the geveral quarter sessions of the peace, in the moath of July every your, and in default thereof, atany other general meetiog of the society, held after the said first general meeting, it shall be the duty of the inembers of the society to make choice of, and designate the quarter or ward which shall be assigued to each member respectively, and it shall be the duty of the secretary treasurer of the society, within three days after such choice shall Lave taken place, to give notice to each member of the society of the ward that bas been assigned him, and of its limits.+ The members of the suciety every time that a fire shall break out in any part of the towa or city, shall repairimmedi- ately to the spot with their distinctive badges, which shall consist in a stick or staff of office of seveu feet high, painted in white and numbered, with a brasa top : each member to be provided with the said statf of office, and delivered to him at the cost of the society ; and shall take upou lhemseives the complete and absolute cummaud over ail persons beloug- ing to the fire society.They shall couse the captain of the fire-engines to place them in such situations, as shall best conduce to the extinguishing of the fire.All captains, lieutenants, firemen.volunteers and constables, as well as all persous employed or aiding in extinguishing the fire and saving property, and all persons being present at a fire shall obey all orders that may be given for that object, by any members of the Society.The members of the society shall be authorized to compel all idle, disobedient or suspected persons, to quit the vicinity of such fires aod to commit them to prison iu case of refusal : they sball fix upon and point out safe and convenient piaces for depositing the furniture, goods and effects saved frown the houses or buildings on fire: they shall attend at the formation of lines or ranks to convey water tothe engioes engaged at such fires, aod finally to make use of all aspossibleofcarpenters, joiners and other persons accustomed to and in the habit of dewolishing buildiogs: said demolishing to be made by the joint order of two magistrates, and five citizens, proprietors ; and the sccqad sub-division to be under the comwand of the second lieutenaut, and they shall be provided with large bage made of strong canvase, and it shall be the special duty ef each volunteer belonging to this second division to receive and save all such articles as are in danger of being destroyed by the fire and to place the effects wbich shall be so entrusted to them in a place of safety : such articles shall be considered as under their responsibility from the moment they receive them, until they are deposited in a place of security ;- and it shall likewise be the duty of every volunteer of this division to take great care that such goods be not broken or damaged.The several tools and instruments which shall be put into the hands of the company shall be delivered in good condition by the secretary treasurer, to the captain of the said company, who shall be accountable for the same to the society ; and each volunteer shall equally be accountable to the captain for tbe tools or other instruments with which be may bave been furcished.DUTIES OF THE PEACE OFFICERS, As soon as the peace officers shall have been appointed and sworn in conformity to the afore-mentioned act, they shall be subject to the following rules and regulations.Each aud every oue of them shall be provided with a staff of office, at the cost of the society.They shallon the first alarm repair immediately to the fire with their staves of office, and shall report themselves to the member of the ward or to any member of the society.They shall strictly obey all orders they shall receive from the members of the society, They shall use their best efforts ta prevent theft.They shall send away from the vicinity of such fires all vagabonds and suspected persons; they shall cause the persons present to form ranks or lines to the nearest place where water may be had for supplying the fire engines ; they shall take up and keep in their custody all persons committing robberies, or causing ary disorder whatever, or who shall refuse to assist at such fire, when thereto required by any member of the society or who may abuse or ill treat any member of the society or any other persons working at such fire, aud shall make à report to some member of the society, of such arrest.No pence officer shall absent himself from any fire, without the leave of the member of the ward wherein the fire has may be given fur the extinetion of fires, and for the preservation of propeitv, and the tnaintenance of peace and good order.Each member of the society shall make return to the first general meeting to take place as aforesaid.of the names of five persons, who agree to become volunteers as required by law, and as soon as the return shall be made, the society shall constitute a company of sixty voluuteers to be under the command of a captain and two lieutenants, who shall serve for the period of one year, DUTIES OF THE FIREMEN OR ENGINEERMEN.As soon as any company of volunteer firemen shall have been formed, in conformity to the 2d of William the IV.chapter 37, they shall be subject to the foilowing Rules and Regulations :\u2014 The captain and engine-men so chosen and appointed shall wear distinctive badges, to be chosen by themselves, and approved of by the society.Each and every captain of an engine shall give information to the society of the death, disability, ur long absence of any of the engine-men uuder his orders, and send to the secretary the names of others who are willing tofill up such vacancy for the approbation of the society ; each and every captain of au engine, aud upon the first signal or alarm of fire, shall immediately repair to their respective engine houses, and convey or cause to be conveyed their suid engine to the place where the fire has broken out, with the fire- buckets, hose and appendages, and.shall anvounce the arrival of the same to any of the members of the society then present, and shall strictly obey and execute all the orders they shall receive from any member of the society, and do their utmost in order to extivguish the fire.After the extinction of the fire, each captain and fireman shall coovey back the engine under his care to the engiue bouse, aud the captain shall make his report within forty-eight hours to the secretary of any defect in the said engine or deficiencey of bockets or other implements.The captain of each fire- engine shall muster his company atleast once a month during thesummer,for the exercise and instruction of the company un der his command, in the management of the said engine, and shall carefully replace it in its situation ; and the enginemen shall be obliged to obey such orders as they may receive from their captains, relative to the said engine.Every captain of an engine or enginemen who shall neglect to conform to any of the rules above mentioned, or who shall refuse to obey any order he may receive from any member of the society, the said member being legally authorised to give the said order, shall be liable to, and shall pay a five which shall not be less than five shillings currency, and not more than ten shillings currency.DUTIES OF THE COMPANY OF VOLUNTEERS.As soon as the company of volunteérs shall bave been formed in conformity to the abovementioned Act, shall be subject to the following Rules aud which each volunteer shall furnish himself at his own cost; the captain, lieutenant and volunteers, shall, as soon as they hear the fire-bell, or otherwise Lecome Aware of the existence of a fire, repair immediately to the place where it has broken out, and report themselves to the member of the ward wherein the fire bas broken out, or to any member then presents and under the directions of the members, they shall do their utmost tostop the progress of the fire, \u201d and save and protect property; and to that eud the com- broken out, and iu his absence without the leave of some other member of the society then present, under a pepaity for got complying with thi« rule, of five shillings currency for \u2018Hie first offence, and of ten shillings currency, for each aod every subsequent offence, DUTIES OF THE SECRETARY-TREASURER.The secretury-treasurer, after having given the security required by the law, shall be bound to obey and strictly execute all the orders which he shall receive from the majority of the members present at any meeting of the society.He shall also notify in writing the meetings to the members of the society, and of the day and hour when such meetings will take place.He shall assist at all such meetings, and shall take down in writing all its proceedings.He shall see that the resolutions of the Society be execut- «d.He shall receive the monies due to and pay the debts due or that may become due by the Society as soon as the sameare apuroved of by any meetings of the members of the society rigularly convened, aud shall regulate and render his accounts to the society on the first Monday after the expiration of each quarter.DUTIES OF THE COLLECTOR.The collector shall, before entering upon the office, be bound to give to the saciety two sufficient securities to the satisfaction of the President, for the due execution of the duties of\u2019 his office.It shall be his duty to make a statement of all the houses in the city and suburbs, in order to ascertain the number of stores for which each proprietor will be liable to contribute aceording to Law, in lieu of keeping fire-buckets.He shall also make enquiry if there be any wells to the houses, and at what distance they are from the middle of the street.He shall keep a book for that purpose ; he must likewise ascertain the number of the chimnies in each house and in each story, distinguishing as nearly as possible which are made use of in winter, and which in summer.He shall be authorized in the day time for this object to enter into any house in the city and suburbs of Quebec, and shall report to the society the names of those persons who shall refuse to give him either the necessary information or admittance, in order to carry into effect this present rule.He shall be accompanied in the circuit which he shall have to make by the members of the society, each in the quarter which shall have been assigned to him, and also by the secretary-treasurer : he shall also collect all the monies owing by the proprietorsof houses, and who have to pay in lieu of keeping fire-buckets as welt as the monies proceeding from the sweeping of chimnies, which shall be collected every month, and he shall eveiv saturday render account of and pay into the hands of the secretary-treasurer all monies collected after paying the chimney-sweepers, and for the other necessary things relating to the sweeping of the chimnies as aforesaid, such as ropes, brooms, scrapers, &c.He slall engage a number of chimney-sweepers, sufficient to sweep all the chimnies of the city that are made use of, once a month, and shall make a report every month to the secretary-treasurer of those persons who shall have refused to allow their chimnies to be swept as aforesaid.He shall cause the chimnies of paupers to be swept gratuitously, upon a certificate of pauperism, signed by a Priest or a Minister, or a Justice of the Peace, DUTIES OF THE ENGINEER.The Engineer shall be present at all fires, He shall place or cause the fire engines to be placed in the most efficient situations for extinguishing the fire, under the directions of the members of the society, and after the extinction of the fire, he shall cause to be returned to their respective engine-houses, and put in good order, all the fire-engines, buckets and other articles appertaining to the said house.He shall attend whenever the company exercise themselves atithe engines, and shall cause the engine and articles appertaining to such house to be put in good order and placed in their respective houses.He shall place and fix the fire engines on sleighs in the fall, and on wheels in the spring.He shall likewise \u20ac: u- Gi Ee \u2014 a and fire-buckets, and other things appertaining to the engines, as also the state of the engine-houses, and report to the secretary-treasurer such repairs as are necessary to be wade to the same.DUTIES OF THE PRESIDENT.The President shall preside at all the meetings of the so- clety.He shall cause decorum to be observed, and determine all questions of order (from which however the members shall have a right of appealing.) He shall appoint commiltees which shall mot in &ny case consist of more than seven members, and he shall put in force the rules and re- guldtions of the society.He shall likewise have th: right of calling an extra meeting when he shall consider it necessary, or when he shall be required thereto by three members of the society.In case of the absence of the President, the members assembled shall make choice of and appoint a President pro tempore from amongst the members en present, who shall perform the duties of the day.TO PREVENT ACCIDENTS BY FIRE.lat.Every person building or causing to be huilt or erected dn the city of Quebec any false chimney or bye chimney, or making or causing to be made any fire-place at a distance from the principal chimney or from the chimnies of auy house cammunicating with such chimnies by a bye fuunel in order to conduct the smoke into the said principal or other chimnies, (Fravklin or other stoves, the smoke of which is conveyed into the chimney, by sheet iron pipes well secured excepted,) shall be lisble to and pay for each chimuey or fire place so built or erected, a fine of one pound currency, as well as a further sum of five shilllings currency for every day that such chimney or fireplace, shall be and remain un- demolished, from the day that notice for the demolition of the same shall bave been given by the society ; provided always that the said fiues together, shall vot exceed fur one offeuge, the sum of five pounds currency.And every mason, or other workman who shall be employed in buildlog such chimney or fireplace, shall incur and pay a fine of five pounds currency ; and all chimnies or fireplaces of the above description now existiug in the city, shall be taken down or effectuplly stopt up, within one mouth from the publication of this rule, under a fiue of ten shillings currency per day, to be paid by the person or persons not complying with this rule ; provided always that this fine shall in no instance exceed the sum of five pounds currency.22.Every stove-pipe that shall pass through a woodea partition or one of lath and plaister or through any waiu- scoting in any house or other building, shall be at least six inches distant from any part of such partition or wainscoting, end at least six inches distant from the rafters or roof of any chamber through which the said stove-pipe may pass; and also be securely and properly fixed to the rafters or roof by means of iron wire, chains of iron, hoops, and the said stove-pipe shall also be surrounded with stone or tin or plate ircn, duly nailed to the said partition or wainscoting, under a penalty of forty shillings currency, to be levied upon the occupier of avy house or building, contravening the present regulation or any part thereof, 84.Every stove-pipe hole made in the chimnies of any house or building not in use, shall be closed up by covers of metal or other incombustible materials, under the penalty of twenty shillings currency, against every occupier of à house who shall transgress this regulation.4th, All kettles or boilers used by tallow chandlers, soap makers, painters, chemists, druggists, or others of the like dangerous occupations shall be embedded in brick or stone work cemented with mortar, so as to prevent all commuui- cation between the fire and the materials to be nsed in such kettles, &c.And the fireplaces for such kettles or boilers shall be secured by an iron door, under the penalty of twenty shillings currency, against the occupier infringing this rule, and a further fine of ten shillings currency, for every day during which they shall remain in a state coutrary to this regulation, after due notification on the part of the society ; provided always that the said fines shall not exceed the sum of five pouads currency.bth.Every stove which shall be put up after the publication of this rule, and made use of in any house or building in the city and suburbs, shall be at a distance of at least eight inches from any wooden partition, with a bulged tin fixed between the stove and the partition, and of twelve inches if there is no such tin, and every stovz so made use of shall have a stove pan of a proper size wade of some metal, which shall be placed in front of the door of such stove, and the bottom plate of such stove shall be at least ten inches distant from ULe floor of the room, under a penalty of twenty shillings currency, against any person transgressing any part ofthis - regulation, and every stove used in the position they are now fixed, and contrary to this rule, sball be charged, if necessary, after three days uotice given by the society to the occupier of the house, to conform and submit to the present regulation.G.Every person occupying a house or other building, who, after the publication of this rule shall keep or permit to be kept any hay or straw, except such as he may use for bedding, which must not be loose, but enclosed in canvass or other materials of that nature, in any part of the house which he occupies, or who shall keep any ashes on a wooden floor, or ju a wooden vessel in the said house or any out-house, shall forfeit a sum of one pound currency for each and every offence; and likewise the hay or straw which shall be found ju any part of the house or building, shall be forfeited and become the property of the society, 10 be applicd towards defraying the expences uf the society.7th.Every person occupying a Louse ur other building, who shall cause to be burut avy chips, shavings, straw or other combustible matters in every such vffence a sum of five shillings curreacy to be paid by such offender, or by his or their parents, guardians, masters or mistresses.9th.Every person keeping house in the said city shall lave on each side of the roof of the said house as many ladders ss may be necessary, for a ready communication with the chimnies,as well for sweeping them as for carrying water in case of fire, and also ground a dormer-window shall be ¢ ustructed in the roof, not less than three feet high and two feet wide, and the ladders on the roof of the said house shall be so placed as to afford an easy communication with the said window, within three months from the publication of this rule.The said ladders shall be properly fixed upon the roof, with hooks of iron ; the whole under a penalty of twenty shillings currency.10th.All owners or occupiers of houses, both in the city and in the suburbs, shall keep their chimuies in a proper state of repair, and free from all obstructions, so that they may be easily swept, Every stove-pipe shall pass into the chimney and no person shall allow more than two stove pipes to go into the same chimney on each story.And on complaint of an chimney being defective, the member of the ward shall cause the same to be inspected by the collector of theso- ciety or such other person as he may deem necessary, and should he find the said.chimney wanting repairs, he shall report the same to the secretary treasurer, for the consi- deratiou and order of the society: and on any order given to that effect, the owner or occupier of such house shall repair the same immediately, under a penalty of five pounds currency ; and if the work is performed by the oceupier, he shall be allowed to deduct the same from and out of his rent, provided there is no agreement to the contrary.11th.Every carpenter, joiner, cooper or other tradesmen working in wood, shall cause all the chips and shavings which shall be in his workshop or other buildings wherein he may have worked to be collected every Saturday atter- noon and conveyed to some place of place or safety, under a penalty of ten shillings currency; and the member of each ward is hereby authorized to examine all such shops or buildings on each and every Saturday.12th.Every person occupying a house or other building, shall report to the society within thirty days from the publication of this rule ; of a fire all persons in the vicinity of such fire, who have wells in their houses or premises shall, on the requisition of any member of the society be bound to open them for the use of the society, tout sun possible pour éteindre le feu.Après l'extinction du feu, chaque Capitaine et Pompier rameneront la Pompe sous leurs soins à la Maison des Pompes, et le Capitaire fera, sous quarante-huit heures, rapport au Secrétaire de tout manque ou défaut qui se trouvera dans la dite Pompe, les sceaux ou autres instrumens.Le Capitaine de chaque Pompe fera sortir sa Compagnie, an moins une fois par amende qui ne sera pas moindre de cinq chelins courant, et qui n\u2019excèdera pas dix chelins courant.DEvVoirs DE LA COMPAGNIE DE VOLONTAIRES.Aussitôt que la Compagnie de Volontaires sera formée en pluralité des voix un Capitaine et deux Lieutenans, et choisiront leurs marques distine- tives, dont chaque Volontaires se pourvoira a ses propres frais.Le Capitaine, Lieutenant et les Volontaire, aussitôt qu'\u2019ile entendront sonner le tocsin ou qu\u2019ile viendront à connaitre autrement l\u2019existance d\u2019une incendie, se transporteront immédiatement au lieu où il aura éclatté, et se présenteront au Membre du Quartier ob le feu se sera déclaré, ou 4 tout sutre Membre alors présent ; et sous la direction des Membres ils feront tout ce qui sera en eux pour arrêter les progrès du feu et suuver et protéger les propriétés ; et à cette fin la Compagnie de Volontaires sera divisée par le Capitaine en deux subdivisions de M hommes chacune ; la première subdivision sera sous les ordres du premier Lieutenant, et il sera particulièrement desmn devoir de s'effurcer d'arrêter les progrès du féu.Cette division sera composée autant que possible de Charpentiers, Menuisiers et autres personnes accoutumées et habituèes à démolir des bâtimena : telle démolition devant Être faite par l\u2019ordre de deux Magistrats conjointement, et de cinq citoyens propriétaires.Et la reconde subdivision sera suus les ordres du second Lieutenant, et ils serunt pourvus de grands sacs de toile forte, et il sera du devolr spécial de chaque Volontaire appartenant à cette seconde division de recevoir et sauver tous les articles qui seront en danger d\u2019être détruits par le feu, et de placer les effets qui leur seront ainsi confiés en lieu de sûreté : ils seront responsables de tels articles au moment qu\u2019ils les auront reçus, jusqu\u2019à ce qu\u2019ils soient déposés en lieu de +ûreté.Et il sera pareillement du devoir de-chaque Volontaire de cette division de veiller à ce que tels articles ne soient ni cassés ni endommagés.Les divers outils et instrumens qui seront mis entre les mains de la Compagnie seront délivrés en bon état par le Secrétaire Trésorier, qui en sera feront éloigner des environs de tels feux tous les Vagabonds et gens suspects ; ils feront mettre les personnes présentes en range ou ligne, jusqu\u2019à l'endroit le plus proche oùl'on pourra se procurer de l\u2019eau pour alimenter les Pompes ; ils prendront et tiendront sous leur garde toutes les personnes.qui commettront des Vols ou qui causeront aucun désordre quelconque, ou qui
