that will walk up to any strangers, she never has been.Wilma has to know you before she will trust you enough to let you pat her or give her attention.She is still hoping for someone to give her the is turning to the local population to help him do it.\u201cWhen I was kid in the Lac-Mégantic region, we could see hundreds of swallows all over on the countryside,\u201d Gauthier recalled, \u201cIn the same region today, there are hardly any swallows left, and I find that really sad.\u201d Noting that local swallow populations have decreased dramatically across the province since 1980 due to a combination of climate change, pesticides, and habitat loss, the concerned citizen said that he started to build bird houses specifically for \u201cthe little angels\u201d about ten years ago as a small way to help out.BR: Gauthier wants to save the Fire damages historic Record Staff SHERBROOKE n electrical failure is being blamed Ar causing a fire that damaged a istoric Dufferin Street building in Sherbrooke.According to Sherbrooke Prevention officials, the fire began in the basement and caused damages estimated at between $250,000 and $300,000 to the building that housed the historic Magog Hotel.Automatic sprinklers installed in the building helped to limit damage during the Tuesday morning fire.Today, Gauthier is focusing his efforts on the riverside property that Chris Hornibrook purchased in Lennoxville last year for the Foundations for Farming project.\u201c(Gauthier) is quite committed to restoring the bird population, and the particularly the swallow population in the area,\u201d Hornibrook told The Record.\u201cHe\u2019s a good guy.\u201d The Foundations for Farming organizer said that Gauthier reached out to him while the farm site was being renewed and prepared last year and the two quickly discovered that the property is already a popular location for birds.\u201cAt one point we saw birds going into the old chimneys and that caught his fancy so we called Oiseaux Quebec and Just before 6 a.m.passers-by observed smoke in the four-storey building, which houses the Le Magog, Le Duplessis, and L'Otre zone bars, a hairdresser, a convenience store and lodgings.The age of the century-old building made it more difficult for Sherbrooke firefighters who arrived to find smoke, and flames coming out of the roof.As there was smoke on the ground floor, this implied that the fire had spread on all floors.Authorities are crediting the alarm system and automatic sprinklers with delaying the spread of the fire to the they came in and did an assessment,\u201d Hornibrook said.\u201cThey recommended that we become a sort of a sanctuary for this population of birds that are dying; Chimney swifts.\u201d The farmhouse chimneys are now two of only 400 left in Quebec that attract the birds every year, and have a special status with the organization.\u201cWe\u2019re recognized by Oiseaux Quebec as what they call a destination point,\u201d Hornibrook said, adding that the mission of conservation fits in well with the sustainable and restorative mission of the Foundations for Farming program.Working together with Foundations for Farming on their site, Gauthier said that he simply wants to install as many bird houses as possible by inviting peo- Dufferin St.upper floors.Firefighters also faced complications due to a greasy deposit in the ventilation ducts, which helped spread the blaze.Fewer than a dozen people occupied the units on the upper floors of the building that once housed the Magog House, one of Sherbrooke's premier hotel establishments until the mid-20th century.The residents were evacuated quickly.According to the Sherbrooke Historical Society, the Magog House was built at this location in 1836 on the road all these little heads, side by side on the electric wires,\u201d Gauthier said.\u201cI just want to do my part in order to help those little angels.\u201d building served as a relay for stagecoaches.Before adopting the name Dufferin, the street was called Commercial Street.The building was rebuilt in brick in 1902 and served as a hotel until 1970.The Magog House has hosted several famous clients over the years, including Governor- General Charles Poullet Thomson, 1st Earl of Sydenham and strongman Edouard \u2018the Giant\u2019 Beaupré.It also hosted on several occasions a negligence causing the death of 47 people on July 6, 2013 before a jury composed of twelve citizens, over which Dumas will preside.Three days were set aside earlier this week to discuss pre-trial motions on the admissibility of certain evidence.A publication ban precludes disclosure of the evidence in the motions.Harding is represented by Sherbrooke lawyer Thomas Walsh and Charles Shear- son, all things designed to send shivers through middle-class society and its concept of propriety.The prohibition campaign even affected the drug of choice of the dominant group - alcohol - in the brief and rather tragic experiment that was prohibition - with all its puritan, class, and nativist characteristics.That experiment ended in spectacular failure with prohibition\u2019s repeal in the early 1930s, its only lasting effect being a powerful organized crime network, increased consumption, regulations, age limits, and marketing boards.In spite of a relative relaxation of the repression of alcohol, the war on drugs continued unabated.As the weed was relatively unknown in mainstream Canadian society, it continued to be classified along with far more dangerous substances like heroin and cocaine, and - as a symbol of radicalism and alternative lifestyles \u2014 its continued demonization proved useful in Tomi the Liberal Government Smoke \u2018em 1f ya got \u2018em the Cold War as its use was conflated with loose morals, poor judgment, and a pathway to the devious subversion of International Communism.When the brush-cut conformity of 1950s America began to unravel into the cacophony of counterculture activism in the 1960s.marijuana became one of many symbols of youthful rebellion and became highly politicized in the process.As its use began to explode among previously protected white middle class youth, society began to re-examine recreational use of the drug, largely as the exaggeration and absurdity of the propaganda diffused by the state became apparent.For young people, this became an excuse to doubt all claims of drug dangers, helping to spread, rather than diminish, the use of other, far more dangerous substances.Its prohibition also made this diversification of recreational drug use far easier as the person who sold the pot was just as likely to be selling coke, speed, LSD, or any of the other substances that suddenly began to flood mainstream North American society.Prohibition also deprived the state of ay effective means to ensure quality or protect children.When the Le Dain Commission recommended the decriminalization of the possession and cultivation for personal use of cannabis in 1972, there was a general consensus among the population that, although it might not be harmless, it posed far less of a threat to public health than the readily available alcohol, and that creating felons out of its casual users represented a huge miscarriage of justice, not to mention societal hypocrisy.The potential revenue associated with state controlled distribution also began to make its implications felt.It\u2019s been 45 years since Gerald Le Dain\u2019s commission made its rather naive suggestions and they have been largely ignored ever since.But times have changed.The negative impacts of cannabis prohibition - has been linked to the emergence of schizophrenia and other mental health issues.On the other hand, others indicate that it can have significant benefits for those suffering from anxiety, seizures, some forms of cancer and any number of heretofore untreatable ailments.Although the federal government will assume the responsibility of establishing quality controls and purity standards, it will be up to the individual provinces to work out their own approaches as to details \u2014 much as they currently do with regard to alcohol.Although the federal government will declare 18 to be the minimum age requirement, each province will be free to establish its own, as well as their own regulations with regards to distribution, retails sales, and taxation rates.Although this allows each jurisdiction the freedom to establish its own regional set of rules, it also frees the federal government of the expense and political consequences of enforcement.It also opens the door to the kind of inter-provincial competition that currently colours the trade in alcohol and tobacco.The next generation of Canadians will grow up in a world where cannabis is part of the norm and the variety of provincial regulations will -
