Non-commissioned Officers and Privates, of the late Six Battalions of Select and Embodied Militia of this Province, who served in the last War with the United States of America, and of such as marched 10 the Frontier and are entitled to obtain Grants of the Waste Lands of the Crown, were required to bring forward their respective Applications and Claims for such Grants on or before the first day of May next: And whereas the House of Assembly of this Province has, by an Address presented to me, on the nineteenth day of March last, prayed that the time limited for bringing forward such And whereas by an Act passed in the Fourth Year of His Majesiy\u2019s Reign, intituled ** An Act to authorize His * Majesty,under certain circumstances, to regulate the \u201c dunes and drawbacks on Goods imported or exported *\u201c jn Foreign Vessels, and to exempt certain Foreign \u201c Vessels from Pilotage \u201d ; His Majesiy is authorized by and with ibe advice of His Privy Couvcil,or by His Majesty\u2019s Order or Orders in Council, to be published from time to time in the London Gazette, whenever it shall be deemed expedient, (olevy and charge any additional duty or duties of Customs, or to withhold the payment of any Drawbacks.Bounties or Allowances upon any Goods, Wares or Merchandize imported into or exported from the United Kingdom, or imported into or exported from any of His Maje-iy\u2019s Dominions in Vessels belonging to any Foreign Country, in which higher duties shall have been levied, or smaller Drawbacks, Bounties or Allowances granted, upon Goods, Waresor Merchandize, when imported into or exported from such Foreign Country in British Vessels, than are levied or granted uvpon similar Goods, Waresor Merchandize when imported or exported in Vessels of such Country ; Provided always that such additional or countervailing duties so to be imposed, and Drawbacks, Bounties or Allowances, so (0 be withheld as aforesaid, shall not be of greater amount than may be deemed fairiv to couniervail the difference of duty, Drawback, Bounty or Allowance paid or granted on Goods, Wares or Merchandize imported into or exported from such Foreign Country in Briti:h Vessels, more or less than the Duties, Drawbacks, Bounties or Allowances, there charged or granied upon similar Goods, Wares or Merchandize imported into or exported from such Foreign Country, in Vessels of such Country.\u201d And whereas British Vessels entering the Ports of the United States, fiom the Ports of His Majesty?s possessions in America or the West Indies, with cargoes consisting of articles of the growth, produce or Manufacture of the said Possessions are charged with a Duty of One Dollar per Ton for Tounage Duties and Light Money, and a discriminating Duy of Ten per Cent, is charged on the Cargoes of sueh Vessels, io which Vessels of the United Siates and Cargoes of the same description entering the Ports of those States from the Ports of the said Dominions are not subject ; His Majesty, by virtue of the l\u2019owers vested in him by the said last recited Act,and with the advice of His Privy Council, is pleased to Order, and it is hereby Ordered, that from and afcer the date of this Order, there shall be charged on all Vessels of the United States, which shall enter any of the Ports of His Majesty\u2019s Possessions in America or the West Indies with articles of the Growth, Produciion or Manufacture of the said States, a Duty of Four Shillings and three pence, Sterling, for each and every Ton Burthen of such Vessels equal as neariy as may be to Ninety-four Cents of the Money of the United States, aud being the difference between the Tonnage Duty payable by Vessels of the United Sialesand British Vessels entering any of the Ports of the said Uuited States from any Ports of His Majesty\u2019s Dowinions iv America or the West Indies above enumerated, and further an addition of Ten per Cent upon the Duties set forih in Table C above referred to, on any of the articles therein enumerated which may be imporied in any such Vessel of the said States, such Duties to be levied, collected and applied in the same manner and to the same purposes as the Duties levied under the Authority of the said Act of the Third Year of His Majesty\u2019s Reign, And the Right Honeuravle the Lords Commissioners of His Majesty\u2019s Treasury are to give the necessary directions herein accordingly, (Signed) JAS.BULLER.ANNO QUARTO GEORGII IV.REGIS.CAP.11I.An Act io amend an Act of the last Session of Parliament, for regulating the Trade between His Majesty's Possessions in America and the West Indies and other Parts of the World, [7th March 1823.1 HEREAS by an Act passed in the Third Year ot the Reign of His present Majesty, intituled An Act to regulate the Trade between His Majesty\u2019s Possessions in America and the West Indies and other Parts of the World ; and by Schedule B.annexed thereto a Duiy of Seven Pounds Ten Shillings is payable for every One hundred Poundsof the true and real Value of Brandy imported into His Majesty\u2019s Colonies, Plantations, or Islands, in America or the West Indies, from Ports in Europe or Africa: And whereas it is expedient to make Alteration in respect of the said Duty ; be it therefore enacted by the King\u2019s most Excellent Majesty, by and with the Advice and Consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the Authority of the same, That from and after the passing of this Act the said Duty shall be and the same is hereby repealed, and thatin lieu and instead thereof there shall be riised, levied, collected, and paid a Duty of Customs of one shilling for every gallon of foreign Brandy imported into Canada, Nova Scotia, New- Brunswick, or Newfoundland.from any foreign Port in Europe ov Africa, or from Gibraltar, Malta, or the Dependencies tuereuf, from Guernsey, Jersey, Alderney, Sark, ov Man in addition to any Duties which may be chargeable upon the same under and by virtue of any Colonial Act; and this, we hope, will be done without prejudice or anv undue partiality.As the * Quebec Gazetie\u201d assumes an official shape, and in some measure may be considered the organ of the Government in this Province, it will naturally be supposed that we are prepared to maintain, from heartfelt conviction, the adinira- ble principles of the British constitution, as esta b- lished in Church and State.That venerable fabric has been too long the theme of eulogy among Britons to require from us more than this passing notice of our unqualified attachment.We approve as sincerely the policy which governs every branch of [lis Majesty's Administration at home; and in lending our feeble aid to its support, we fecl that we are promoting the cause of truth, of social order, and of loyalty\u2014loyalty in ils genuine sense, not only of personal devotion to the popular and accomplished Sovereign whose subjects we are, but of rational attachment to the laws and institutions of eur country.With respect to this Province, while we avow our entire confidence in tie wi-dom and integrity of the Lxecygive, we assure the public we are unhiassed by any other feeling than that of av ardent zeal for the real welfare of the Canadas.We, therefore, do not contemplate that we shall ever have occasion to vindicate measures which tend to ensure it 3 but we shall feel it our duty to point out the real bearing of any quesiion that may arise upon such measures, to divest them of misrepresentation, and to Jay them before the judgement of the public in so single and clear a light, that no shadow of suspicion or jealousy shall cloud their pnrity, and impede their good effect, Our readers, however, may be assured that no opinions of our own shall be needlessly obtruded upon them : it may be our duly occasionally to controvert an crroncous or a mischievous statement, and to explain, in justice, the real intentions and views of the Ixecutive, should they be unfortunately misunderstood, or more unhappily misrepresented.Having premised so much, we shall claim for ourselves the title of a warm friend and defender of Canadian rights and true privileges, with as much earnesiness as any of our contemporaries, In all that concerns the internal improvement of the Province we shall ever take a lively interest: with reference to the blessings of widely diffused education, we humbly proffer our best services; and the public may rely, since at present we can only make professions, that uo exertions in our department can he expected frown us which shall not most cheerfully be accorded, \u201cWe conceive that all that is morally good in socicty may be effected by a diffusion of judicious instraction, and we hold ourselves bound to use our best endeavors to excite and foster into maturity the rising spirit of improvement, which with proper direction will soon place this Province on a footing of equality with the proudest civilized state, Ou Foreign politics we feel great regret chat we shall be under the necessity of differing in many respects with some of the Journals of this Province, for which individually we entertain the highest respect, and to whose dicta the public has probably been in the habit of paying considerable attention, It pains us to say that we may have occasion to give a very dillerent view of some portions of continental policy, and to enter our protest against some doctrines and some expression-, if repeated, which have been not little repugnant to our teelings as subjects of an ancient Monarchy.But we trust that while we, honestly and fearlessly, shall not fail in our duty in this respect, the public will be convinced that we are as open to really liberal sentiments, as any of those with whom we may differ;and we hope we shall excite no prejudice, if we are somewhat less disposed to he led away by what we cannot helo considering popular error, while we allow its too great prevalence to be its best apology.These are the views with which we intend, in common with the other respectable Journals of the Province, to become candidates for public favor.Asan ad vertisine medium, as à vehicle of news, foreign and domestic, the best arrangements will speedily be made to entile the new ¢* Quebec Gazette\u2019 to march in the first rank \u2014 The most credible papers will be imported from different parts of the Empire, and the Inhabitants of these Provinces will no longer be under the necessity of reading European political occurrences recorded in the selections, and accompanied by the comments of American Editors, We mean no disparaging allusion, but we huve always thought it singular (hat the editorial remarks contained in the papers of the United Statesshould much more frequently find their way into the columns of Bri- ti-h papers in this Province, than the originalstatements of the respectable London papers from which the articles are in the first instance derived.Should this circumstance proceed from the scarcity of British papers received in Canada, we cun only say that our future arrangements will relieve us from the necessity of so acquiring our information, The most eminent periodical works of the day will be received by the Editor, and a general summary of their contents always given, with a particular notice of any important article, So that it will hereafter be found, that the new \u2018* Quebec Gazette\u201d will not be merely amedium for official and other advertisements, but frequently deeply imbued wiih classical literature and beiles letters : Dilys servet odorem ! It only remainsto explain, that neither the present form, nor construction, nor matter of (he paper now presented to the public ought to be assumed as a specimen of what is intended to be the ** Quebec Gazette.\u201d The necessity of immediately providing for the publie service, as far as official advertisements are concerned, rendered it desirable to publish (he Gazette as soon ns possible, without waiting for anew and extensive estab- Hshiment, which at this season it would have been difki- cult to form.The assistance, therefore, of the Proprietors of the Quebec Mercury, under the sanction of Government, was sought, and kindly granted ; and a legal authority to print the Gazette, and to publish it from their office bas been obtained from the proper source.For the present, then, public, and we understand that its favorable opinion his been pronounced in so unequivocal a manner by the accumulation of subscribers, that the Proprietor is justified in persevering.The original papers in this Magazine have not only the merit of good execution and judicious choice of subject, but that of being calculated, if persevered in to fill a chasm 1a the local history of this Province,
