CAMPAIGN.DAILY WITNESS The Hon, Philippe Roy's Inaugural Public Meeting Was Held Last Night.INFLUENTIAL SUPPORTERS SPOKE IN HIs BEHALF AT MONL- MENT NATIONAL.The Mon: Philippe Roy's inaug''al mecting in the mayoralty campaign took place in the Monument National last evening, and notwithstanding the unfav- orable weather it was numerously attended.Besides the electors, u large contingent of Laval boys were present! Mr.Maurice Perrault, M PP, was called to the chair.Senator Cloran was the first to ad-! dress the meeting.He commenced by: stating that be was present despite the, remarks of some fricnds who had told\u2019 him that all efforts were useless us there was no public opinion in Montreal.He wished to help arouse public opinion, and he felt sure that 1t! would soon be done.He disputed the statement made at Mr.Payette\u2019's meeting of the previous day, that the candidature of \u2018the chairman of the Finance Committee had the support of Sir Wilfrid Laurier.Mr Emile Lavigne, who was in the audience, rose to protest and declared that such a statement bad not jen made.Some confusion followed for a moment, after which Mr Cloran, continuing, strongly protested against the trusts that have the support of Mr Payette, and declared that he had no use for a lighting company that charged double the reasonable rates, mor for a street car company having no regard for the rights and even the lives of the citiz-us.The speaker then- reviewed the attitude of the seven city papers, which he called the seven wise virgins giving light to the public.Two of these\u2014the \u2018Canada\u2019 and the \u2018Star'\u2014were perfectly silent on the campaign.Three others, the \u2018Gazette,\u2019 the \u2018Presse\u2019 and the \u2018Patrie did not sav much, and were not very enthusiastic in their support of Mr.Payette.The two others, the \u2018\u201cWitness\u2019 and the \u2018Herald\u2019 were openly against, him, The \u2018Witness,\u2019 represent- mg an Important and verv intellectual element.and holding a high rank In the financial and commercial, as well as in the moral world, declared that the elee- tion of Mr, Payette would mean the consecration of a crime.The \u2018Herald\u2019 a political friend of Mr.Payette, said that his election.under the cireum- stances, would be a disgrace.Mr.Roy, continued the speaker, was not opposed to monopolies, properly speaking.What he wanted to do was to regulate them.A certain number Of monopolies were needed, but they should be regulated, and that was what Mr.Roy favored.In Mr.Roy.the e'ectors would further find the guarantee that, being a man of independent means, he had no need of free shares in stock, The Senator then referr - ment of Ald.Lavette te the araw should be chosen from the City Council, as the doctrine of the hereditary mayor which was unsound in itself, and he mentioned the Dames of some of the Mayors in the past w ver members of the council, ho never were WORSE THAN A TAMMANY BOSS.The Senator strongly scored Ald.Pav- ette for having deposed three members of the Finance Commitee because they voted against him, and said it was an act that a Tammany boss would not have een guilty of.[t simply amounted to personal vengeance, and he added that if Ald.Payette were elected he would again be the head of a clique at the City Hall, to counteract which a new man was needed.Ald.Mercier followed.ful summary of the lighting question, explaining how he had found it his duty to leave Ald.Payette when he realized that he was working against the interests of the citizens.Mr.Mercier endorsed Senator Cloran's views on the question of choosing a mavor outside the council, instancing the conduct of Mayor kkers, who, on many occasions, took an active part in the discussions and tavored one class more than another.They needed an impartial mayor, and they would have such a man in the person of Mr.Roy., Mr.Gustav Francq addressed the meeting on behalf of the labor party.He sald that they had decided to support the candidature of Mr.Roy.because he had promised in an open letter to use his influence to get the property quahfi- cation for aldermen abolished.It was an anomaly to have such a thing exist in the twentieth century, as he thought it needed no argument to ehow that the laboring man who had the ability should be eligible for aldermanic or even legislative honors as well as the man who owned property.The next speaker wae Ald.Levy Referring to Mr.Payette\u2019s claim that a mayor should have a record in the council, he said that it would be better for the\u2019 present chairman of the Finance Committee to have no record, and criticized his general administration.Referring more specially to the light question, he severely criticized Mr.Pay- ette\u2019s attitude, and declared that even admitting good faith on hig part and mere mistakes, such mistakes rendered a man ineligible for the high and re sponsible position which he now sought.Ald.Gadbois, who was sitting in the audience, vas then called for.At\u2018er much persuasion he ascended the platform and delivered a short speech, in which he did not commit himself in any way, He said that he did not wish to dictate their conduct, as it lay with the electors to express their free will and use their own judgment.lt might be that they wished some change, and it wag for them to say eo.1f he were acting as a mere citizen, he would ask most categorical declarations from the can-i- dates.Such declarations could never he too categorical.As it was, he would He gave a care- follow the wish of the people and give JANUARY 22.71-re his honest support to the mayor chosen by them.Mr.J.B.Archambault followed.denounced the trusts and charged Mr.Payette with being their supporter He mentioned the humiliating attitude into which the city of Montreal had been forced, the M.L.H.& I\u2019 having reached such a degree ot independence and haughtiness as to dictate 1ts own terms, after monopolizing the source of water power, and saying to the city: \"We will consent to sell you gas, but vou muet purchase electricity at the same time.This was just the same as 11 all the large departmental stores combined together and forced their customers to buy a pair of boots whenever they needed a few vards of cotton.After reterring to the Payette-Mercier incident, when the pres sident of the Finance Committee re fused to accept the challenge of lis col | league to go betore the electors, MT.| Archambault concluded by stating that -
