they have been three times within the city bounds, when all the inhabitants fly Into their houses, and barricade their doors.Were these Monteneros under good leaders, they could occupy this city at an time for a day, and night rob and cut the throats of the inhabitants before the garrison of Callao could come to their relief.The famous black Colonel, Bolivar, who commands about 500 of these desperadoes, or Monteneros, has come over with bis band and joined the royal cause.\u201d RIOT AND REBELLION.From the Providence Beacon of Oct.23.We are sorry to say that this community, which has always been distinguished for the purity of its morals, and for its domestic felicity and repose, has for the two last weeks been disturbed and disharmonized by riot and rebellion.On Sunday evenin last, the centre of the town presented a scene of tumult and disorder, and a most furious riot took place, between our black population, and a hody of whites, which eventuated in the loss of blood and reputation.J ; On Monday evening, we were again thrown into a state of confusion by a similar transaction, differing from that of Sunday evening by its desolating and wicked consequences.Early Monday morning, an infamous placard was posted on the Flag Staff at the Bridge, calling upon all who were disposed toriot and rebel to meet at that place, at 10 o'clock the succeeding night; and long before the arrival of that hour,a mob comprising four or five hundred persons had assembled, and at the word of command took up its line of march for a small hamlet, situate at the northern suburb to the town, populated principally by blacks, who located themselves in that uarter, to avoid any intercourse or correspondence with their hostile white neighbours.When arrived at thespot,a most furious attack was made upon the unoffending and unsuspecting inhabi- wants, many of whom were engaged in convivial sports and rural games, and in the short space of four of five hours, eleven dwelling houses were levelled with the ground.; ; The infuriated and mis-guided mob, not content with prostrating the dwellings of the unfortunate being upon whom their vengeance was vented, commenced general destruction among their goods and chattres, destroying every thing on which they could lay their poltuted hands.The destruction was general, unlimited and without discrimination, save only in those instances where the mob was brought up with ¢¢ Rum,\u201d orby the inebriating cup were diverted from their unhallowed designs.The next returning sun presented to beholders, a scene at which humanity revolts with detestation and dismay, and at which the heart sickens, and from the contemplation of which the mind gladly retires.The hamlet which buta few hours before bore a smiling aspect, and through which the hum of innocent festivity had been heard, was now silent and forsaken, and the ruins or what it was barely told the spot where it had existed.It wasindeeda lamentable and sorry sight, and the town in this instance, bas incurred an indel ible disgrace ; anda monument of infamy has thus been erected, to perpetuate the atrocities committed by an abandoned and profligate mob.mes From London paper s received at Philadelphia to the 18th.September.DESPERATE ATTEMPT BY THE PELEW ISLANDERS.The Syren, South Sea whaler, capt.Frederick Coffin, arr.on Thursday evening last, at Deptford, after a voyage of 25 months, having left Gravesend, August 2, 1822.She was originally built as a pleasure yacht, by the command of Bonaparte, and has had great success, having returned with three hundred and twenty tons of oil.During the passage out, on Easter Monday, March 31, 1823, while oft the southernmost of the Pelew Islands, under a lively breeze, several large sailing canoes appeared in sight, which increased in number to near 30, each having from six to ten on board, upon which the Syren slackened sail, and on approaching many of the natives called out, as through motives of inquiry, « English ?English?\u2019 and being answered in the affirmative, they came alougside, and with tolerably correct pronunciatien, repeated, ¢ Give us a rope,\u201d this was complied with, From the generally reported mild and pacific demeanor of these people, who, to the number of about one hundred, quickly crowded the deck, civilities were exchanged in apparently the most friendly manner, and as they brought few provisions with them, and no articles of curiosity, the crew commenced bartering for their spears, with which they were armed, and with which they seemed to part reluctantly.At this time the vessel continued under easy sail, the canoes closely accompanying them, to their companions, in which those on board seemed in no degree anxious to return.\u2014The mate; who felt a little distrust from their superiority in number, the crew being only thirty-seven, communicated his opinion to the captain, who instantly coincided, and gave orders to crowd more sail, thinking it would induce them to depart.This appeared to occasion some little dislike, and in a few minutes after, while Captain Coffin was in a boat lashed to the side, giving orders to that effect, two of the natives at a pre- concerted signal, it is supposed, suddenly seized him, and endeavored to throw him into the sea, while a general attack was commenced on the rest of the crew.The Captain disengaged himself, succeeded in gaining the deck, and calling aloud that their lives and the safety of the ship depended on desperate fighting, a fierce engagement ensued.Those of the natives who in traffic had parted with their spears, were assisted with others from the canoes, or availing themselves of the harpuons, which with great dexterity they broke to a suitable length, while others gaining the whaling spades, usedin digging inte the fish when caught, continued a most furious attack ; notwithstanding the disparity, the crew succeeded in driving them to the stem of the vessel, where they leaped overboard and regained their canoes.It is worthy of remark, that when any of the natives were wounded, orstunned by being knocked down, they were instantly thrown by their comrades into the sea, where they either swam or where picked up by their companions, who frequently attempted to accompany them to return, but where always repulsed in endeavouring to get up the sides, and throughout encouraged them by loud cheering.On their quitting the Syren, the crew commeuced firing, and though greatly exhausted, having a ready supply of ammunition, it was kept up while within musket shot, but with what effect is not known, asseveral they supposed killed, from their falling into the water, were seen to rise and regain their canoes ; nearly the whole of the ship\u2019s company were wounded severely in this attack ; the effects of which, notwithstanding the unremitted exertions and skill of the surgeon, several will never, it 1s feared, entirely recover from : and it is tobe regretted thatthe carpenter, named Joseph Caulfield, who fought most courageously, lost his life by a blow from the whale spade, which nearly severed his head from his body, as did William Warrer, boat stearer to the second mate, who was speared most dreadfally throughthe body ; several of them gave a favourable idea: of his heart.The Parisians liked the free and open air of this Prince, regarding it as an attribute of the Franchi character, andshewed real affection for him, 0 THE QUEBEC GAZETTE.In a work of that time, there is to be found a reply which does honour to tho Prince\u2019s humanity.The question was respecting the treatment of prisoners: the Comte d\u2019 Artois insisted that their adversity shoafd be respected; that men who were only accused, should not be made to undergo the treatment of culprits convicted by the Laws.The matter is thus related :\u2014The Abbé de Besplas, a celebrated preacher, delivered a sermon before the King, the subject of which was On the marks of Charity in a King, in which was a passage upon jails, which made a most lively impression; the Abbé remarked, amongst other things, that ¢¢ a place of security cannot without flagrant injustice become the abode of despair.\u201d\u2019 He feelingly described the loathsome dungeons in which prisoners werè confined, previous to as well as after their trial; so horrid, he said, were these infectious dens, that the prisoners blessed the moment which led them to execution, relieving them from greater sufferings, and concluded with these words : « (reat God, can there be under a good Prince, subjects who long for the scaffold ?Blessed be this immortalday ; I have fulfilled the wish of my heart\u2014that of depositing this weight of grief in the bosom of the best of monarchs.\u201d It was observed that the discourse had sensibly affected the King and his brothers.The next day a selfish and venal courtier remarked tothe Comte d\u2019 Artois that the Abbé de Besplas had complained improperly of the manner in which prisoners were treated in the jails, since it might be considered as a part of the punishment which their crimes deserved.The Prince interrupted bim indignantly, exclaiming, ¢ How is it known that they are guilty?that is never known till the sentence is passed.\u201d \u2014# Memoirs of Fouche, by himself \u2014We copy from the Courier the following notice of this work : \u2014 A publication has just made its appearance in Paris, which, as an historical work, must be regarded with great curiosity.We speak of Te Memoirs of Fouche, a posthumous work of that notorious character, Nine ears ago, when he was Minister of Police to Louis vir a short sketch of his life appeared in England, which, so far as it went, delineated him much more correctly than his own partial pen.It spoke of his atrocities in 1793 and 1794.It cited his own recorded statements of the Churches he had plundered, and the massacres he had perpetrated.These things he of course throws into shade.He declares that he was never a member of any of the Revolutionary Commit tees, This is true, as regards the Committees of Government in Paris ; but at Lyon he presided for many weeks in a Revolutionary Committee, which day after day slaughtered 60, 80, 100, 200, individuals at a time.In short, Robespierre himself was not a more sanguinary monster.But the actions of Fouche are wel) known ; and if they were not, we could not expect to find them faithfully related by himseif.His opinions on other events and persons are more likely to be impartial, and they are abundantly curious.He is not one of those who think that the Revolution was inevitable.On the contrary.he says, that if Louis XVI.had had the firmness to dissolve the National Assembly, he might have sate on his throne to this hour ; and he expressly declares that the Bastille would not have been attacked on the 14th July, if the Generals had done their duty on the 12th, After the murder of the henevolent Louis, the Government was seized by the National Convention.Let &shear how Fouche describes this power.\u2018\u201c It was a sort of monstrous dictatorship,\u201d says he, \u201c which grew out of the subversion of all order.and presented alternately the picture of Athenian anarchy and of Turkish despotism.\u201d The memorable 18th of Brumaire found Fouche Mi.pister of Police to the Directory.It is curious to observe him (unconscious as it were) exposing his own perfidy on this occasion.He knew all Puonaparte's intrigues to get possession of the Consulship ;
