ed upon to respond and expresse his (Continued on page 6.) î J.\\T i HON.P.H.ROY \u2014 DELICATE HEALTH.St.Johns, Que., Nov.23.\u2014 (Special) \u2014When the criminal assizes opened Philip H, Roy, former President of the Banque St.Jean, was called.Mn.N.K, Laflamme, K.C., counsel for Mr.Roy, moved to-have the proceedings continued to the next term of Court, stating that Mr.Roy was in such delicate.health that he was unable to appear.It is likely that the application for adjournment will be granted P, 1.L\u2019Heureux, ex-manager, and Phi- libert Beaudoin, acting manager of the bank, who weré committed on the same charges as Mr.Roy, were also called, but their hearding \u2018 was held over, pending the decision of the court on the mation for the continuation of the Roy case, The.three accused have two charges preferred against them\u2014First, with making false monthly returns, and secondly, the more serious charge of conspiracy to defraud.The arrest of Hon, Mr.Roy, who is an ex-Speaker of the Quebec assembly, created consternation throughout the province, His signature is found on the returns alleged to be garbled, but his claim is that he signed them as a matter of form, and without personal examination of the accounts.A plea of not guilty was also entered at the preliminary proceedings by the two other accused._ Following the suspension of the Banque St.Jean early in June an investigation into the affairs of the bank instituted by the Provincial Government, the three officials were arrested on the night of June 11th, on the charge of making false returns to the Government.Late on the night of his arrest Magistrate Moreau, of St.Johns, went ta the house of Mn.Roy and accepted bail of $4,000.Earlier in the day Crown Prosecutor Hibbard had issued instructions that a bond of $50,000 was to be demanded, but Magistrate Moreau- was not aware of this., The re-arrest of Mr.Roy and the two other officers of the bank on the gore serious charge of intent to defraud, followed.This time bail was fixed at $50,000.The complaint on- the charge of makmg false returns, was iyled by Mr.J.P.Knight, secre: tary of the Canadian Bankers\u2019 Association, and the second charge by Mr.Thomas Lawson, of Ottawa.Mr.Roy was ill at the time of his arrest, and ,when he appeared in court be plainly seen that he was still indisposed, though hg bore up bravely in the face of the serious charges preferred against him.Mr.Knight, called as a witness at the preliminary hearing, said that he had noticed irregularities in the hiank\u2019s affairs.He had communicated with Mr.Roy, and next day the Banque St.Jean suspended.A list of outlawed promissory notes which, it is \u2018alleged, were represented as assets, was produced.This list amounted to $549,- 376.26, and it was stated that these notes were certified in the bank\u2019s reports to the Department at Ottawa, as \u2018\u2018current loans.\u201d : \u2018Mr.Roy was unable at first to secure the $50,000 bail demanded and was kept in jail at St.Johns after he had been committed for trial with the other two officers of the bank, He became very ill, and Dn.Joyal of St.Johns, presented an affidavit to court Treating Consumptives in the Homes\u2019 of the Poor.\u201d Dr.Pratt is a native of Massachusetts.He was a student of Professor | Osler\u2019s in.the John Hopkins Medical School, terwards becoming assistant in the pathological department of Harvard, Later he was appointed to the out-door department, of the Massachusetts Federal Hospital.It was while engaged in this work that Dr.Pratt became convinced of the uselessness o: treating tuberculosis in a large outdoor medical clinic and he developed \u2018the idea of the class treatment for poor consumptives, \u201c ' Under the class system, Dr.Pratt explained, the treatment of the patient, is conducted.along four lines ; he'must spend the nights as well as she days, out of doors, he must keep at rest in a recumbent position, also, there is a system of weekly records devised by Dr.C.L.Minor and the weekly meeting.! \\ Living out of doors is regarded as essential.If the house of the patient offers \u2018no opportunity for such, then the patient must move and the expenses are paid out of the class funds if necessary.\u201cThe members sleep on piazzas, balconies or in yards protected from the rain and snow by wall tents.In connection with the rest treatment, each patient is provided with a canvas reclining chair, the patients never being allowed to take any of the prescribed rest in a sitting position.No sewing or hand work is allowed, and only a moderate amount of reading.With respect to food, milk formsy the basis of the diet, and olive oil is taken after every meal.Considerable freedom is allowed, however, with regard to diet owing to the varying tastes of different nationalities.The distinctive feature of the class system, Dr.Pratt continued, is the class\u2018 meeting.It is held every Friday in a large the Franco-Can- adian treaty and to report to the Senate on the validity of the dbjec- tions raised against the treaty by the commercial interests in France, THE BRITISH EDUCATION BAL, Text of Government's Third Attempt.ne WITH A LOT OF OBJECTION.London, Nov.23.\u2014The Government, Saturday, issued the texteof their third attempt to draw up an education bill which will draw support from all parties to get through Parliament.150 It is, of course, a compromise .and will undoubtedly meet strenuous objection\u201d on the part of all extremists.But as the most influential \u2018of the bishops have agreed with the most influential members of the Liberal party in formulating the terms of \u2018 the- bill, there are plenty good prospects of its revival.Fairly good control wand freedom from tests are two of the main principles to which the Government has striven to give effect.- All _schools receiving rate aid pass under contro] of the.local education authority.No teacher employed or seeking .employment is required to subscribe to any spgcified religious denomination or attendance or .abstain from attending any place of religious worship or give any religious instruction.These provisions, \u2018the Government maintains, will provide one type of school throughout.the country, the whole apparatus of managers appointed to guard the interests of a particular denomination bassing away.This makes a great distinction from the old bill, which involved a sacrifice /| by the Church, in compensation for which she gets \u201cThe right of entry.\u201d This takes the form of a provision that if any parent desires -it denominational] religious instruction may be given.two mornings a week between 9 and 9.45 o'clock.| The bill provides for the religious instruction proposed by Cowper Temple a year or so ago, that.is, 45 inutes a day of undenominational teaching.The bill also provides for contracting out of schools committed to denominational teaching, as, for instance, the Roman Catholics.They will get a parliamentary grant, provided they fulfill certain conditions, but they will receive no rate aid.Catholic assent to the bill will probably \u2018largely depend on whether the parliamentary grant is sufficient, in the words of Archbishop Bourne, \u2018\u2018to keep lour schools permanently in efficient being.\u201d \u201cIt is imperative,\u201d says the Catholic
