establish the following orders, rules and regulations, in respeci ef the due performance of Qaran- line at Grosse Isle aforesaid, and at the mouth of the River St.Charles aforesaid, respectively, of the following tenor aod effect; to wit t\u2014 1\u2014 Grosse Isle.The Quarantine Anchorage shall be as near as possible to Grosse Isle, and between Grosse Isle, Cliff Island, and the Two Heads Island ; and all vessels coming from Sea or from any part of this Province, shall anchor within the point marked by the Buoy nearest Grosse Isle, which shail be painted white.3\u2014 Establishment.; The establistimetit at Grosse Isie shall consist of a Commandant and such Military Force as His Excellency the Governor in Chief shall see fit to appoiot ; which Command - ant shall be authorized to see the Quaraniine duty performed, and for this purpose, shall have full Power and Authority over all Officers and other persons whatsoever on Grosse Isle.or attached to that station, and be authorized to call upon all persons to aid him in enforcing the Law and these Regulations ; also an Inspecting Physician, who shall go off to vessels and inspect them as required by Law, and according to the Regulations hereinafier established or which shall be established ; also a Medical Superintendent on shore, and a second or Marine Boarding Officer for the present, who shall go off to vessels and board and inspect them, if need be, according to the provisions of the Law, and the Regulation hereinafter established, or which shall ve established.8 \u2014 Commandant.The Commandant shall enforce the Quarantine Law and Regulations, and shall use all necessary means, by firing guns, dr by any kind of force, or violence whatsoever, to compel ships or vessels to go to auch place or places to perform Quarantine, as it may be fnecessary to send them to, He shall compel all vessels to be brought to anchor within the limits of the Qnarantine Anchorage, and generally shall do all that may be required to enforce a rigid obedience of the Law : he shall farnish a Passport from the Quarantine station to the Master or oiher person having charge of a vessel which «hall be detained for Quarantine, to proceed to the mouth of the River St.Charles, whenever the Inspecting Physician shall report to him that the vessel is Cleaused, Veriti ated and Purified, provided that the passengers, if anv, who may have been landed from such vessel, ure ready i0o.be embarked, or that the Master shall have provided for their maintenance on the Island after the departure of the Vessel, and heir subsequent conveyance to Quebec.He shall permit all passengers landed to be re.embarked and to proceed to the mouth of the River St.Charles, whenever he may receive the report of the Medical Superintendent on shore, that all the passengers with their luggage, have been Washed; Cleéansed and Purified, and that there does not exist among tiem, that are about to proceed.any cases or symptoms vessel to such place as may be appointed for vessels detained ander Quarantine of observation, He shall also call for the ship\u2019s papers.passengers\u2019 li-is and logbook», and inspect them thoroughly.so as to ascerialn the whole of the occurrences during the voyage ; should he meet with any resistatice, he will make such signal as may be determined on by the Commändant, to show (hat assistance is necessary.Î The Inspecting Physician shall also board and inspect any vessel which may be detained by the Marine Boarding Officer, aud all others which the Commandant may consider it requisite that he should inspect.He shall have charge of all vessels detained in Quarantine, with in-tructions to superintend the cieansing and disinfection of such vessels.He shall report to the Commandant, and at the same time to the Medical{ Superintendent on shore, the number of pas-en- gers to be landed, and when they may be ready, and be careful that al! are landed with their luggage, at sdach time and places as the Commandant\u2019 may direct.He shall have the Medical charge of all cabin passengers who dv not dis embark and who may be labouring under any disease.except the following, viz: Asiaiic Cholera, Faver, Small Pox, or severe cases of Scarlatina or Measles, Ef any are labouring under any of (hese deseases, they are to be Janded and sent to the Hospital, together with their juggage, and tlie: vessel thoroughly purified.He shall give medical atiendance and ireat- ment on board to all cases of slight diseases which are not by these Regulations specially required to be of vessels boarded by him as soon as possible after such vessels are visited.The Inspecting Phy- «ician sball not board the same vessel as the Marine Boarding Officer, except in cases where the latier may find it necessary to detain a vessel.5,\u2014 The Marine Boarding Officer.\u2018The Marine Boarding Officer shall go off to vessels arriving at Grosse Isle, and put the questions to the Master or person in charge, ds required -by tbe second section of the said Acts if there be not mare than fifteen steerage passengers, and the answers to the questions are satisfactory, the Marine Boarding Officer shall give a Certificate to that effect.and direct the master or person in charge to\u2019 proceed to the Island snd present the Certificate to tlie Commau- dant, who will then furnish bim a Passport to enable him to proceed to the month of the.River St.Citarles, should he see no cause for wilbholding the same.[If tlitre be more than _ fifteen steerage passengers.or the master or person duty of the said Marine Boarding Officer to superintend under the directions of the Commandant the cleansing and purification by ventilation or otlierwise of such vessels as it may be deemed nece:sary so to cleanse and purify.And to supervise the removal of ballast or such portion of the same as it may be considered expedirnt to throw overboard from any such vessels, and to supply suff- Client water casks to replace the deficiency of such ballast ro thrown overboard as aforesaid, 6.\u2014 Medical Superintendent on Shore.The Medical Superintendent on Shore shall bave charge of the Hogpital.Heshall attend all sick sent to the Hos- pial, and have th@ general superintendance and direction of every thing relating to the sick.He shall be under the controul, and subject 10 the orders of the Commandant, to whom he shall wake such reports as may from time to time the required.He shall visit and inspect all pas-engers who shall be landed from any vessel, and distribute them as he shall think expedient ; he shall send to Hospital all who may be labouring under or threatened with Asiatic Cholera, Fever or Small Pox, and ali severe cases of Scarlatina or Measles.He shall superiniend the Cleansing, Washing and Purifying of passengers, aud unpacking and ventilating of their baggage, and report to the Commandant when they are in a fii state to proceed, and if need be, with the concurrence in writing of the Inspecting Physician, may cause such baggage, or any part of it, to be burnt or otherwise destroyed.T.\u2014 Buttlers, Traders, Grocers and others.No person following the business of Suttlers, Traders, Grocers, or other such occupations, shall be allowed 10 reside at Grosse Isle, or be attached to the station; except under the License and controul of the Commandant, and they may be immediately sent off the Island for uny improper conduct.; .8\u2014 Pilots.Pilots having been furnished with copies of the Quarantine Act and of these Regulations, shall exhibit the same to the Master or person in charge of every vessél they may board.Every Pilots having charge of a vessel shall bring her to anchor between Grosse Isle and the White Buoy, if vessels are not so anchored, they may be fired into, under the direction of the Commandant only.Pilots shall take measures to acquaint all persons on board of vessels wuder their charge, of the penalty to be incurred by leaving such vessels, unless permitied to do so by competent authority, They shall also keep a Union Jack flying at the Peak of all vessels under their charge, until boarded by the proper officers, under the penalty prescribed by the said Act 35 Geo, Hl,cap5 On arriving at Quebec ihey shall bring to off the mouth of the River St.Charles, until they shall be boarded by the Inspecting Physician, and afterwards by tre Harbour Maser, 9\u2014Passengers.All steerage passengers on \u2018board vessels having moré than fifteen sieerage passengers, shall be landed with their luggage, and Washed, Cleansed and Purified as already provided for.The passengers in the principal cabin\u2019 shall not be landed éxcept in cases of sickness, and \u2018May at all times proceed with the vessel, or otherwise after baving Washed and Po- rified their luggage, &c.&e.to the satisfaction of the Inspecting Physician.TO\u2014 Vessels.The Vessels shall be Cieansed and Ventilated, and their between decks, if not painted or varnished, shall be well Whitewashed ; but if painted of varnished, shall be well and thoroughly scrubbed with soap and water orley, and such portion of the bailast shall be thrown overboard as the Commandant or Inspecting Physician may deem requisite § under the immediate superintendance of the Marine Boarding Officer.Co.11\u20141Inspecting Physician at Quebec.An Inspecting Physician at Quebac shall, accompanied by the Harbour Master, go off to all\u2019 vessels arriving at the wouth of ihe River St.Charles, and put the questions to the Master or person in charge, as required by the second section 35 Geo.III, cap, 53 and moreover he shall require all Masters, or persous in charge, to exhibit to him the li- cerse of passport which he may have received from the Commandant, at the Quarantine Station, and such Masiers or persons in charge are hereby required and commanded forthwith to submit the same for examination to the said Lospecting Physician ; and if it shall appear to thé said Luspecting Physician, as well from the answer he may receive as from the tenor of the passport,and the actual state of the health of the passengers and crew, that sickness dues not exist on board, he shall \u201cthea grant to the Master, or person in charge of such vessel, a certificate in writing, setting forth the healthy state of the passengers and crew, 10 the end that such vessel may obtain a final di-charge from Quarantine 5 but if, on the contrary, such Inspecting Physician shall find.any case of sickness on board, or have jusi cause to apprebend the breaking out of any malady, itshall then be the duty of such Inspecting Physician to direct a Yellow Flag 10 be hoisted au the main-top-gailant mast head, and shail cause the vessel 10 be detained at the mouth of the Ri ver St.Charles, for further observation and inspection 5 and baving acquainted the Master or person in charge ot such vessel with the penalties, he will incur if he should permit any communication whatever with his vessel umil released trom Quarantine, he shall proceed imwediately to report all the circumstances to the Civil Secretary of His Excellency the Governor in Chief.Provided always that if it shull appear to the Inspecting Phy-ician at any time after the arrival of any such vessel at the mouth of the Hiver St.Charies, that disease to any extent prevails on board of any such vessel, and that it would be most advisable that such vessel should return to Grosse Isle, there to land its Passengers, in such case he shall order and direct (be Master or person in charge immediately to return thereto, and the proper officer at Grosse Isle shall observe, in respect of such vessels, the sume rules and regulation.as are provided for vessels arriving inwards with sick.Physician meet with any resistance in the discharge of the duty required of him by this regulation.he will immediately make such signal as may ve deiermined on by himself and the Harbour Master, to.show that assistance is necessary.When a vessel arrives at the mouth of the River St.Charles, it shall become the duty of the Harbour Master to convey the Inspecting Physician at Quebec on board of the same, and to support the said Inspectiug Physician in the due enforcement of the ahove mentioned rules and regulations.The Harbour Master shall seize any boat in which any person may attempt to communicate from the shore,-or from any other vessel with any vessel not discharged from Quarantine, He shall also seize every boat io which persons ,may have actually communicated with any such vessel and compel the persons having so communicated to relurn and remain in Quarantine, making use of such means as he may find necessary, to enforce obedipnce toany of the Regulations hereinbefore made, or which may hereafter be made, either by firing guns, or apy other kind of force and vio- POCE.à .4 - Should the Imspecting | Any Steamboat or other vessel, that shal) have towed l\u2019embouchure de la Rivière St, Charles, d\u2019un Passe-port de la station de Quarantaine* 4\u2014 Le Médecin Visiteur.Le Médecin Visiteur se rendra aux vaisseaux et fera les questions au Maitre manière .satisfaisante, ou si le Médecin Visiteur a quelque raison de soupgunner de la fraude de la part du Maître ou de la personne ayant la charge, de l\u2019équipage ou des passugere, il ordonnera immédiatement au Vaisseau d\u2019aller à (elle place qui pourrait être fixée pour les vaisseaux détenus en Quarantaine d\u2019obsesvation.Il exigera aussi les papiers du bâ- timeat, la liste des passagers et le journal du vaisseau, et les inspectera soigneusement, de manière à s\u2019assurer de tous les évènemens pendant le voyage : s\u2019il éprouvait aucune résistance, il fera tel signal que le Commandant pourra comprendre, pour montrer qu\u2019il y a besoin d'aide.Le Médecin Visiteurira aussi à bord de tout vaisseau qui pourra être retenu par l\u2019Officier Marin Abordeur, et constatant l\u2019état de Santé des passagers et de l\u2019équipage, afin que tel vaisseau -obtienne une décharge finale de la Quarantaine ; mais si au contraire le dit Médecin Visiteur trouve aucun cas de muladie à bord, ou qu\u2019il ait raison d\u2019appréhender qu\u2019il ne s\u2019y déclare de la Maladie, il sera de sen devoir de faire hisser un pavillon jaune au baut du grand mât de perroquet, et il fera détenir le vaisseau à l\u2019embouchure de la Rivière St.Charles, pour que le dit vaisseau subisse un examen et inspection ultérieurs.Et ayant prévenu le Maître ou la personoe ayant la charge de tel vaisseau de la péna- Jité qu'il encourra en permetiant aucune communication quelconque avec son vaisseau lant qu\u2019il ne sera pas déchargé de la Quaraniaine, il fera conviendront ensemble, pour montrer qu'il « besoin d'aide.Lorsqu\u2019un vaisseau arrivera à l\u2019embouchure de ia Riviere St.Charles.ii sera du devoir du Maître du Hâvre de transporter le Médecin
