August. We know not what credit to attach to it.] The Duke of Cumberland's resignation of his command in the Blues, and the circumstances which have led to it, occupy discussions at this moment in the military circles, to the exclusion of almost every other topic. The following account may, we believe, be received as genuine : — shortly atter the accession of his present Majesty, the Duke of Cumberland waited on the King to request that his Majesty would permit him, being his brother, to hold the office of Gold Stick in perpetuity, to which the King demurred, saying that he did not see how he could do that with propriety.as it was, and had always been given to the Colonels of the three Regiments, equally and in turn. The King added, that although the Duke was his brother, he did not consider the application to bim as regular, but that, if made at all, it should be made by him as Colonel to the Commander-in-Chief, and from the latter to the King. The Duke still urged his request and remarked, that he could not go to the Commander-in-Chief, because he was his inferior officer: when the King said he would speak ta or consult the Duke of Wellington on the subject which he subsequently did, andthe Duke of Wellington told his Majesty he was perfectly right ; that it could not be done ; and that all applicationsto the Throne, from the Colonels of the three Regiments, must come, and always had been made, through the Commander-in-Chief—at least it always was so while he had the honour to Hold that office No time was lost in acquainting the Duke of Cumberland with this result, who felt greatly offended, and wrote a very long letter to the King, stating his grievance, complaining bitterly that his request was not acceded to, and concluded by tendering his resignation to his Majesty of his commission as a Colonel of the Blues. The King immediately seut a GAZETTE DE QUEBEC.523 PP = very laconic reply, merely saying that he accepted it.‘ And remained his affectionate brother.”” Subsequently, the Duke of Cumberland went to Lord Hil, to assure him, that in what had passed he meant no personal disrespect to him as Commander-in-Chief which Lord Hill said he took for granted, and that he wus merely there to obey the orders of his Sovereign.which he hoped he should always be found to do.The Duke of Cumberland then turned on his heel and said, ** Well, the next time you hear of me, it will be most likely be as a Prussian officer,’ — Correspondent of the Times.fee His Majesty's Fleur de Lis won the gold cup worth 300 sovereigns, and 560 sovs, in specie at Goodwood races, beating a capital fleld of eight others, Zinganee and the Colonel also belonging to His Majesty ran second and third in the same race. The aggregate revenues of the English Parochial Clergy are stated, by a recent writer on the subject, to amount to £3,417,138, which being divided by 11,342 (the actual number of benefices in England and Wales), gives an average income of about £300 to each incum- ent.FOREIGN.The following is the speech of the Duke of Fitzjumes in the French House of Peers. The Duke of Fizjamesis a descendant of James have only taken 1wo oaths during my life ; the first, in early youth, to Louis XV IL.of blessed memory; the second, in 1814, to the Constitutional Charter, the principles of which had long been Chatelan, the Duc de Cuigny, Bordesoulle, the Comte de Chabrol, the Comte Marescot, the Prince de la Tremouille.Tue President then informed the Chamber that he had received other letters.by which M M.de Montmorency Laval, de Latour.Maubourg, Latour Dupin, and the Duc d’Havre Croy, declared they could not take the new oath, He asked the Chamber if they would have (hese letter: read, npon Prince de Polignac:— “ ST.Lo, August 17.“ M.le Baron,—Having been arrested at the moment of fly iug From the late deplorable events, and when 1 was endea.vourinz to emigrate into the Island of Jersey, I surrendered 10 the Provisional Committee of the Prefeciure of Le Manche, as the Charter did not allow the Procureur du Roi of the Arrondissement of St.Lo, nor the Juge d’ Instruction, to issue a warrant against me, Suyrposing that the Government has given orders for my arrest, it must be remembered that the Chamber «f Peers alone, according to the new as well as the old Charter, bas nu right to arrest a Peer of the realm.1 do not know what the Chamber will do in that respec, and if it will put to my account (he untoward events, which I regret more than any one the days of my prosperity, no on® can accu-e me of baving barbouredany spirit of revenge against those, who, perbups, took advantage of their fortune to persecute me in adversity; and, indeed, M, le Baron, what would be my fate if, in the midst of the turbulent age in which we live, the political opinions of those who are borne down by ihe tempest are considered as treason by those who embrace the opinion.of an opposing party ?“If Tam not allowed to retire to my own estate, I should be desirous of going to a foreign country with my wife & children. If, after all, the Chamber of Peers issue a warrant against me, I should wish to be imprisoned in the fortof lam, in Picardy, where I was detained during the long captivity which 1 supported in my youth, or in some spacious and convenient citadel.I prefer Ham to any other, as being most favourable to my bad state of health, not a little increased by the late unfortunate events. The misfortunes of an honest man are entitied to some consideration in France ; but at any rate, M.le Baron, it would be barbarous to drag me forth to the capital, at a moment when so many passions are in ferment against me, which time alone can appease.““ I have been long accustomed to see all my designs construed in the most odious colours.1 have exposed to you all my wishes, Monsienr le Barcn, and 1 beg of to communicate them to those who ought to know them, and also to believe me, &c.(Signed) Prince de PoLiGNac.« P.S.—I beg of you to Jet me know when you receive this letter. The President—It appears to me on this occasion the Chamber ought to nominate a commission, which will bring up this report at the first sitting. The Duke de Chuiseul opposed the nomination for a commission, because the Chamber was not judicially constituted.‘The Duke de Caze thought that the Chamber had always the right to order the arrest of one of’ its members, and vote for a commission, M.de Pontecoulant.—The Prince de Polignac bas not been arrested as a Peer of France, but as a Minister, the signer of ordinances.1 know not whether the Chamber has a right to mix itselt up with the question, but I do not oppuse the commission. The Chamber unanimously decided that a commission of seven members should be chosen.Lots were immediately drawn by the President, and it will make its report ot the next sitting.ante.A private letter fron Toulon gives important information from Algiers.According to it, Bourmont has refused to strike ithe white flag, so that all communication between the army and the character which was expected. They are, however, very loose and general. In Barcelona and Madrid, particularly, great agitation prevailed, but nothing like an insurrection is mentioned. The Accounts from Madrid are to August 15th, A letter from that capital dated the 14th says : — ‘¢ I have no doubt Spain has been represented to you as in an incendiary state ; but the fact is, that the following is a copy of the Presentment of the GRAND Jury of the District, at the last CRIMINAL TERM, and is printed by request : — DISTRICT OF QUEBEC.COURT OF KING’S BENCH— September Criminal Term. The Grand Jury beg leave to thank his honor the Chief Justice, for his very instructive charge at the opening of the term, and to request that his honor will be pleased to favor them with a copy of the same, that it may be printed for the instruction and guidance of His Majesty’s subjects in this province. The Grand Jury have much pleasure in being able to reiterate the expression of satisfaction contained in the Presentment of the Grand Jury, at the last criminal term of this district, as to the paucity of criminal matter which has been before the court, the bills found, being principally for offences that would he better suited for the cognizance of the Court of Quarter Sessions than of this Court. The Grand Jury have visited the common gaol of this district and found the same in a state of perfect order and cleanliness, and received, from the satisfaction expressed by the several prisoners of their treatment by the Gaoler, the best testimony of the faithful and zealous discharge of his duty : the Grand Jury feel it also their duty to express to the Court their approbation of the conduct and order in the building appropriated for the female prisoners, under the superintendance of Mrs.Hall, the matron. The Grand Jury, notwithstanding the many representations that have been made on the subject of Houses of Industry, in the several districts of this province, feel it their duty not to omit bringing it again before the Court, in the hope that institutions which would be the most efficacious preventive of crime will not be longer over.looked—and that the Court will give to the importance of such institutions the countenance and support that it may be able to bestow. And in thus bringing under the consideration of the Court, their recommendation of a measure for the prevention of crime, the Grand Jury feel it incumbent on them to present for the most serious consideration of the Court, and the authorities with whom on {aking the oath to the new order of things. He does J rests its suppression—that which is one of the principal 827 ee generators, and nurses of crime in this city—to wit : the Taps of the several taverns, which are open at all hours of the night, as well as day, for the reception and shelter of those who are the perpetrators of the various crin:es committed in the city and its vicinity. The Grand Jury further present that the several rules and regulations of Police in force in this city, are, for wantofthe same being printed in both languages aud properly desseminated, unknown to the majority of those whom they most particularly regard; wherefore the Grand Jury beg leave to suggest the expediency of causing the same to be printed and published in both languages, as well in small pamphlets, as on large sheets, and obliging every tavern.keeper to have one of those sheets put up in a conspicuous part of his bar room, or other room appropriated for the reception of company, as well for his government as to his duty of special vonstable, as for the information of those frequenting his ouse, The Grand Jury also present as a nuisance the very great number of dogs in the town and suburbs, the greater part of which are owned by persons who have not the means to feed them, and who let them loose to prowl for food, the insufficiency ot which often causes them to go mad, to the great danger of His Majesty's subjects.W.G.SHEPPARD, Foreman.Quebec, 30th Sept.1830.A meeting of the subscribers to the intended Steam Ferry Boat to ply between this city and St.Nicholas good grounds to hope that under his continued exertions and auspices, the remaining causes ofthe late unfortunate differences would soon be removed, and the peace and prosperity of the Province further secured and promoted.: 4.Resolved, That an humble Address be presented to His Excellency expressive of these sentiments, and of our post wishes for his prosperity and happiness throughout them. The case excited deep interest. The day of marriage approached, and brought along with it the Lord of Badenoch and Lis two sons, with their wsual retinue. The haif-merk was again tendercdaud refused. The men drew their swords.determined to guard the purity of their fair ones.A conflict ensued friends gathered to the assistance of the injured ; the two sons of Cumyn were killed ; while he, with the remains of his myrmidous, beivok himself to flight. The country arose and made after him, till the affair swelled to a general insurrection. All his rain were sacrificed to the fury of the pursuers, many, no doubt, having more serious grievunces to revenge.‘The flight continued til) their obnoxious -chief reached a hill near the pre sent site of Fort Augustus ; where, overcutre PROTECTION FOR SHrP:.—Our readers are no doubt aware that a plau was in agitation ome time back fur the purpose of protecting the copper uted.in sheathing ships fiom the corrosive effects of sea-water.The scheme, theoretically speaking, was excellent, and it promised fair to be of the greatest advantage 10 our navys but unfortunately, by preventing the oxidation of the inetal, we enable the barnar cles and other shell-fish to adhere to the copper, and che ship 18 placed precisely in the situation of one with a wooden botiom. Now,to remedy this, it has been proposed to diminish the amount of proiedtiog metal, and as such to leave enough of (he corrosion to destroy animal life, without much loss to the copper sheathing. The sheathing of H.M.S.Seringapatam, was prepared on this principle, und yet failure has been the result.Mort of Quebec.ei © Gm ARRIVED, Sept.30—Brig Scotts, Gmison, 14th Aug.from Dublin, to A.Gilmour, i! ballast, mit ——Bark Endymion,Garbutt,
