fakes Out n Wars rant Against Mer.Halifax, July 20.\u2014Quite a sensation has been caused here by the issuing to-day oi a warrant against a wellknown lady singer, who is member of a Church choir and who frequently sings in public, at the instance of Dr.May, of Washington, who is sojourning at Bedford, a suburb of this city.The warrant charges the lady with assault and abusive language.It appears that the lady and her husband were driving to Bedford, and that the doctor and a friend were going there on bicycles.The latter blew their whistles several times, so that the team woull give them room to pass.The doctor was the last to go :by the carriage and as he did so the lady he assorts, struck hin with a whip and y called him names, and later, at his hotel, renewed the attack.Hence the warrant, The case will be heard next week.NATURAL (AS EXPLOSION, Et Ocenrred at Windsor.Ont., and Ens | Jared Six Xen.Windsor, Ont., July 20.\u2014There was a natural gas explosion at Walkerville this o'clock which resulted The injured are Ed.Dutlie, Indiana; R.Yates, Windsor; Ned.McGee, 0ld Castle; S.Brundage, Kingsville; Wallace Lane, Kinzsville; Wm.Warren, Thamesville, In order to make a display of firing the gas last night scveral lengths of 3- inch pipes were attached to the main and run over into a field where the gas was fired.This morning eight men, being a portion of the gang known as Kings- ville No.1, were engaged in removing the small pipes and were separated from the gate or shut-off valve by a full length of eight-inch pipe.This gate was what burst while the men were working away, the explosion occurred and before they knew what had struck them they were flying in all directions.The roar of the escaping gas was terrific and startled the people for blocks around.R.Yates was not working on the line, but was passing by on his way to work.He was thrown across the road and over a high hedge fence into an adjoining field fully ninety feet away.Due was thrown cver a board fence 75 feet into another field, the others were scattered around the road at different distances to 25 feet.The eight-inch main and gate weight in 1200 pounds was thrown across the road and turned end for end.This said the foreman, vas no doubt owing to the gate being defective, They are supposed to stand a pressure of 500 pounds, and there was not more than 325 pounds on when the explosion occurred.ANARCHISTS IN ITALY.Many Arrests made in Rome\u2014Another Infernni Mnchine, London, July 21.\u2014A dispatch to the Telegraph from Rome says: Twenty-two Anarchists have heen arrested in this city and sixty have been arrested in the Provinces during the last twenty-four hours.An infernal machine with a burning fuse attached to it was found at the door of the Military Tribunal at Cagliard, on the Island of Sardinia, last night.THE DEFEATED DERVISHES.Farther Particulars of the Italian Victory.Rome, July 20.\u2014Farther advices received from Kassala of the Italian victory over the Arabs, are that the Italian forces found there immense stores ot cereals and ammunition, which were meant for use in an autumn advance on Massowal.After the Dervishes were driven from Kas- sala they were pursued by the Italian forces to the Albar river.Two large tribes submitted to the Governor-General.The loss of the Italian allies was A Vancouver Malefactor Sentenced to be Hanged.Vancouver, B.C., July 20.\u2014 Hugh Lynn, who has been on trial for the murder of Green and Taylor, Savar Island ranchers, last October, was to-day convicted and sentenced to be hanged on August 24th.The trial disclosed the fact that the crime was committed in cold blood, robbery being the motive.GOT THEIR DESERTS, Two Murderous Antipodcan Bank vous to-day handed a vard clerk on that read, who had reported two days ago for his old position : This is to certify that has been employed in the capacity of clerk in the Yard Department of the Missouri Pacific system, St.Louis terminal division, from April, 1893, to June, 189, at which time it was necessary to lay him off on account of strike in the yards.He reported for work on the 18th of July, but in the meantime it was learned that he was a member of the American Railway Union and was in sympathy with the strike movement, so that we could not reemploy him, His work and conduct up to the Finance Committee following the advice of the City Attorney, take action to have the privileges and franchises of the Montreal Water and Power Company in Coteau St.Louis cancelled on the ground that the company has not complied with its contract.Ald- MeBride was at first inclined to move that the company be expropriated in Coteau St- Louis, but he withdrew his motion after the discussion.\u2018 Said Ald, Rainville: \u2018My impression is that if we undertake to expropriate the company in Coteau St.Louis we shall have to tuke over the whole system.\u201d Mr.E: ler, the City Attorney, confirmed this option.\u201cThere is no doubt,\u201d he said, \u2018that when you assume to expropriate the company in Coteau St.Louis, the coununissioners appointed to estimate the damages, will consider the damage which may be caused to the system of pipes in general, \u201cThen,\u201d resumed Ald.Sujith, \u2018why should we run the risk of paying 33,7\"), - C31 fer an experiment.Let us get nid of this comriny, end it can carry on its experiments whenever it choses.\u201d Ald.McBride withdrew his motion and declared himself for Ald.Smith's resolution.The vote being taken on the latter Aldermen Hurtubise, Rainville and Hur- teau voted against it, so that it was lost.Mayor Villeneuve then began to take a serious interest in the discussion.\u2018The company,\u2019 he said, \u2018has not complied with the terms of the contract and we have a perfect right to cancel it.Instead of that you allow it to collect money for water which the city supplies.It owes the city $30,000 and you do nothing.If you want to be robbed you have a fine chance.But I tell you that if you buy this Montreal Water & Power Company, there will b2 an outcry among the people and it will be perfectly right for it is the greatest scandal that ever was.\u201d Nevertheless, Ald.Hurtcau declared that he was in favor of the expropriation of the company in St.Denis Ward, and he asked of Ald.Rainville to amend his motion accordingly.The latter consented and moved that the report of the Water Committee be refey- red te Council **with a view of expropriating the Montreal Water & Power Company in St.Denis Ward.\u201d This motion was carried by the votes of Aldermen Rainville, Hurtubise and Hurtcau., Aldermen Smith and McBride voted in the negative, The committee also took up the question of the $2,000,000 loan, Ald, Smith put forth his proposition to advertise the loan in Montreal and to ask for seûlet tenders on a given date, but Ald.Hur- teau shooked his head dublously.He did not think that the proposition was practicable.Well,\u201d said All.Smith, **1 have reason to know that people in this city are willing to supply the money at 24 hours notice.And my word is as good as that of any sub-commitice,\u201d\u2019 he added, as he noticed that it was being questioned, Ald.Hurteau, however, looked at Ald.Hurtubise, and the latter moved that the chairman, Ald.McBride and Ald.Savl- gnac form a sub-committee to begin negotiations.All.Smith\u2014'] would not act on a subcommittee if I were asked.There is always suspicion attaching to the members of these sub-cbnunittees.Many bankers will not make offers to them because they fear that their terms will be given away to rival firms before a decision is taken, and they wili derive no benefit from their efforts.With sealed tenders all will have fair play.\u201d Ald, Hurteau\u2014\u2018\u2019The danger of tenders is that the tenderer wiil withdraw.Ald, Smith\u2014\"All right, Thed, I win move that the tenderers be required to give a deposit of 1 per cent.as @ guarantee of good faith.\u201d .Ald, McBride\u2014'tAld, Smith is under the impression that this committee is run by two or three members.1 can tell him that the sub-committee will not decide anything without consulting the whole committee,\u201d After more discussion the sub-committee was appointed, but it was resolved that all tenders should be sent to the full committee within a week, there to be decided upon- Ald.Rainville dissented.The question as to whether the proprietors assessed for expropriations should still be given ten years to Jay was again brought up, and again left on the table.Ald.McBride brought up the question of the Water Committee\u2019s coal contract.under the ! \u2018What have we done about it?\" he asked, \u201cI know that we told them to go ahead.\u2019 \u2018Yes,\u2019 replied Ald.Hurteau, \u2018\u2019but we made no report.\u201cIt is on the strength of that that I have refused to sign the contract,\u201d said Mayor Villeneuve, who was present, Alderman Nolan presented the following tabular statement of the tenders, from which he argued that there was only onc tedder for steam coal, which was in accordance with the specifications, that of Cohen & Sons.FOR 5,000 TONS STEAM COAL.Cumberland Railway and Coal Company, $4-00 per ton, total $20,450; Spring Hill, run of mine, on the cars at wheelhouse, not put like wildfire along the country side that a bear had been seen in the neighborhood, everybody, man or boy, who could carry a gun was up in arms at once, Schoolmasters, dismissed their pupils for the day, merchants closed their stores, even the clergymen left their studies, all bent upon killing the huge enemyj that was ravaging stock and crops.Ben Tempest lived right at the foot of the mountains in a weather-beaten val- wooden farm-house.His people were hard-working and very poor.Bed wore a homespun suit and went barefooted nine months in the year.But he was a stout-hearted, courageous, manly chap, who did his best to help bis father in clearing up the farm and to assist his patient, toiling mother in her work about the housé, Ben's father had a little flock of sheep of which the boy was
