[" ne 7 NEXT EUROPEAN MAIL.* Friday, 0.90 a.m, Kroentand.a \"96TH YEAR.NO.23.TEN PAGES.sé 27, 1908.= REP ST VINDICATED i, 1 .: y, 1 S Crete » .a ie J, ç 7, 4 ple ! \u2014 /, - RENCE ROUTE Findings of Commau.or Spain and Other Commissioners Allege That Disasters Due to Carelessness of Someone on Vessels.\u2014 (Special to The Montreal Herald ) Ottawa, Jan.27.\u2014The report of the commission appointed by lion.James Sutherland, the Minister of Marine and Fisheries, in August last, to investl- gate the St.Lawrence wrecks, will be issued to the public in a few days.It deals with the Indiana, Rustington, Monteagle, Manchester Importer, Sahara and other disasters, and advance sheets of it indicate that the findings in every case vindicate the St.Lawrence route to the full, and allege particular and well-established negligence on the part of some officer or pilot in each case, excepting in that of the Kd- ward Seymour, which is attributed to fortuitous-cfreumstances.The commission, Capt.O.G.V.Spain, commissioner, with R.S.Cltft, marine surveyor, and S.Simons, naval architect, as assessors, recommends \u2018that owners only employ careful, exper- fenced captains and officers, and also that the pilotage system of the St.Lawrence be put under Government control.\u2019 THE MONTEAGLE.The case of the Monteagle is gone into very thoroughly, and the commission finds that \u201cthis casually was caused by the lack of seamanship and judgment displayed by the second mate dn either steering the vessel ashore or not altering his course when he saw the vessel approaching the land.\u201d A formal investigation is urged.THE INDIANA.The Indiana wreck is thus explained: \u201cCapt.Furneaux was guilty of almost Crimiia! carelessness in his navigation of the vessel and in neglecting to ascertain the deviation of the compass on casterly courses, and in using an fnefficirnt chart, and in neither hav- Ing nor reading sailing directions or pilot hook for the st Lawrence.\u201d MANCHESTER ENGINEER.Speaking of the Manchester Engineer.the report says that \u201cthe disaster was ontire'y due to a very grave «rror In judgment on the part of the captain of the ship, which he himself acknowledges.\u201d THE SAHARA.Apropos of the Sahara, \u201cthis casualty was caused by the imprudenc: of the captain in too hastily leaving Father Point.and lack exnerience in not knowing the sot of the cinit or Bie Islar-l .MANCHESTER IMPORTER.Relative to the Manch-ster Importer.that the \u201ccasualty was ol it is reported caus+d by an ercor of judgment on the pari of the pilot, and the inexperience of the master in the navigation gf the St.Lawrence.We consider that the punishment of the pilot is inadequate, and that the pilotage of the River St Lawrence should be under controi tof the Government.and that pilots be examined and trie] by eompetent experts.and when suspended should be tides in the vi-: kept going up and down the river on steamers.\u2019 RUSTINGTON DISASTER.Adverting to the Rustington disaster, the report asserts \u201cthat the casualty was caused by the master unwise.y steering from a safe position off Ble- Quetie, on an east three-quarter north course, apparently not knowing the deviation of his compass on easterly courses, and ran ashore on the west end of Barnaby Island, approximately twelve miles away, off which remark- | ably good and reliable soundings and anchorage may be obtained for many miles.It is also very evident that he must have entirely neglected the use of hig lead.\u201d THE SICILIAN.The Sicilian, it appears, left Quebec when the weather was fine and \u2018clear, the pilot steering by the land and not by his compass.\u2018I am of opinion, says Capt.Spain, \u201cthat the casually was caused by the vessel being too close to the south shore, and I consider a formal Investigation necessary.1 would also strongly suggest that the Harbor Commissioners of Quebec be requested to hold a court of inquiry into the conduct of the pilot, Mr.Samuel! Rioux.\u201d THE IBERIAN.Commander Spain attributes the accident to the Iberian \u2018to the pilot mistaking Rod Island light for White Island light, and also to his leaving the bridge and going below, where he was at the time of the disaster.I have also to point out that the master was down below when the vessel struck.\u201d THE BANGORE HEAD.As for the Bangore Head, which the master claims was struck either by a sunken wreck or a boulder that had heen carried down by the ice, Commander Spain, on the contrary, belleves that the vessel was too close in to the south shore.He points out that masters nf vessels have been officially warned \u2018to make full allowance for strong downward current, and, espec- jally in thick weather, to give the south shore a good herth, which may be eas- ilv done, as the estuary is clear and apen for a width of twenty-five miles as far up as Bic Island.Hugging the south shore is only incurring unneces- sarv risk for the saving of a little time.\u201d THE LOANGO.A drizzling rain was failing when the Inango, early in the evening, grounded on Cap Rouge toint, which accl- dent is attributed \u201cto over-confidence of Pilot Frenette in considering that.he was capable of steering the vessels on such a dark night.If the ship had come to anchor the casualty, no doubt, could have heen avoided.\u201d THE EDWARD SEYMOUR.The barkentine - Edward Seymour, which ran ashure on the Island\u2019of An- ticosti.had expertemeed \u201cterrific weather\u201d after passing Cape Breton, and it was absolutely Infiossible for the master to get any sights for some three days before she was wrecked.The disaster \u2018Comes within the category of fortuitous accidents.CERMANY SAYS NO FRICTION EXISTS Declares British Government is Working in Perfect Harmony With Her.London, January 27.\u2014The following statement was authorized by the German Embassy here .\u2014 \u201cThere is not the slightest truth in the reports of friction or misunderstanding between England and tGer- many in regard to Venezuela.Both Governments continue to act in perfect harmony and wiil simultaneously withdraw the blockade at the earliest possible white +tone similar to that used for the new Board of Trade building.= FIFTY LIVES WERE LOST IN COLNEY HATCH ASYLUM FIRE When the Flames Broke Out There Were Six Hundred Women in the Institution \u2014 Inmates, Panic Stricken, Greatly Impeded the Work of Rescue.b The nurses had a terrible experience in trying to assist the insane people who were so panicetricken that they had literally to be driven to a place of safety.The inflammable premises almost immediately became a.furnace.Nothing was left standing.The corrugated iron roofe of the dor- Mmitories and the bedsteads of the patients were melted by the intense heat.Some of the lunatics were burned w-hile in bad and the charred remains of others were found huddled topether in corners, while groups of partially consumed bodies on the site of the corridors showed that many persons lost their livea and sacrificed those of others in their frantic efforts tn force a building.The latest estimate of the superintendent of the asylum places the number of deaths at 52, AU the victnis were women.NO HIGHER DUTY ON VEGETABLES Montreal Growers and Dealers are Opposed to Ontario Suggestion.Tt is nor thought by the fruit and vegetable importers of Montreal that the agitation of the Montreal Gardeners\u201d Protective Association of Ontario for a higher tariff on vegetahies will result respect.The association, at their banquet in Toronto last Thursday night, urged that the Dominion Government should be approached for an increased tarift, and Mr.Archie Campbell, M.P., favored the step which Mr.st John M.PP.suggested, that the incrensed protection should be made provincial.Mr.Hart, of Hart & Tuckwell, Mc- Gill Street, was interviewed this morning upon what the results of higher protection would be to the fruit importers, \u201cIt would simply mean that would have to go out of business,\" the reply.\u201cWhat is the duty now?\u201d \u201cThe duty 18 already about 25 per cent., and were they to raise it.tin- portations would stop.1 understand that the market gardeners want the tariff made 50 per cent.The agitation so far as we can learn is confined to Toronto and thereabouts, and the Montreal market gardeners have
