at this time too the) money market became depresscd. It would therefore be seen that there was an asbeoldte necessity for placing the securities on the European market in order to carry out the proposed improvements, Ald Bernard detailed the circumstances of their visit to London and the negotiations he and the City Treasuter.had succeeded in effecting, showing that they were not able at at first to place the bonds at more than 90.He went ¢n to show that it was a difficult matter to e Municipal Bonds on the London market; but more difficult still when they were those of Foreign municipalities.Thecity of Bpston loan commenced at hed 98 and 99.Athis " suggestion Messrs.Lawrence, Pierce & Co., the great bankers of Loridon, were advised to purchase the bonds and issue them to the publio. He proceeded to shaw how Sir John Rose had been implcated ig the affair, and finally succeeded im placing the bonds at 85.He looked upon the transaction as & good one, bat if it were not, it was the best that could pf all improvements, &c., ed, it was worth some- , ‘securities were placed ney market, and in such perfectly sure that they ted in the future. As regards the price itsplf—some thought it was too low, while others thought it was high enough. The Aldérman concluded by reading a letter from Mr.Black, City Treasurer, with regard to the Joan effected in London. After somo further discussion, in which nearly all tho members took part, the amendment of Coun.Stephens was put and lost— Yeas 6.Nays 19.- The Council after pome farther routine busl- ness adjourned shortly after midnight, THE BELLE INVESTIGATION.The enquiry was resumed yesterday atjer- noon before Mr.Sheriff Leblanc.Gustavus Joseph] Vancaster's examination by Mr.St.Pierre continued — I am positive that when the affidavit was read to me, I thought that it to izduce me to withdraw my complaint.I (was discharged from the Police force on the 23nd of January, by order of Chief Penton. At half-past eleven o'clock to me on my beat street, and told me station when Bergeant The latter said—* Van.harged.” He had a written I asked him why I was discharged, but he refused to re- on Bt.3 to return to the - Anger was on duty the shape of a letter, I afterwards made an affidavit to the same.(Affidavit produced and fyled.) P.M.(LAST) EDITION Ma GLaDiToNR's Ramesarion.—The prompt resignation of Afr.Gladstone after his defeat on the Irish Education Bill is characteristic of Constitutional England, and shows the overmastering sense of responsibility to the popular will as expressed through its ropre- sentatives that distinguishes British Ministries. As might be expected, Mr.Disraeli is looked to as his successor. The probabilities are that the bill was defeated où a six months’ hoist amendment to tho second reading, as Mr.Gladatone bad declared—as “reported by telegragh lately —that he would accept any amendment or modification thas would do no harm to the bill rather than risk îts loss.Perhaps sido influences tended to aggravate the opposition to Mr.Gladstone's government. There appears to have been a growing feeling, whether well-besed or otherwise, that Logland was losing weight in her foreign policy-—a suspicion that in the dispute with Russia, Mr.Gladstone did not take the firm ground becoming a great mation with right on its aide. This, added to the prevalent belief, well or ill founded as it may be, that the late Premier was inclincd to be more gracious to the Bomish hierarchy than Protestants could approve, would be sufficient to combine against bim the msjority of Parliament.Conservatives have been very successful in elections lately, and this is symptomatic to a certain extont of the public feeling. As for Cardinal Cullen and his followers they may regret the oppesition which has brought about the change of Government, as, bowever little was granted them under Mr.Gladstone’s Bill, they will perhaps not zét as much from Lis successors, who will not dare any more than himself to make concessions to denominationalism, FROM
