I nouncing on the truth or otherwise of the prevailing theory of evolution to explain the origin of species, -t was shown that the theory is mot necessarily materialistic in its philosophic basis, and that it is not inconsistent with the lang- guage of scripture on the subject, when \u2018nothing more is read into that language than actually appears.The case of man\u2019s origin, however, was reserved for further consideration.From the ecientifle point of view, if the theory of evolution be accepted as a true explamation of the origin of species \u2018in plants and animals generally, it 18 almost & logical necessity that it should be held to cover the case of man as well.1t ig inconceivable that nature\u2019s method in the production of new varities, new species, and even new types altogether, should have been by the process of evolution throughout countless ages of time, and that then when man is needed to crown the whole series and bring it to a fit climax, a new method altogether should be called into play, having no relation to the preceding order of things.It is admitted on all hands that the gap between man and the species nearest lim, so far as known, is a very wide one, and hence the constant search for some intervening link or links that may serve to bring them more closely together.But there are too many points of resemblance between the structure of man\u2019s body at least and that of all man- malia to allow us to suppose that he belongs to an order of things altogether different.In an important sense he is above nature, he is also, in a very real sense, of nature and is not free to disown altogether his kinship to his poorer relations in the lower animal world.AR scientific evolutionists at least insist that man must be included as well as the rest in the operation of this universal law as to the origin of new forms.The evidence for the truth of the theory is here precisely of the same character as it is elsewhere.If it fails here, then it fails everywhere.If it is good everywhere else, then it must be good here also.It is a case of all or none.Tt is not to be denied, however, that the majority of religious thinkers find much greater difficulty with the theory at this point than ot almost any other, In some instances pared to admit the theory as an adequate explanation of all the lower form of life they hesitate at this point, and insist that something further must necessarily be Infroduced here than in the case of any other to account for others they urge that this is one of a number of ibridgeless gaps in the history of the Whole process where we must suppose a divine intervention of a kind altogether peculiar and supernatural.While more, on the ground of what seems to be the insuperable objection here, account.It seems to them to be degrading to man\u2019s dignity to ascribe to him such an ancestry and such natural affiliations as the ape or the monkey; and the matter is made worse rather than better by the reflection that these must have come in the last resort from forms infinitely lower etill.Whether true or not , it is an easy thing to laugh the claim out of court as preposterous, and there is suffiment snobbery in the breast of every human being to wish that the evidence against the truth might prevail.But while there is probably enough in this feeling to prejudice us all against the theory at the outset, it is obvious that the consideration is not one to which any teal weight can be attached in serious argument.Man is to be judged mot by what he came from, but by what he is and is to be.As having mental powers almost infinitely transcending those of any other animal, and as having the power of self-consciousness, he is superior to them now at any rate.His superiority is still more apparent when we take into account his moral and spiritual faculties.He is indeed so far removed above all others that he ought to be able to take the suggestion of his lower origin in an entirely philosophical spirit as furnishing ground for self-congratulation and pride rather than for self{humiliation.It is seldom the most distinguished men that resent the fact of humble birth.It is apt to be rather those who are too little above it to make the thought of it altogether a pleasant one.Full-blown snobbery is much more likely to be found in the valet than in the master, whatever his origin.As a matter of fact, those who reject the theory of evolution and disclaim the ancestry of the lower animal world commonly attribute to man a much humbler origin still, in the lifeless dust of the ground.the very clod of the earth.It is no sufficient retort to say that in that case it is God who is the real author of man\u2019s being.For on thie theistic supposition it is as troy God who produces the result in the one process as in the other, only that according to one view it ñ slow and according to the other quick; according to the one it is partly intelligible at least, according to the other it is not intelligible at all.We cannot be too often reminded that nature\u2019s methods of work are after all God's methods, nature's laws only God\u2019s laws, nature\u2019s results always and wholly God\u2019s handiwork.We no more get rid qf God when we understand how he has produced his marvellous results in nature than we get rid of the mechanic when we have had explained to us the mode in which he \u2018has accomplished some striking feat of skill.God is not bound to take the shortest conceivable way of doing everything under penalty of being ruled out of his own world.And instead of lowering our conception of man\u2019s dignity, it is well fitted to elevate it to the highest point to reflect that when God himself resolved to make man he did mot bring him into being by one stroke of his hand, as it were, but prepared for his appearance throughout long ages of manifold life, that the platform was raised on which he was to be set up only with infinite pains and by slow degrees, that the rude clay had to be refined, purified and kneaded into a complex organism by an almost endless process before it was fit for the noble structure He had designed.Man, as to the entire satisfaction of anybody.It has to be admitted, too, that the Christian belief in the immortality of man introduces an entirely new element in which we do not suppose the lower animal world to have any share whatever.But on the other hand, it is equally plaintthat even in his mental constitution there are not want ing points of contact between man and the rest of nature.It might even be said that there is the prophecy if not the actual presence of conscience.Increase these ever so little and you get not only'a quan\u2018itative but a qualitative difference as well.Water boiling is still water; but increase the temperature etill further and under certain conditions it will burst suddenly into sbeam with qualities widely different from those it formerly possessed.This is one of the cases in which the poet's words would apply: \u2014 Oh, the little more and how much it is! And the little less, and what worlds away! year, a decrease of 30.Later on in 1897 the failures dwindled down a good deal, bat little doubt is expressed but that the embarrassments for the coming year will 452 much smaller.Money in the country is said to be easier now than it has been for a long time past, and the majority of merdhants seen during the past week have reported an appreciable improvement in payments, it is worth.The houses sending men to the coast are getting them off earlier than ever before, and things by the middle of next month will certainly be bumming.Shipments of goods out there are even large as it is, but by the time I have statea the first rush of orders will have been filled, and then the movement will start.The trade will bring an immense amount of money to Montreal.\u201d °* A no less sanguine opinion than the foregoing is expressed thia week by the Trade Bulletin, whidh says:\u2014\u201cIt is many years since the prospeots for business were as bright at the commencement of the New Year as \u2018at present, and \u2018this is chiefly owing to the vast resources of Canada being better understood by the outside world, more especially by Great Britain and the United States, and hence the large ingress of capital} from both countries for investment in mining and other enterprises.During the coming spring thousands of fortune-seekers will swell the already large army of such in the mining districts of the Klondike re: gion, and other districts where the precious metals are known to be available in large quantities.2 Additional Factors.\u201cTo these may be added the growing importance of our dairying, cereal, lumbering and wood pulp interests, exports of which are steadily increasing.The whole- rale trade during the past week, although seasonably quiet, has shown quite an in- Crease upon that of a year ago in most lines.Remittances continue exceptionally good for the season, and this is admitted of late by habitual and chronic croakers, Money is still firm, with an upward tendency, call loans being quoted at 4 to 43 per cent, and at this range there has been some business.Discounts are steady, commercial paper being taken at the banks at 6 to 7 per cent, as to name and nature of account.\u201d The Weeks\u2019 Trade.There was a good deal of life in some of the leading lines this week, and the only disappointing feature was the announce- \u2018ment of a couple of failures.It is a notable fact in this connection, however, that total Canadian failures are away below what they were a year ago, there being a decrease of something like 30 for the past week alone.The movement of goods to the seaboard | is still quite extensive, and all the steamers going out are taking full cargoes.There has been a steady outflow of grain direct from the west, and while the movement of produce has not been notably large in comparison with last year, there is every indication now that it will show a stbstan- tial gain in the near future.Other lines promise well.Groceries.The market has shown a moderate amount of life, and some grocers report very fair orders for the Klondike trade.The sugar market has maintained the firm tone noted last week, with a rather light enquiry.The refiners are quoting granulated at 4gc, and yellows at 38c to 4c, as to quality, with the usual discount.Molasses keeps scarce.Prices too are still on the upward trend, and 274c is now about the lowest figure for round lots, while smaller Quantities are quoted gc riore.Coffee keeps firm, without showing any particular change.We quote: Maracaibo, 8e to 13c; Rio, Tc to llc; Santos, 8c to a Mocha, 20c to 24c; and Java, 20c to de, Some sales of Japans were made during the week all the way from 13c to 174c, and several lots of Chinas.Trade on the whole is fair and about up to the average for this period of the year.Common to $1.65.Varnishes, without alteration.Linseed oil, raw, 43c, boiled, 46c; five- barrel lots, lc less.Turpentine, 49c; five- barrel lots, 48c.Fruits.There was a good business done in fruits during the holiday season, but since then there has been a natural falling off.Oranges this week were, if anything, a little easier, and to other there might even be less with advantage.As it is now a man may belong to two committees and find them both meeting at the same time.There should be fewer committees and fewer meetings.Moreover, by the amalgamation of these committees the way would be cleared for reducing the staff of employes in nearly all departments.I consider that in almost every department at the City Hall there are far too many men employed.Each chief of department should be asked for a list of the men whose services are necessary, and the rest should be let go.IT am sure that by this means there could be a saving effected of at least $50.000 a vear.But I am more in favor of reducing the salaries of the men who draw lurve sums than of interfering with those who make only a small wage per day.Would Abolish Contract System.\u201cI am also in favor of having all work that is now let out by contract done by the city itself.Our officers are as capable ts any of the contractors, the men who are always applying to us for work are able to do what is.required, and there is no reason why work should be handed over to contractors to make large profits perhaps, when we have men out of work and looking to the City Hall for help.Opposed to Large Exemptions.\u201cAn attempt should also be made to lace the zesessment of the city on a better basis.There should not be so much property exempted as there is.I would not diesre to have churches, convents and colleges taxed, or to tax a small portion of ground that might be held for the actual use of the occupants of these collegæs, etc.Pnt I do not think it right that large blocks of land should be held out of use in the neighborhood of such institutions vithout being taxed.It is not just or fair.\u201cMoreover, the citizens of Montreal should not be called upon to bear the whole burden of the taxation.There are plenty of people getting just the same advantages from Montread that its citizens get, but who live in Westmount, in Sault aa Recollet, in Lachine or elsewhere.For sich as these there should be an extra water tax and an extra business tax.\u201cBut naturally, if you ask what is to be done to reform the administration of the city, I must answer that the first thing is to get the right men to go to the Council.If you get good men the rest will be easier.I do not wish to speak against any of my colleagues, but it is well known that there are men at the City Hall who ought not to be there.The people have the matter in their own hands.It is for them to make selections.The Duty of the Press.\u201cTt is not for me to discuss such a matter as that.It is for the newspaper press to do so, and I regret to say that most of the newspapers of Montreal are not equal to their duty, and doing what is best for the city\u2019s interests as the occasions arise.Unfortunately that has been the case in the past, and some of our newspapers have by their actions or by their silence, served the purposes of the worst elements in our municipal government.The remedy for all these things is with the people and with the press.\u201d Ald.Savignac said his \u2014 Ald.Laporte Believes in Appeals to the People.TOO MANY COMMITTEES.Believes That Aldermen Should be Paid for Their Services.\u201cWhat I cannot understand about Montreal municipal affairs,\u201d said Ald.Laporte to a Herald representative, \u2018\u2018is the apparent indifference of the people of the city for what is done at the City Hall.I meet a great many \u2018men who seem to realize that all is not as it should be, and every little while there arises some crisis whidh forces the affairs of the city upon the attention of the public, and there are meetings held where there is not the least difference of opinion among leading citizens as to the condition the city\u2019s affairs are in.And yet nearly all of these men séem to be in a state of almost hopeless apathy, and to think that no appeal to the mass of the : people can accompiish anything.I confess it is disheartening to attempt to secure any measure of reform when friends and opponents alike realize that this is the state of the public mind.The opponents cf reforms feel secure in voting as their individual preferences prompt them; its friends are likely to be discouraged by the Jack of support.For my part I do mot believe that the average bitizen is willing to condone the things that are done.It seems to me the press is very much to blame for the condition that faces us,\u201d An instance of its power when it is exerted as it should be, was Weli shown in cie cave of Lie victoria Square incident, when the vigorous opposition cffered by The Herald to the donation of the square, saved that breathing spot to the citizens.It is known to me that the opinions of some of the most prominent members of the City Council were changed, and radically changed, by the demonstration of public opinion evoked upon that occasion.If the press would deal with the municipel elections with the same vigor as The Herald displayed on that occasion, I think almost anything is possible.I will not believe that the people are content to put up with any kind of government, but they naturally look to the press for guidance, and unfortunately a large section of the press of Montreal has not responded as it might reasonably be expected to.\u201cIf we could secure the right kind af a Council it would be a good thing;
