read from the Minister of Inland Revenue, giving figures concerning the ~quantity of cigarettes and tobacco manufictured in Canada from native and foreign.\u201c .It was pointed out, however, that the policy of the department was to prevent one manufacturer from learning the business of another, and the hope was expressed, therefore, that.the flZ- ures quoted in the letter would be used solely for the information of.the commissioner.The Tobacto Company's counsel protested, and Judge McTavish stated that he would take some time.to decide whether the figures would be given to the lawyers on both sides.PETITION OF THE DEALERS.Mr, Max Goldstein, of the counsel for the independent tobacco: compantes,.presented a petition signed by 735 deal- ; ers throughout the Dominion, who were unable to appear as witnesses, protesting against the exclusive contract system of the American Tobacco Com-~: pany.of Canada and craving.the unrestricted right to sell any tobacco or cigarette they Canada.Taking up the history of this American Tobacco Company, which had suddenly stepped in and bought up the ex- fisting tobacco industry.of Canada, Mr.Goldstein proceeded to say : Prior to 1890 there were five leading tobacco and cigarette manufacturers in the United States in active and .healthy opposition.In 1850 these combined into the American Tohacco - Company, with a capital of $25,000,000.The tobacco trade at this time was | tal of the company\u2019 was $1,000,0 -puny.of Canada.it, as Mr: Prioy tol\" one of the leading industries of the United States: The combination of the five principal companies was designated a trust.Mr.Goldstein, reading from Woods\u2019 book on trusts, \u2018defined a trust, the definition concludin gby say~ ing that the trust was \u2018a monument to American genius and a symbol of American rapacity.\u201d This newly formed trust attempted at once to secure cen- trol of the cigarette trade of the Unite ed States.From January 1, 1895, to there would perhaps not be much farm.done.; - \u201cMy impression is that voting is a privilege that the majority of Es do not value very much.At the same time those who have an interest in the ward and who pay taxes should be allowed to vote if they want to.\u201cThere is no good reson wh privilege should be restricted to he men who are pruperty owners, while | these handle none but the goods of the Am-' erican Tobacco Company, because in\u2019 the twelfth cl.use of the contract the company\u2019 claims the right to refuse the commission to any one whom \u2018it suspects of not having held rigidly to the terms of the contract.When Mr.Fortier had started manu-' {facturing cigarettes he-had been met {by this exclusive contractgsystem.After.fighting it for some time, he had taken two actions inst the tom- pany, one in Montreal before Judge Dugas, against the company in general, and one.in Quebec before Judge Chauvau.While in their deductions, from the evidence presented, both of udges pronounced strongly against the methods of the company, they were forced to decide that in view of the law as it then existed there was no illegality in the manner in which the company cénducted business.+ .- Coming now to the cut tobaccd industry,\u201d Mr.Goldstein went into the impetus which the change in the fiscal Policy in 1897 had given to the Canadian tobacco industries.Companies were formed all over the \u2018country and a practically new industry created.Then this American Tobacco Company comes in at the end of 1898: That sare year it acquired th etw ooriginal Canadian factories.A few months later it secured the factory at Joliette.It was trying to secure control of the plug tobacco industry.In 1900 the, tobacco contract comes upon the scene, This contract, Mr.Guldstein submitteed, was simply an attempt to shut out competition in the manufacture of tobacco as had been done in the manufacture of cigarettes.In +1892 the contract was introduced -into Quebec, where the company would have us believe the dealers were clamoring for it.But the dealers themselves told a different story.Contracts of the same nature were also made with regard to Canadian cut tobacco, but: in this case the contracts were verbal, the company\u2019 believing doubtless that they |\u2019 had:'the matter in their own hands and not desiring to arouse criticism by insisting
