opened the meeting by giving a brief review of the questions dealt with by the board during the past three months relative principally to presentations, shipping and the tar- \u201cTHE TIME HAS COME.\u201d Hon.Mr.Tarte was introduc\u2018} by the ch¥rman.and said: \u201cThere are turning points fn the life of a nation as there are in the life of Individua:s.I think the time has come\u2019 for us to take full advantage of our.opportunities.\u201d ; .\u201cThe last census.\u2019 Mr.Tarte sald, ! + the \u2018tide at Batiscan and Quebec.It \u201cMontreal should have a dry dock.fs a pres-ing necessity.Quebec has one.and it has proved it should have two.\u201cWhen the equipment on the lakes! is completed, when we have a larger | fleet on the lakes, ani when the St Lawrence improvements are complet- > \u2018had not shown the increase in our population that we had expected.The Immigration to Canada was almost insignificant compared with that which flowed continuously into the United States.Mr.J.J.l1ill, some weeks ago, had said that fifty years hence the population of the United States would be 150,000,000.It would be a wonderful growth, But our American cousins had started housekeeping early.Canada might not have had the same population, but what would have been the result, he asked, if Canada had started thirty years ago to take the full advantage of her advantages?We might at least have ten millions instead of six mi:;\u2018fons of population.Canada had not progressed as It should have done, and the time had come when a strong, active and vigorous Canadian policy had to be carried out.HARBOR IMPROVEMENTS.Hon.Mr.Tarte then took up the question of harbors and harbor lm- provements.Montreal! was the Canadian city par excellence.He had travelled extensively, and as Minister of Public Works he had felt it his duty to see what our neighbors across the line were doing and study what we In Canada could do.He congratulated the Americans on their splendid harbors, and remarked that in their budget this year the muniticent sum of $65,000,000 was found to be applied to the improvement of water ways and harbors, Their rivers had been made safe.He had recently visited the great lakes, and had sen there large Met ANA enormous tonnage travelling night ahd day.The reason was that the channel was deep and well lighted.Their harbors, tov, were well equipped.Duiuth was comparatively a small city, yet it had one of the finest harbors in the United States.Splendid ports were found at Buffalo, Cleveland, Miiwaukee, Chicago, and other cities.Through the great takes and the American ports over 25,000,000 tons of ore wouid pass this yeur.There were over 2,00 American bottoms on the great laks, Mr.Tarte : said, while Canada had a little over a baker's dozen.This year we had twen- | ty-four t\"anadian boats carrying grain and ore.How could we compete with the Americans?We were not in it.Through {ts transportation organiza tion and through lt~ tariff the United States had developed its natural re- sourceg to a marvellous degree, Nearly all our \u2018'anadian grain was carried in American bottoms to American and Luropean ports.MONTREAL'S IMPORTANCE.The minister proceeded to speak of Canada's geographical position, and to show that this country had the shortest route between the west and\u2019 east and that therefore we should be the carriers between these points.But it was not surprising that \u201cwe had not done much of that carrv- ! ing trade, as we had no equipment for : it.He spoke of the improvements which have been made to the ship channel between Montreal and Quebec, and said that when the season of 1904 opened, or very early In it, a ship drawing thirty feet of watar would Me able to run from Montreai to Quebec, night and day.by taking advantage of the MONTREAL AS FREE \u201cLet me ask the country,\u201d PORT.said Mr.Tarte, \u201cwhether Montreal should not be as free a port as it 1S possible to ! make it\u201d ; \u201cWe must not borrow any more money.The duty of the country is to equip our national harbors, our national rivers, our national highways.I speak for myself.Perhaps 1 shall be accused once more of compromising my colleagues.I have no desire to do so any more than to enm- promise myself.but on a question of thay magnitude I think a minister should have at least the right of an ordinary citizen.| \u201cI have repeatedly «aid to my col- ! leagues that Montreal sloul!d be made as free a port as it is possible to make it.and mv opinion is the business men of Montreal should pui) together and see that their influence is felt where the influence of others has been felt.You don't envy others, but when we look at the publir accounts we find that the port of Montreal is about the oniy one in this country where the existing condition of affairs is tolerated.\u201cWhat I mean to convey is that for the future Canada has a right to expect that the port of Montreal shall nat be loaded any more, sn that we may, by our national waterways, be able to compete against the American waterways, ed, the port of Montreal will certainly be one of the most important shipping pointe on this continent.\u201d tariff.He said in part :\u2014 \u201cIt is not without some little trembling that I speak of tariff.1 feel, though, that I am bound to do so.Tariff after all is not a sacred Ark that nobody can louk into.It Is a great, large, broad public question, in which we are all interested.\u201cI have talked tariff for the last twenty-five years.I talk- tariff before being a minister, I have talked tariff since I have been à minister, and I will talk tariff whether I remain a minister for some time or whether I will go to private life, which will certainly come some of these fine mornings.It cannot be helped.I quite recognize I am not bound to be a minister for all time, I have no desire to be so.\u201d 4444446644 4666 444444064646644 Hon.Mr.Tarte then quoted from a speech delivered during the last session by Hon.Mr.Fielding, Minister of Finance, dealing with the tariff, and saying that some time it-would be revised.The statement had been made us the result of a previous meeting of the Government.When the Minister of France had announved that a revision of the tariff would take place, it was the Government that was speuk- ing through him.Mr.Tarte likewise quoted from the speech delivered by Sir Wilfrid Laurier at the banquet of the Manufacturers\u2019 Association touching upon tariff reforms.VI protest against the Insinuation,\u201d said Mr.Tarte, \u201cthat | profited by the absence of my distinguished leader to sav things I would not have said in his presence.I am usually not afraid to speak my, mind.\u201cI AM NOT DISLOYAL.\" \u201cBut I am not disloyal, and let not my political friends accuse me of be- Ing so.I have a right to expect better treatment from them.\u201cI spoke at the bunquet of the Manufacturers\u2019 Association.The Prime Minister was my neighbor at table, and he did not protest againgt what I said.\u201cI spokr before him then, I spoke since, and I Intend to speak again.It is a very clear case.\u201cI protest once more against the in- sinuation- that I have taken advantage of the Premier's absence to do him tnjury.* Mr.Tarte quoted his own Bpeech at the banquet of the manufacturers, where he had expressed his views in tavor of protection.SPOKE FROM CONVICTION, \u201cI spoke so,\u201d sald Mr.Tarte, \u201cbecause I felt they were words in harmony with the general feeling of the country.\u201cI do not say they are the views of all my colleagues.Some of my cole leagues have spoken of free trade.1 did not get mad.\u201cWhat I have very clear.\u201c1 do not want to increase the gruff all along the line.I advocate that ft be taken up item by item and revised.\u201d If an increase were found necessary on certain articles, then an Increase should be made.If, on the contrary, a decrease on certain articles were fouud necessary in the interests of C'u- nadian trade, then he tariff should be touched accordingly.Speaking on the one item of pulpwood, Hon.Mr.Tarte remurked that we had plenty of it while the Americans had scarcely any at home.They came here to get ft and had the advantage of being able to export it free.The Americans came here.devastated ur forests, took our timber to the United States free, and then put a duty on pulp which was just sufficient to close their market against us.They took our timber to the other side of the line, and mar tfactured pulp and paper and compete with us in the
