President, Wm.Morris, Esq., presiding, and about twenty-five in attendance.The treasurer's report, sub- I mitted and adopted, showed balance brought forward from previous year, $37.24.Receipts from membership fees (which are $1 per annum) $74.Expenditure in different directions, including cleaning Magog River banks, $26.75, leaving balance carried foward, $84.49.The president briefly reviewed the work of the past year, expressing regret that the work did not show miore definite results, for the reason vont it bad been, as always, largely §ducational, not capable of definite tements, and »second, that the eflorts of the Association had been gely directed last summer to securipg more cleanliness in the principal streets, which was felt to be.of the utmost importance and most in ag¢cordance with the wishes of the community.Conferences with the Counsil and committees had been greatly prolonged, and although the Associatign offered to assist in furnishing a man for a daily ‘ cleaning, this had finally bean declined and the work was: earried on as heretofore at intervals - of several days, not satistastory to the community.Proceeding to the election of offi cers, Mr.8.F.!Morey moved the reelection of the retiring president, whg declined, ing as a reason therefor the ongrous duties.which he had assumed ag.president of the KE.T.Agricultural Association, and nominated Mr.Morey for the office.This gentleman declined, alleging that he had already served his full time in this office, and that it was unwise, in publi movements which represented the desires tourist in Paris, who after reading a letter tore it up and threw it away.He was immediately tapped on the shoulder by a policeman, who pointed to the pieces of paper, and the tourist was | pelled to the humiliation of then and there picking up each separate piece of paper and taking it away with him.This was given as Apro- ‘pos of the by-laws of this city and the powers and duties of the city officials and committees in enforcing | cleanliness of the streets.Mr.Hebert also addressed the meeting, by re- quest- of the president, in a very short and practical speech in which he referred to the appointment by the Chambre de Commerce committee on civic improvement, which would give additional impetus and, he felt assured, work in harmony and in co-operation with this association for the betterment of the city.The meeting then closed.+ PEOPLE ARE INDIGNANT — ACQUITTAL OF MURPHY FOR MURDER MAY CAUSE TROUBLE.Shawville, Que., May 21.—An indignation meeting was held by the progress.Many rivers, which formerly were deep and wide, are annually shrinking, and not a few industries and mills have been obliged to close because the steady streams of water, upon which they relied for running purposes, have failed them.One need only take the St.Francis River as an example.For many years this river was the only means of communication between this section of the country and Quebec, Montreal, and Three Rivers.By boat in summer and ice in winter the inhabitants | made of it the only thoroughfare connecting them with the larger centres of Lower Canada.The first large boat that descended the St.Francis was about sixty feet in length, built of pine.timbers and planks, and able to cgrry about six tons.If such a boat were placed in the St.Francis at Sherbrooke to-day it would appear altogether incongruous, and would be quite useless, In going down the river this boat had to be portaged or drawn around the falls at Brompton, a task not always easy.Yet the people of the ships were dependent upon these trips up and down the river for several years, for their supplies, and the boats plying back and forth at intervals were the connecting links between the wilderness and,.the world outside.The river gt .that period was more protected by the forests than it is to-day.had ot en harnessed gnd ~e-harnessed for, iBldustry, and was able to conserve’a depth of water The St.Francis is the most important river in St.Francis district, and into {his stream the greater proportion of the smaller streams empty.It is plainly evident, therefore, that the decreasing depth of water is due, to a larger extent, to a decrease in the amount brought to the river through these tributaries.Wherever ‘| the lumber industry has resulted in deforesting the banks of the rivers, the water has decreased in depth, for ‘orests protect the streams and prevent the waters from drying up for ious dread has burdened the Town- , unpleasant dream or omen had lon the quiet townships are all important in a ‘ceal, if not general sense.How to preserve sufficient depth and volume of water for the continuance of industry and development is a problem deserving the most serious constder- Jation.The bill presented by Hon.Mr.l Allard, at Quebec, providing for the appointment of a commission to consider the question of conservation, and how best to obtain some uniformity of management in regard to the volume of water, is timely.It may ba anticipated that the commission ‘Will not limit itself to a mere consideration of the regulation of the damming of lakes and rivers to ensure-depth and volume in one place for a certain length of time.The difficulty is one that goes to the very sources of the- tributaries of lakes and rivers.There has heen, and con- tinves to be, a steady depletion in natural water supply in the settled sections of the Province.To discover the regson for this depletion and pass regulations to remedy the same is the actual they include a considerable number of capitalists, The 450 emigrants who sail to-morrow from Liverpool for Canada under the wing of the Salvation Army include at least hplf a dozen who have in their possession at least £100 apiece, and a large number taking from £10 to £100.Yet this is a comparatively poor party.The 300 emigrants sent out by the same organization last week comprised another half dozen who took sums varying from £100 to £1,000.TIt-is estimated that the two parties between them will have in their possession, when they land in Canada, not ‘less than £30,000.The Salvation Army, when desired hy its clients, takes charge of their money and remits it by draft, to be paid to the ‘‘Army’s” oflicers in Canada on demand.The official emigration organization of the Canadian Government does not do this, nor does it inquire particularly into the financial position of the emigrants, so long as they can comply with the Government regulations.No exact statistics bearing on this point, therefore, are on record.But many emigrants who have gone out on the strength of information supplied by the Government office have made voluntary statements of the ‘amounts which they are taking with them.One man, for instance, has from £180 to £200; another about £150; a third, £250 ; a fourth, from £500 to £700, Two men, both going out to grow wheat in Alberta, will start with £1,200 and from £1,500 to £2,000 in their Possession respectively.And so the tale goes on, till at the end of the season a total will be reached which can be fairly described as enormous.It is not without interest in this connection to notice that a large amount is sent out to emigrants after their arrival by their friends in this country.The ‘‘remittance man” in Canada generally gets his monthly allowance from home through a bank and the total can hardly ever be guessed.The smaller amounts sent {out by money orders, however, are on record.The Post-master-General’s last report shows that in “the year 1908-09 as much as £286,220 was sent to British America (chiefly Canada) through his agency, hesides £126,862 to Australia, £45,196 to New Zeal- and, and £92,605 to South Africa.On the other hand, far larger sums are constantly being received in this country through the Colonial Post Offices.Last year, for=instance, as much as £991,278 came from British America, £270,225 from Australia, £187,019 from New Zealand, and £617,201 from South Africa.A large proportion of this money, at any rate from the first three regions named, is sent over by successful emi- srants for the express purpose of enabling members of their families to go ont and join them.‘ The money value of a citizen_to the State is estimated by some Ameri- :an authorities, louking at the matter from, what may be called a Chancellor of the lixchequer’s point of view, at £300.At that rate the 100,000 emigrants who are expected -to leave the United Kingdom - for Canada alone this .year wil] increase the productive capital of the Dominion by £30,000,000, in addition to the £4,000,600, or more probably £5,000,000, which they take with: them in moncy.—London Times.A New Straw Hat For À Trifle ‘That's all it costs to make vour last vear's hat fashionable and bright as new, with Anchor Straw Hat Enamel -—not a watery dve or stain— but genuine enamel that colors and waterproofs the straw.With this unique preparation, you can have your straw hat to match your sunimer-costume.In all popular colors, from champagne to black.Your dealer has Anchor Straw Hat Enamel or will get it for you or send to pRANDRAM- NDERSON, TERRES SESS LIMITED.MONTREAL, HALIFAX, ST.JOHN, TORONTO, WINNIPEG.52 ‘ JAS.THOMPSON i Sherbrooke, ‘Lew A glass of water, every morning rids the system of all impurities—starts the liver working properly— and purifies the blood.Abbey's Salt is the best spring tonic for young and old.| 25c and 6oc a bottle.won’t catch you sa regularly.if you start in ‘Spring Fever” right now to take Abbey's - A dessertspoonful, in a a Let us again remind you that we guarantee the following lines of Pen-Angle Hosiery to outwear others.That means the best wearing hosiery sold anywhere.The reason why they will wear longer is because of” the exceptional quality of the cashmere and cotton yarns we.use.And because we knit them on Pen- mans’ exclusive machines, We have the sole rights to use these machines in Canada.They're Seamless There machines form-knit the hosiery to fit the.form of the leg, ankle and foot perfectiv.without a single seam anywhere to irritate your feet or rip apart.They reinforce the feet, heels and tloces—the places that get the hardest usage-—without you ever heing aware of any extra thickness.: Yon see, these machines increase the wear resistance of Pen-Angle Hosiery and at the same: time make them more com- fortable—your ideal hosiery.> Make.up your mind right now that vou will never ugain buy hosiery with, horrid seams Up the lege and acrosz ihe foot— hosiery less serviceable—hut get Pen-Angle 2 for 1 guaranteed hosiery.For Ladies No.1760.-—-“1.ady Tair” Black Cashmere hoge.Medium weight.Mude of fine, soft cashmere yarns.ooply leg.5-ply foot, heel, toe ani hizh splice, giving, then strength where strength is necded, Box of 3 pairs, $1507 6 pairs, $3.00.: No.1020.—Same quality ns 1760, Put heavier weight.Black only.Fox of 4 puirs, $1.50;
