the other great “ English-speaking nation, but with all “ ather lands as well, which shall hence- “forth and forever secure to these na- “ tions the blessings of peace and good “ will,” they must have been conscious that if such a beneficent arrangement could not be effected with the United States, it could not be with any first rate power. They must have realized that to France, Germany or Russia such a proposition would have been in vain, and that without their assent to such a tribunal as would arise, the whole thing, 80 far as Europe is concerned, would be a farce. They must therefore have been disappointed with the President’s answer. He said :— “Tam sorry to be obliged to confess that the practical side of this question has received but little of my attention.I am reminded, too, that in the administration of government difficulty often arises in the attempt to carefully apply ideas, which in themselves challenge unqualified approval. Thus it may be that the friends of international arbitration will not be able at once to secure the adoption in its whole extent of their humane and beneficent side. But such a great progress should be made by a sincere and hearty effort.I promise vou a faithful and careful consideration of the matter, and 1 believe 1 may speak for the American people in giving the assurance that they desire to see the killing of men for the accomplishment of nativnal ambition abolished, and that they will wladly hail the event of peaceful methods in the settlement of national disputes, su far as is consistent with the defence and protection of our country’s territory and with the maintenance of our national honor, when it affords a shelter and repose for national integrity and personifies the safety and protection of our citizens.” Even the Emperor of Russia or a Jingo Prime Minister of England might have said as much. When the “ defence and protection of our country's territory,” and the maintenance of national honor does not afford sufficient pretext for a desired war, war itself will have becoine one of the lost arts.Even a dog does not go to war unless it is in defence of his proprietary rights in a bone, or to enforce that deference which Le considers due to his prowess, and which it is therefore a point of honor to insist upon.We do not believe that the President could with propriety have given any other answer. What is the use of a treaty that cannot be made binding except by an exaggerated occurrence of that which it is designed to prevent? If a signatory nation should declare that any given award was obviously unjust to it, and would not be observed, what is to happen?Either the war which the treaty was designed to prevent, or a manifestation that the treaty was an empty formality, and if it suited Russia, and France and Prussia, for example, to adopt a certain course in Europe, of what use would Belgium's appeal to arbitration be?While human nature remains as it is, and the world is divided into kingdoms, republics and nationalities, of different languages and religions, and with the same desire on the part of each to get the cream and give someone else the skim milk, the ultima ratio must remain a possibility in the background. What is wauted is the millennium, and there is no indication of that promised state of things being close at hand. Moreover when it comes there will probably be no occasion for treaties.—————— THE WAY THEY DO 1T.According to an interview published in an evening paper, Mr.Therien, M.P.for Montcalm, is anxious about the political situation in that constituency.Mr.Taillon, e says, is to be raised to the Bench, and he will not venture to predict that a Conservative can be elected for the vacancy, especially if the Liberals put a strong man in the field. He then says:— “My constituency is by.no means a Conservative one, as is generally believed, and if the Federal authorities do not immediately fulfil their promise to construct a railroad from St.Lin to St.Jacques L’Achigan, to connect with the St.Jerome road, their candidate will surely be beaten.I have also every reason to fear that I will not be returned at the next general election.” As Mr.Therien is a Conservative his prediction of coming disaster tu the Conservatives in that constituency is rather interesting. His warning to the Domin- lon Government that they must build that road or suffer the consequences of d feat, is well calculated to remind the public of what a prominent Presbyterian divine, and a Conservative at that, said in reference to the wholesale purchase of constituencies by means of railway subsidies.Mr.Therien plainly states the case—that the constituency of Montcalm ‘8 only t> be kept in line with the Conservative party ut the expense of the taxpayers of the Dominion. In other words, if the Government wants to retain the support of Montcalm they must pay for it.Mr.Therien doubtless un- derstands and appreciates Sir John's ! specting some of v hich Rev.Principal | Grant, of Kingston, said, “as well de- i fend Sodom.” ! 0 WHAT MR.CHAMBERLAIN HAS DONE.The Gazette is delighted at finding an American newspaper that commends Mr.| Chamberlain’s appointment as Chief Jummissioner at the Conference soun to : be held at Washington in the Canadian fisheries question. It quotes the Boston Ferald here, and the Boston Jer- | ald there, as if the approbation ! of that jourral should silence all objec- : tion. For itself it is in ecstacies with Mr.Chamberlain.Me has taken upon himself to say that Canada shall not—for ; his language was imperative,—stay in ; the Empire if its Parliament adopts commercial union with the United States, and the Ga: tte, with the other restriction- ists, is made happy by the support from this unexpected quarter. But it is quite useless on the part of any ; restrictionist Lo cloud over, as the Gazette | is trying to do, the objection to Mr.| Chamberlain, by raising the question of | bis right to deal with the Irish guestion in England ss he thinks right. The fact that he is detested by the Irish people may or may not have anything to do with the question of the Canadian Fisheries, but the circumstance is not one calculated to assist him in negotiations that must come before Congress for ratification. But that is not the main point.Mr.Chamberlain has taken Canada by the collar, so tospeak, and shaken her, coupling the shake with the threat: Let me hear no more of free trade with the United States, to the detriment of Birmingham screws and othier manufactures, or I'll put you out of the door. But as free trade with the “United States happens to Le one of the propositions Canada is seriously considering, considerable annoyance is {elt at Mr.Chamberlain's ill-judged remarks He practically tell the United States that any proposition for Commercial Union will be regarded by him as an attempt to seduce Canada from her allegiance.Such an intimation from the envoy of Great Britain cannot fail to check any disposition of American statesmen to propose such trade relations as a way of ending the fisheries difficulty. They are not likely to invite a snub from Mr.Chamberlain.They have said time and again that they have no political advances to make to Canada and it is not likely that they will lay themselves open to any implied charge from Mr.Chamberlain.So that it comes to this, that the solution of the matter which the majority of the people of Canada would most prefer, is made difficult, if not at present impossible, by the action of the man who has heen selected to conduct the case in Canada’s interest. It is alleged that Mr.Chamberlain spoke at Sir Charles Tupper’s prompting, and if such be the case it merely shows that the member for Birmingham has already put on the livery of Ottawa. We lave some doubt about this, but whether it be true or not, the fact remains that, he has practically shut one of thie must promising openings for a full and satisfactory arrangement of our affrirs with the United States.——————— eee MISSED.1t appears almost certain that the proposed Red River Valley Railway will not be built this year. The city of Winnipeg made some advances towards finding the money which Mr.Norquay said he required, but at the lasi moment a portion of the citizens’ delegation, who seem to lave been urging the city to assist, proposed conditions to whicli the contractor would not agree, and the negotiation was broken off.A telegram from Winnipeg states that * some of the delegates had “ulterior objects to serve, and hence “raiged the objections which caused + the stoppage of negotiations.” ‘There is a certain family resemblance in all movements of this kind in Winnipeg. The thingy whatever it may be, is wound up to tl.e highest pitch and is making any nura- ber of revolutions a minute when some one behind a screen pulls out a pin and there is a whiz, a fizzle, and a collapse. We do not, of course, understand how’ the building of the Red River Valley road this year was intended to greatly assist the farmers of Manitoba, seeing that it could only serve a very limited number on the south side of the Assini- boine, and could have no connection with any of those lines that tap the principal farming districts. But tLe moral of the incident is that when a community intends to ride the tallest kind of horse, and consult their own imagined interest exclusively without considering that of any of their neighbors, it is well to be sure that their steed will carry them quietly at the critical moments.— DEATH FROM COAL GAS.The public would like to have something more definite in regard to the party to blame f r the death by suffocation of the servant in the house on Beaver Hall Square. It was given out by persons about the house that the two girls had turned the damper in the pipe which passed through their room, but this is denied by the survivor. The damper appears to have got turned, but oy what means is not known. It is now alleged that the furnace was notsufficiently bricked up, that this work was left unfinished, although the fires were lighted; and it is suggested that this had something to do with the great quantity of coal gas which found its way into the servants’ room. Some of the jurymen seem dissatisfir d with the haste in which the coroner’s inquest was conducted, aud they are letting this be understood through the newspapers, although the the time for such complaint to be of any service has passed away.If any juryman desires fuller information than the coroner is placing before him he should say so at the time, and, if necessary, he should decline to join in a verdict until his mind is fully satisfied on all points. In eight cases out of ten coroner’s enquiries are little better than farces but for this the jurymen are quite as much to blame asthe coroner. In the case here referred to, anybody could tell that death had been caused by suffocation from coal gas; but the respousibility for such a fatality the jury appear to have kept away from. There ought, in a case of this kind, to be means provided for rectifying any errors or supplying omissions on the part of the coroner and his jury, and the law officers of the Provincial Government would seem to be the proper parties to move in such cases.| Come MR JEANNOTTE, when are we to have the city hacks legibly numbered, so | that when a person is run over he may be able to see who did it ?> Tre Haldimand election is about to be lield, and Mr.Laurier is Penitentiaries, will inspect the St.Vincent de Paul penitentiary next week.If there is anything wrong at St.Vincent de Paul, and things have not always been as they should be at this establishment, we should imagine that to announce the date of the Inspectur's coming is not the way to ensure its detection. That such establishments require watching is shown by the appointment of an inspector, and if his visits are to be of much value they should be made at times when he is not expeeted.Common sense, to say nothing of experience, should prompt the way in which such supervision ought to be ex- ervised.THE CELEBRATED Stanley Dry Plates! are now made in Montreal, and are sold at the following prices: 3} x 4t.….$0.45 8x $ 2.40 41 xX 5 w.6 10 x 3.80 44 x 5).11 x 5.00 4} x 6 14 x 00 4 x
