Ship Minervs, Capt.Dare, from l'iyMouTEH, has brought papers to the 9th of July, inclusive.We have been favored with files of the Courier and Star to that date, but owing to the short time allowed us our extracts must be limited.The most important and the most novel intelligence is contained in the Courier of the 9th July, now before: us.It appears that the Kimgof Portugal has made a request to Great-Britain for the assistance of foreign.troops.The Morning Chronicle pretends that this ree quest has been acceded to, and that Portugal is to be occupied by a British force.We subjoin the sermsible- remarks cf the Courier : « We have glaoc.d at the difficulties which are connected with the request of the King of PorTU - GAL to this country for the assistance of foreign troups.These difculties, we have reason to believe, are of a nature very different from any that have been surmised by our contemporaries, The question that has been raised, is not so much what description, or what amount of force should be sent, nor how the Consequent expences are to be detrayed ; it embraces consideraiions of a much h-gher character.There must be, of course, every disposivon oo the part
