In the present case Ît requires more than a wave of Mr.Haultain's hand Lo éettle the matter.Sir Wilfrid and his Cabinet find a condition jn sthe Northwest that rather interferes with the application of any easy theory.He finds there a school system actually in existence, one ‘that has grown up during thirty years subject to the regulation prescribed in 1875.He has tne hla- tory of the matter before him in is various chapters.There are the dJe- bates on the original nreasuré; there are the ordinances setting up two “ boards as in Quebec; there are tin ordinances constititing the.system as it exists to-day; with regulations for the - minority schools prescribed by the majority; there are the records of the protests made to Ottawa against this latter action, and of the discussions,: decisions and correspondence there- finent: there are the records of varl- ous debates [in the Commons and the Benate, in the course of which lawyers as learned and stitesmen as respectable as Mr.Haultain gave expression to their—often conflicting—views.AH this was before the Prime Minister and his colleâgues, who had the choice of co tinuing what they found, or of defin- ltely undoing what had been done.They elected to continue it, and to, defend ‘their choice upon grounds of high public policy, and they are scarcely likely to be alarmed when Mr.Haultaln tells them that their action is unconstitutional and opposed to his idea of states- mauship.» ‘ + .FRANCE'S INFLUENCE FOR PEACE « The Socialist members of the Fren:h _Legislature are pressing M.Delcasse concerning -the action of: the government in permitting the Russian fleet to stay so long in the Frenci.neutral ports of Madagascar and generally +3- to.the leniency of its interpretation of the laws of neutrality regarding the use by one of the heiligerents of othe: French colonlal ports, such as Jibutil, solith of the Red Sea, and Alglers and Bizerta, In the Mediterranean, That an increasing number of persons In France are becoming discontented with the terms of the Franco- Russian alliance is.evident;
