Treasurer gave an address on the education question and on the backward condition of the rural elementary schools.On this latter point he said : \u2018Here in this garden spot of the.Province of Quebec, here in the Eastern Townships, among Protestant English-speaking people especially, the condition of elementary education.leaves much to be desired.\u2018\u2019The people have increased in material prosperity, they have profited by the general knowledge and information that have been so widely diffused by the press, but their educational ideals have not kept pace with their material considerable damage, but was not set on fire.The bolt struck the chimney and came down into the living rooms by the double stove, and played about the floors in three rooms and splintered them, then demolished two Posts in the cellar, killing a cat which was there, and passed into the ground., Four children of the family were sitting about the kitchen-table \u2018and were badly burned about the system.\u2018\u2018More than one-third of the Protestant teachers in the Eastern Townships are untrained, and in fact pos- ess no certificate of competence .of any kind whatever.Schools remain in charge of these incompetent teachers for periods varying from six to eight months a year, while the average salary of teachers with diplomas is only $221.00 per year.\u201d Mr.Mackenzie then urged, and rightly, that the work of reform must be more widely and extensively undertaken, so far as the individuals of the community are concerned, if it is to be effective.The Montreal Witness commenting upon the situation says: - \u2018\u2018Four years ago we had in the English-speaking counties an educational campaign that was organized by the Hon.Sydney Fisher, and there is no doubt at all that it did good here and there.It cleared the public mind for one thing, of many false impressions, and it emphasized the fact that the best progress is to be sought in local effort.But the backward conditions still existing in so many municipalities make it plain that one campaign was not enough.It was not enough\u2018fn Ontario half a century ago and more, when Egerton Ryerson was engaged in the splendid task of arousing the people of that province to a sense of their educational duty ; campaigning was the steady annual activity of that reformer.Ryerson was obliged to.persist, and did persist, until the local energy and pride almost everywhere \u2018could be relied upon to support good schools as a matter of course.We would suggest that another campaign, similar to that of four years ago, be undertaken in our province.Qualified speakers, well informed \u2018on all the details of our educational work, are available ; all that is needed is someone to lead the way.If his official duties do not prevent-him from undertaking it, we imagine that the call of the Provincial Treasurer to this work would be heartily responded to in the Eastern Townships at any rate.An active campaign, followed up by the formation of local educational associations, along the lines suggested by Dean Sinclair, of Macdonald College, but including, in addition to school commissioners and trustees, the ministers of religion and others interested, would surely be productive of much good.\u201cWhatever may be the general backwardness on this question in any community, there is always a minority with right ideas, and this minority can usually do something effective when it is organized.As Mr.Mackenzie indicated, there is urgent need of co-operation on the part of those who have not hitherto occupied themselves directly with the school} question, but whose interest in it is needed.That co-operation can be secufed by organization, and a distinct purpose of such an educational campaign as we are proposing might well be the securing of this local organization.In the address referred to Mr.Mackenzie said that he was not one of those who take a gloomy view of the future prospects of the English-speaking people in the province.He believes that -the circumstances which have brought about the backward educational conditions are of a temporary character,\u201d and that restored confidence in the future of the minority will help to right them.The lure of the West is ceas- .ing to attract as strongly as it did: \u201cThe great resources of the Province of Quebec, the development of which may be said to have just commenced, ius great forest and mineral wealth ; its great prospects for the establishment of manufacturing .industries ; the fertility of its soil for | owned these horses.parents.It was said the cat looked as if a hot wire had been wound around its body severe\u201d times.FITZGERALD AND LAVIN GUILTY.Conspiracy to Defraud at Recent Race Meet.\u2014 WILL BE SENTENCED FRIDAY \u2014 THE EVIDENCE\u2014GAME PUT UP ON LOWELLTOWN \u2014 MAN.The trial of Robert Fitzgerald and John Lavin.took place this morning before Judge Mulvena.The Crown decided to proceed first with the charge of conspiracy to defraud.Gedeon Valliere was the first witness called.He was gate keeper at the exhibition grounds during the recent races.He recognized Read and the two accused as having noticed them at the exhibition grounds, his attention having been drawn to them by.the way in which the accused accosted Read.He noticed that all three had money in their hands, and that they \u2018went over to the sheds where the horses were kept.He called Price's attention to what was going on.Stevens Read identified the accused.He said he belonged Me.He came to Sherbrooke to have accused before.He had been drinking heavily for some days before going up to the races.He was accosted by Fitzgerald who asked him to come and see some fine horses that they said they owned.They then asked him to bet.He refused.They kept after him and finally put up five dol- \u2018lars which he gave to Fitzgerald who left with it with Lavin and money back.Lavin told how ° telling him to remain he would get his that Fitzgerald Fitzgerald came back with a roll of bil,s in his hand and said he had won and asked him for more money.He said he was a stranger here and wanted some security.Lavin said, \u2018\u2018Let me have it and you will get it back all right.\u201d He then gave Fitzgerald a roll of bills which contained fifty-five dollars.Fitzgerald left in a hurry.\u201cI began to get uneasy,\u201d said witness, and wanted my money back.Fitzgerald finally wrote on an envelope, which the complainant had, the words \u201cR.Lyon,\u2019 and told him to ask.for that man at the Sherbrooke House, and that he would get his money.Witness went to the Sherbrooke House, but found nobody of that name there.He then went to the police and finally found the two accused at the Montreal House, where they were arrested.\u2019\u2019 Norrey Price, who was acting Superintend of the grounds at the time, had his attention called to Read and the accused by Vallier.They were passing money between them at that time.A man by the name of Turner called him into a shed and told him to listen to what was going on.The two accused were talking to Read outside, asking him for more money accused but we could not see him.When we came around the shed we saw Read hand Fitzgerald a roll of bills.Read was noticeably drunk, but could walk and talk alright.Sub-Chief Couture testified as to the amount of money and other articles that- were found with the ac- agricultural purposes, will ever be attractive to capital and enterprise, and there are none who have greater \u2018faith in the great possibilities that the Province of Quebec affords, than the English-speaking people themselves.\u2019 + \u201cBut nothing, after all, is more calculated to give confidence and strong purpose to a minority, and to win respect for it, than the exhi- cused when he searched them.Morin, a turnkey at the jail, testified as to finding $33 in the lining of Fitzgerald's coat.The case was then
