EXCITEMENT, THE OLD MASTERS UNAPPRECIATED.The announcement that four paintines, - from the brushes, respectively of W.P.Frith, R.A.; H, O'Neil, A.R.A.; W.C.T.Dobson, R.A.; and H.Lejeune, A.R.A.; would be sold by auction aroused considerable interest amongst picture lovers in the city.They had been on exhibition in the recent loan collection in the Art Gallery, and had been generally admired.\u2018Dolly Varden, \u2018Bridge over the Collties,\u201d \u2018The nutgatherers,\u2019 and \u2018Happy thoughts,\u201d were regarded as characteristic examples of the work of the fren mentioned, and when it was stated that they would be put up to auction as part of an insolvent estate, there was quite: a flutter in art circles.Mr.Hicks\u2019's auction rooms vesterday afternoon, and, long before the sale, discussed the pictures from every point of view, the unanimous verdict being that they were genuine and of :mdoubt- ed value.It explains, too, why we give space to a sale which, in many particulars, was possessed of more than ordinary interest.Was {t in very truth a Corot?Was that landscape, those figures in |: the foreground which contrasted with the sombre tones, painted by the master, the magic of whose name, in any sale of plctures,:is potent to detain the um- idealistic business man from his dinner?Or was it a daring fraud, a simulacrum, clever enough to be dangerous ; sufficiently verisimilar to seduce \u2018the Judgment ; characteristic enough to baffle, tq extort at last reluctant homage, and the eloquent cheque?To say truth, there was a mystery about it.Last.year a certain person came all the way from France with that Corot.Genuine?Bah! It was worth $6,000.Meantime, would Mr.Hicks give a small advance upon it?With the advance the man disappeared.That was all.The silence enfolded him.Bnquiries, to be sure, were made.There was no response.poses of explanation, of association with this gem of the master, he had passed into the void.Mr.Hicks was, then, the happy pos- gessor of a Corot, worth $6,000.Since last May he has been in this enviable position.There was not much said and the people passed in and out, of his store, unconscious of the treasure.Vie tuosos have been knowm to swoon with joy when brought face to face with it genuine.I have had numbers of Frenchmen, famil- jar with Corot\u2019s works, to look at this picture, and they all pronounce it genuine.One man who had said he believed it genuine,\u2014and you know him well,\u2014 said as he was going out, \u2018Well, I'm doubtful.\u2019 \u2018How are you doubtful when you have sald tt was genuine! \u2018Well, Mr.Hicks, how came it here?was the answer.\u2018Ah, gentlemen,\u2019 sald Mr.Hicks, sadly, \u2018there is where it is\u2014\u201c \u201cWhy is it here?\u2019 This is what I have hcard for years.There is a clique in this city, gentlemen, and it is the business of this clique to decry thé pictures I introduce, on the ground that they are niot genuine, that they are pot boilers, and so forth.\u2018Why, the other day, ladies and gentlemen, I brought a gentleman through this whole place, right to the garret, and he said that though he had been in Montreal all his life, he never thought there was such a place in fit.Why?Because he had been prejudiced by the constant argument that you need never expect genuine work to come to Montreal.Yet I have handled some of the best pictures, produced.Now, gentlemen, I put no price on this Corot, You will do the bidding.There is no reserve.Here's a speculation for you.You can make five or six hundred dollars.Need I say anything about Corot?No.You Know his work.You know that his pictures self for $5,000.AH who have scen this pioture say it is genuine.\u2019 If it is\u2014that\u2019s the question,\u2019 remarked Mr.Lindsay, secretary of the Art Association, to one in the audience.\u201cThere is a doubt about it.There is no guarantee.\u2019 \u201c \u2018And if it's genuine.\u2019 remarked Mr.Denny, sotto voce, \u2018it 1s worth $5,000; if not'\u2014\u2014 \u2018Ah, then, if it\u2019s not, it's not worth Having at all,\u2019 said his neighbor.The Corot was neld in position by two grave looking young men who were too much accustomed to handle great masters to be thrilled to any appreciable extent.When you have greatness by the frame all the time a little of the glamor wears off.The background was of dark cloth.A splendid light was concentrated upon the that this #8 the first time an R.A.has been sold in Canada.Frith is now an old man.But his pictures sell for two thousand guineas.This Dolly Varden belonged to the great Charies Dickens, and when his estate was solq, it brought eight hundred pounds.Why.if vou were in London, you could pawn it for $500.People have no confidence because it's mold here.Look at the back\u2019\u2014(back turned to audience)\u2014\u2018there is Thomas Agnew & Son, stamped upon it.This is the name of the best firm of picture dealers in the world.\u201cThere is no doubt at all but this is a\u2018Frith,\u2019 said Mr.Lindsay.\u2018With the exception of the Corot, about which there is a doubt, the pictures are all genuine,\u201d observed Mr.Denny.\u2018But this is Montreal, and not London,\u201d sald Mr.Hicks, about $5,000.\u2018I have bought this picture cheap,\u2019 said Mr.Denny, with an air of self- felicitation.The \u2018Nut Gatherers,\u2019 by Dobson, was knocked down for $70 to Mr.Lusher, who, thrusting the bitter complaints of outraged citizens out of his mind, gave himself up to the contemplation of art, and the outbidding of his rivals in cautious bide which prolonged the suspense and gave a fillip to the event.Mr.Wainwright obtained \u2018Happy Thoughts,\u201d by Lejeune, for $100.Mr.Patterson, a Jacques, \u2014 \u2018Shepherd and Sheep, Moonlight,\u2019 for $7.After that there was not a great deal of interest left.Some forty-six pictures went at prices ranging from $5 to $50.A water color was knocked down at eight dollars.\u2018The gentleman who has bought this TREASURER SHOWS HOW THEY STAND FOR THE CURRENT YEAR.Mayor Desjardins intends to submit the following.(which he has had Mr.Robb prepare for the purpose) to this afternoon\u2019s \u2018meeting of the City Council:\u2014 \u2018 Hon.A.Desjardins, Mayor: Sir,\u2014In reply to your request for a statement of the city\u2019s financial posl- tion for the current year, 1 beg to submit the following, using round figures «nly for simplieity\u2019s sake.1st.Revenue Account \u2014The amount available for the general and ordinary expenses of the ciay for 1394 will be, say, $2,850,000, which may be, roughly apportioned as follows : TI'or interest funded debt and floating debt and charges, $925,000; schools, $300,000; committees and.reserve, $1,625,000.Total, $2,860,000.Of the latter item $220,000 hag been anticipated, by reporis already passed by Council, and will form the first charge upon it.2nd.Loan Account.\u2014The new borrowing powers will admit of a total issue during the next four years of say $8,- 500 000, which is disposed of as follows: Existing arrangements (anticipating the issue of half the cost of Pine avenue and Bleury street, imposed by the Legislature) $1,000,000.Set aside for railway purposes, $1,000,000.Total, $2,000,000, leaving a balance of $1,600,000, to be used ri ty: at the rate of $375,000 per annum for v À f star ae LE ES eras it mMecessary te the extensino of the water, drainage and paving systems, to keep pace with the growth of the city during that period.After establishing the debt of the city as above, however, the Legislature granted an application to relieve Mliton, Inspector, Cathedral, Lagauchetiere, Ontario, Beaudry, Pantaleon, St.Catherine (Desery to limits) and Viger square of one-half the cost of thelr widening, and to enable the city to pay the same, agreed to ralgse the basis of the borrowing power from $160,000,000 to $163,000,000.(15 percent on the extra $5,000,000, just furnishing the requisite $750,000) but the certified copies of the act, which have since been received confine the total to the original $160,000,000 and reference to Quebec confirms the accuracy of the figures; consequently this $750,000 must come out of the $1,500,000, reducing the $375,000 per annum by one-half.Again, subsequently to the imposition of half the cost of the streets above- enumerated, the Legislature sanctlomed widening of Guy street without making any provision for the ways and means of doing so; so that ithe city is left without the necessary funds to carry these out.Such is \u2018the financial position at the moment.The above estimates are based on the total amounts of the loans authorized, as it is impossible \u2018to enter into minute details here, but as the proceeds only of these will be available the reconcilia- | tion of the Emperor William and Prince { Bismarck: \u2018The most reasonable explanation of the Kaiser's action, so far as it is political at all, is that it is intended .to disarm Bismarck\u2019s hostility during an important international crisis, for as such the Russian treaty is recognized.This is rendered all the more possible by the attitude Bismarck lately has consistently adopted in regard to Russia.He has never ceased to declare that in Russia's friendship lay Germany\u2019s true interest and safety.He, therefore, would not be likely to wish to destroy the treaty.Thus Jan.25.\u2014Great fears were entertained that last night's heavy storm of wind and rain would do serious damage to the ice fort and other carnival constructions, but they were groundless, as the towards a private employer.In the case of the latter, the employer's eye is usually upon the man who serves him.In the case of a public employee the confidence reposed in him is greater, the safeguards more limited, and his opportunities for sacrificing his employer's interests more fraquent.- Hence, an abuse of his trust is more serious and more sternly condemned by the public judgment, as well as by the law.The greater the responsibility the greater the crime when power is abused, public confidence violated and the treasury robbed.There can be no pardon for the soldier who sells the pass.\u2014_\u2014\u2014\u2014\u2014\u2014\u2014\u2014 THE \u2018UNWRITTEN COMPACT.\u2019 Mr.Prefontaine has threatened that if Mr.McShane is elected in preference \u2018to his own objectionable nominee he will organize the French vote so as to secure that none but Frenchmen will ever be elected thereafter, the so-called \u2018unwritten compact\u2019 being thenceforward at an end.Mr.Prefontaine is consid- \u2018| ered astute, but could anything be more stupid than this language ?In the first | place, it is a proclamation of his own bossism, and it is better for a boss to remain unproclaimed.In the second place, it is a very simple method of registering the whole English vote in perpetuity against himself and his nominees.The English will, as hitherto, heartily support French candidates, but Mr.Prefontaine\u2019s comnection with any of them will be a positive injury to them as far as the English vote is concerned.In the third place, if.Mr.Prefontaine would know that the threat would tell most powerfully against the candidate on whose behelf it was uttered.In the fourth place, the appeal to tho \u2018unwritten compact\u2019 is simply impudent, inasmuch as it is at present the turn, not of a Frenchman nor of an Irishman, but of an Englishman.That compact, as far as it has any form at all, is that the mayors shall be French, Irish, French, English.There, has also been a general understanding that if any mayor wishes to retain his seat for two years he is at liberty to do so.The demand made by Mr.Prefontaine now carries the claim to a point to which it was never carried before, namely, that if a French mayor remains in for only one year the French have, under the compact, the right to the rest of their innings.Had an attempt been made to plead this view of the compact in favor of an Englishman, Mr.Prefontaine and his sectional gang would have simply howled it down.What makes the mater worse is that Mr.Villeneuve is not now being put forward for the remainder of Mr.Desjardins\u2019 term, but for a full term of two years.If the English carry in Mr.Villeneuve it will be in spite of Mr.Prefontaine and as a dernier ressort to protect the city from a representative who will take the trouble to travel the world to befool it.The English have always been ready to yield points like the one we have just quoted, feeling how much power any assertion of their rights would put into the hands of such sectionalist demagogues as Mr.Prefontaine, who has never shrunk from exploiting the anti-English ery both in the east end of Montreal and at Quebec.Our own advice to the English is, and long has been, to give up the unwritten compact altogether and always select a Frenchman.It must be admitted that the choice is now in the hands of the French whether the mayor be French, English or Irish.If the mayor was a Frenchman the choice would be in the hands of the English, and the probability is that the French would be the better represented, as they would have to put forward their best men.\u2014\u2014\u2014\u2014\u2014\u2014e MULCTING THE CITY.One of the newest and most vigorously exploited methods of getting money out of the city is the making of claims.Anyone can make a claim, seeing that it does not at all matter whether there is any sort of legal claim or any common sense in the demand or not.When the claim 1s made, a sub-committee is appointed by the Finance Committee, and the sub-committee almost always recommends that it ve paid.The odd case in which such a recommendation is not made is the one in which the claim is well preposterous for even the most silly or the most disreputable alderman to consider.If Mr.McClana- ghan thinks he has any claim it should be referred to the courts, but for not doing that the excuse of the Finance Committee probably is that if the matter should gome before a jury it would be certain to go against the city.This was\u2019 the excuse in the notorious Plourde horse case.This excuse amounts to a declaration that the people of Montreal are, as a rule, dishonest where public money is involved.The charge is too true, and one .of the great misfortunes of having to live among a thoroughly dishonest population is that the public purse is certain to be bled right and left.Even, however, if we should admit that it must needs be that the public purse shall be plundered, it is fair to add, woe unto the trustees of the public purse by whom it is plundered, whether they do it through indifference and cupidity.One would think fromm the readiness with which claims against the city are granted that the granting of them was among the aldermen\u2019s most cherished perquisites.The alienating of public franchises is another thing which seems to give our aldermen very special delight.What in the world is the sense of the leage to the Goif Club ?The Golf Club, or any other citizens who will behave themselves properly should be free to use the park for purposes of amusement.Police regulations should be made by which they shall be protected in so doing and whersby the public shall be protected while they are playing, but all that could be done without handing over a large portion of the people's playground for the rest of the century to amy one «et of citizens.The proof that the golfers, or some of them, knew that they were asking for something unreasonable is found in the.active canvass made in the interest of the Golf Club in favor of Alderman Cresse, one of the most undesirable men for alderman that has ever been urged upon the public.The Canadian canals is becoming a matter of ever increasing importance to the people of the United States, who are interested in the problem of cheap transportation of grain and other agricultural products from the west and the north to the Atlantic seaboard and Europe.Prominent American engineers, transporters and grain traders are already discussing the ques- a twenty or twenty-five foot chanmel by the great lakes and the St.Lawrence river from Duluth to the sea might be made an international undertaking by the United States and Canada.These men think the time has very nearly arrived when the growth of the trade, the necessity of cheaper transportation and the development of some special conditions render it necessary for the transportation trade of the whole great lake system to abandon the diminutive New York canal channel and take the natural channel by way of the St.Lawrence river.The question bas been discussed at meetings of American engineers and transporters, and the growing number of those who are not willing that the interests of the west should be sacrificed to the interests of New York state and city expressed strongly favorable opinions as to the immediate future of the St.Lawrence river route.New York will, however, make a long and determined struggle before she will relinquish the trade.Her rulers are, however, becoming alarmed over the prospect of Canada\u2019s rivalry, or at least they affect alarm in order to induce the Legislature to spend large sums upon the Erie canal.In his last address to the New York Legislature, Governor Flower referred to the benefit which the canal had been in pouring the trade and commerce between the great lakes and Europe into the lap of New York, thus depriving the Mississippi and the St.Lawrence of it.He pointed out, however, that danger was now arising, and that Canada, which had already spent sixty millions upon her St.Lawrence canal system, was spending more millions, and that soon she would have a fourteen-foot channel between Lake Superior and the sea, which would accommodate vessels of two thousand tons, and enable them to pass with unbroken cargoes from Duluth to Montreal, or Halifax, or even Liverpool.The Governor dwelt upon the rapid growth of the lake transportation trade of recent years and upon the pro- -bability that the commerce would increase still more rapidly in the near matter of inland navigation.It has been languidly working upon plans adopted years and years ago, and our people have been willing to have it so.Sir John Macdonald once promised that a comprehensive scheme would be planned out by the Govern- ment\u2014to-morrow or next day \u2014but tomorrow never came for him as far ae this question was concerned.The Government, in a fit of alarm over the possibility of the American Sault Ste.Marie canal being closed to Canadian vessels, suggested by the retaliatory action of the American Government in levying tolls upon Canadian vessels, determined to construct a Canadian canal at the Seult, but that is all that is new in our policy for many years.There has been no great effort to increase our lake transportation trade, and it has not greatly increased.This year, in consequence of the extremely low prices of grain in Chicago and the lowness of freight rates on the great lakes, owing to vessels being thrown out of work by \u2018the depression in the iron trade, Canadian transporters did a larger business than usual.Between seventeen and eighteen millions of bushels of grain were received at Montreal by canal, all but a small quantity of which was for export.This was a very large proportion of the whole quantity received at Montreal, and statistics show pretty clearly that the grain transportation trade from the west will be done by vessels and not by railways.A comparison of the quantities of grain and grain products conveyed by rail and by canal to Montreal this year seems to furnish conclusive evidence on this point.The following table gives the receipts in pounds of all grains and grain stuffs received at Montreal during the year 1893, and shows the number of each and proportions of the whole brought by percent.These figures seem to indicate that if Canada is to increase her grain transportation trade it must be by way of her canals.The large proportions of wheat, corn and rye that come to Montreal by way of the canals, contrasted with the small proportion of peas, oats, barley, flour and meal that arrive by them, is noticeable.About eighty-three percent of the wheat, ninety- nine percent of the corn, and sixty-three percent of the rye\u2019 are water-borne, while eighty percent of the peas, seventy- seven percent of the oats, seventy-three percent of the barley, ninety percent of the flour and ninety-nine percent of the meal were carried by the railways.The reason is that the bulk of the wheat, corn and rye come for the most part from greater distances than the other products.All corn, most of the wheat, and probably more than one-half of the rye, of which the exports were unusually large this year, come from the United States ; the other grain and grain stuffs come mostly from Canadian points and probably from points east of the great lakes.In this connection a very pertinent question arises, and that is this: If the canals carry for the most part American grain their construction or enlargement must benefit only the transportation, shipping and grain export trade of the Dominion, and in so far as they lessen the cost of the transportation of the produce of the American farmer they assist the Canadian farmers\u2019 competitors in the British grain markets.In view of this, should the canals be enlarged at the expense of the people of Canada, which means largely at the expense of the farmers, who are seemingly placed at a positive disadvantage by such a policy ?The canals keep down the rail rates in Canada as well as the United States, and the water-borne wheat and grain of Canada is increasing rapidly with the opening up and development of Manitoba and the North-West Territories.Already considerable Canadian grain is brought by water from Duluth and Port Arthur, and now that the value of hard wheat i£ becoming better appreciated in Europe and the demand for pure hard wheat is increasing, there will be a greater tendency for all this quality of wheat to come by way of the St.Lawrence route in order that the identity of the shipments of the grain may be preserved by obviating the necessity of breaking each lot up into small barge same size as Montreal, and is one of the best governed in Europe, your readers may like to Know something mage about its municipal council.I write subject to correction, not having been \u2018there for some years, but having known the personnel of the council and\u2018 its methods for: forty years, my statements may be accepted as substantially accurate.Since the Municipal Reform act of 1835 the city has been divided into ten wards, which elect 48 councillors.These in turn elect 16 aldermen and a mayor.At first sight this system may seem somewhat anti-democratic, but it has worked well for the city.The majority has always been Conservative, but the council has worked harmoniously, and has more than once elected a Liberal mayor.Its proceedings have always been dignified and its debates would not discredit any larger legislative body.At least four of its mayors have been knighted by the Queen for thelr eminent services to the city.Leading citizens consider it a great honor to be elected to the council, and serve with great credit, and although it is somewhat aristocratic, the workingmen have long had faithful representatives in it, and a special one in the person of the
