rea:liness the signal was given and the train started on its solemn errand at precisely 9.10 o'clock.THE FLORAL TRIBUTES.Besides the wreaths sent by the Queen and Sir Charles Tupper there were included in the large number which were put in the funeral car with the coffin, a wrath from the Marquis of Ripon, composed of white flowers; a cross of holly Sydney Duxton, under secre- to the Colonial Office; a wreath and Lolly from the staff of Office; a wreath from with an inscription designating it as \u2018a mark of their love and high est2em of their coun- iryman, friend, and gifted leader,\u2019 and wreaths from Mr.and Mrs.Colmer and Miss Huddart, inscribed \u2018a tary a cross cf the Colonial Mrs.and i token of our warm regard and deep regret.\u201d Abnve the coffin aîter it MACHIAVEL.\u2014_\u2014 THE AMERICAN RAILWAY EDITOR AND SIR WILLIAM VAN HORNE.Mr.McNichol, general passenger agent of the C.P.R., back from the great rallway meeung in Chicago, smiled this morning at the notion of serious conflict with the western lines.\u201cThere is always a disposition on the part of the American lines to jump on the C.P.R.They think we take their trade and they object to our company doing a certain class of business, which they think we have no right to.This \u2018a particularly noticeable, of course, in the west.But as for conflict, tbat is nonsense, and as for that differential to London, we always had it.Certain lines would doubtless like to see our western rates increased, so that we would Jose the business we have built up, but I sald at the meeting that the company would continue to use it own lines and push its business as much as possible.The meeting was really called for the adjustment of rates, upon all the lines west of Chicago.The rates in certain sections during the World's Fair were greatly lowered, which hurt the overland rates generally.Attempts have been made to get them back to a proper basis, but so many conflicting interests bad to bes regarded, that this was found to be almost impossible.It was proposed at the meeting to form a large association which should take in all the lines west of Chicago, with local sub-com- mittees which would report to the general body.À great deal of discussion took place about this association, and there will be another meeting early in January at which rules and regulations will be submitted.The association would adopt, not a pooling arrangement, but a scheme by which business would be in som@- sort apportioned and rates fixed.The idea is a good one, and if it be properly carried out, it ought to be the means of removing friction.\u2019 Most of the large papers in the United States have a railway editor, and one of his functions appears to be to make the publie believe that the C.P.R.is the gieatest enemy the country has.It is sald to be rapacious, stealing trade in all directions.Congress is regularly called upon to pass laws which shall curb this corporation.the head of which, Sir V/il- liam Van Hcrne, is a perfect Machiavelli of cunning and unscrupulous, and to circumvent whom is the duty of every patriot and statesman.The C.P.R, with its \u2018Soo\u2019 connections, has got a great deal of western business, which 1s gall and wormwood to the local lines, and it is always In order to dish up a hot column of abuse of the Canadian It is patriotic, and he is feeling bis way to increased business.road.ONTARIO DEATH DUTIES.Toronto, Dec.22.\u2014A carefully prepared estimate, based on the wills entered for probate, shows that the Ontario Government will this year collect $110,000 in taxes on the estates of the dead under the death duties act.pers MONTREAL CITY CHARTER.THE LAW RESPECTING EXPROPRIATIONS.Quebec, Dec.22.\u2014During the evening sitting of the Private Bills Committee the discussion of the Montreal bill was continued by Mr.Madore, Mr.McCord, Mr.Mathieu, Mr.Delorimier, Mr.Horace Archambault.Mr.Walter Drake, Dr.Hingston, Dr.Marcil, the Rev.Mr.Jeckyll, Ald.Prefontaine and others.The room was then cleared and the committee sat with closed doors for about an hour, when clause 22 was finally adopted in the following amended form: 1.Notwithstanding any law to the.contrary, the cost of expropriating each of the \u2018cllowing streets, namely, Pine avenue.Bleury street, Cathedral street, Lagauche- ticre stroet, from Windsor street to Cathedral, and Pantaleon streets shall be paid as follows: One half by the city and one half by the proprietors remaining on tits streets or parts of streets widened, prolonged or opened, assessed to a depth not exceeding one hundred feet.For the following streets: Ontario street, from Frontenac to Eastern limits; Beaudry street, St.Catherine street, from Desery to Harbor and from Desery street to the Eastern limits: Milton and inspector streets and Viger square the cost shall be paid as follows: One half by the city and one half by the proprietors interested as per existing roll prepared by the ccmmissioners in each case fixing the limits.The committee then adjourned until ten o'clock this morning, when the consideration of the bill was resumed.Mr.Fitzpatrick asked leave to make a declaration.He sald that hg had been induced to give a vote unger a mistake last evening.He desired\u201d to rectify, if possible, the injury that he might have done to interested parties in respect to expropriations.THE CITY'S BORROWING POWER.At Mr.Stephens\u2019 request, in order to enable the deputation of bankers and thers who bad arrived this morning to raturn home by the afternoon treins, the financial clauses of the bill relating Jo the city\u2019s borrowing powers were taker up and Ald.Hurteau was heard in support of them.Mr.Atwater, on behalf of a large number of citizens, opposed the clause declaring that it was absolutely necessary that there should be some Limit to the city's borrowing power.Ald.Smith read a statement from the members of the Finance Committee and the Mayor, dwelling on the great borrowing power of the city, and recommending that the limits be not extended, and that the clause be not passed, thus leaving last session\u2019s legislation in force.Ald.Smith continued to say that Toronto and other places had suffered by going too fast, and Montreal was following in their steps.Montreal had three milliong and a half of revenue, and surely she could keep within that amount.He characterized last year's St.Lambert Hill improvement legislation as monstrous, and sald that it made one's blood boil to see the way the city of Montreal was governed, to-day, when we never know where we are.The city's assessable value is $130,000,000, while its debts are $23,500,000 which can be Increased to twenty-five millions.The assessed value kas recently increased fifty percent, while the debt has increased 150 percent.Toronto has got a good scheme of local improvements, the proprietors to pay for them and it has a sinking fund, while Montreal bas none.The speaker deal: very exhaustively with his subject, going into a mass of flgures.Mr.Stephens made some remarks intended to show that the Improvements on St.Antoine and other streets could casily be deferred.Mr.Hague next took up the debate, speaking against the clause.Even the council was not a unit on the matter and then the Board of Trade, Real Estate Owners\u2019 Association, and the business men of the city were opposed to the legislation.Only one year had passed since the last legislation on the subject and there was no reason for seeking to now overthrow it.Mr.F.Wolferstan Thomas read a resolution from the Board of Trade directed against the clause in the present bil) and added a very strong protest himself in the same sense.He endorsed all that had been said on the same subject by the preceding speakers.Being limited for time he had to sit down before finishing his remarks and Ald.Stevenson was In a similar predicament.Ald.Stevenson recalled the fact that the majority of the finance committee was against the new clause and said that his ward and all the solid business men of the city were unanirnous in the same sense.After a regular bear garden scene the committee adjourned until 3 p.m.to admit of the House sitting.BUDGET BROUGHT DOWN.FINANCIAL STATEMENT OF THE PROVINCE READ BY THE PREMIER.REFLECTIONS ON THE MERCIER REGIME\u2014MR.BHEHYN'B REPLY\u2014THE KENNEDY SCHOOL COMMISSIONERS BILL KILLED.Quebec, Dec.22.\u2014The Speaker took the chair at 3.30 yesterday afternoon, when a number of petitions were received and also several reports of com- mittees- Mr.Auge asked permission to introduce a bill entitled \u2018An act respecting the Montreal Bar.\u2019 The Hon.Mr.Casgrain raised a question of order, taking the ground that the bill, which is Introduced as a public bill, is in reality a private bill.A long discussion ensued on this subject.The Speaker reserved his decision.The Hon.Mr.Taillon introduced a bill to amend the Municipal Code.The following bills were also duced: Bill Intituled\u2014An act to amend article 2658 of the Revised Statutes respecting the summoning of jurors.\u2014Mr.Descarries.Bill Intituled\u2014An act to amend the rall- way law respecting the payment of employees of railway companies.\u2014Mr.Le- mieux.Bill Intituled\u2014An act respecting the Circuit Court of the district of Montreal.\u2014 Hon.Mr.Casgrain.The Hon.Mr.Taillon moved that when the House adjourns on Friday, Dec.21, it do stand adjourned until Saturday, 22, of the same month, and that on and after Monday, Dec.24, there be two distinct sittings of the House per day, the first from 3 o'clock p.m.to 6 and the second from 7.30 p.m until adjournment.intro- THE BUDGET.Mr.Taillon then rose, amid loud applause, to read his budget speech, speaking for nearly an hour.He showed that while the deflcits during the Mercier regime were, from 1859 to 1592, respectively, $1,380,569.18, $1,444,236,09 and $1,- 742,651.02, that for last year, 1893-94, was but $220,202.28.In the latter mentioned year the receipts include $518,406.11 from new taxes imposed Ly the present administration.Moreover, under the Mer- cler administration the expenditure was divided in the budget, a large part of it being called special expenditure and charged to capital account.This classification has been done away with by the present administration.Even from the expenditure of 1892-98 that of 1853-94 shows a diminution of $26,834.27, the tctal figures for the former year being $4,190,- 522.85, and for the latter $4,164,188.58.For the coming fiscal year, 1895-96, the estimates of expenditure have been cut down so low that they amount to no more than $3,953,875.35, or a reduction from the outlay of 1882-93 of no less than $236,- 647.50.In regard to the actual standing of the provincial finances on June 30 last, Mr.Talllon shows that the consolidated debt was $28,196,754.33, and total obligations $32,478,352.82, including the $500,- 000 of temporary loan, the $1,251,515.79 of railway guarantee deposits and 31,868, - 234.82 of railway subsidies not yet paid and for the most part not yet earned.The assets of the provinoe, including $7,- 600,000, price of the sale of the Q., M., O.& O.are $11,130,537.91, making the excess of liabilities over assets $21,342,854.91.On thls subject the hon.gentleman said: \u2018Comp&\u2014ing this statement with that of last year, {t will be Been that the funded debt has been increased during the fiscal year by an amount of $8,092,488.33, owing to the substitution of the loan of July, 1893, for the loan of 1891, and the issue of the loan of March, 1894.On the other hand the liability for railway subsidies has been reduced by the sum of $2,924 - 969.13, $928,449 of this reduction being cffected by payments of subsidies earned, and the balance, consisting of subsidies lapsed under the act of last session.The temporary loans have been reduced by $1,200,000, and the railway guarantee deposits by $250,117.25.The cash in banks is $181,376.09 more and the outstanding warrants $155,145.01 less than at the same date in 1893, the general result being that the balance of lia- biltties over assets is June 30, 1894, $1,- 608,825.26 less than it was on June 30, 1893.This statoment of Habilities and assets is, as its hsading shows, only approximate, and it must continue to be approximate until the final determination of the accounts and claims between this province and the Dominlon and between this province and that of Ontario, which are now before the arbitrators aproint- ed for the sottlement thereof, and as the Common School fund is one of these accounts soto be determined, I have removed for the present frum the assets an item of $100,060, which is a part of our clalm against Ontario in the matter of this fund.\u2019 THE TAX REDUCTION.Speaking of the desired reduction of taxation, Mr.Taillon declared that it was difficult to say whether or not the new impost could be removed next year.Already that on the transfers of real estate had been reduced one-third.He believed the first reduction to make would be that on manufactures and commerce, then that on transfers, but that that on legacies should remain.Mr.Talllcn entered into full details of the late loan, showing that the province had still the right to borrow $3,000,000 more to replace existing obligations and expressed the bellef that under present conditions no new railway subsidies should be voted.He estimated the receipts for 1895-96 at $4,255,499.42, made up mainly of Domin- fon subsidy and interest on Dominion and trust funds, $1,277,799.42; interest on price of sale of Q.M.O.& O.Railway, $394,000; Crown lands, $936.500; administration of justice, $221,000; registration of stamps and fees, $65,000; licenses, $700,000; direct and other taxes, etc, $661,050.The proposed expenditure was published when the estimates were laid before the House.The hon.gentleman had this to say on the subject of the Dominion and provincial arbitration: \u2018During the present year, 1894, therc have bern only two sittings of the board of arbitration owing to delay asked for by the Ontario Government, but a large amount of work has been done towards the preparation of the cases on the part of the Province of Quebec.The arbitra\u2018ors have made two awards, on the Interest q.estion and the method of stating the accounts, the first on Nov.2, 1893, and the last on Aug.81, 1894.In the first award, the arbitrators decided that in making up the accounts between the Dominlon and the provinces interest on the excess of the debt at date of confederation should only be charged at the end of each half year and not in advance, as contended by the Dominion.The Dominion has appealed on this point to the Supreme Court.The appeal has been argued, and as soon as judgment {8 rendered the stating of those accounts, which ie an important and large branch of the arbitration, may be proceeded with.The arbitrators have also made their award on the matter of the Montreal Turnpike Trust debentures, maintaining the contentions of Quebec, and ordering \u201cthat all of the charges made in the accounts of the Dominion egainst the Province of Quebec for principle or interest on the Montreal Turnpike Trust debentures be eliminated from the same.\u2019 As these charges, exclusive of the interest that they would carry, amount to over $360,000, this award is a very satisfactory one for our province.The hon.gentleman terminated by saying that the present administration had nothing to blush for and It faced the future with confidence.The Legislature and people of the province ought to share these sentiments, to be public-spirited and patriotic and to work courageously to repair the errors of the past and to ensure & prosperous future.THE SPEECH ORITICISED.The Hon.Mr.Shehyn replied to the budget speech.He first congratulated the Premier and Treasurer on his effort and then started in to haul him over the coals for his allusion to the shameful misdoings of the last government.He next showed that the Conservative Gow- ernment was responsible for the existing financial condition, owing to their baving established the railway policy.The management of the sinking fund also came in for unfavorable comment, and then the railway policy was again thrown up in the government's face.He defended some of the grants made by his government on the ground that the same roads that received them had been sub- sidfzed by the federal government.There had been a deficit for a long time under the Conservative government, and the latter should throw no stones at their opponents, particularly as the Mercier Government, which they so much abused, came into power under this burden of debt.It had shown a liberal and wise policy towards deserving objects, such as the cause of education, etc., and its five years of government had added only $7.600,000 to the debt.The blame for the great cost of the Parliament Buildings and the Quebec Court House was also saddled on the back of the Conser- Pvatives because the Mercier Government had to finish them according to the former\u2019s plans.Mr.Stephens at six o'clock moved the adiournment of- the debate until to-day at three p.m.The Legislative Council yesterday afternoon, on motion of Mr.de Boucherville, killed Mr.Kennedy's bill relating to the Montreal School Commissioners.NEW invited.A large number came.Free rtertainment was provided for them, and a morning service was added, Mr.Mills preaching, and other brethren speaking.Methods of successful work were discussed, and in the afternoon and evening the great object lesson of a revival at white heat instructed and inspired.Friday of the last week was observed as a niid-week Sabbath.From ten till twelve, and from three till five every leading business place in the city was voluntarily closed.Roman Catholic, Jew and Protestant, without dissent, closed their doors, and the city officials ordered all saloons closed.pervaded the streets, and great audiences gathered to hear the gospel, morning, afternoon and evening.It was the most impressive spectacle ever witnessed in this city.The last day, Sunday, the in a grand and awful time.To be living is sublime.TUBERCULOSIS IN NEW YORK.Albany, N.Y., Dec.21.\u2014The State Board of Health has issued its report of the first year's work under the law relating to examinations for tuberculosis and the results are rather astonishing.The Board was compelled to stop work because of lack of funds.The report says in part: \u2018There can no longer be a reasonable doubt that tuberculous cattle are extensively distributed throughout the dairies of the state, forming centres of infection in their respective herds; that the milk from such cattle fs bad and in many the trunk line presidents was held to-day in this city and important action was taken on eastbound passenger rates and passenger commissions.For some time there has been serious cutting of rates, and at the several meetings recently held no agreement could be reached which would tend to maintain rates.At a meeting in Buffalo a few weeks ago an agreement was formulated line presidents and executive officers.This agreement brings all the roads in the association to maintain rates on eastbound passenger business and to abolish passenger commissions after Jan.1.The subject of making a similar agreement on west bound passenger rates was discussed and referred to the exequtive committee.On Thursday the immigrant and differential difficulties between the trans-con- tinental lines were adjusted in this city, by representatives of the different roads.The agreement stipulates that the Canadian Pacific shall have 20 percent of the New York and Boston immigrant traffic to its own local territory and it shail stay out of the business via Philadelphia and Paltimors.There is no agreement on business landing at Canadian ports.This will be competed for under an agreement between the Grand Trunk and the Canadian Pacific, and both are to act as feeders to western lines on business from such ports via Chicago.The differential agreement allows the Canadian Pacific to quote lower youth were Thomas W.Keene and Frank Chanfrau.We find Keene a star at the age of twenty-five and Norton in the flower of early manhood, the ieading man for Edwin Booth at the famous Winter Garden Theatre.He was starred with Lawrence Barrett early in the 70's, and alternated the leading roles with Charles Thorne in New Orleans.In 1876, Norton met Mary.Anderson, then a fair young girl who aspired for stage fame, took her under his guidance and as everybody knows led her to fame.Mr.Norton is now the proprietor of the Grand Opera House in St.Louis, and the Du Quesne Theatre, Pittsburg.One afternoon in June he hobbled into his New York office on Broadway, and encountered his business manager, George McManus, who had also been a rheumatic sufferer for two years.Norton was
