Sultan's appeals to leave the embassy.The Sultan sen: one of the palace Sheiks to the embassy to perusade Said Pasha to leave, but the Sheikh failed completely as had previous messengers from the palace.Alter Lhe Sheikh had left admission was refused to all other messengers from the Sultan.His Majesty thereupon requested the diplomats of the other powers to make representations to Said, but the barbarity is shown by a series of pictures in this week's \u2018Graphic\u2019 based on kodak snap-shols of last month's massacres at Erzeroum.Yet the Sultan with a bankrupt treasury and revolting provinces, without fleet or army, is able to defy Europe with millions of soldiers and hundreds of warships.Even while killing time and fooling with the powers over the groiesque gunboat question and attempting to imprison his former grand vizier, now a refugee in the British embassy, he has been negotiating with Vienna bankers for a loan of $500,- 000,000 to help in the campaign of resistance to the European concert.The secret of the Sulian\u2019s success and European action is the dread of risks of partitioning the Turkish empire.Six powers are united now, although one after another has to be whipped or coaxed into line; but each fears and the Sultan hopes that the concert will speedily be broken up.Lord Salisbury has been the loudest in menaces, and France and Rus- | sia have shown more zeal than discretion in insisting upon protecting the integrity of Turkey against her encroaching enemies.The gunboats would already have been off Constantinople if the Sultan had believed that the powers were cooperating heartily.Fleets would have followed the gunboats, if these six good Europeans, as Talleyrand used to call them, had been ready to do their duty and had not feared a quarrel over a treaty of partition.SAID PASHA'S ACTION SIGNIFICANT.New York, Dec.8.The \u2018Sun\u2019s\u2019 London special cable says, \u2018Said Pasha's action in seeking an asylum at the British embassy is an incident of critical significance.Nothing could tend more strong- 1y to .bring the native opposition to the present regime to a head.It may even furnish the leader, which has been all that was lacking to cause sn outbreak of that opposition.There is abundant agitated by this move than by any event since the crisis became acute.Said Pasha is as honest and patriotic as it is possible for any Turk in official life to be, and he enjoys the confidence and support of the great body of malcontents among his countrymen.These facts give color to the latest reports from Constantinople, that a rebellion against the present dynasty will take place soon, if at all.There is a disposition on the part of the Eng- !ith press to find satisfaction in the fact that Said Pasha sought an asylum in the British insiead of the Russian embassy, especially in view of the fact that his political sympathies in the past have been pro-Russian and anti-English.He evidently shares the general impression that the Czar is really friendly to the Sultan in the present troubles.There is also a suspicion in certain quarters that the Sultan is crazy and desperate enough to use force to get possession of his ex-Grand Vizier.Such action would of course give Lord Salisbury just the excuse he had wanted for sending the whole British fleet through the Dardanelles, without notice to the powers inviting their cooperation.This week has brought no change in the general relations of the European powers, a situation which is only partially controlled by the Turkish crisis.The harmony of the powers continues to be merely a conspiracy of inaction, the real purpose of which is to tie the hands of England.This is at length seen in this country, so that even the Opposition journals have practically ceased to urge Lord Salisbury to break the dead-lock.They have been warned, probably, that it is unpatrictic thus to arouse public opinion and embarrass the governrient.New York, Dec, 8 \u2014A \u2018Herald\u2019 cable despatch from Vienna says: I have received the following information in regard to the :ncidents which led to the flight of Said Pasha: A number of functionaries of the palace showed to the Sultan an anonymous letter, addressed to the President of the Council, asking him lo toke certain steps in regard to the c:risi.His Majesty believed that Said Pasha was really in communicatien with certain persons outside the palace, and ordered his arrest.His belief in the treachery of Said was increased by anonymous denunciations accusing him of being engaged in a plot for
