while the clergy are English and Con: servatives, allied with the English No- man Catholic nobility, who are almost wholly high Tories and anti-llome Rulers.In the contest last week these took a decided stand against the Liberal government on the education qu-s- of tion.in azreement with the attitude of the Established Church.But the Irish voters generally may unt have followed their lead.In the long struzgle for the 2epeal of the Union, and later for Home Rule, the Irish had no opponents more determined in hostility than th: Roman Catholic nobility and hierarchy of England.Both in Westminster and in Rome this hostility has always had a depressing effect on Iirixh aspirations.Now that the Irish vote has become such an \u2018mportant factor in English politics, it might be expected to make itself felt to English Ro man Catholic of Rule, This is all the more probable because ot the feeling among the Irish that they have suffered by the action of their English co-religionists, have been repulsed where they expected sympathy, ana have nothing to expect from the Roman Catho- lie Tory aristocracy of England.The Vati- in opposition enemies hone ps can will hardly venture to interfere in \u2018this domestic English political quarrel, the bishops and ,clergy having had on several occasions, and in different countries, of recent years, their advice rejected.when, as in Quebec province in 1896, such advice was contrary to the national sentiments of their co-religionists.\u2014 ame LIGHT UPON DARKNESS.Mr.Langlois\u2019's speech in the Legislature on the school books question was a sensible, timely and vigorous presentation of a peculiar phase of publie school education in this province.Jt would appear from what he said, and an exami nation of the books he referred to will prove the correctness of lis strictures, that the authorities who have the regulation of what shall be taught in the French schools have a curious idea of what constitutes Canadian history, or else they think it wise to impress on the pupils ignorance under the guise of instruction.For a school book to name the late Mr.Charles Thibault as a great Canadian, while ignoring the most notable of British Canailian historical per sonages, is too funny for anything.Apart from his romantic claim in one con stituency to have been an Indian changeling, the exploit which brought Thibault into greatest derisive fame ocurred in the county of Shefford, where he had taken the stump in opposition to the late Hon.1.S.Huntington.Addressing a meeting -of French-Canadian elec tors, he declared he had received a mandement issue - by the Pope, calling upon them to vote against Mr.Huntington.Thereupon he produced a document.of formidable proportions, with the Papal arms and large seals attached, which he solemnly asserted was the Pope's mandement.In reality it was an insurance policy, which be had caused to be embellished in a way to deceive people like his hearers, who had never seen and could not understand such writings.This incident wax characteristic of Mr.Thibault's audacity as a politician.It must be said of him in justice, however, that he was a brilliant humorist.No one enjoyed the mandement joke, as he declared it was, more than himself.\u2018Charley\u2019 Thibault, as he was familiarly known in those days, was a genius in, his way.lle had the gift of oratory with that of perfect freedom from all prejudice in favor of truth.His reckless confidence in the gullibility of ns audiences was astounding; so much so that we have come to take the records of such happenings as matters of course in our Monday newspapers.When the disastrous events recorded occur in China, South: America, or even British India, we can read of them with resignation, if noted with equanimity; but many when they have occurred, as it were, at our very doors, and have afflicted our own kin, they stir our blood with dis- tresy infinite Among ~uch happenings was the landslide which and an sadness, overwhelmed the village of Notre Dame de la Salette early on Sunday morning.The village was built upon a clay hill, the clay Ivinz upon granite which had been polished by the glaciers of ages ago; water percolated through cracks in the clay.separating the two formations, and presently, without any warning, the clay shdes away.destroying everything in its downward path, repeating and greatly outdoing in mischief a similar occurrence upon the same river five years ago, which told its tale in the muddy water which for a good while Howed from our Montreal taps.~ On Saturday afternoon, another grief- compelling tragedy took place off the THE MONTREAL Isle of Wight, when the American line steamer \u2018St.Paul\u2019 rammed and sank the British cruiser \u2018Gladiator\u2019 in a snowstorm.In the hillslide disaster at Notre Dame de la Salette, thirty-five lives are said to have been lost, while the marine horror took its toll of between twenty and thirty men and officers of the Royal Navy.Added to these tragedies.is the tragedy of the weather in England.We read of the frozen body of a man being found in a snowdrift only a few miles from London, and when we realize that the South of England at this time should be a mass of bloom, we can appreciate to some extent the great damage that may be done to many growing things, as well as the discomfort and suffering of the poorer people unprovided for uncongenial weather conditions at this time.None of the true happenings we have remarked upon belong to the category of horrors caused by huma\u2019a vice and frailty.Human knowledge has not yet succeeded in controlling or even foreknowing the weather to anv practically appreciable extent; the landslide was inevitable under the conditions, geological and meteorological, prevailing, although the inhabitants of Notre Dame de la Salette were not aware of their danger; while the ramming of the British cruiser by the \u2018St.Paul\u2019 is one of those recurring \u2018accidents\u2019 that human ingenuity has not so far succeeded in preventing, in spite of wireless telegraphy and numer- inventions having for their object ous the prevention of collisions at sea.In the contemplation of these things, we can only confess that the world to us 1s still inscrutable in many of its manifestations.These things are shocks to us only because they come in forms that enforce our attention.There are every day, in every city, as many and, for the most part, far more pain deaths, of which we take no note.Many of these are of a far more avoidable nature and are therefore in reality far more tragic.The larger part of the long anguish and mortality caused by the white plague is | such as we are now taught need not be, and as for the frightful tragedies in life and death, caused by alcoholism, which are within the ken of every family connection, why should these go on ?IS THEIR JOY JUSTIFIED ?The result of the Manchester eiection bas brought unfeigned joy to the hearts of the Canadian protectionists and \u2018pre- ferentialists,\u201d although Mr.Hicks, the victorious candidate, has described his success as due rather to the government's education and licensing le gislation than to any great desire in Manchester for \u2018tariff reform.\u201d However that may be.there would seem to be little doubt that the \u2018red-hot roaring\" ¢nthusiasm in the streets of London and Manchester, as described by cable correspondents badly bitten by Chamberlainism, which followed Mr.Winston Churchill's defeat, was largely the result of the imbibing of jubilant and flowing beer.It is true that the somewhat ostentatiously withdrew from their flaunting activities rn the Manchester fight; but that was only because even they saw they had gone much too far in \"their wide-open methods at Peckham, and had made their friends fearful that a repetition of such tactics at Manchester would be a vote- losing business.By more insidious ways, however, the brewers and liquor-sellers worked their will, and there was not a boozy elector who was not induced to go to the poll and vote against the government, which, he was told, was trying te rob the poor man of his beer.brewers So far as the Canadian high protectionist 1s concerned, it is difficult to understand his joy, since, if his diagnosis ¢f the recent by-elections is the correct onc, the United Kingdem will erect a tariff barmer against him as well as the foreigner.\u201d In May, 1903, at Birmingham, Mr.Chamberlarn told his hearers that Canada had voluntarily given the Mother Country a preference of thirty- three and a third percent on all dutiable gcods, and he went on to declare further, But the ministers of Canada, when \"they were over here last year, made a further definite offer.They said: \u201cWe have donc for you as much \u201cas we can do voluntarily and freely \u2018and without return.If vou are will \u2018ing to reciprocate in any way, we \u201care prepared to reconsider our tariff \u201cwith a view of seeing whether we cañ- \u2018pot give vou further reductions \u201cand we will do this if you will ment \u201cus by giving us a drawback on the \u201csmall tax of a shilling a quarter which \u201c\u201cyou put on corn.\u201d\u2019 At that time, toe.Mr.Chamberlain proclaimed himself a free-trader, and not a protectionist, but.he said, \u2018I want to point out \u2018that if the interpretation of free trade (ie that our only duty is to buy in che \u2018 cheapest market, without regard as to \u2018whether we can sell, if that is the \u2018theory of free trade which finds ac \u2018 ceptance here and elsewhere, then in \u2018 pursuance of that policy you will lose \u2018the advantage of further reduction in \u2018me \u2018 Joynson- | \u2018ment.DAILY WITNESS MONDAY, ArrIL \u2014 _\u2014.\u2018 duty .which your great colony of Ca'n- \u2018 ada offers to your manufacturers of this \u2018 country.\u2019 Well, Mr.Chamberlain has travelled far along the road of protection since then, and imperial reciprocity is no longer in the forefront of his policy; indeed, it hardly appears there any more.As a matter of fact, Mr.Chamberlain soon found that his Canadian, Australian, and other dear friends in the manufacturing line would fight any further reduction in the tariff tooth and nail; and that, indeed, their one object in life was to make the tariff higher and higher against all and sundry.So reciprocity of tariffs between the Mother Country and the colonies has been more and more shoved into the background by Unionist orators, and all the selfish interests are now appealed to.More work ab higher wages is the bait set for the workmen, while the masters are promised a slackening of competition and bigger profits.But this will not help the Canadian protectionist.He would have the alternative of taking down the bars to: Great Britain, which is the thing of all most abhorrent to his thoughts, or of standing pat to his tariff and Being ghut out of Great Britain.Either alternative would make his case worse.The position of the Canadian pre- ferentialist is far logical.His idea ultimate trade within the empire \u2014 an imperial zollverein to bind the component parts of the empire together materially as well as in affection, and that all parts of the empire shall contribute pro rata to the empire\u2019s defence.With such an ideal as that, those who cherish most the empire and believe in its grand and continued mission in the world can have full sympathy.But the results of a tew by-elections, important as they may be, at a time when so many more intimate and sensitive issues are before the electors, cannot by any means be taken as a Killing blow to Great Britain\u2019s traditional policy.Jeaving out of the question England\u2019s world-wide interests and her dependence upon the free import of raw materials for continued activity and prosperity, there was something very attractive more is free to \u2018many people in Mr.Chamberlain\u2019s programme as first presented.Germany \u2018ttad just penalized us for giving a preference to Great Britain, and Mr.Chamberlain made the most of that.\u2018Now, he said, \u2018I suppose you and I are agreed \u2018that the British Empire is one and in- \u201c divisible, that we absolutely refuse to \u2018look upon any of the states that form \u2018the British empire as in any way exclud- \u2018ed from any advantage or privilege to \u2018 which the British empire is entitled.\u2018But, unfortunately, Germany thinks \u2018 otherwise, and insists on treating Can- \u201cada as though she were a separate coun- \u2018try.\u2019 German newspapers at the time frankly declared that the penalizing of Canada by a higher duty was a policy of reprisal, intended to deter other col onies from following in Canada\u2019s path.\u2018 Therefore,\u201d declared Mr.Chamberlain, in ringing tones, \u2018it is not merely a pun- \u2018 jshment by Germany upon Canada, but \u2018it is a threat to South Africa, to Aus- \u2018tralia, and to New Zealand\u2019 Mr.\"Chamberlain said he did not like that position at all, and asked \u2018how do \u2018think that in such circumstances we \u2018can approach our colonies with appeals \u2018to aid us in promoting the union of the \u2018empire, or to ask them to bear a share \u2018of the common burdens?you Imperial reciprocity in Mr.Chamberlain's opinion was the only cure for that state of things.In raising the issue he protested that the answer would not depend upon petty personal considerations, not on temporary interests, but on whether the people of England really had it in their hearts to do all that was necessary to consolidate an empire which could only be maintained by relations of interest as well as by relations of senti- In his peroration, he announced his belief in such an empire, in an empire which, though it should be its first duty to cultivate friendship with all the nations of the world, should yet, even if alone, be self-sustaining and self-suf- ficient, able to maintain itself in compe tition with all its rivals.All through this and several other speeches that came after, Mr.Chamberlain warmly assumed that Canadians would be the first to meet him half way in the lowering of duties and contributions to imperial defence.But he reckoned without taking into account the illogicality of the Canadian Manufacturers\u2019 Association, which while celebrating him to the skies in general terms, forthwith engaged in a propaganda whose purpose was absolutely to blast his zollverein hopes.\u2014_\u2014\u2014 THE DOUKHOBORS Fort William, April 27.\u2014The Doukho- bors are evidently preparing for another pilgrimage eastward and getting their clothes, such as they have, in readi- LONDON LETTER (Correspondence of the \u2018Witness.\u2019) London, April 17.The formation of the new cabinet 1s on conservative lines, that 1s to say, 1t is a reconstruction of the old cabinet at- ter the loss of its chief.Whether Mr.Asquith has enough ot the power ot holding men together which has been so conspicuous in Sir Henry Campbel- Bannerman, a.:d is so essential in à Liberal leader, remains to be seen; hut in making the rising hope of the Radical party, Mr.Lloyd George, his second in command, he has shown, not only his appreciation of remarkable ability, but his desire to make his cabinet represent adequately the two great wings of the Liberal party.He himself has alwavs been held to be a Moderate or Whig; but it is significant of his sohd qualities that no action of his followers has questioned his right to the succession.How will he get on with the Irish and the Labor party?The Irish knew that Sir Henry was an avowed Home Ruler;
