amounts to $1,607, leaving exactly $120.72 to satisfy ular creditors.The 81,607 of expenses is made up among other items of fees and expenses of provisional guardian \u2018and curator, $1,001.46, and fees of five inspectors, $455.| The regular creditors get nothing at all out of this estate.There are\u2019 two - \u2018heard in this connection), are | not restricted from making charges and incurring expenses wholly.out of accord = with the size of the estaté in insolvency.Under the present law, the creditors are apparently .of last consideration.If the winding up experises cannot be \u2018made to dispose of what receipts there are, then those to whom the estate is indebted may share the.balance.Dig LORD DUNDONALD .© IS DISMISSED.(Continued from page one.) sponsibility each minister public fairs of the province or district with which he has dose political colleagues may not be so well acquainted.Mr.Fisher, while sharing with his colleagues that general responsibility already referred to, represents in a particular manner the Eastern Townships of the province of Quebec.If, when it was proposed \u201cto form a new regiment in that district, he interested himself in the work and sought to make the organization effective, he was not merely exercising a right, he was discharging a duty both to become ineffective after ireceiving, 1st, the approval of the Minister of Militia; 2nd, the approval of His Excellency the Governor-General-in-Council.\u2018The \u2018power, of approval on the part of each of these authorities must.of necessity, carry with it, the right of enquiry and rejection.\u201cIn the case of members of the Cabinet, while aM have an equal degree of responsibility in a constitutional sense, yet, in the practical working out of the péople \u2018of the district and to his colleagues in the Cabinet, who would expect him to inform himself of all the facts and advise them before approval by the Cabinet of the proposed arrangements, Mr.Fisher states that-so far as his int?rference related in any way to politics, it was not to give the new regiment a political color, but to guard against that very evil, which he had reason to believe was one of the causes of failure of some previous efforts to maintain efficient :ailitary organizations in the Kastern Townships.He interfered, not to have the regiment officered by his own political friends, but to see that capable military men of all political colors received, as far as possible, equal consideration.That he did not seek to give his own pdliti- cal color\u2019to the regiment is abundantly evidenced by the fact that of eighteen names submitted in the list only one was styuck out by him, and.by the further fact that a majority of the gentlemen chosen for commissions with his approval are his ponents, -
