his is an excellent appointment, and only Tue Herarp and other wicked \u201c Radical\u201d papers have anything to say about the matter.The family is once more a happy family.Down here.What Chapleau thinks of the snul: uiter snub he is receiving of course few people are allowed to know.M.Sr.J.\u2014___ .THE OTTAWA, WADDINGTON AND NEW YORK RAILWAY.The recent annual meeting of the Ottawa, Waddington and New York Railway and Bridge Company, held in Ottawa, directs attention once more to a projected new line of railway, having for its termini Ottawa and New York, crossing the St.Lawre :ce near Morrisburg and running in an almost air line to Albany.This is a project in which Mr.Hickey, M.P.for Dundus, then president of the company, Was taking a special interest, until the shareholders refused to regard the action of himself and his vu-directors in voting themuselves each 200 shares of paid upstock and the vresi- dent 500 shares, \u201cfor services rendered,\u201d as an action which ought to be approved of by them, \"The shareholders having turned Mr.Hickey and his board out, the affairs of the company have progressed more satisfactorily than before.To secure the charter, which was about to lapse, the first sod was turned at Goose Neck Creek, near Morrisburg, during the summer, right of way for the approach to bridge wus secured, a considerable amount of locating and grading was done, while plans, surveys, ete, have been secured at much expense.Many of the farmers of Dundas and Russel Counties have subscribed stock liberally aud paid up their ten percent.; so that many of Dr.Hickey\u2019s constituents, to whom he may have to appeal again shortly for reelection to the Commons, are deeply interested in the success of this company.It will be remembered that Dr.Hickey claimed that a board of which he was the head had been elected, on the strength of the extra shares which they had voted themselves ; but this claim has now been dropped as unfounded and foolish, for we find that Hickey\u2019s friends have inaugurated a new movement to kill off the Ottawa, Waddington and New York Railway and Bridge Co.They are applying to Parliament for a new charter, under a new name, \u2018\u201c The Ottawa, Morris- burg and New York Railway and Bridge Company,\u201d the route being virtually the same as that over which the present company is chartered to build.It is presumed that Dr.Hickey\u2019s friends are counting upon political influence to carry this scheme through, and that Parliament will promote the \u201crule or ruin\u201d policy of which it is the outcrop.But considering that the present Company have complied with the terms of their charter, that the farmers of Dundas and Russell have already made great sacrifices in carrying on the undertaking to its present position, that the crushing of the present company would be a gross wrong to the Company\u2019s creditors as well us the stockholders, it is not to be believed that Parliament can be persuaded to do anything so contrary to the first principles of justice.It is stated on good authority that the directors have already entered into arrangements with a reliable and responsible company in New York for the construction of a direct line from Ottawa to Albany, and that they intend to push the work vigorously, notwithstanding all at- tenipts to \u201cburke\u201d the scheme.This fact must, of course, have great weight with Parliament, even if it could be supposed that the Railway Committee could lend itself, on any conditions, to the wrecking of a legitinate company that had fulfilled all its legal obligations.\u2014 \u2014\u2014 -\u2014 OUR WHARVES.It is true that the present is the muddy season of the year; nevertheless too much mud has been allowed to lie upon the streets without any pretence of removing it.This remark applies to our most favorably situated thoroughfares, but when we approach the wharves and proceed along Commissioners street for instance, we find the condition of matters very much worse, while the moment one sets foot upon the wharves themselves a sea of mud isencountered, the extent and depth of which are sufficient to deter the more timid from venturing where there are but few who do not fear to tread.But it is not the neglected comfort and convenience of pedestrians to which it is now the intention to refer.It is to the absolute and scandalous neglect that has allowed the mud to aceu- mulate to such an extent as to be absolutely inimical to the shipping interest, whose representatives are loud and persistent in their complaints of an administration that allows such things to be.Said one gentleman in conversation, the other day.Never was the harbor of Montreal in a more disgraceful condition than it now is.Instead of the Commissioners seeing that there is a proper road bed is maintained, they allow any temporary repairs to be made with material that rapidly grinds into powder, thus causing in summer the the immense clouds of dust that are continually flying in dry weather, and is the foundation principle of the mud which iin wet weather not only interferes with traflic, but is the means of damaging thousands of dollars worth of property which must be discharged into it for want of proper accommodation for its reception.While itjis admitted that most of the line companies have their own gheds alongside their vessels ; there were other vessels which were not so provided, and both in discharging and taking on cargoes they are placed at a very great disadvantage.Among the cargoes taken on here, which could not fail to be badly injured, there is mentioned the item of phosphates, which, the moment they are dumped into the mud, as they are obliged to he, are seriously deteriorated.There are other articles which will suggest themselves to the readers as being liable to injury, and that the administration of the Harbor do not see the mischief that is being done, speaks badly for their foresight and their appreciation of their duties.It has been stated by those who are competent to give an opinion, that so great has been tho neglect of the wharves and the approasiiss to them, that it can not be long befure they must be entirely renewed, and when that day arrives it will not be a few hundred dollars that will suflice to make up for the years of ne- gle-t, but a cool million will in all probability be needed._m \u2014\u2014\u2014\u2014\u2014 STUDENTS AND THE POLICE.The conduct of college students at the Academy of Music on Monday night was the subject of universal discussion in the city yesterday.While it was conceded that a certain amount of license might fairly be taken by students in a theatre without giving offence to the rest of the audience, the students\u2019 songs, as a rule, being agreeable to the majority of those who compose theatrical audiences, yet it is held that the throwing of fire-crackers on the stage was an unpardonable offence.Only very thoughtless or very reckless young men would have ventured to resort to such a dangerous pastime.Had the fireworks failed to explode just where they did; had they dropped among the inflammable matter in the precincts of the stage, and had a panic been the re- sult\u2014as might readily have occurred\u2014 the young men would never have forgiven themselves, nor would the citizens have forgiven them.We are confident that the great majority of students can have no sympathy with such reckless conduct, and it is to be hoped that we may never hear of a repetition of such an offence in our city.As regards the conduct of the police, within the Academy it appeared to be all rizht.As to their acts outside of the building accounts differ.It is alleged that in their endeavors to break up the crowd of students who had possession of the street in front of the building, they struck citizens indiscriminately, and that several actions against them for assault have been taken out by private citizens.If they are fairly chargeable with such blundering\u2014and the enquiry at the police court will settle that point\u2014it is greatly to be regretted, although not surprising in view of the general management of the force.The citizens as a body desire to give all necessary moral support to the police in the discharge oftheir duty, and it is unfortunate when it becames necessary to withhold that sympathy from them.That the police have a right to deal vigorously and fearlessly with all public disturbers, including college students when these are offenders, will not be gainsaid in any quarter;
