were carried through Canada in transit. The customs returns fcr the vear ending June 30 are incorporated in the report as showing the exports of butter and cheese.Of the former the value of the export the societies upon which Conservative i governments have depended for sup- | port outside of Quebec, the Orange | lodges and the P.P.A.associations, | have protested loudly and strongly against interference, and even mem- ! bers of the government and their sup- | porters in parliament have felt com- | pelled, willingly or unwillingly, follow the societies in their movement ernment as Toronto that public meetings have been held to protest, and the public meetings were addressed almost solely by former supporters of ‘the government.Such being the case, it would seem certain that if the government go to the country asking a mandate Io pass remedial legislation iL will be defeated. It is plain that Sir Hibhert's alleged purpose will nct be zalned. The government will not niake a straight issue of the question, : upon which to stand or fall.It will ‘leave the question a more or less open one for its followers, and the result will be that if it has a majority when it comes back from the elections the majority will noi be in favor of but ial legisiation, and the .government will then bow readily .enough to the will of the people.against remed i enough from the long semi-official de- | | spatch in the government organs de- - claring the terms and conditions upon which the reconciliation between Sir | Mackenzie Bowell and Sir Hibberi Tupper has been arranged. The 'Gn- | zette's” Ottawa despatch thus de- | scribes the differences between Sir * Mackenzie and Sir Charles : I | That this is the programme is clear ! { 28.-—John | i The Minister of Justice is undersinod to hald the view that a dissolution and immediate appeal to the people should have fol- i lowed as a logical sequence to the passing of the remedial order on the Manitoba Ichaol question. The Premier, by his action | advising His Excellency to summon parlla- ment for the despatch of business, shows that, in his opinion, it fa advisablo that par- AAA RE ie Ao SE TE PE to | against the policy of the government.: It is in such strongholds of the gov-! lament, to which the government is primar- fly responsible, should first approve of or condemn the action of the government, and the Opposition be afforded an opportunity of expressing an opinion on the subject before the country is called on to render ils verdict. This declaration is obviously drawn up with every care to minimize the differences, and as a consequence it is véry vague as to what the premier’s policy was.Whether the premier intended to present remedial legislation which would afford parliament an opportunity to express an opinion upon its order-in-council, or whether he intended merely to ask parliament's opinion by allowing a discussion, is purposely left an open question, and whether the verdict of the country was to be passed upon the order-in-council only or upon remedial legislation actually passed into law by the government’s direction is also left to the imagination. However, Sir Hibbert Tupper’s ultimatum has made it clear that whatever the premier intended previously, he is now committed to the course of holding the general elections before attempting to pass remedial legislation. The ‘Gazette's’ semi-official explanation Says : Both (Sir Mackenzie and Sir Hibbert) agree as to the necessity for as speedy an appeal to the people as possible; and with so slight a divergence of opinion as the question of the time for making such an appeal it is not difficult to see how a course could be pursued which will almost, if not entirely, meet the view of the Minister of Justice and, at the same time.permit of a session cf parliament. This may be done by having it clearly and distinctly understood that parliament has been called expressly with a view to passing an opinion on the action of the government in dealing with the Manitoba school case, and that dissolution and a general election will follow immediately after prorogation, which will take place just as soon as the estimates are passed.Parliament is to be asked to pass an opinion merely, not to pass legislation ; legislation is to be left over until after the general elections. It appears, therefore, that the chief sason for calling a session is in order that the Opposition may be compelled the question.Sir Mackenzie was afraid that the Opposition would go to the country with a distinct advantage as things now stand, and it is In order to deprive them of this advantage that a session has been called. The ‘Gazette's’ correspondent makes that clear. He says the premier’s opinion is that ‘it was advis- “able that the Opposition be afforded ‘an opportunity of expressing an ‘opinion on the subject before the ‘country is called cn to render its ‘ verdict.” The government evidently thinks that it is in a bad box, and it would naturally like the Opposition to be put on exhibition in a similar box. This new programme once more upsets all calculations, and puts things topsy-turver.Mr.Ouimet and his French-Canadian followers, who have been so triumphant over their victory in securing the session, find that though they have been given | the shell, the meat of the oyster is to | be first carefully extracted. That | will be a sore disappointment for i them, for they must know, as well as ; the Roman Catholic hierarchy knows, | that if the remedial legislation is not passed before the general election it will never he passed at all. These kalridoscope changes in the policy of the government are somewhat bewildering to the country, which, however, ought to be getting accustomed To them by this time. There is time yet for another flop or two before the beginning of the session, and time enough after for more changes still.—_ O POPERY’ MOVEMENT.It is not easy to see whence the sudden thundercloud has gathered which has burst over New England in the shape of objurgations against popery.Romanism has always been the enemy of free ; institutions, but it has never been less so.Pope Leo the Thirteenth a liberal. The chief care of his reign has been to checkmate Jesuitism, which he has the best rea- ! son to hate.He has astonished the world and greatly chagrined the French bishops, who had got from his predecessor a very different cue, by recognizing the French republic. He has sent a personal friend, a learned | pT ofessor of Thomist theology, all un- l taught in Romish diplomacy, to turn i the foreignizing Roman Catholic clergy of the United States to the right-about.While blessing the Pope with their lips and cursing him in their hearts, these foreignizers have “ to take sides one way or another upon’ had to submit.Father McGlynn, who bad‘led ten thousand Irishmen into disaffection and had spared no epithets of malediction against foreign Italian rule and its tendency to denationalize the American Catholic Church, was reinstated with little consideration for the magnates who were humiliated by it, and has come to think Italian interference with the American Catholie Church not so bad after all.It is no longer a sin for Roman Catholics to send their children to the public schools; it is no longer a sin for them to belong to the Knights of Labor, and in many ways a vigorous effort has been made to lessen the rupture between the Church of Rome and the nineteenth century, which Pius the Ninth left so wide.It is not to be denied that the Church of Rome is still, and must always be, reactionary, and that anything that rehabilitates it is only intended to strengthen its essential tendencies. But it is equally true that the concessions referred to are due not only to the broad views of a pope but also to the necessities of the case. They are an admission that the old conditions were working harm to the Church. As a matter of fact, rapidly as the Church was recruited from Europe almost equally rapidly was it losing ground in America. The frantic efforts of the Polish, the German, the French-Canadian clergy to preserve national languages and characteristics In their worship, although easily accounted for on the most natural grounds of love of country and love of those forms and institutions in which their own piety had been cradled, were always defended and appealed for on the ground that to sacrifice these differences was to lose their flock. That was a confession of decay. The conclusion recently reached at Rome that the resultant failure to develop an American Catholic Church was a cause of losing ground is another confession of decay. It is not to be denied that the Roman Church has always been, is and cannot help being at bottom a conspiracy against any but papal government. It cannot be denied that political corruption in all countries hspreads its roots luxuriantly in the soil provided by the Roman Catholic Church. It cannot be denied that if the changes have been rung for foruy years on the alliteration Rum and Reme, there 1s color for it in the large proportion of the liquor-dealers of every country who belong to that church and by the prominence which men of that trade have in the laic councils of the Church. This evil has recently been confessed by the Bishop of Ohio in ostracising liquor men from such social recognition. This ostracism will be acknowledged by the most determined member of the A.P.À.to be a step in the right direction, even if it has been offset since by a much more complete condemnation of the Sons of Temperance as being a dangerous secret society. It is not to he supposed that the reports which reach us to-day of the concerted meetings which have been held to denounce Romanism are fair pictures of those meetings. It is obvious that, as was to be expected, the reporters have attended them to catch what was racy and strip it of any modifying context, and that the despatches are simply a museum of the raciest of the racy morsels of unguarded speach. It would be unfair to discuss anything thus reported without this caveat. It may be said, however, that, let almost all that has | been said be granted what better can be done about it than to treat the ; Roman Catholic citizen with all fairness, and while possibly admitting that a century of trial has proved free institutions not to be of universal ap- ‘plication, to make him welcome to those institutions, seeing the country has no other for him, and strive to fit him for them, not by coercion, which is the last way to accomplish the end, but by exemplifying before him that which is better. This plan has worked marvels during the last half century, in which the country has digested a larger proportion of Roman Catholic immigration than it ever can again. The great thing is to keep the Christianity of Protestantism true and its spirituality high.Had the Protestants of the United States, or one in a dozen of them, really been shining as lights in the earth under the governance of the divine spirit, the Roman problem would never have become a problem at all.THE FINANCIAL SITUATION.From present apearances the opening of navigation, and consequent greater activity which prevalls during the summer season, will be much later tban usual, unless some very sudden change in the weather should | | Although the river roads are | maize, quiet, occur.now dangerous in some places, the ice is still solid oppcsite the city, and even St.Mary's current is covered with a | solid sheet where there is usually an opening all winter. The province is still | 11,4.covered with snow to the depth of two ! steady.“ erpool feet in some localities, a circumstance | which, while protecting the grass and |.fro bakers .giving assurances of more abundant crops than those of last year, will at the same time retard for a time farming operations. The business out- lcok, while not altogether reassuring, 1 | ! t | ! from the ‘Britannia,’ but here again her critles were at fault, for the ‘Britannia reached as fast as the ‘Ailsa’ down wind to the flagboat, where it was a gybe for the turn back to the starting point, with 'Ailsa’ getting away. The 'Britannia’ astern, bringing along a better wind.closed up, and followed the ‘Allsa’ round the starting flagboa: ; much better than the ‘Allsa’ but the weather ; vannot be picked. As for the defeat of the ‘Britannia,’ it has to be remembered that she is two years old.which means two years behind, and in these times this means a very great deal.Like the late ‘Valkyrie’ youn had at New York, the ‘Britannia's’ body tapers by easy nes into her thin keel, and this is a mistake Mr.Watson will not again risk in the new ‘Valkyrie. The ‘Allsa’s’ Keel or run “is as fine and nearly thin as a centreboard nnd carrying her eightv-ton lead keel as "ar the bottom of it is, of course.much ! more stable than anv centre-board without ‘a ixai keel. The extra irag:h of the ‘Allsa’s load water line and her extreme everhangs are ail in her favor as against the ‘Britannia.’ but the cutter’s speed io windward !s “no doub: mainly due to her immensely long boom and the excessive quantity of canvas in her low, bread mainsail. When her hoo: is measured on a broadside photograph of the vacht it is found that If it were tilted on end i+ would reach half wav up her 1op- naët.I measured from the lower masthend to the trurk., In the light winds in which she has besn racing it is noticed that the “Atlsa' iz not so stiff as the Britannia.’ whirh leaves some wonder as to how her “heom will ba carried in a breeze. Her bocm is hollow, but iv still musi weigh tons. The American style of lacing the mainsaîl ;tn tha boom gives the ‘Ailsa’s’ Loom great support, but the behavior of the cutter in a breoze with a jumpine sea is something to look forward to.Had the old inside course of the original deed of gif: in connection with the ‘America's’ cu been adhered To, the “Allg” would have been a Jot more dangerous than IN an outside seoway. The issue su far of thé racing between tre ‘Aflsa’ and the ‘Britannia’ has left both Watson and Herreshoff a big feat on hand.and how thev will complete {t may prove to be the higgest triumph of vache designing.Mr.Watson has a wonderful task before him © tn rival what Fife has done and what Her- rechoff may do.| New York correspondents give English i vachteman little light on the progress of new Jdeas, but it is not to be wondored at , when designers are still working so far in the derk, and have to reply as much on an axnoerimenta: success OS CN à scientitic deduction, One line of direction the ‘Ailsa’ ! seems tn indicate is that canvas ought not 110 bee ent up Into smail!l sails.and encugh af rioth can hardly be got into a mainsail.re wWindwa-d the big mainsail nf Ailsa’ has possibly as much 10 da with her steel as the form nf her hull In reaching.the biz mainsall must require a rend deal of weather helm to balance is, and which is a probable reason far the ritannia’s’ smaller canvas serving her purin runving before the wind the one Tet'epr, “Allsas’ spinnaker will help to balance the mainsai! and no: spoil her with too much helm.ATHLETICS.(GRAND TRUNK BOATING CLUB.A speral meeting of the Grand Dating Club ts callel for this evening for He mitcers for *he coming season.A great deal ° Interest: i] being manifested in the matter and a ticker hrs been made up among a large number of the inrmbers for the support CC” certain candidates.A LATE SKATING The last carnival.of Crysral Rini: tnoox placo Wat à SurC3s in every bably the latest of SEASON.at the It pra- the season last evening.way, and was =, | Montroal.THE TORONTO DOG SHOW.rd a Toronto, March 27.—An imporiant meeting of the Bench show committee of the Industrial Exkhihbrion Assocfation was held yester- da afternoon. The officers elected wera as follows: —Caairman, ©.VW.Postlethwaite : vice-chairman, John Manghan; Upon looking into the matter a ‘Witness’ reporter finds that the immediate payment of witnesses would save much trouble and would also materially reduce the number of persons .summoned to give evidence. The al-! iegation that the witnesses’ fees remain in the lawyers’ hands is well fcunded in some instances, for while the lawyer is obliged to hand over to a witness his taxed fees for attendance in Court, after he has received them himself from the client, on the other hand there is nothing to oblige Lim to run after the witness with the money.AS some.witnesges will net go to the trouble of collecting the Ê£ee, which is often very small, it naturally ‘ remains in the lawver's hands, subject always, oË course, to the claim of the owner. It anpears, however, .that the number of those who thus abandon their taxed fees are not so numerous as one would imagine. One important.feature seems to be: urknown to witnesses generally.People think that they cannot collect the witness tax before the case is disposed of.while as a matter of fact the law rakes it pavable within a delay of fifteen davs from the date of taxation, and if a* that period the litizant on whose behalf the witness was summoned refuses to pay the amount he can then take a writ of execution against him.SPEECH FROM THE THRONE.A HUMOROUS FORECAST OF THE OPENING OF THE NEXT SESSION.The ‘Moniteur du Commerce’ gives a forecast of what the Governor-Gen- eral will probably say in his speech at the opening of the next session of parliament.and -ymong the most interesting points are the following : ‘My government is embarrassed, and I thought proper to call vou to-: gether to give you an opportunity to, aivise them on the means of getting out of the hobble.‘The budget shows a deficit of a few nillions, and vou will be called upon to adopt a law to revive certain duties which were abolished last vear, or a law to reduce the expenses of the civil service, which is composed in the proportion of at least ten percent of! parasites, ignorant and ineapable peo-' ple, of whem you have no need."The commercial treaty with France | has not vet come into force, owing Lo: ci rtuin defecrs in legislation that ren-: my government ridiculous and ian the prestige which Canada might | | for negotiations of the same Kind h other countries.I pray you to Kindly come to cour aid with that treary, either by giving it up or by sanetioning it in an intelligent man- Vie I with ner and with atl the hest possible, goodwill.‘In the Behring Sea matter our; as follows: — ‘Does the recent decision of the government on the Manitoba school case involve the necessity of a prompt appeal to the country ?°’ ‘ No.was the reply, ‘ because this is only the initial stage of the matter.Only in case parliament refuses to pass remedial legislation following a determina- ; tton on the part of Manitoba to do noth- AN rhe me-' 1 | ; : he does not should he placed in the hands ef the ing.then the ministry might think it nroper to ask for a dissolution. The government, of course, must await the decision of the Manitoba Legislature before coming to parliament, which is the court of last resort in this matter. In case parliament refuses to pass a remedial order to which the government is seemingly now pledged, then thev might take it proper to appeal to the country.’ “From your constitutional studies,” pur- sted the reporter, ‘ when would you consider an appeal to the country imperi- tive 77 * When the boundaries of the constitu- encles are so changed or the franchise is so extended that it becomes necessary to get a verdict from the new or enlarged constituency.’ ‘But what about the Representation act of 1891 ?No appeal to the country followed the passage of that measure ?’ ‘True, but that statute does not come within the wide extension of the franchise or representation to which I have referred. The changes were comparatively so small that parliament could well run its course.I refer to a very general ~hange c?the suffrage or boundary cf constituencies as constituting a case necessitating a prompt dissclution.’ THE GOVERNMENT'S POSITION ON THE SCHOOL QUESTION.Toronto, March 23.—According to the Ottawa correspondent of the ‘World’ Parliament, at its next session, will not be called upon to pass remedial legislation if Manitoba refuses to obey last week's remedial order. He says: Mr.Greenway, the prairie province premier, is evidently playing a waiting game but your readers may accept the assurance as positive that remedial legislation would never be asked from a moribund parliament. The indications are that Mr.Greenway may effect a compromise on the school issue, but if then the next elections will be fought on the issue of justice to the Roman Catholic minority in Manitoba’ The programme at the coming session will “be somewhat as follows: The speech from the throne will contain a reference to the issue of the remedial order, with an expression of hope that the Manitoba Legislature will follow the constitutional course and carry out the finding of the judicial cemmittee of the Privy Council.Mr.Jos.Mertin, or some other member, will likely move an amendment {vo the address, deprecating any interference with Manitoba, and this will raise the whole jssue. On a division the government will probably have a majority of eighty or ninety, as it .is impossible to conceive how all the Que- SE ETS ‘Western British American,’ has just returned from an extended teur through Manitoba.Speaking of the action of the Premier in adjourning the Manitoba Legislature, he said: The movement was a wise one.It will doubtless result in a peaceful settlement of the question.Violence need not be feared, Canadian troops cannot be legally used for the purpose of coercing the province. The whole Dominion, outside of the particular province which is seeking to restore the laws that were nullified in 1890, will sustain the Manitobans. If the Liberals succeed in the coming electoral contest the WITNESS OFFICER, Friday, March 29, 1895.FARMERS’ MARKET PRICES—March 29.The attendance of farmers to-day was very limited, owing to the breaking up of the river roads. The market gardeners were out in full force with their waggons, all on wheels, and containing a plentiful supply of vegetables, the prices of which remain about the same as last week.Oats have advanced In price, partly owing to the absence of a large portion of those that bring their produce to market.Potatoes, which are very plentiful, have advanced a little also. The supply of carrots, parsnips, turnips, onions and cabbages, particularly onions, was large, and in a good state of preservation.New maple syrup was offered for the first time this season at $1 per gallon. There is plenty of maple sugar on the market, looking bright and clean, but it is some of last year's, for the most part made over, and adulterated. The farmers offer all the syrup they can gel sale for before they begin to make sugar, as it pays best.It is when they have more syrup than they know what to do with, that they convert it into sugar. The supply of poultry was not large, but equal to the demand.Several of the dealers have chickens for sale that were killed last fall.and kept on ice all winter. They are said to be in good condition for table use, and sell at 1214 cents per Ib.while ordinary fowls bring lic per lb.The fish market is well supplied ‘with both fresh and salt water fish.Firesh salmon sells at 20c per Ib.; halibut, 12¢; herrings, 156 to 20c per dozen; salmon trout, Sc to 1% per th.; dore, 8c to 10c; white fish.8e to 10c; pike, smelt and cod fish.Sc per 1b.: haddock, fe.There was considerable talk on the market to-day about the new by-law that is about to he passed regulating that oats, potatoes, carrots, turnips, onions, ete., will be suld in future by weight.A bag of oats is to contain 68 lbs.instead of 60 lbs, and often less, as it is being sold now.Potatoes, carrots, parsnips, turnips, and onions are to be sold by the bag also, and contain 90 Ibs.The prices of meats, rnots, vezeta- bles, fruit, dairy produce and poultry remain about the same as last week without change, Fresh eggs are plentiful at from 20c to 256 per dozen, and in de:mand.Packed eggs are offered at from 17c to 20c, but are not in demand. There is no change in the prices of hay and straw yet.It is expected now that the ice bridge is about breaking up, prices will advance a little.ADVERTISEMENTS.Eel No.142 x [FT El 2 MANSFIELD STREET.Le Ou SALE OF NEAT HOUSEHOLD FURNITURE AND EFFECTS, Contents of Parlor, Dining
