Assembly yesterday the bill introduced by Mr.Hack- ett to amend the Quebec License law so as to do away with special licenses to sell \u2018liquor on exhibition grounds was read for the third time.; The Hon.Mr.Flynn\u2019s bill to amend the law respecting woods and forests was introduced.The Hon.Mr.Casgrain introduced a bill to amend the Quebec Election Law by basing more on the English election laws so as to render bribery and corruption a remote possibility, if not to make them impossible.When the House was moved into com- the cost of litigation in country districts a long discussion ensued.The bill aims at extending the jurisdiction of the magistrates\u2019 court.The debate was taken part in by the Hon.Mr.Casgrain, Mr.Beau- champ, the Hon.Mr.Pelletier, Mr.Lus- sier, Mr.Stephens, Mr.Hackett, Mr.Panneton, Mr.Auge, and the Hon.Mr.Tail-, lcn, and the bill was given the six: months\u2019 hoist by a vote of 37 to 27.The House then went into committee on Mr.Stephens\u2019's bill to prevent bribery and corruption in municipal and civic, corporations, as amended by the -Com-: mittee on legislation.The bill was re-' ported without amendment and read for a third time.CT Mr.Cartier\u2019s bill asking that students in law, after receiving their degree from a recognized university, be allowed to practice without passing a further examination before the Bar, came up for its second reading, and was liberally discussed, afterwards being sent to the committee on legislation.SOME QUESTIONS ANSWERED.During the sitting, Mr.Caron was told by the Attorney-Gemeral, in answer to a was employed as Crown prosecutor in the.Hooper case, and was paid 31,600 for his entire services ,throuzhout including expenses of his journey to Port Hope, etc.His claim had been $2,300.Mr.Pinault was told by the Hon.Mr.Flynn that Mr.Henry O'Sullivan, mentioned on page 3 of the last report of the Commissioner of Crown Lands as inspector, receiving a salary of 31,050 per an- num, is the same Henry O'Sullivan who appears on page 34 of the same report as having received a sum of $12,160.95 for scaling rivers, etc., in the Upper Ottawa region, and that Mr.O'Sullivan performed the duties of his office of inspector at the same time as he performed the said works under instructions from the Hon.Mr.Duhamel.The total cost of the surveys was $19,000, but had they been intrusted to an ordinary surveyor, the fees would have amounted to over $32,- 000.In answer to Mr.Stephens, Mr.Nantel said that Mr.George Bowie, of Montreal, was appointed by order4n-council of June 18, 1892, at a salary of $1,600 a year, halt of which was paid by Public Works Department and half by that of the Attor- ney-General, bis duties being to superintend work on government buildings in Montreal and the purchase of fuel therefor.Mr.Flynn said, in answer to Mr.Marchand, that Luc Dupuis was paid $56 per day for services and expenses for inspecting certain unsold limits in the Upper persons who make use of opium and other narcotics, passed through committee of the whole, and was read a third time and passed.His bill to regulate the working hours of bakers called forth the opposition of the Hen.Mr.Pelletier and Mr.Kennedy, who asked why execeptions should be made in the case of bakers when railway conductors and others had to work on Sundays.Mr.Chateauvert did not want of petit jurors is raised to 32.000 or rental of $200 in cities and towns, and to $1,500 or a rental of $120 in other parts of the province.To amend the Twelve Children Act.To amend the act respecting the transmission of valuation rolls to the provincial secretary and to registrars.The House went into committe of supply upon the last of the supplementary estimates, $25,000 for repairs to the Beauport Asylum.MONTREAL VICTUALLERS COMPLAIN.An important deputation of licensed victuallers arrived here to-day from Montreal for the purpose of urging certain amendments to the license law and especially such as would embody the demands made some days before by a former deputation and fully reported at the \u2018time.The present deputation consisted of Messrs.Theo.Lanctot, Jos.Riendeau, Arthur Jones, J.B.Bureau, Henry Du- bois, H.Gilchen, Nap.Richard, Gordon Melville, L.A.Lapointe and Geo.Char.trand.The members of the deputation did a good deal of lobbying and last evening interviewed the Premiér, to whom i they were introduced by Mr.Auge, M.P.fF P., who acted as spokesman.He urged specially upon the government that Mr.Lambe be made a salaried officer of the revenue, instead of being paid as at pres- t ent by fines, and also insisted that informers should be placed upon the same footing as other witnesses, namely, that their evidence should no longer be considered as affected by the fact that they were sharers in the penalties imposed in cases of conviction.The other points demanded by the Licensed Victuallers he would leave to the consideration of the | government pending the amendments \"which they intended proposing next year.The Hon.Mr.Taillon said the government had practically decided that Mr.Lambe was to be made a salaried officer and thought the other demand made was | equitable and merited consideration.He | promised that it should receive it.ÿ © :* NOTES OF THE LEGISLATURE.In the Railway Committee this morn- wing\" the Hull Electric Power\" Company's bill was up and a hot discussion ensued on several clauses of the bill.An amendment \u201cwhich limits the action of the Hull Electric Power Company to the city of Hull was carried at half-past one.In the legislation committee, Mr.Stephens\u2019 bill to prevent bribery and corruption in municipal corporations was passed after a long discussion, with a number of amendments at the promoter\u2019s suggestion or with his consent,which will tend greatly to improve its efficiency.Phe consideration of his bill to prohibit indecent posters was put off till Friday to hear Mr.J.H.Jacobs, of Montreal, in opposition.Mr.Deschene made a lengthy attack upon the ministerial asylum policy and was followed on the same side.by Messrs.Fitzpatrick and Stephens, while the ministers heard from were Messrs.Pelletier and Taillon.\u2014\u2014 \u2018DIFFERENTIALS.THE C.P.R\u2019S | \"~~ TO THEIR EXTENSION.\u2014 Many rallway associations have been formed in\u2019 the United States with the object of apportioning business, and dealing out a sort of rough justice all round, but conflicting interests, jealousy, and the impossibility of several associations, independent of one another, satisfactorily covering all interests have led, at one | time or another, to their disruption.It is now the intention to form a great association which shall represent all interests west of Chicago, both in the United States and Canada, with sub-commit- tees at several points of territory, to attend to local matters, but with the general body supreme, arranging for rates and business, giving differentials, \u2018and generally taking in hand the railway business of the country- What is differential?In a rough way it takes the place of the pooling arrangements which were declared illegal by the interstate law.It is not impossible that this feature of the law may be revoked, as it is much in disfavor with the railway companies, but if the railways cannot pool, they can at least set up the differential.In any association which embraces a considerable number of railways, there will be one or more roads which by geographical position, by superior facilities, by greater shortness in the route, will command the greatest portion of the business.The weaker lines appear before the association and show \u2018why they should \u2018be allowed a differen- | 2208 tial\u2014that is to say, be allowed to sell ; tickets, at, say, $5 or $10 cheaper than the stronger lines between the points in ' respect of which there is the competition of several lines in the association.Some- | times the disability is a wait of hours or days, or the necessity of boat service a\u2018 part of the way.Whatever it is, the as- | sociation discusses it, and grants a differential.The differential resembles the pooling arrangement, and yct it is different in its incidence.When there is a pool, each railway gets, at the end of the year, the share which it was agreed at the beginning it should get.It does not matter who does the business.One railway may have done fifty percent, and another .only ten, but the railway which did fifiy percent will only get the twenty percent: which was agreed upon.The effe:t of! this in the past has been to induce care- | lessness.The management of a particular line might say: \u2018It does net matter about our equipment.We get our percentage anyway.\u2019 And the road which has worked hard, and kept up its rolling stock and road bed, showing at the end of the year that it had done fifty percent\u2019 of the business, will be in a position to.be independent of the pooling business, having taken advantage of the carelwss- ; ness of those members of it who were con- | tent to have their legal percentage with- | out working to extend their connections.| In a word, this arrangement works both : Ways.It is a temptation to laziness, .on the one band, and to exceptional effort on the other, so that the pool may even-! tually hurt some and exalt others.The differential is a sort of rough apportionment, too, but there is\u2019 nro exactness about it, and one may do far more business than another, without those who are members of the association being concerned thereby.The differential is largely taking the place of the pooling ararngements.Most of the importnat eastern lines have agreed to it, including the New York Central.which gives differential to the Grand Trunk and Chicago line.It is likely to be mote extensively employed still, if the law against pooling cannot be repealed.This new association, or, rather, the railway men from-all parts of the country who are now in Chicago for the purpose of forming this new association, ha as our despatches show, taken up the subject of differentials, and in this connection the C.P.R.came in for some attention.It is stated that the company demanded that the differentials, which have been allowed\u2014$10 and $5 via Port Arthur, and $7.50 - via the Shasta route,\u2014should be made to apply as far south as London, and that this demand was refused.As a matter of fact, Mr.Usher assistant passenger agent of the C.P.R., stated this morning that the differential has always been in force as far as London, and the company would not make a demand for something which it had already got.He had not heard from Mr.McNichol, who was at the meeting, but presumed there was some objection taken to the differential extending to this point south.As to this bringing the C.P.R.\u2018nto the fight with the lines of the Central Traffic Association, \u2018it may be simply stated, said Mr.Usher, \u2018that this is an effort of the imagination of the Chicago reporter.\u2019 D CN MR.McCLINTOCK DEAD.Point Fortune, Que., Dec.20.\u2014Last night an old and highly respected resident of this place, a firm friend of the \u2018Witness,\u2019 passed away in the person of Mr.William McClintock, who came here from Ireland over sixty years ago.The deceased was one of the leading farmers of the district and a most prominent man in temperance and religious.circles and for many years sup- erintepdent of the Methodist church Sab- bath-gchool.His death will be F.A.Hovey, of Harvard; R.\u2018B.Wren, of Harvard; A, E.Foote, of Yale; William E.Larned and G.B.Matteson, of Brown.All are well known tennis players.The first contest will take place on Dec.25, and the trip will include a series of eight games in Toronto, Ottawa, Montreal and Kingston.No championships will be awarded.Capt.Chase stated io- night that the trip was taken for pleasure end not as an International affair.\u2014\u2014\u2014\u2014\u2014 THE ST.LOUIS ENQUETE.THE FOREMEN\u2019S COOK GIVES HIS EVIDENCE The first witness examined in the St.Louls enquete yesterday was Jules Collairty.He testified to being now a commercial traveller, but at the time of the construction of the Wellington bridge, he was cook for the foremen of the works.Theres was a certain quantity of strong liquor on the premises.Was also employed for eight or ten days to superintend the carters.The foremen \u2018did not pay for their lunch.Provisions were sent him, and when they were wanting he got them and was paid by Mr.Henry Frigon.St.Louis or Villeneuve never \u2018paid him for those provisions.Sometimes St.Louis himself came with friends and witness would then leave the room.The men who came there got meals in the morning, at noon and in the evening and were given either tea or coffee-but no strong drinks.Three or four times Mr.Frigon sent him to buy a bottle of elub rye.There was also some wine.The liquors were kept in a small cupboard the ksy of which was in the possession of Mr.Frigon.In crose-examination he declared that some timelreepers also went now and then to his réstaurant, especially those who had to remain during the night.The time saved more than compensated the cost of Keeping the canteen.Frigon was on the works about half the time.The friends who came with St.Louis were not persons connected with the actual work of the bri ,_ Witness never saw any abuse of liquor the premises.Sometimes men drenched with water fn connection with their work had to be given a little liquor to warm them up.The canteen was kept in the upper story of the wharfinger's office.Mr.Kennedy saw it and the government inspectors also and Do one made any objection.The canteen was kept openly and everyone seemed to be satisfied with it.Mr.Douglass, government engineer, went there with Mr.St Louis.Mr.Parent also knew of the existence of the restaurant.Mr.Corbeil, the wharfinger, also went there.: Adolphe Giroux, stonecutter, was the next witness.He gave evidence on the work done by him during the construction of the Wellington bridge.Henri Frigon, who acted as stone checker on the works, was examined at consider- \u2018able length in the afternoon.He testified to having worked on both bridges at the same time, receiving pay for both also, which amounted to about $9 a day.He produced the books on which he checked the names of the carters.These showed more names than there were men actually at work, and the witness explained this was done with a view to cover other expenses.including the purchase of a horse and rig for Mr.Villeneuve, at the latter's request.Having given further evidence, already published, In connection with the time books the witness produced a calculation prepared by him and showing overcharges of carters\u2019 time in some of the pay-lists sent to the government.In one instance, the overcharge was 14,315% hours.The witness being further examined on comparisons between the government pay-lists and the time books, it was discovered that several names which appeared in the time books were not on the pay-lists, although the men had actually worked, and witness admitted that St.Louis must have defrauded himself in some Instances.Tha enquete was then continued to this morning for Frigon's cross-examination.ss MR.AMES'S LECTURES.It is the intention of the Young Men's Christian Association to publish abstracts of the historical and political addresses recently delivered by Mr.H.B.Ames.The pamphlet containing these will be sold at fifteen cents\u2014if a sufficient number of purchasers can be secured in advance.\u2014\u2014 MEETINGS AND SOCIETIES.CHRISTMAS CLOSING EXERCISES.At Riverside School yesterday the Christmas closing exercises of the Kindergarten department were held.A-prettily decorated Christmas tree was prepared by the little pupils, and was covered with gifts, which were during the exercises presented to the parents of the pupils.The exercises were all very pretty, and the assembled parents and friends were much pleased.The work was under the direction of Miss Maud Beard.The class is larger than any under the Board of Schoo!
