o'clock this afternoon a fire broke out in cupolo and 100f of the Cardinal Archbishops Palace.A delay of some 10 minutes occurred in sounding the alarm when the firemen arrived, fire had gainedgreat headway.Flames were towering high above the cupola and roof and with a strong easterly wind blowing it looked as if the grand seminary and basilica were likely to catch fire.The fire was fanned The wonder i8 that Heaven's wrath does not descend on Mercier & Cu.and sever them from the earth.When we learn from the Gazette that The civil service is to be converted int, a political machine, as in the United States, and its members employed in promoting the fortunes ofthe government.That is one of the results of Liberal rule in Quebec.We actually wonder how the province has managed to survive the conversion of the civil service into \u201ca political machine \u201d by successive Tory Gover: - ments.But it has.Every public office, every public building, every nook and corner where a civil servant could be lawfully stowed away, have been filled with Tories.There are Tory officials to the right of us, to the left of us, before us and behind us.They came from the north and the south and the east and the west.Their appointments were numbered by thousands.They were indeed all parts of a political machine and employed in promoting the fortunes of Tory politicians and Tory Governments.One hour to business and eleven to party politics.At every election official bummers overspread the province.They were canvassers, spouters, organizers, bribers.They made it their business t denounce the Opposition ; they carried their official fortunes in their hands; they risked everything for the Government.Through the agency of some of these, colonization monies have been squandered and the country swindled.Through others lumbermen have been permitted to defraud the public revenues.In the case of others their neglect of their public duties has been flagrant and scandalous.And seeing that these things are 80, what a shame that Mercier & Co.do not continue to fill the public offices with men of the same political stripe! What an iniquity that they appoint men in whom they have confidence! What a crying shame that after the electors of Quebec have turned out the party who are responsible for twenty years of misgovernment, the new men do not go on appointing Tory heelers and bummers to the end of the chapter !! contested election cases in Nova Scotia ; and so Cabinet Ministers whose cases are not one whit worse than those of Sir Hector Langevin and Sir Adolphe Caron are obliged to surrender their seats because of the wholesale bribery by which they were secured.We have here excellent examples of the means adopted to obtain that wavering majority of which the Government partisans have been boasting.1t is now seen that the Government party went in to win, by any means and every means, regardless of consequences, trusting to the chapter of accidents and a possible majority in Parliament to pull them through eventually.The use to which the ma- jority\u2014including, as it did, many who had no rights to seats in the House\u2014 was put, is seen in the Queen\u2019s County.N.B., case, where Mr.King, who received the majority of votes, was kept out by the returning officer, and Mr.Baird, wbo had only a minority of votes but who had procured the appointment of the returning officer, was placed in the seat by the same official.It is pleasant to learn that of the majority that at the last session of Parliament coniirmed Baird in his seat and endorse 1 the iniquity which landed him in Ottawa, contrary to the wishes.of the electors, at least two Cal- inet Ministers had no right to sit in the House or to vote or to take any part whatever in the proceedings of that body, much less to propose public measures or control the votes of others or bulldoze the Commons and the Government\u2019s supporters as Sir Charles Tupper did in the case of the iron duties.It isinteresting now to learn that the Minister of Finance, who caused such serious disturbance of the manufacturing interests of Canada by his iron duties and increased the cost of every iron implement and article used by five millions of people, had no right to sit in the House of Commons at all, having never been legally elected to the House, and has been representing the Government in England as a Cabinet Minister without having a lawful seat in Purlia- ment.Had justice been done, two other Knights whose elections were secured by the most corrupt and abominable practices would also have been driven in disgrace from the seats they have usurped.-\u2014\u2014\u2014- A RISING STATESMAN, The wide influence exerted by our rising Canadian statesmen has just been fitly illustrated in the case of Mr.Nicholas Flood Davin, M.P., for Assiniboia.The Regina Leader (Mr.Davin\u2019s paper) rises to remark that all the good things that are credited to Mr.Gladstone in connection with his treatment of the Irish question had previously been conceived and brought forth by Mr.Davin.The Leader says :\u2014 \u201c Mr.Gladstone made a powerful argument, as we see by the papers to hand.But what at this hour we wish to point out is this\u2014that in the most striking and forcible action taken against the Coercion Att the points wholly labored are the points Mr.Davin in his moderate speech last session condemned.Indeed, Mr.Gladstone's argument going on exact lines with those of Mr.Davin one night suspect the English Liberal had had a conversation with the Canadian Conservative, who had probably listened to the speech.* * * We point out these coincidences as evidence of the statesmanlike grasp of a comparatively young man speaking in the first session.No doubt at the time, the speech pleased neither parties.It was no partisan speech, but a thoughtful speech on a great subject with which the speaker was familiar.The galleries, we were told at the time, were crowded, most hoping, all expecting a great speech appealing to the passion of one side.* * * At the time one of the most prominent men in our city said, \u2018that speech will yet have justice done it and his words may come true before Citizen, which since its rehabilitation, may be taken to be more than ever an organ of the Ministry, says that:\u2014 \u201c Everybody knows that the two Conservative Governmients of the Dominion have been desirous of extending the trade relations of the two countries, * * * and everybody knows that at this moment there is to be found on the statute book of the country a provision for the establishing of reciprocal relations between the two countries as far as natural products are concerned.\u201d Here is an assumption which is at variance with notorious facts.Not only does everybody not know it, but the majority of people know that Sir John Mac- \u2014 Ee oma donald\u2019s Government is opposed to extended trade wi h the United States.It has been the text upon which the organs have preached v-ithout intermission.Not a day passes without the Toronto World, the Hamilton Spectator, or some other inspired journal endeavoring to show that Canada could only be injured by free trade with the United States, and that the more restricted the commerce is between the two countrics the better for Canada.It is known, of course, that there is 2 provision in the statute book for the exchange of some commodities with the States, but it is also known that trivial as that is, the Government have allowed the question to sleep, bave not taken the slightest trouble to act upon this, or even to make it generally known, but have steadily dene all in their power to discourage any reciprocal arrangement with the United States.Every step in their fiscal policy has been directed against trade with the United States; every speech made from the Ministerial benches in Parliament has been against it, and avery argument delivered by the Finance and other Ministers has been in the opposite\" direction.Before the Mail cast off the shackles of the organ to speak as it thought on public affairs, when its editor shared the secrets of Sir John\u2019s heart, and when its Ottawa correspondent was pinned to Sir John\u2019s coat tail and was prompted at every utterance, when in short, it was Sir John who spoke, the Toronto organ took a pronounced position against extending our trade with the United States.To pretend that Sir John is in favor of reciprocity, while every Ministerial journal is denouncing those who are in favor of it, is as ridiculous as it is incorrect.Even the Citizen itself, in the very article in which it endeavors to maintain this absurdity, shows the true sentiments of its heart by the expression: \u201c If Canada could do with- \u2018 out reciprocity then (1878) she can do \u201c without it now.\u201d It is all contained in that.Sir John does not want reciprocity and the Citizen can not help having a fling at it.Of course, Canada can do without Reciprocity.The question is whether reciprocity is advantageous or the reverse to Canada.The present Government of Canada, whatever they may really think about the matter, have su bound themselves up with the local rings that they are obliged to oppose it, and their organs are employed day and night in throwing mud at those who think that trade with the United States is a natural
