To all to whom these presents shall come, or whom the same may concern\u2014GREFTING : A PROCLAMATION.L.H.LAFONTAINE, HEREAS at an Executive Couns Atty.Gen.cil, held at the Government House.in Our City of Montreal, on the thirteenth day of April, in the year of Our Lord, one thousand eight bun.dred and forty nine, it was, by the Governor General of Our Province of Canada, by and with the advice and consent of Onr Executive Council of and for OQor said Pros vince, deemed expedient to renew Quarantine Regulations fur the ensning season of.navigation, inasmuch as it was considered probable that Pestilential Diseases, which might endanger the lives of Onr loving subjects in this Province, might be bronght from any port or ports in Kurope or elsewhere, by ships nnd vessels arriving, and bw persons.goods and merchandize, coming or imported fato the ports of Our Province by the River St, Lawrence ; end it was judged expedient that ships end vessels,per- | sons, goods and merchandize arriving, coming, or immediately imported into the said ports, should, under and by virtue of an Act of the Parliament of that part of Our said Province formerly Our Province of Lower Cauada, piresed in the thirtyefifth year of the Reign of Our late Grandfather, intitnled, An det fo oblige ships and vessels éoming from places infected with the plague, or any pesli- lential fever or disease, to perform Quarantine,-and prevent the communication thereof in this Province, he obliged: 30 make their Quarantine; We have therefore thought fit, by and with the advice ef Our Executive Council, to issne this Proclamation, ordering and strictly commanding, {hat a!l chipe and ôther -yessels which neneefoig, aod vé in the Port of Quebsd from apy port er poss, place or places, in Furope or elsewhere, \u2018do make their Quifrantine at Grosse-Isle in the River St.Lawrence; and there remain.and continue until such ships on vesselsshall be discharged from such Quarantine, by such license, or passport and discharge, given.without fee or emolument of any kind, as shall be directed or permitted by such order or orders as shall be made by the Governor, .Lientenant.Governor, or Person administering the Government, with the advice of Our said.Executive Conneil 3 and until the said shipsand vessels, shall respectively have performed such Quarantine, and-shall be discharged therefrom by such license.or passport and discharge as aloresaid, We do hereby strictly prohibit, under pain of the penalties and forfeitures provided by.the said Act, persons, goods or merchandize, shall be on board such ships or vessels, frem coming or bring brought ou shase, or from going or being put on board, of any other «hip or vessel in this Province, except on Grosse Isle aforesaid, whe duly required by competent anthority.And.¥e have further thought fit, by and with the advice and.consent of Our said Executive Council, to order and strictly commardd, that all siips and vessels which henceforth, and during the eight months.next ensuing, shall arrive at the Port of Quebec, from any port of posts in | Europe, place or places, or elsewhere, besides making the (Qnarantine at Grosee-Isle, in the said River St.Lawrence, do make their further Quarantine io the Harbour of Quebec according to the Regulations hereinafter mentioned and set forth.-And We -do- hereby strictly prohibit, under pain of the penalties aud forfeitures provided by the said Act, persons, goods or merchandize which shall be ou board such ships ov vessels from-coming or being brought eu shore, or | - from going or being put en board of any other ship or vessel ithis Province, except at Grusse=isle aforesaid, whea duly , raquired by competent suthority.And whereas it has been .deemed egpedient.by Onr Governor General of Our said Province of Canada, by and with the Advice and.consent of Our said Executive Council, under andby virtue of the aforesaid.Act, the better to prevent infection, to make and establish the following Roles, Orders and Regulations in réspect of the due performance of Quarantine at Grosse-Isle aforesaid, and in the Harbour of Quebec aforesaid, respectively, of the following tenor and effect, to-wit : :1.\u2014=Grosse~-Isie.The Quarantine Anchorage shall be as near as possible to _Grogse-Isle, and between Grosse-Isle, Cliff Island, and the \u2018I'wo Hends Island; and all ships and.vessels coming \u201cfrom sen.Or {rom any past of this Province, below Grosse- Isle, shall anchor within.a point marked by the Buoy pear Grusse- Isle, which shall be painted white, and placed, as heretofore, under the direction of the Superintendent of Pilots.The Téland shall be so divided as to-leave cure portion thereof for the hospitals, and for the treatment and reception of those who are labouring under or who are :threatened with the following diseases, namely : Asiatic Cholera, Fever,Small Pox.Scarlatina, or Measles, and the remaining portion for the reception and accommodation of #11 pnssengers and-oîher persons who shall be landed and detained upon the said:Island, who shall not labour under or be threatened with any of the said diseases : and no person or :pessons, unless on duty, shall be permitted to pass from one of the said portions -of the said Island to .the other, unless they have passports signed by the Commandant, or the Medical Superiutend- eut [New Series.) 2.\u2014 Establishment.The Establishment at Grosse-Isle shall @onsist of a Commandant and such Military Force assis Excellency the Governor General shall see fit to appoint ÿ which Cammand- ant shall be authorised to see the Quarantine duly pertorm.ed, and for this purpose sball have full power aad authority over all Officers and other persons whatsoever in Grosae-= Isle, or attached to that station, aud be authorized to call upon all persons to aid \u2018him in eoforcing the law and their regulations ; and alvo a Medical Superintendent, whose duty it shall beto go off to all Vessels, and inspect them as required by law, and according to the regulations hereby established or which-ghall be established ; together with such Medical Assistance, Officers of Her Maf¥sty\u2019s Commissariat, Stewards, Nurses, Police Force, and Servants, as shall from time to time be appoiuted in that behalf, +3-\u2014 Commandant.The Commandant shall enforce the Qurantine:laws and regulations, end sball use and cause Lo beused all necessary means, by firing Guns, or by.any other force or violence whatsoever, to compe) ships or vessels to go to such place or places to-perform Quarantine, 2s it may be necessary to send them: to.He shall compel all ships or vessels linble to:perform Quarantine, to be brought to anchor within the \u2018that may be required to enforce rigid obedience to the law.He shall permit all passengers, or other persons landed on the said Island to-be re-embarked or shipped on board avy Steamboat or Vessehupon receiving the repert of the Medical Superintendent, cettifying that the Vessel 1s in a fit state to receive them, aud that they bave been examived \u2018by him and found in a fit state for re-embarkation or- for leaving the said Jsland ; and the report of the-KZedical Superinteud- ent that all sweh passengers and persous, with their luggage, have heen washed, cleansed and purified, and that there dues not exist amongst those who are about to proceed, or leave the said Island, any case or symproms of Asintic: Cholera, Fever, Smull Pox, Scarlalina or Mensles, 4, \u2014Medical Superintendent.\u201cThe Medical Superintendent shall go aff to vessels, and master or person.in.charge ; and -such yessels may then proceed to the barboar of Quebec.-If the answers be not satisfactory, or the Medical Superintendent\u2019has any reason to suspect fraud on the part.ofthe master or person in charge, crew or passengers, he shall-immrdia'ely order the vessel to such place as may be appointed fur-vessels detained under Quarantine of Observation, he shall call for the ships\u2019 papers, passengers\u2019 lists and log bouks,-and inspect thëm thoroughly, so as to entertain the whole of the occu -rences during the voyage ;-should he meet with any resist \u2018ance, he -will-make such signal as may be determined on by the Commandant to show that assistance is necessary.The Medical Superintendent shall a'so board all vessels which the Commandant may consider it necessary he should inspect.He shall have charge of allvessels detained in Quarantive.He shall direct if necessary all steerage passengers\u2019to be landed with their luggage, And shail snpe:- intend the cleansing and disinfection of vessels, He shall report to the-Commandant the number of passengers to be landed, distingnishing those who require to be treated for any of the pestilential or infections diseases afure- said, andavho are to be landed at that part of the said Island, which may be set apart for such treatment, from those who do not require «uch treatment, and who may be landed at that part of the said:Istand set apart for the reception of the healthy and those free from pestilential or infectious diseases, and he shall be careful that all such persons shall be lunded at the places set apart for thèm respectively.He shall have medical charge of all\u2019 cabin passengers who do not disembark, and who inay be lahouring under any disease except the pestilen- -tial or infectious diseases aforesaid:; for all passengers and persons on board any such ship or vessel who-shall labour under any of the said pertilential or infectious diseases shall be landed with their luggage according to the foregoing regtlation.He shall give medical treatment on board in all cases of slight diseases which are not by these: regulations specially required to be treated on shore, and when it shall be deemed advisable not to land the passengers on the said Istand.He shall report to the Commandant and take his orders as to the landing of passengers not required to be treated for the pestilential or infections diseares aforesaid.He shall report to the Commandant whenever o vessel is cleansed, ventiluted and purified, \u2018and he shall advire the Commandant and take his orders as to whether \u2018such vessel shall receive on board the whole and any of which of the sail passengers-shall remain on the said Island, to proceed up the river by some \u2018other mode of conveyauce, and he shall so soon as the passengers ure re-embarked on board their ship, or on board any ship or vessel leaving the said Island, give a passport or Clean Bill of Health to the master or person having such vessel in charge to proceed to Quebec.He shatl make returns of the vessels bonrded by Him us soon as possible after-such vessels ure visited.\u2018The Medical Superintendent shall have charge of the Hospitals, He shall receive in the Hospitals vet apart for the treatment of the Pestilentinal and Infections 1)is- eases aforesatd, all persons labouring under or threatened withthe said diseases.He shall have the general snper- intendence and direction of every thing relating to the siek-; and he shall, if need be, cause any brgænge or \u2018any pait of it'to he burned or olherwise destroyed, redofting the fact of such destraétion to the said Commandant, \"8.=Truders, Suttiers Grocers, and ol hers.Nopersons following the business of Sattlers, Traders, Gracers, or otlrer such occtipâtions, or concerned in buying or selling, shall be allowed to reside \u2018upon the sait Island.except niider the licence and strict cemtrole of thie Commandant, who will have full authotity to discharge and send from the Island all or any such persons.reportine the fact of such-Gischarge and the\u2019reason therefor for the irfor- mation ofthe Governor General, or person administerirg the Government.Alvsuch persons in any w'y engaged in selling or trafficon the said Island shall he regulated as rv prices, by lists to be furnisk:ed by thie Tommandant, from time to time, \u2018assistdd by some officer of Her Majesty\u2019s Commisariat.Amd-se shall strictly inquire into and decide upon all complaints of misconduet or breach of the Regulations by persons go trading.And heshall especially \"by the Governmesit.orin any public employment on the said Island, shall directly or tndirectly have any interest or concern, inany supply of provisions, or other things, to be supplied or furnished, bought or sold upon the said Island, or shall directly orindirectly, receive, take or he concerned inany private gratui'y or reward for any service by them | or any of them rendered to any Masters or Crews of Vessels, Passengers or other persons upon the said island.And it sha 1 be the duty of all persons towhose knowledge anv of Lower Canada, 35th Geo, 3, Cap.D.-If the answers a oo Bg of this Regn'ation shall come, to report the same Satisfactory, he shal give a Clean \u201c$ill of.Henlth to the with td thie Commaendant, who shall iuquire into the G veror General, or person administéving the Government, shall be-knoven respecting the person socharged.* 6.Pi'pls, Pilots, liaving be~n furnished with copies of the Quaran- rant-ne Act and of these regulations, and also of the Laws regulating Emigrati -n.shall exhibit the same to the Master or person in ¢harge of every Vessel they \u2018may board, Every Pilot having charge of a Vessel shall bring her to anchor between Grosse-Tsle and White Buoy.If Vessels are not so anchored, they may be fired into under the\u2019 \u201cdirection of the Commandant.Pilots shall take measures \u2018to acquaint al! persons \u2018on \u201cboard'of Vessels under their \u2018charge of the penaity'to be incurred by leaving such Vessels, unless permit'ed to do\u2018so'hy competent aathority.They\u2018shal! also keep a Union Jack flying at the peak of all Vessels-urider their charge.until boarded by tL proper Officers, under the penalty prescribed by the said Laws.On arriving at Quebeg, if the Vessel has received a Clean Bit of Hea'th\u2018from the Medical Superintendent at Gross Isle, and has not been detained there on account of sick- \u201cness or suspicion thereof, she may bring to, in the harbour, but must not communicate with the shore or-with any other \u2018vessei or boat until boarded by the.Inspecting Physician and Harbour Master, \u2019 7.Passengers.On thearrival of any Vessel at Gros«-Tale, on board of which there sball be or shall have been during tie passage, any case of Cholara, Fever, Small Pox, Secarlatina or Measles, and in all other cases when it shall be considered \u201cnecessary by the Medical Superintendent an! Commandant, \u2018 steerage passengers shall be landed with their luggage, anil wvashed and pnrified under the direction of the Mediesl Superintendent, and shall be permitted to re-emhatk and proceed in the same vessel, or detained and \u2018embarked in some Steamboat or other Vessel, as shall be directed by the Commandant.The passengers in the principle cabin \u2018shall \u2018not be landed except in cases of -sickness, and may at all Medical Superintendent, and with thé prssport-of the Commandant.Co \u201cB.\u2014 Vessels, All Vessels on their arrival at Gress-tsle shall smchor between Gross-lsie, Cliff Island, Two Heads Island and Wiite Buoy.un il boarded by the Medical Superintendent, and after receiving a Clean Bill of Health may proceed 10 the Harbour of Quebec ; and if they \u2018shall \u2018not be detained at Grosse-1sle on account of sickness or suspicion thereof, may anchor atany place off the Town, and there remain without communica ion with the-shore, or any other vessel or bo.t until fion'ly discharged from Quarantine by the licence or pas -poft aforesaid.; but If such Vessels st-all have \u2018been detained at Grosae-lsle from sickness or suspicion \u2018thereof, they shall anchor at the mouth of the River Saint Cha les, and there remain until finally discharged Yrow Quarantine as aforesaid.place, or one supposed to\u201d be infected, and on board of which no pestilentinl d sease shall have declareditselt during the passage, mav bekept under Quarantine of Observation ifor a period of uot mwre than three days, during which Lave it in charge to see tha' \u2018no officer or person employed \u2018times proceed with the Vessel, or otherwise, after having ° washed and purified their lugzage to the vati-fuction of the | Vessels arriving at Grosse-lsle from any infected port ov acts alleged, and who shall have ai THOUTY MUR 100 i his office any person so charged until thie pleasure of the.0e AE ee ERIN SSDP, 1 = rin £m rere time the passengers and crew thereof shull be suhjected to strict purification under the direction of the Medical Superintendent.All Vessels detained In Quarantine shall be cleansed and ventilated, and their between decks, if not painted or varnished.shall be well whitewashed, but if not pa nted or varnished shal be well and thoroughly scrubbed with soap nnd water or ley, and such portion of the l'allast shall be thrown overboard as the Medical Superintendent shall deem requisite under his immediate superintendence or that of some person to be ap- punted by the Commandant for that duty.In all cases where vessels shall be detained in Quarantine baving steerage passengers on board, on account of sickness amongst such passengers, the master or person in charge may, on application to the Medical Superintendent at Gross Isle, and with the permission of the Commandant, be allowed 10 land the said passengers with their luggage ; and upon the vessel being properly cleansed, purified and disinfected under the superintendence of the Medical Super- intenden!, and with the license of the Commandant, shall be at liberty to proceed wp the river w:thout the said pas-engers, upon the master, or person in charge, prying to such person as shall be appointed to receive the same, one shilling and three pence for each passenger, to bear the expence of the conveyance of such passenger to Quebec, and also at the rate of oneskilling per- diem for each of the said passengers, to reimburse the ex- pence of their maintenance at Grosse-1sle, for the time during which such vessel in the judgment of the Commandant, fonuded npon the report of the Medical superintendent, wou!d.have hadto be detained in Quarantine waiting for the passengers not sick with any of the Pestilential or Infect\u2018ous Diseases aforesaid, otherwise such vestel shall be detained in Quarantine until the passengers, vot sick of the aforesaid diseases, shall be cleansed, washed, puritied and disinfected.9.\u2014 Inspecting Physician at Quebec and Harbour Master.An Inspecting Physician at Quebec shall, accompanied bythe Harbour Master, go off to all vessels arriving at Quebec, or at the mouth of the River Saint Charles, and put the Questions to the masters or persons in charge »s required by the second section, 35 Geo.3.Cap.5.and moreover he shall require all masters, or persons in charge, to exhibit to him the licence or passport which they shall have received from the Medical Superintendent at the Quarantine Station ; and such masters, or persons in charge, are hereby commanded forthwith to submit the same for examination to the said Inspecting Physician at Quebec, who, if he shall find, ns well from the answer he may receive, as from the tenor of the passport and the actual state of health of the passengers and crew, that sickness does not exist on bourd, he shall then grant to the master, or person in charge of such vessel a Certificate in writing setting forth the healthy state of the passengers and crew, to the end that such vessel may obtain a tinal discharge from Quarantine.But.if on the contrary, such Inspecting Physician at Qae- hec shall find any case of any of the pestilential or infectious direates aforesaid on board, or shall have just cause to apprehend the breaking out of any such malady, it shell then be the duty of auch tnspecting Physician at Quebec\u2019to hoist a yellow flag at the main top gallant mast bead, and he shall canse the vessel to return to and be detained at the mouth of the River Saint Charles for further observation and inspretion 3 and having acquainted the master or person in charge with the penalties to be incurred if\" he should permit any communication with his Vessel until relea-ed from Quarantine, he will report all the circurustances to the Secretary of the Province for the inf rmation of the Governor General.or person administeringthe Government of the Province ; and if it shall appear to the said Inspecting Physician nt any time that such vessel should retura to Grosse- Isle, there to land the passengers, in such cases he shall.order and direct the master or person in charge to return with such vessel thereto, and such master or person in charge is hereby directed to obey such order.And the proper Officers at Grosse-Isle shall ob .| Hat ere PE ;
