Mr.Tavlor, the Conservative whip.re the entry of Nir Charles Tupper to the government, providing the Premier consented to take back all the ministers who had resigned.He desired to know the truth of the statement.\u2018The Premier disputed the right of Parliament to ask the result of any private interview, but Senator Scott persisted in his demand, however.and was answered by Senator Drummond who MONTREAL DAILY WITNESS.Owens, the new Senator from Montreal, closed the debate by moving the \u2018adoption of the address in reply to the Speech from the Throne, in a short but admirable little speech.Mayor Villeneuve, the second new senator from the metropolis, seconded the address in a short and well delivered speech in French.Senator Scott took up the address paragraph by paragraph.le recognized the blessings of a good harvest, but questioned the statement that there was an increased activity in the various branches of commerce and industry.Sir Mackenzie Bowell replied at considerable length, and he was followed hy Senators McInnis and Boul ton.The latter gentleman was speaking at six o'clock, and moved the adjournment of the debate until to-morrow.MR.FOSTER'S EXPLANATION.Mr.\u201d Foster, on rising, was loudly cheered by the Conservatives.He complained that it was not a proper paraphrase of his statement to the Hcuse to say that he had alluded to Sir Mackenzie Bowell as an imbecile and a fool.As a diversion Mr.Foster devoted his attention to the disappointment he read in the faces of the Opposition at what he termed the funeral of their ill-starred hopes, which had in times past been agaln and again buried under the mantle of disappointed hopes that the Conservatives would go to pieces by internal dissensions and let the Liberals come to power.He blamed the Opposition for avoiding the real issue in the question.The seven ministers resigned because a vacancy in the Cabinet caused by Mr.Angers\u2019s resignation had not been filled.That was the reason of the wkole trouble, and was a constitutional question.The premier to-day gave it as the reason, and having once insisted on a constitutional principle these seven ministers might be credited with consistency instead of being charged with treachery and conspiracy.They had refused to go on with business in par- linment with the government incomplete and not as strong as it should be The Opposition laughed, but Mr.Foster stuck to it with a grave countenance.He praised Sir Charles Tupper as one who had come from a high position to lead the party to victory.This slogan cry again aroused the cheers of the Conservatives, who cheered loud and long.He denounced Sir Richard Cartwright for using the phrase \u2018Feeding at the public erib.\u2019 Mr.Foster again asserted that the government were united on all es- ser:tial points of policy and re-read his pledge to the House last session respecting remedial legislation, Coming back to the resignations, he declared the government now presented 2, united front.The attitude of the Ccrservative party during this crisis was admirable.They stuck to its representatives at Ottawa.By this Mr.Foster meant that they had stuck to him and his colleagues.He insinuated that Sir Richard Cartwright would not be so brave in denunciation when Sir Charles Tupper took his seat in this House, as take it he weuld in a few days.Mr.Foster was loudly cheered on resuming his seat.MR.MILLS REPLIES.Mr.Mills, who followed, read Mr.Foster's statement to the House last week, that the weakness and incapacity of Sir Mackenzie Bowell were the veasons for the withdrawal of himself and his six colleagues.To-day the same Mr.Foster asked them to believe that the reason was a constitutional one, wholly apart from the question of leadership.Mr.Foster -declared a few weeks ago that unless this incapable, weak man was got rid of the Conservative party would meet with disaster, vet they had failed to get rid of the incubus and had returned to serve under him.if it was a matter of consequence that one Cabinet seat should not remain vacant it was in the view of Mr.Mills of graver constituional moment that a nvmber of seats in parliament now vicent should be filled, so that the people should be represented.Referring to Mr.Foster's boast of coming victery, Mr.Mills professed to be not frightened.because of five by-elec- ticns within the last thirty days four had gone against the government.(Or position cheers.) Mr.Hazen expressed the regret of himself and friends at the retirement of Sir Hibbert Tupper, because they liked to see honorable and competent men in the government.In a few monients, however, he threw cold water on his own argument by expressing pleasure that the government had been strengthened by the entrance of Sir Charles Tupper in his son's place.Mr.Hazen proceeded to rbarge Sir Richard Cartwright with slandering Nova Scotia by saying it was the birthplace of all the boodlers.Sir Richard Cartwright rose and said he must correct his friend.What he said was that Nova Scotia had produced \u2018The highest type of boodler.\u2019 Mr.Hazen said he accepted the correction, but persisted in his misrepresentation bv quoting Nova Scotia had nroduced \u2018The highest type of boo- dlers.\u2019 It was Mr.Hazen who was slandering Nova Scotia, and Sir Richard Cartwright again set him right by telling him to leave off the \u2018s\u2019 and make \u2018boodlers\u2019 singular in a gram- metical sense.Mr.Hazen added a comment which did not reach the press.He failed to score any point against Sir Richard except by recalling a Shakespearlan quotation attributed to Sir Richard Cartwright in 1891, respecting the Maritime Provinces.SIR HIBBERT TUPPER AND THE SCHOOLS.Sir Hibbert Tupper made a speech, in which he described Sir Richard Cartwright as a political madman, discredited in the House and the country.As to the resignations, they had been put in because the interests of the country demanded that remedial legislation, if necessary.should be put upon the statute book this session.For this they could not rely on the Opposition.The Conservative party alone could be expected to enact such legislation and to do that the Conservative party must ba strong in the government, and the government never required greater strength than on an occasion of this kind.That such legisiation could be enacted and the Conservative party not united no one ever pretended.They, the ministers who resigned, believed it impossible to hope foc success while Mr.Angers's place in the Cabinet was not filled and their own party not united on the question.He added, \u2018I believe now that remedial legislation is safe and the Conservative party is safe.\u2019 Two or three applauded this statement, but as a rule it was listened to in silent amazement by the minis- terialists.He denied that he had resigned last spring.True, he had differed from his colleagues, but he finally abandoned his attitude and remained a member of the Cabinet.Mr.Paterson made a strong speech, in which he declared the evidence clear that Messrs.Foster, Montague, Haggart and others had lied to the pecple from public platforms and to parliament.The motion to adjourn was carried.\u2014_\u2014\u2014\u2014\u2014 THREE INTERESTING SUBJECTS.MR.BALFOUR DISCUSSES THE SITUATION IN TURKEY, VENEZUELA AND THE TRANSVAAL.London, Jan.15\u2014At a meeting in Manchester this evening, over which he presided, the Right Hon.Arthur J.Balfour, First Lord of the Treasury.in the course of an address made an incidental mention of the Emperor William of Germany, which was greeted by yells, groans and hoots.Mr.Balfour admitted, with sorrow and reluctance, that the concert of action of the European powers had failed to introduce reforms in the government of Turkey, without which, he feared, it would be impossible to hope for an early settlement of the Eastern ques- Referring to the Transvaal difficulty, Mr.Balfour declared that he could not discuss the gravity of the offence of those who would be arraigned for their operations in the South African Republic, but he would say he was sure that those who were responsible for the movement there were not guided by mean, sordid motives.The government, he said, was of the opinion that it was impossible for affairs in the Transvaal to reach a satisfactory condition while its government was founded upon so artificial and inequitable a basis as it is at present, the Uitlanders, who are vastly in the .majority, paying the greater proportion of the taxes and not having the smallest share in the government.President Kruger, Mr.Bal- fcur admitted, had displayed great generosity and political wisdom, and he hoped, therefore, that the promised reforms would not be delayed longer than was necessary.It was beyond question that the Transvaal Republic was free in the administration of its internal affairs, but its external affairs were subject to the control of Great Britain, and foreign interference would not be permitted.At this point the speaker was interrupted by prolonged cheers.Nevertheless, Mr.Balfour said he was not aware that any foreign country was prepared to dispute the doctrine.The statement was greeted with renewed cheers.Touching upon the Venezuelan dispute, Mr.Balfour said the people of the United States of America appeared to suspect Great Britain of running counter to the Monroe doctrine.Fe dilated upon this doctrine, construing it to the effect that the American continent must not be regarded as a field for European colonization, and that European nations were not entitled to interfere in the domestic affairs of the new world, and said that the United States and Great Britain concurred in this construction.He was not aware, he continued, that there had been any change of mind, and did not believe it would be possible to find an individual in the country who was desirous of what is known as a forward policy in America.Great Britain was content, and always had been- content to do the best for the colonies she possessed there, and did not wish to interfere with other states, or to acquire more territory.He believed that if the Venezuelan Government had requested British protection the honor would have been declined by every statesman nameable.He referred to the long duration of the boundary dispute, to Lord Salisbury\u2019's despatch, to the progress ot compiling documents relating to the matter here.and to the appointment of a THURSDAY, JANUARY 10, 1¢a: United States commission to determine the boundary, and added that it would be hard indeed if the FEELING IN AMELICA.Mr.Balfour said he had been deeply and painfully impressed with the different manner in which war'is regarded in England as compared with the view apparently taken of it by some sections of the American population.War with the United States of America appeared to himself, and doubtless to his hearers also, to be enveloped with the unnatural horror of a civil war, which, with any nation, is a terror to be avoided at all ccsts, except dishonor.Bevond their common ancestry, language and civilization, he believed, he said, that the British people showed a pride of race which embraced every English-speaking community in the world and an Anglo-Savon patriotism.He admitted wi:h sorrow that such feelings, judging from the rewspaper articles on the subject, were not shared by a large section of the American pe-ple, who seemed to regard a war with England as a thing to be lightly indulged in, an exhilarating exercise, a gentle stimulus.This dreadful and horrible view, ha declared, he could not believe was the permanent adoption of any large section of people of the United States.Mr.Balfour dwelt at length upon the sentimental aspect of the question and said he trusted and believed the day would come when tle better statesmen in authority and more fortunate than even Monroe, would assert a doctrine between English-speaking peoples under which war would be impossible.(Cheers.)
