appears from the ; Gazette's uc- count that a Mr.Gow, excited by some animadversion upon sir John, jumped on the platform with a stick\u2019\u2019\u2014which probably means that he had 8 stick in his hand\u2014and said that no one should speak against sir John.The Gazette Says that his conduet.disgusted ail present.Now, why was Mr.Gow left unaided in his defence of Sir John ?At a Conservative picnic held for the purpose of defending disallowance, surely Mr.White, if no one else, should have been there, for to bis language 1s largely due ; the excitement that prevails.We think that all three of the Ministers should have been present.If there be, as we believe there is, a nucleus of the population not in sympathy with the building of the Red River Valley Railway; surely it was the duty of any members of the Cabinet who might be in the province to accept the invitation to the picnic and explain the action of the Government and its view of the necessities of the country.Indeed, we think that Sir John himself should undertake this duty.Not long ago-\u2014a short time before the last session\u2014 he made one or two triumphal entries into Winnipeg and told the people all sorts of pleasant things about himself and his delight with their province and the North-West generally.It was a case of \u2018 Hail to the Chief\u201d of unusual dimensions, and the professions of fidelity and devotion which it evoked were truly touching.Why should he not now remind the people of their former expressions, and calmly explain to them the position from a national point of view ?\u2014_\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014\u2014 were invite AS TO UNRESTRICTED RECIPROCITY.The organs of Sir John Macdonald cease not, neither by day nor night, in calling upon the faithful to resist free trade with the United States.Anything and everything is, in their view, evidence of its banefulness, and they are not warned by the fact that one Conservative after another proclaims himself asup- porter of the proposed commercial reform.They are beyond measure delighted when they can find an American newspaper saying something that seems to make against it.The latest instance of this is the Gazette quot- Ang the Chicago Times, which has some high and mighty notions about the insignificance of Canada.But while doing this, the Gazette omitted to quote another Chicago paper, the Mail, which says:\u2014 \u201cOur interests and Canada\u2019s are very © largely mutual.When this is realized the \u201c political agitation about the annexation of \u201cCanada will be a question of very little \u201cimportance.Business men are not anxious \u201cto change forms of Government, but they \u201care exceedingly anxious that commercial * facts should be appreciated.\u201d This is one of very many that hold opinions quite oppositeto the Times.They take the view that a full measure of reciprocity has nothing to do with political union, and some of them go so far as to say that while they would be glad to have unhampered commercial intercourse with Canada, they do not want such a disturbing element as the Canadian population would be, thrown into their political cauldron.And since the Gazette goes to Chicago for its inspiration we may refer tn another Chicago journal, the Z'rribune, the leading paper of that city, which saysthat the only true remedy for all grievances between Canada and the United States is thls plan which the Gazette s0 flercely opposes.The sheet anchor ofthe obstructionists is that, Canada would be compelled to come under the government of the United States in all fiscal matters, and would have nothing whatever to say in the question of fixing the tariffs that was to be in force in both countries.But who, besides the organs, says this?It is very easy to set up pine pins to knock them down again, but the matter has not yet sufficiently progressed to enable anyone to say what the ar- Tangements must be.It is intended 10 mean that Sir John Macdonald is so tightly in the clutches of certain rings that he dare not propose any enlargement of trade with the United States, except such as will suit them, we should recognize the truth, and understand the difficulties, but they do not confess this-fact.They urge everything but this.To keep this hidden from public view is one of their principal objects.But they might as well try to defend Sodom, as some one has said, as attempt to persuade the people of Canada that it is against their interests to have unrestricted trade with the United States.The States have flourished with free trade amongst themselves, and the Canadian provinces are geographically as seven more states.On a like commercial footing with the States they must flourish at least to the same degree.Canada has once had a restricted reciprocity and benefitted by it.The people desire its return or in place of it an unrestricted reciprocity.The Conservative party press may rail as they please at the bidding of their leaders, even their own friends are leaving them on this question and the bulk of the Canadian people are not to be mislead by them.The \u2018 combines\u2019 must go.\u2019 \u2014\u2014\u2014\u2014\u2014 A WET BLANKET.It seems most desirable that some friendly and equitable adjustment of the Fisheries questions should be arrived at.The recently appointed commission is one way of reaching that end, if it is not intended to surrender Canada\u2019s just rights.We say * if\u2019 because, remembering the Aspey Bay and Fortune Bay affairs and the refusal of the British Government to allow the Fenian depredations to be considered in the negotiations leading to the Washington treaty, there is reason for anxiety and necessity for watchfulness on the part of the press.But there seems to be doubt whether the commission will be of any ser- Vice after all.The American portion of it can only be advisers; neither they nor the President having any power to conclude any agreement ; and ifthe Chicago Tribune, which is an influential Republican journal, is lo be relied on, their labors are likely to be wasted.Here is what the Tribune says \u2014 \u201c The announcement that the English Government has deputed Mr.Chamberlain to visit this country as Chier Commissioner and to join with certain others, among them the English Minister at Washington and the Canadian Minister of Fisheries, in the matter of a special convention to settle the fishery question shows that Canadian diplomacy is Paramount in our own State Department and that the President and Secretary of State have once more arrogated the functions of Congress in despite of its alinost unanimous prohibition.The negotiation for this convention has been kept very quiet at Washington, and even now all that can be learned of its preli- Ininaries comes from English sources.The London correspondent of the Toronto Globe contributes some important details.The first steps towards the convention were taken at the end of last May.For two months communications passed between Washington, London and Otlawa, and on or about the 1st of August the propositions ofthe Administration were accepted.The final arrangements were concluded the 26th ult.The British Commissioners will be Mr.Chamberlain, Sir Lionel Sackville West and Sir Charles Tup- per.Carte Blanche has been given them to settle in any wiy they think best the terms upon which both countries shall enjoy fishery rights, This action of the President and State Department is in direct defiance of Congress, without whose authority the President cannot appoint Commissioners to settle anything pertaining to this question.The attempt has been made once before.In the memorandum agreement made by Secretary Bayard and the British Minister extending the provision of the Washington treaty it was stipula:ed by Mr, Bayard that an application wou:d be made at the following scs- sion of Congress Jor the appoimtment of a joint commission to settle all differences, and in the President's first message English diplomacy was apparent in liis recommieud- ation that Congress \u201cprovide for the appoint- * ment of a comission in which the Govern- \u201cments Ot the United States and Great \u201cBritain shall be respectively represented, * charged with the consideration and settle- * ment upon a just, equitable, and honorable # basis ol the entire question of the fishing \u201c rights of the two Governments and their \u2018respective citizens on the coasts of the \u2018 United States and British North Ameriea.\u201d That recommendation was refused by the Senate by the emphatic vote of 35 to lv.The commission scheme thereby relapsed fato * innocuous desuetude \u201d for a time, but the present revelation shows that the West- Bayard conspiracy has again come to the surface, and that an effort will now be made to push it to a consummation without Congressional authority.It is probable that the President will name the Commissioners without that authority, and Mr, Bayard announces that they will meet the English Comumnissioners in Washington some time in October.It goes without saying, however, that such a commission on our side at least will be a purely informal one; that it not only will have no power to negotiate a treaty but that it will have no authority to decide Upon any plan of adjustment binding this Government, and that the Senate in view of the unconstitutional manner in which it has been organized will not approve of its findings.Ir a Joint cominission was not nucessary in I8S5, it Is not necessary now, and as the Senate decided then against a commission, it is not likely that it will tolerate it now, especially when its authority has been sot at defiance.The Administration is acting simply upon its own responsibility, at the in- siigution of the English and Canadian authorities, who have been claimorous for a commission from the first, remembering the successful manner in which they swindled this country in the Halifax award.The proposed commission will amount to nothing.Even if itsdecisionscould have any binding effect, it would onty tide over the difficulties tor afew years, and then they would beak out again.There is but one definite remedy, and that is clearly stated by the Toronto Globe, which says: * Our neighbors want perpetual access to tie fisheries on exactly the same terms as Eritish subjects, all fishermen to be, ofcourse, submitted to strict close-season rules, and to other sufficient regulations ror the preserva- tivn of the fisheries, In return for a concession so profitable to the Americans, Canadians wish nothing more than unrestricted reciprocity in fish and everything else.That arrangement would greatly profit both countries, and nothing short or it will set the fisheries dispute forever at rest.To patch up another ten or twelve years\u2019 arrangement, concerning the fisheries only, would be to provide for a revival of the 100 years\u2019 wrangle, to place Lhe fisherm:n in a position where they cannot settle down to long-sigited business, and to neglect a fine opportunity for preventing the recurrence of acrimonious, warlike, and dangerous international talk.\u2019 Commercial Union is the heroic remedy for all grievances between the United States and C nada.The people or this country want no more commissions, treaties, or awards.The pic h of ~atety and peace lies along the lines 01 the Butterworth bill.\u201d The I'ribnne\u2019s view of the commission is shared by some congressmen, who have given their views tothe New York Herald.Congressman P.A.Collins.a prominent Demo- crit has.a good deal to say on the subject, the ger oi being that nothing can come of the coinmission and that Sceretary Bayard and ths commission may amuse themselves, bat that there will be no mischief\u201d done.Congressman Coggswell, who represents the eastern district of Massachusetts, expected something of the kind, but says it will not amount to anything.He says that the Senate will not permit it, and that he knows whereof he speaks.A senator, whose name is not given, wis equally confident in his opinion as to the result of the commission\u2019s work, though he, of course, may be one of the 33 that opposed the President\u2019s former proposition.All this looks ominous, more particularly the remarks of the Chicago Tribune, for it is a representative journal of the Republican paity, and the Republican party have a majority in the
